Residential Street Light CriteriaRevised – May 2021

This “criteria” shall be interpreted as policy to be used as a standard operatingprocedure for streetlight requests and as a supplement to Article IX – “RequiredImprovements” Item No. 6 in the Subdivision Guidelines which states that “Streetlights are required to be installed by the subdivision developer, inside the City Limitsof Clarksville, as per criteria established by the Clarksville Street Department”.

I. Overhead Power

1. Clarksville Department of Electricity (CDE) shall create a street lightlayout, with approval from the Clarksville Street Department (CSD), foreach section of a particular subdivision. Streetlights warranted insubdivisions without CSD’s approval of layout shall not be paid for byCSD. CDE shall install all required streetlights and secure payment fromthe Developer.

2. Streetlight spacing shall be governed by a spacing guideline of onestreetlight every 400’± of roadway with special consideration for additionalstreet lights at sharp curves, intersections, and cul-de-sacs. Exceptions tothis spacing guideline shall be approved by CSD prior to installation.

3. Streetlights shall be mounted at 30’ above the roadway on 6’ armextensions and shall be of the “cobra head” style, unless otherwise noted.Streetlights shall be 37W LED, unless a higher wattage is necessary (withprior approval from the Clarksville Street Department).

4. Clarksville Street Department will maintain, in coordination with CDE, alloverhead street lights installed from overhead power sources.

5. The City of Clarksville will pay for the power consumption for overheadstreet lights directly to CDE. CDE shall “maintain records of the numberand wattage of streetlights in service to permit the accurate calculation ofenergy consumed.” This is in accordance with the Purchase Agreement(April 1992).

II. Underground Power

1. If the Developer elects to install underground power in a subdivision,he/she shall be required to coordinate with CDE for providing thenecessary power requirements for streetlight installation. The Developeris required to furnish and install all decorative street light fixtures in asubdivision. The Developer will be required to select from the CSDapproved list of poles and fixtures

2. The Developer shall submit a streetlight layout plan (including spacing,fixture type, lot lines, etc.) to the Clarksville Street Department for approvalbefore the installation of any street light poles/fixtures. All layout plansshall be in strict compliance with ADA requirements.

3. Signature of the Final Plat shall be withheld until the Developer receivesapproval of his/her street light layout plan from the Clarksville StreetDepartment.

4. The Developer shall be required to submit a construction bond based on125% of the estimated cost of material and labor for the streetlight systemfor the subdivision. The Developer shall be required to install alldecorative street lights within 6 months of the Final Plat approval.Construction bonds will be in accordance with standard policy as set forthin the Subdivision Regulations.

5. The Developer shall submit an “as-built” survey of the completedstreetlight system upon completion of the installation of all street lights in asection. Construction bonds will not be released without this document.

6. CSD will assume maintenance of decorative street lights upon finalacceptance by this Department.

7. The City of Clarksville will pay for the power consumption for decorativeand/or underground-powered street lights directly to CDE. CDE shall“maintain records of the number and wattage of streetlights in service topermit the accurate calculation of energy consumed.” This is inaccordance with the Purchase Agreement (April 1992).

DECORATIVE UNDERGROUND LIGHTING REQUIREMENTS

These Decorative Underground Lighting Standards have been developed foruse by electricians, contractors, and developers to assist them with the streetlighting installations within the City of Clarksville.

All designs must be approved by the Clarksville Street Department prior toany construction.

Please read and become familiar with these standards before beginning yourproject. You should follow these standards as well as any other drawings youare given for a specific project.

Required Inspections

1. Footings: (CSD)Inspections shall be complete prior to pouring concrete. This includesconduit, form, rebar, anchor bolts, and ground rod. Developer/ContractorShall notify Construction Inspector 24hrs in advance for Inspection. LotsShall be clearly marked or identified for inspections.

2. State Electrical (Rough-in) Ditches and Conduit: (CBC)Prior to backfill, excavation shall be complete with conduit at proper depth.Approved electrical service warning tape shall be in place prior tobackfilling. See detail “Trenching Detail”.

3. Pull Box: Installed by Contractor as requested. (CSD)

4. State Electrical “Final” Inspection (CBC). Lots shall be clearly marked oridentified.

5. Final Inspection (CSD)Developer/Contractor Shall contact Construction inspector 24hrs inadvance for Inspection. Street Light poles and fixtures installed shall matchthe original lighting plan approved by CSD.

(The following is provided from the Subdivision Regulations)

ARTICLE X

BOND AND SURETY

1. Construction Bond

In the event the subdivider elects to defer construction of the improvementsrequired under Article IX, a bond, cashier’s check, or irrevocable letter ofcredit shall be required of the subdivider, the amount and specifications ofwhich shall be approved by the City Engineer or appropriate utility district andthe City Street Superintendent or the County Road Supervisor and RegionalPlanning Commission securing to the City, County, Regional PlanningCommission, or utility district, actual construction and installation of suchimprovements for a minimum period of 6 months from the date of Final Platapproval and in accordance with standard specifications of these Regulations.Such bond or irrevocable letter of credit shall be in cash or be made by asurety company and shall be made payable to and enforceable by the City ofClarksville, Montgomery County, Tennessee, Regional Planning Commission,or appropriate utility district. Such bond shall not exceed 125 percent of theestimated cost of the improvements. The surety, or irrevocable letter of creditshall not be released from said bond except by written release from the CityEngineer or appropriate utility district and the City Street Superintendent orthe County Road Supervisor and Regional Planning Commission.

The above mentioned surety bonds, cashier’s check, or irrevocable letter maybe accepted for utilities, streets, and drainage structures within the proposedstreet right-of-way. Surety bonds, cashier’s check, or irrevocable letter ofcredit will not be accepted for drainage structures outside the proposed streetright-of-ways. Drainage structures, outside the proposed street right-of-ways,will have to be complete and in working order before final plat approval.

The subdivider by agreement with the City Engineer or appropriate utilitydistrict and the City Street Superintendent or the County Road Supervisor andRegional Planning Commission shall warranty improvements for 12 monthsafter all improvements are in place and accepted by the City Engineer orappropriate utility district and the City Street Superintendent or County RoadSupervisor and Regional Planning Commission in case of any and all failuredue to improper workmanship and/or materials used for the installation ofutilities, fills, drainage systems, etc.

All bonds shall be delivered to the proper department by noon the lastbusiness day before the Regional Planning Commission meeting, or the casewill be deferred until the next regular meeting.

2. Maintenance Bond

a. After completion and acceptance of any improvements required herein,the City Engineer or appropriate utility district and the City StreetSuperintendent or the County Road Supervisor and Regional PlanningCommission may require a maintenance bond for a period of one yearfor construction maintenance. The bond shall be in the form of anirrevocable letter of credit or be made by a surety company.

b. All bonds shall be delivered to the proper department by noon the lastbusiness day before the Regional Planning Commission meeting, orthe case will be deferred until the next regular meeting.
