UCTION

INTRODUCTION SALT has been requested by Dalgety Properties Pty Ltd to prepare a Waste Management Plan for a proposed residential development located at 35-41 Dalgety Street, Oakleigh, Victoria. The proposed development is located within the Monash City Council.

This Waste Management Plan (WMP) has been prepared based on industry best practice.

Waste generation rates enclosed here in are based on Melbourne City Council data presented in Guidelines for Preparing a Waste Management Plan 2017.

INCLUDED IN THIS REPORT Enclosed is the Waste Management Plan for the proposed development at 35-41 Dalgety Street, Oakleigh. Included are details regarding:

Land use; Waste generation; Waste systems; Bin quantity, size and colour; Collection frequency; Bin storage area; Signage; Waste collection; Ventilation, washing and vermin-prevention; Noise reduction; Supplier contact information; and Scaled waste management drawings.

Number of levels: 8 (with 2 additional basement levels)

Residential Space: total of 96 dwellings consisting of:

6 two-bedroom duplexes; 3 three-bedroom duplexes; 8 one-bedroom apartments; 54 two-bedroom apartments; and 25 three-bedroom apartments.

RESIDENTIAL WASTE MANAGEMENT PLAN

4.1 WASTE GENERATION Residential waste generation rates are shown below in Table 1. Calculations are based on a 7 day per week operation.

Any common spaces to the residential areas, including lobbies, have not been included in these calculations as any waste generated in these are in service of the residential dwellings and therefore incorporated into the below rates.

4.2 WASTE SYSTEMS Waste would be sorted on-site by residents as appropriate into the following streams:

Garbage (General Waste);

Commingled Recycling;

Hard waste; and

Charity.

4.2.1 DUAL CHUTE All residents would dispose of bagged garbage and loose recyclables using the provided dual chute system. There would be one chute dedicated to garbage and another dedicated to commingled recycling. Chute doors would be signed as ‘’Garbage’’ or ‘’Commingled Recycling” as appropriate. Each chute would output directly into the stream appropriate 1,100L bin within the basement 1 bin store.

It is recommended that waste bins have reinforced bases for bin longevity.

4.2.2 RESIDENTIAL GARBAGE (GENERAL WASTE)

Each apartment would be furnished with plastic lined bins to have a minimum capacity of 20 litres for the temporary holding of garbage. Residents would transfer the waste as required to the appropriate chute drop off point located adjacent to western staircase at each residential level, as shown in Appendix 1.

Garbage is to be disposed of bagged.

4.2.3 COMMINGLED RECYCLING Each apartment would be furnished with unlined bins to have a minimum capacity of 20 litres for the temporary holding of commingled recycling. Residents would transfer the waste as required to the appropriate chute drop off point located adjacent to western staircase at each residential level, as shown in Appendix 1.

Recyclables are to be disposed of loosely.

4.2.4 LARGE CARDBOARD WASTE Large cardboard waste exceeding the size appropriate for the chute would be broken down and disposed of in the 1,100L commingled recycling bin located in the basement bin store. Residents would access this room via lift or staircase, as shown in (refer to Appendix 1).

All other cardboard waste would be disposed of using the provided chute system.

4.2.5 HARD WASTE A hard waste area of 1m2 (based on a rate of 1m2 per 100 apartments) has been allocated within the basement 1 bin store. The area would be clearly marked and residents would access this room via lift or staircase, as shown in Appendix 1.

Any e-waste generated in the proposed development will be collected as part of the hard waste collection service.

Building management shall arrange hard waste collections with collections conducted by council, to occur as required in accordance with council guidelines.

4.2.6 CHARITY A 240L charity deposit bin would be provided in the basement 1 bin store. The building manager would select a charity who is to receive the donations. The building manager would need to purchase the bin. The area would be clearly marked within the basement 1 bin store and residents would access this room via lift or staircase, as shown in Appendix 1.

Charity deposit collections will be performed on an “as required” basis via private contractor. Collection would be coordinated by building management

4.3 BIN QUANTITY, SIZE AND COLLECTION FREQUENCY

4.1 BIN COLOUR AND SUPPLIER All bins would be provided by a private supplier. The below bin colours are specified by City of Monash, however due the private nature of the collection, these are only recommendations, and are not mandatory:

Garbage (general waste) bins would have red lids with dark green body;

Recycle bins would have yellow lids with dark green body.

Note, private collectors often supply bins for collection.

4.2 WASTE STORAGE AREA Table 6 demonstrates the cumulative space requirements and provision of waste areas in the proposed development.

Please refer to scaled drawing shown in Appendix 1.

Waste management should be overseen by building management.

4.3 SIGNAGE Waste storage areas and bins would be clearly marked and signed with the industry standard signage approved by Sustainability Victoria or equivalent. The typical Sustainability Victoria signage is illustrated in Figure 1

4.4 WASTE COLLECTION General waste will be collected by a private contractor as follows:

Five 1,100L garbage bins collected twice per week;

Five 1,100L commingled recycling bins collected twice per week; and

One 240L charity bin collected on an as required basis.

Hard waste will be collected by council as follows: 1m2 area collected in accordance with council;

guidelines.

All waste bins will be stored on-site in the bin store provided on the basement 1 level.

Garbage and recyclable waste collections would occur via a 6.4m low profile waste collection vehicle. All other waste collections would be performed by a utility vehicle or AustRoads B99 design vehicle equivalent.

Waste collection vehicles shall enter the subject site via a forward motion from Dalgety Street. Waste collection vehicles would perform a three point turn at the T-intersection located adjacent to the bin store (as shown in Appendix 2).

Waste collection vehicles would prop safely at the bin store located on the basement 1 level.

Vehicle operators shall ferry waste bins from the bin room and return upon emptying.

Waste collection vehicles would exit the proposed development in a forwards direction onto Dalgety Street.

Building management shall ensure that waste collection vehicle operators are able to access the bin room.

Residential waste bins will not be presented to street kerb at any point.

VENTILATION, WASHING AND VERMIN-PREVENTION

Ventilation would be provided in accordance with Australian Standard AS1668. Rooftop exhaust fans would be implemented within each chute system to ensure proper chute ventilation is provided.

Chutes would be equipped with flushing nozzles to enable the regular washing of chutes to maintain appropriate hygiene levels for future use.

An appropriately drained wash down area would be provided within the bin room in which each bin is to be washed regularly by building management. Bin washing areas or bin wash bays must discharge to a grease trap.

Alternatively, a third party bin washing service can be engaged to perform this service. Bin washing suppliers must retain all waste water to within their washing apparatus so as to not impact on the drainage provisions of the site.

NOISE REDUCTION All chute systems and waste areas would meet EPA, BCA and AS2107 acoustic requirements as appropriate within operational hours assigned to minimise acoustic impact on surrounding premises.
