RESIDENTIAL LIFE MASTER PLAN Residential Life projects improve students' college experience T he residential-li fe experience in higher educa tion today is inext ri cably bo und with academic achi evement. For entering undergraduates, "res lif e" can be rhe deciding facto r in both matriculati on and graduation. The Residential Life Model A strong, li ving-l earning res idential lif e character h as long been in place on the MU campus. T he university's Res idential Life department presently provid es housing for nea rl y 6, 000 students in 21 residence halls - 30 perce nt of al l undergraduates live on campu s, a requirement for freshmen sin ce 1994. Housing facilities and livin g- learning programs are o verseen today by a vice chance llor of Student Affairs and guided by a Residential Life director with an operations staff of 23 profess i onals and an administra ti ve support sta ff of 165. Res idential Li fe 's focus remai ns that of not only prov idi ng housing for MU's undergrads, bur also helping them integrate into campus lif e via "living-learning" programs and activities. O ne-h undred Fres hman Interest Groups and 23 Spons ored Learning Communities, which promote personal, social and academic dev el o pment, distinguish MU from irs peer in stitu- tions. Res Life Master Planning - Facilities In light of projected enrollment increases, th e age and condi- tion of existing buildings and failing preven ti ve mai ntenance, a Residential Life Master Pl an was c ommiss ioned overwhelmingly in 2000, the scope of which included a definitive assess ment of existing facilities, new construction, phys ical planning for renovation and long-range strategic plannin g- none of which included the uni versity's four apartment comp l exes. Changing Parental/Student Expectations Prel iminary strategic planning in 1998 had also shown that student and parental campu s-lif e expectations regarding res idence hal ls we re changing. "Double-loaded corridor" living, "gang showers" and "community bathrooms" had become conditions of the pas t. Many of today's un ive rsity students have, for example, never shared sleeping or bathroom space on a daily bas is o r lived withour air-cond itioning. MU's most recently constructed dormito ries date from the 1960s. T he 1998 planning efforts revealed that students were leaving on-campus housin g facilities- which had nor seen major renovation sin ce their construction - fo r off-campus apartment and suire-s ryl e accommo da tions, primarily in search of privacy: single bedrooms and private bath s. In May 2001, the Department of Residential Life was granted approval by the Board of Curators to proceed with implemenring a comp rehensi ve Residential Life M as ter Plan (RLMP) to upgrade or replace MU's then 19 residence halls. New Facilities T he 2001 RLMP recommended rhe c onsrrucrion of rhe Virginia Avenu e, Southwest Campus, Co ll ege Ave nue and Mid - Campus housing compl exes. Recogni zi ng the immediate, critical needs within exi sting residential halls, the RLM P scheduled rh e full renovation of each to extend their use ful li ves. Refurbishi ng the aged, 35- to 65-year-o ld facili ti es will ensur e the fin ancial viability of the res idential lif e sys tem , keep MU competiti ve with peer institutions and promote rhe continued success of Res Li fe's living-learning programs that dis ting ui shes MU. Renovating Existing Facilities - A 13-year Program Based on experi ence gained in the construction of Virginia A ven ue Housing (which opened in 2004) and in on-going construction of the Southwest Campus and Coll ege Ave nue projects (scheduled to open this year), an updated RLMP 2005 reco mmends that renovation of existing b uild in gs create smaller "Living Units" that serve groups of 12 to 25 residents in a mix of single and double