WITH very low rental vacancy rates of1.5 per cent in the Mandurah-Murrayregion, there is concern among tenantsthat rents will go up.

Currently, the median rent locally is$320 per week and welfare agenciesreport a dire lack of affordableaccommodation in the region.

With demand for rentals outstrippingsupply, it seems many potential buyersare deciding to rent for a while due toaffordability pressures, holding out to seeif the market improves before they buy,according to Real Estate Institute of WAPeel representative Kent Murphy.

“However, this squeeze is placingsome pressure on rents which went up$10 per week over the New Year periodand may go up further depending ondemand,” he said.

“While there is no cap on what anowner can charge, there is rightly aprocess to ensure that rent increases arenot frequent or excessive.

“When signing a new lease, ownerscannot ask for more than two weeks’rent in advance; however, they can acceptadditional payments if offered.

“Owners cannot increase the rentduring a current fixed-term lease, unlessthe contract stipulates that rent reviewscan occur during the period of the lease.

“When this happens it will be six-monthly,” Mr Murphy said.

“For example, a tenant may agree to a

one-year lease with a review after sixmonths.

“The projected increase after sixmonths is agreed in advance between theowner and tenant.

“A rent review cannot be a surprise.”Mr Murphy said rents could be

increased with each new and renewedcontract, but not more frequently thanevery six months.

“Sharp increases in rent cannot beused as the sole reason to removeexisting tenants,” he said.

“In cases where there is a periodiclease with no clear or written contract,owners can increase the rent, but only if60 days’ notice is given to the tenants inwriting.

“Such increases cannot be more thansix-monthly.”

Mr Murphy said at the start of a lease,owners will ask for two weeks’ rent inadvance, plus a bond.

“In normal circumstances the bond isnot more than four weeks’ rent,” he said.

“The exceptions are if the propertywas the principal place of residence of theowner three months prior to the tenancycommencing, or if the rent is over $500per week.

“Offering to pay a higher rent than isbeing asked does not necessarily help atenant secure a property.

“Owners are mostly looking forreliable, responsible tenants and this

takes priority.”Mr Murphy said owners and property

managers were unlikely to accept a tenantwho offered more money if the applicantwas unsuitable.

“What matters most to owners aregood references, the ability to pay therent on time, look after the place and notdisrupt the neighbours,” he said.

“Tenants should be realistic aboutrents in the current market.

“Equally, it’s not in the interests ofowners to be unreasonable.

“A good tenant should be highlyvalued and respected.

“Wise owners wouldn’t dream oflosing them for short-term gain.” ■

WITH many home builders offering $10,000shopping sprees, free ducted airconditioning andsolar panels to homebuyers, the big questionremains: is it for real or is it a gimmick?

Tristan Kirkham from New Home BuildingBrokers said with the current state of theproperty market and builders in a slump, manywere resorting to desperate measures to make asale.

“Well, nothing is for free, that’s for sure,” hesaid. “Careful consideration of the offers isimportant to make sure you are getting value formoney, not a sales pitch to get you to sign up.”

Mr Kirham said potential buyers should ask tosee the builder’s price list for the past 3-4 monthson products, as this was a clear way to see if thespecial had been put in the base price of the home.

He also said to avoid an end-of-month sign-up.“Builders are renowned for using the end-of-

month close tactic, via either a price rise or end-of-month special,’’ he said.

“In this market any quality builder will have noissue coming to an agreement on your time frame.

“Do your due diligence on the specials, checkthe specification with the supplier and confirmwhat the builder has actually paid for it.

“For example, if the builder states the value ofthe special item is $10,000, you will often find youcan purchase it yourself for a lot less.

“That said, some of the specials that I amcurrently seeing are fantastic and it is a great timeto consider taking advantage of the true value onoffer at this time in the building cycle.” ■

Settling needed for accurate market dataTHE Real Estate Institute of WA hasurged caution with reading too much intorecent property reports released bysome private companies and by theAustralian Bureau of Statistics.

REIWA president Alan Bourke saidmuch of the recent commentary on thePerth market was made too early.

“REIWA data is showing an increase insales trend over the first three months ofthe year and we estimate that there areat least 15 per cent of settlements for theMarch quarter still to come in,” he said.

“Once this happens it is likely to pushup median house prices, given that themore expensive properties take longerto settle.”

The ABS released its house priceindex for the March quarter showing thatPerth had a surprising 0.5 per centincrease for the quarter, although it fell3.2 per cent for the year.

The institute’s reiwa.com datasuggests that Perth’s median house pricewill settle at about $485,000 once allsettlements flow through for the Marchquarter. This represents a fall of 1 percent on the revised figure of $490,000for December.

Other commentators have variouslysuggested a similar quarterly fall of 1.1per cent or even 3.4 per cent.

REIWA is expected to release its datafor the March quarter on May 14. ■
