In spite of the deplorable conditions that worsen every year, we are being told Centre Diagonal "doesn't qualify" as there is not enough vehicle traffic and or permanent residents. We wish to advise Council that we consider this to be discriminatory and totally unacceptable. Each and every rate payer living on Centre Diagonal has the right to expect that road conditions will be maintained in accordance with municipal standards allowing safe traveling with year round accessibility, especially to emergency vehicles. As previously mentioned, it is a known fact that each year during spring thaw, Centre Diagonal is virtually impassible for several weeks. In the event of an emergency, there is no way any mobile response unit could arrive in a timely fashion to be effective. Is Town Council not concerned about the potential for the loss of life or property? Has Council ever considered the liability issues if such a tragedy occured? This year has been the worst in recent memory. Flooding caused from line clearance performed last fall by Hydro One has certainly exacerbated the situation.

For the first time ever, school busses suspended operations on Centre Diagonal. Seeattached letter. Parents were scrambling at the last minute to arrange transportation twicea day to meet the bus at the highway. Others were forced with interruption ofemployment to the extent that temporary relocation had to be implemented. Severalresidents are reporting damage done to vehicles while traveling the road.

Social gatherings with family or friends have been canceled because of the roadcondition.

Suffice it to say, the aforementioned has created a very stressful environment, particularlythose residents located west of the wet land area on Centre Diagonal.

It has been more than a "few weeks of inconveniences". Our daily lives have all beenadversely affected. The status of Centre Diagonal can only be described as an emergencysituation during Spring thaw.

To date, all we have heard from Council is their concern for the budget and fiscalresponsibility to the rate payers.

Again, allow us to state, that is unacceptable. There is no reason why temporary repair ofthe worst area in the wet land segment of Centre Diagonal can not be undertaken andmore gravel spread on the remainder to carry through until the designated fullreconstruction comes due. Hopefully, sooner than the 6 - 10year currently projected.

If funding is an issue, why can't other rebuild programs on roads that may not be in suchcritical shape be rescheduled? Can Council not lobby their provincial counter parts toseek financial assistance?

In closing, it is imperative to state that as elected officials, it is Council members swornduty, civic responsibility and moral obligation to ensure the quality standard ofliving andsafety of their constituents is maintained.

The full time residents of Centre Diagonal should not be asked to endure another year ofhardship and stress.

Dear MPP Murdoch:I

Thank you for your timely action and efforts last fall in resolving the line clearing by Hydro One and theherbicide application of GARLON4, intended for the wetlands, on Centre Diagonal in Hepworth,jOntario.However, with Spring upon us, we wanted to inform both you and Mr. Arnie Clark of the serious concernsand risks involved in the flooding of this road, which we believe is the direct result of the Hydro Oneclearing last year. (In the eight years our family has lived on Centre Diagonal we have never experienced aflooded road).

The snow accumulation of this winter is melting directly over the road and since the Hydro One clearing,the wetland vegetation is no longer there to absorb the moisture.

A number of other ratepayers residing along this road voiced similar concerns at a Town of South BrucePeninsula Council Meeting (April 2, 2007), regarding the condition of the road and resulting safety issues.This road, in their opinion, cannot meet municipal standards and expressed concern regarding access foremergency vehicles. The Township erected flood signs two weeks ago on a portion of the road andyesterday a drainage pipe was extended across an area to try and help the situation.

Effective March 30,2007, Laidlaw school bus informed effected families residing on Centre Diagonal thatthe bus is no longer able to come down the road, and thought the large school bus was only worsening thecondition of the road. Twice a day, families must drive on this deplorable road to meet the school bus at thehighway.

Is the ToWnshipconcerned about LiabIiity issueSif Emergency vehicles are-delayed: not only-becauseortneflooded area but the extensive pot holes? I'm concerned about damage done to personal vehicles having totraverse the road over the pot holes several times a day.

Mr. Murdoch, what is the criteria for road reconstruction/blacktop for Centre Diagonal? When can weexpect a resolution to this issue that would ensure all effected ratepayers, their families, school buses,Emergency vehicles, etc., safe access on Centre Diagonal?

We are writing to ask for your help and assistance again. The road must be in safe driving condition all yearround. '

April 9, 2007Attention: Council

I reside at 228 Center Diagonal Rd. I am writing you in regards to the poor condition ofour road. At the present time, it takes approximately 10-15minutes to travel down our road. Itfeels as if you are a riding on a washboard, as it has been badly washed out from the pools ofwater running over it. For the last two weeks, because of the poor conditions, the school buseshave not been traveling up and down our road. This is not the first time this has happened.

Myself and a few other neighbors have approached the council members and made themaware of the condition of the road. The next day they did come and fill in the sink hole that wasforming, and have put up a barricade for people to avoid the hole. With this spring rain the roadhas continued to deteriorate. It is the worst that I have ever seen. Believe me, I have seen itpretty BAD before. Over the past 3 years living here, we have had to take our vehicle in 4 timesfor wheel alignments. It is now due to go back in yet again. Reasons for this is from the poorcondition that our road gets in.

A few of my family members have phoned in to the Town Hall and spoke to Mr. BillJones about the poor conditions of our road. They are very concerned for the well being of ourfamily and others. His response was that he realizes the condition of our road is bad, but they areunable to grade our road until things dries up. Grading the road is not going to do anything, asby the end of the day, it becomes a big mess allover again. What we have been trying to tellthem over the last 3 years, that we need a new road. Bill Jones says there are no plans for thenext 3-5 year for putting one in. I have a 6 month old daughter, and if there was an emergency atthis present time, it would be an extra 10-15minutes for an emergency vehicle to get down theroad. That is a lot of time if it a matter of life and death. She has been presently been diagnosedwith a type of asthma, and that is more cause for concern.

I am writing you in hopes that you may personally take a drive down our road and see foryour own eyes what we, the people of Center Diagonal Rd, are talking about. Myself and otherfamily members have spoken to various council members and they do not seem to want to takeaction in helping us out. I am asking you to please take our concern seriously, and help bypointing us in the right direction in order to have something done. You can get a hold of me at(519) 935 - 3594.