rooms who share a group study ro om and an improved common bathroom. Renova ti on must also comply with co ntemporary building codes and meet national acces- si bility standards if the residential character of the campus is to continue as a major fa ctor in enrollment and matriculation. T he RLMP renovati on is being implemented in fi ve cycles, each projected to l as t three to fo ur year s: Cycl e 1 projects - summer 2001 to fal l 2004 - included the Virginia Ave nue Housing complex, wh ich houses 72 1 students in four new res idence halls. T he project al so f ea tures a new dining fa cility and li ving-a nd-learning community support space. Additional projects - including ex teri or work - address meas ures on existing buildings essential to preserving mechanical sys tems and preserving the buil ding's envelope until a complete renovation can be effe cted. Cycle 2 proj ects (s ummer 2004 to fall 2008) feature a 659-bed complex of three res idence halls and sup po rt space known as S outhwest Campus Hou sing, currently under construction on the northeas t corner of Stadium Boulevard and Provid ence Road (the former site of Smith, Blair and Do nn elly halls) . A fo urt h res idence hall is rhe 345-bed Co ll ege A venue Ho using project under c onstruction on the east sid e of Co llege Avenue, adjacent to Hatch Hall. Th e Mid-Camp us Ho using project is a 480-plus- bed res idence hall proposed to be built on the current Baker-Park and Gardner-Hyde res idence hal l s ires just north of University Hospital. A fu ll interior renovation of Hatch and Schurz ha ll s is also scheduled for this phase. Additional renovation will occur in summer 2009 to fall 20 II (Cycle 3 ); summer 201 2 to 201 5 (Cycle 4); and summer 201 6 ro fall 201 8 (Cycle 5). Each phase of the project is reviewed an- n ually, insuring the plan's viabili ty. Carefu l scrutiny and manage- ment of all aspects of the 2001 RLMP and the 2005 Update are essential to ensure success. New construction - necessary to create bed capacity and allow the renovation or demolition of ex isting faci lities througho ut rhe ph ases- may occur on fi ve sires, each of which has been rev iewed as consistent with rh e Master Campus Plan by MU's Master Planning consultant, Perry Chapman. Improving pedestrian safety Two alternati ves for improving the safety and quality of the Central Campus pedestrian envi ron ment on Ro llins Street between Maryland Avenue and Hirt Sueet are being rev iewed: Close Rollins During Class Hours This concept el iminates through-traffic during class hours, and rhereby 1) reduces pedestrian congestion at major X-i ng s; 2) eliminates ad hoc passenger drop off and pick-up; and allows landscaping improvement in space adjacent to the street corridor. Problems with Closing: 1) eliminates rhe only east- west public rhoroughfare traversing rhe campus between Hospital Drive and the Elm Street/University Avenue network 2) diverts traffic and increases congestion on surrounding str eets; 3) requires closing of Missouri Avenue or its maintenance as a cui de sac with access from Conley, causing traffic congestion on surrounding streets; and 4) limits daytime access to pu blic and/o r common functions at Brady Co mmons, the Student Recreation Co mplex and orher faciliti es . Calm Traffic and Improve Streetscape This concept: 1) reduces and controls through- traffic, including passenger drop-off and pick-up d uri ng class hours; 2) better defines and improves safety of pedestrian X-ings; 3) mitigates pedestrian/vehicle congestion; 4) continues use of the street as a public thoroughf are; and 5) improves designated bus drop-off zones on opposite sides of the str eet. "Calming" accomplishes most measur es for reducing pedestrian/vehicle congestion that could be accompl ished by closure, bur still retains