The present CRIS landscape
• The METIS system was developed by the Radboud University Nijmegen, starting in 1992
• Usage− All 14 research universities− Several research institutes at the Royal Academy of Sciences
(KNAW)− 1 institute at Netherlands Organisation for Scientific Research
(NWO)
• Cost− Licence ca. €26k p.a.

The need for a new CRIS
• In 2008 the universities started expressing the need for a new CRIS
• METIS was not completely up-to-date and had several functional and technical restrictions
• SURF was asked to coordinate the activities whose initial aim was to explore the market and compare METIS with commercial vendor systems

SURF: ICT innovation by and for higher education and research
Research universities, universities of applied sciences, and research institutions work together in SURF in order to: • improve the quality of research and
education by:• creating pioneering ICT innovations.
For more than twenty years, collaboration within SURF has led to products and services that the participating institutions could not have achieved on their own.

A brief overview of the process (2009-2010)
• 2009− CRIS lab
− Quickscan METIS architecture− Comparison of COTS (Commercial Off-The-Shelf) available products
− Interface landscape study of METIS− Quickscan for feasibility of demand aggregation
• 2010− Schedule of Requirements− Assembly of Specifications and Conditions for EU tender− Publication of Specifications and Conditions− Appr. 25 HEIs signed up for the new CRIS
− 13 research universities, 6 university medical centres, 6 universities of applied science, and a few more

Aggregation of demands and requirements

Key points for a national CRIS approach• Recommendations and outcomes of studies:
− Lean and Mean Core-system providing:− Input and registration− Functional management− API’s
− Standard interface for in- and output, e.g.− Business intelligence and reporting− Repositories
− Optional Functionality in Modules− workflow− ‘my CRIS’
− Optional Multitenant implementation
• Additional constraints− CRIS-functionality (registration) separate from repository-
functionality (archival)− Reporting functionality for Standard Evaluation Protocol (SEP)
part of Core-system− CERIF-compliant

Role of a CRIS
• Unique collection of relations between input and output− Joins information from HRM, IR, Bibliographic sources,− Joins information from local and national services
(e.g. Digital Author Identifier)− Persons, Projects, Organisations, Research Output
• Data source for business intelligence− Research Assessment and Evaluation− Actual analysis through specialised BI tools (e.g. Business Objects)
• Data source for end-user services (single entry)− Personal websites− Publication lists (PubConnect gadget)− Aggregation of local Research Information in Netherlands Research
Database (NOD) and web portal (NARCIS)
• Not necessarily an end-user service

Where are we now?
• September 2011− Assessments of Offerings
• December 2011 ???− Grant
• 2012− 3 pilot implementations
• 2012-2013− All other implementations

Towards a Modernisation of Current Research Information Infrastructure

Marc Dupuis @ euroCRIS
Future for CRIS in the Research Information infrastructure
• Complete the modernisation
• Implement role based accesse.g. to enable VREs
• Connect the CRIS to enhancedpublications and otheroutputs
• Support Open Access andOpen Data

Relevance and impact of the CRIS programme
• At the executive level in the HEIs the new CRIS is regarded as the most important eResearch development
• In fact, the CRIS programme is the first community cloud initiative within Dutch higher education
• Thus the impact of the CRIS programme is strong: if it fails, can other community cloud projects be successful?
