LOCATION
Liverpool is an exciting, young and vibrant city to live; the City has a population of c.478,600 with the wider city region being home to c. 1,524,600.
The Liverpool city economy is one of the fastest growing in the UK with GVA forecast to grow at 2.1% p.a from 2019 – 2023.
Office take-up in 2018 within Liverpool city centre exceeded 736,000 sq ft, increasing by around 52% year on year, and up 96% compared with five years ago. Notably the Government Property Unit took 270,000 sq ft of the India Building City Centre office accommodation to house 3,500 HMRC staff.
The city has a large student population with the total under-graduate student population for the city standing at c.55,000 students. This makes Liverpool an attractive prospect for employers given the highly qualified workforce. Liverpool is ranked 7th in England for rates of graduate retention, this is ahead of Leeds, Bristol, Sheffield, Nottingham, Southampton, Oxford and Cambridge.
Within a 1km radius of Liverpool Lime St, the main railway station 79% of the population are under 35, an age group much more likely to rent and increasingly staying in rental accommodation for longer periods of time.
Major employers in the city centre include; HMRC, BT, KPMG, Hill Dickinson, Maersk Line & HM Passport office.

The city is well located to benefit from the North West motorway network being at the western extreme of the M62 transpennine motorway, with junction 4 of the M6 motorway 5 miles to the east. The M57 and M58 motorways also service the city, whilst two road tunnels connect the Wirral at Wallasey and Birkenhead, bringing a large portion of the population of North West Cheshire and North Wales within two hours.

DESCRIPTION
The property comprises a residential development site extending to approximately 1.68 acres, with existing planning consent to demolish remaining structures and erect a block of residential units and student accommodation of up to 7 storeys in height comprising 269 flats, 80 self contained student flats and 13 student cluster flats (61 bed spaces), with ancillary communal facilities and 4 no. commercial units (within Use Class B1) with associated landscaping and works.
A subsequent planning application (19F/1055) has been submitted, but not determined to replace the commercial space with additional residential units, to provide a total of 432 units plus 105 car spaces

EXISTING WORKS
We understand Hill Top Rise Ltd entered into a design and build contract and construction commenced in 2018.
To date, the site has been cleared, foundations laid and a steel frame erected and staircases formed, to accommodate approximately 164,000 sq ft GIA of accommodation
The architect for the scheme was Brock Carmichael

PLANNING STATUS
Planning was granted for a 457-unit scheme (ref:16F/0801) in April 2017.
“To demolish remaining structures and erect a block of residential units and student accommodation of up to 7 storeys in height comprising 316 self contained flats, 80 self contained student flats and 13 student cluster flats (61 bed spaces), with ancillary communal facilities and 4 no. commercial units (within Use Class B1) with associated landscaping and works.”
A subsequent application (ref: 17NM/1590) for non-material amendment was granted on the 26 July 2017 reducing the unit numbers from 457 – 410. On the 25th April 2019 a further application (ref: 19F/1055) was submitted to remove the ground floor commercial units various other minor amendments although to date this has not been determined.