a public thoroughf are capability for the City and campus. Problems with Traffic Calming: 1) slows and redirects traffi c flow fro m the Mary land-Hitt segmen t of Rollins; and 2) diverts traffi c onto Hospital Drive and increases eastbo und traffic on rhe Hi tt- College segment of Rollin s. .... During thi s past quarter -cen tury of grow th , the campu s has b ee n signifi cantl y reshaped. The C arn ahan Quad and adjacen t build ings were crea ted out of on ce ramsh ackle ci ty blocks; and the un i ve rs ity's h ealth-science co mplex has grown to becom e a pre mi er academ ic medi cal ce nt er. N ew ac ad emic, research and ca mpus -life fun ctions have also since s trength ened th e sense of collegiali ty in the core camp us. O ver 8, 800 p arking spaces we re loc ated in new s tru c tures, reduc in g the a mount of campus land tha t wou ld otherwi se be n eed ed for surface parking. Wi th the exce pt ion of th e last four years of this pe riod, st ud ent e nrollme nt has rema ined relatively sta ble, reflec t- ing a na tionw id e trend in whi ch facil ities g rowth has b ee n dr i ven less by enro llme nt and more by th e expa ns ion of research, su pport functions and se rv ices th at ins tit u tions are provid ing. Planned Capacity As a res ul t of this g rowth , MU's co re camp us is largely built up today. Wheth er g row th in the next ge n erat i on follows a pace comparab le to the last 25 years cannot be pre di cted, but it is clear tha t M U must have c ap acity for expans ion and c hange if it is to ma intain its posit ion as a c ompetitive, p roducti ve fl agship u ni versity. Just as i mporta ntl y, ca mpu s growth and c hange must be plan ned to rei nf orce, and n ot u nde rmi ne, the c ha racter, bea uty REINFORCE THE UNNERSITY MISSION & VALUES: Organize facilities and places to promote MU's mission and values. PRIDE OF THE STATE: Express the importance of the campw to the state, nation and world. DNERSITYWITH THE UNITY: Create and maintain campw settings that bring together the diversity of people, heritages and culture. Area Studies MU has initiated a series of area s tudies that will define th e terms by w hich future development should take place. Th ree camp us areas are bei ng inves tigate d: • T h e c ampus &om Rollins Street s outh to Stadium Boulevard will continue to under go s ignificant cha nge over the next genera t ion. With in the last few years V irginia Avenue Hou sing compl ex a nd th e Virgin ia Avenue Pa rkin g Garage have bee n built in the a rea . The northern edges of the campus , generally flank- i ng Uni vers i ty Ave nue and Elm S tre et , are being s tudied not on ly to ident ifY opport u nit ies for future c amp us bu i ldi ngs but to i mprove an d energize the u rba n fabric between t he campus and Col umbia's cen tral bus in ess di stri ct. T he s tudy focuses on how fu ture la nd uses on campus and in adjace nt ne igh - borh oods can be organi zed to reinforce each oth er and how a vibr ant communi ty edge can be c reated t hro ugh bu ild i ng s iting, open space connections a nd streets cape improvements. The st udy will be done coll aboratively with the Ci ty . PLANNING PRINCIPLES ENVIRONMENTAL SUSTAINABIUTY: Embrace suitable strategies in pr omoting swtainable sites, water efficiency, energy and atmosphere, materials and resources, and indoor environmental quality . RECRUITMENT-RETENTION: Emphasize the qualities of the campw that help attract and keep students, faculty and staff . PLANNING & DESIGN INTEGRITY: Provide facilities and grounds that meet the functional needs of the institution and that comply with the intent of the Design Principles to pro- vide an overall aesthetical and pleasing campus experience. The Residential Life Model A strong, living-learning residential life character has long been

