    Executive Summary: City Council has allocated funding for the rehabilitation of the tenniscourts at Forest Hill Park. On May 22, 2014, two bids were received forthis project and Saviano Co., Inc. has been determined to be the lowestresponsible bidder. The purpose of this item is to award the contract toSaviano Co., Inc. in accordance with Municipal Code Section 3.12.420.

    Analysis/Discussion: The tennis court rehabilitation project consists of patching, overlaying,and resurfacing the tennis courts at Forest Hill Park. On May 22, 2014,two bids were received for this project: (1) Vintage Contractors, Inc. for

    89,072.50 and (2) Saviano Co., Inc. for 65,424. City Engineer hastabulated the results and determined Saviano Co., Inc. to be the lowestresponsive bidder. The Engineer's estimate for the base bid was 63,000.It is recommended that two additional components to enhance safetyfeatures ( 8,000) be added to the project cost for an amount not toexceed amount of 73,424. In addition, it is recommended that up to

    2. Reject all bids. If all bids are rejected, the project could be rebidwithin approximately Sixty (60) calendar days.

    Council allocated 55,000 of Measure D funds for this project. Theproject cost, with contingency, is bid 77,095. Therefore staff proposes tofund the difference from the balance of unspent contingency funds fromthe Street and Road Projects in an amount not to exceed 22,095.

    The City Council approved 55,000 for this project as part of the adoptionof the Fiscal Year 2013-14 Operating Plan in June 2013. The City Councilapproved 16,140 in contingency funding for the concrete pavementrepair project on March 4, 2014 and 9,135 in contingency funding forthe sidewalk repair project on January 7, 2014.

    RESOLUTION 2014-A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA

    AWARDING THE 2014 TENNIS COURT REHABILITATION PROJECTCONSTRUCTION CONTRACT TO SAVIANO CO. INC.

    WHEREAS, the rehabilitation of the Tennis Courts at Forest Hill Park has been identifiedas being in need of repair; and

    WHEREAS, the City Council approved expenditure of 55,000.00 Capital Improvementfunds for the as part of the FY 2013/2014 budget; pavement repair; and

    WHEREAS, the project was advertised in the Monterey County Herald; andWHEREAS, bids for the project were received on May 22, 2014 and the City Engineer

    has determined the lowest responsible bidder; andWHEREAS, the project has been determined to be categorically exempt under CEQA

    section 15301.NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY

    OF CARMEL-BY-THE-SEA DOES:1. Award a contract for the 2014 Tennis Court Rehabilitation Project to Saviano Co.

    Inc., in the estimated amount of 73,424.00, subject to the provisions of thedocuments and certifications set forth in the plans and specifications applicable to theproject and as required by California law.

    2. Authorize the City Administrator to execute the construction contract upon the returnof the contractor' s executed contract documents and review and approval of the City

    5 Authorizes additional funding ofup to 22,095 from Account 13-89585 to Account13-89626.