Virginia Avenue, Southwest Campus, College Avenue and Mid­Campus housing complexes. T he U niversity of Missouri - C o lumbia's Campus M aste r Plan is an o ngoing, interactive planning process begun in 1980 to ensure an open , dynamic

process fo r guiding campus development. The goal of the M aster Plan is the c reation of a unified, efficient environ­m ent that is both inviting to students and en hances M U's m ission o f teaching, research and public service.

The MU Campus: The next generation Since 1980, buildings totaling more than 7 million

square feet have been added to the MU campus, a figure nearly doubling the earlier footage.

During this past quarter-cen tury of grow th, the campus has been significantly reshaped. The Carnahan Quad and adjacen t buildings were c reated out of once ram shackle city b locks; and the university's health-science complex has grow n to become a premier academ ic medical center.

N ew academic, research and campus-life functions h ave also since strengthened the sense of collegia lity in the co re campus. O ver 8 ,800 parking spaces were located in new structures, reducing the amount of campus land that would otherwise be need ed for su rface parking.

W ith the exception of the last fou r years of this period, student enrollment has rem ained relatively stable, reflect­ing a nationw ide trend in which facilities grow th has been driven less by enrollm ent and more by the expansion of research, support fu nc t ions and services tha t institutions are providing.

Planned Capacity As a result of this growth, MU's core campus is largely

bu ilt up today. Whether growth in th e next generat ion follows a pace comparable to the last 2 5 years cannot be predicted, but it is clear tha t M U must have capacity for expansion and change if it is to m aintain its position as a competitive, p roductive flagship university. Just as importantly, campus growth and change must be plan ned to reinfo rce, and not u ndermine, the character, beau ty

and functionali ty of the campus. Areas of the campus with the greatest potential fo r facilities expansion are at the perimeter of the historic core campus. Even here, futu re developmen t m ust be judiciously p lanned to be compatible w ith neigh boring uses. A study for the East Campus (east of C ollege Avenue) h as been completed.

Area Studies MU has initiated a series of area studies that will define

the te rm s by which future development should take place. Three campus a reas are being investigated:

• T he campus &om Rollins Street south to Stadium Boulevard w ill continue to undergo significant change over the next generat ion. Within the last few years V irginia Avenue Housing complex and the V irginia Avenue Parking G arage have been built in the area. T he land has been illustrated as a possible locat ion for additional academic and arts-related facilities. Imminent and long-range facilities growth for Missou ri H ealth C are, th~ School of Medicine, vario us other academic units, student h ousing and parking is being rigorously studied to de termine how the site can be brought together as a unified area of the campus that w ill be attractive and fu nctional for all of its occupants.

• The northern edges of the campus, generally flank­ing University Aven ue and E lm Street, are being studied not only to identifY opportunities for future campus buildings bu t to improve and energ ize the u rban fab ric between the campus and Co lumbia's

central business district. T he study focuses o n how fu ture land uses on campus and in adjacent neigh­borhoods can be organized to reinforce each oth er and how a v ibrant community edge can be created through build ing siting, open space connections and streetscape improvements. The study w ill be done collaboratively with th e C ity.

PLANNING PRINCIPLES ENVIRONMENTAL SUSTAINABIUTY: Embrace suitable strategies in promoting swtainable sites, water efficiency, energy and atmosphere, materials and resources, and indoor environmental quality.

RECRUITMENT-RETENTION: Emphasize the qualities of the campw that help attract and keep students, faculty and staff.

PLANNING & DESIGN INTEGRITY: Provide facilities and grounds that meet the functional needs of the institution and that comply with the intent of the Design Principles to pro­vide an overall aesthetical and pleasing campus experience.

ENHANCE COMMUNITY SPIRIT: Locate campw func­tions in dose proximity to enhance scholarly activities and social interaction within a safe and secure campw.

• T h e university's holdings south of Stadium Boulevard contain MU's intercollegia te a thletic complex, as well as a diverse a rray of research , support, recreational, parking and agricultural func tio ns. MU's most extensive open-space n etwork in close proximity w th e core campus is fo und in the university golf course and the wooded ridges and open low lands flanking Hinkson Creek. The chal­lenge in planning for this a rea is to create a coherent fram ework for future campus development while preserving the natural open space environment and connecting it with the university's built areas.

As these studies take shape, they w ill be gradually em­bodied in the Campus M aster Plan. P lanning and design g u idelines for remaining key sites in the core cam pus have been and a re being undertaken as a contin u ing process.

Planning principles (see box below), and design principles formulated by C ampus Facil ities that reflect MU's arch itecture and 'sense of p lace' (see http: //www. cf. missouri.ed u/ pdc/ design_ principles. h tm), help guide developing campus concepts and project proposals.

Public hearings facilitate community input Campus community and pu blic input into the M aster

Plan process is essential. Since its inception , public hearings on the Master Plan have been held annually to update the campus community and p ublic on past, present and future projects and to seek input to help shape the p lan .
