Application Procedures Application for certification, as defined in the Teacher Certification Chapter of the Alabama Administrative Code, is not considered to have been made until an Application for Alabama Certification (Form APP) and the $30.00 non-refundable application fee has been received in the Teacher Education and Certification Office. Submission of supporting documents is not and will not be considered as making application. Applicants must meet requirements in effect on the date Form APP and the fee are received in the Teacher Education and Certification Office. The application for renewal will not be reviewed until the background check has been completed. Certification requirements contained in this summary sheet are subject to change. Individuals employed with an Alabama public school system' or with an Alabama state-registered non-public 'school which reports to this Department through the Private School Annual Registration Report should contact the Human Resource Department of the public school system or non-public school for information about the Department's Online Renewal process. All other individuals: __ To apply for the renewal of a certificate, all applicants must submit a complete application packet as directed on the current Form APP, Application for Alabama Certification. __ A non-refundable $30.00 application fee is considered part of the application, and is required for the renewal of certificates. No personal checks will be accepted. The fee may be paid by cashier's check or money order made payable to the Alabama Department of Education or through the Alabama Teacher Certification Online Payment' System, with a major credit card, at www.alabamainteractive.org/education(a transaction fee will be applied). The cashier's .check, money order, or verification of the transaction identification number for the online payment must accompany the application. __ Applicants for renewal who have not been cleared by the Alabama Bureau of Investigation (ABI) and the Federal Bureau of Investigation (FBI) through the Teacher Education and Certification Office are required to be fingerprinted for a criminal history background check through the ABI and FBI. Instructions regarding the fingerprint process may be obtained at www.cogentid.com/AL or by calling (866) 989-9316 (toll free). The application for renewal will not be reviewed until the background check has been completed. Educational experience must be verified on Supplement EXP. --Earned credit must be verified on an official transcript(s). Official transcripts must be provided by the colleges or universities in a sealed envelope and submitted to the Teacher Education and Certification Office with the seal unbroken. __ Professional Learning Units (PLUs) earned through the Alabama Council for Leadership Development (ACLD), an Alabama public school system, or an Alabama non-public school must be documented through Software Technology, Incorporated Professional Development (STI PD). A copy of the applicant's STI PD Training History Report must be submitted with the application. Individuals who do not have an STI PD account should contact Ms. Lori Newton, STI PD Specialist in the Technology Initiatives Section of this Department, at (334) 353-1112, for assistance in establishing an STI PD account. A description of PLUs follows on page 2. __ Continuing Education Units (CEUs) must be verified on Supplement EXP, or in STI PD for CEUs earned through Alabama school systems, OR by photocopies of completion certificates for CEUs earned while not employed with a school system, OR official transcripts or certificates of completion for any CEUs earned through a college or university, OR for CEUs earned through school systems outside of Alabama, either photocopies of completion certificates or official documentation authorized by the school system or state education agency. Professional Learning Unit,. <

A Professional Learning Unit (PLU)':'.is a content driven, long-term unit of professional study for individuals who hold certification in areas of

administration and/or supervision that fully addresses all lmowledge and ability indicators under an Alabama Standard for Instructional Leaders(viewable at www.alex.state.al.us/leadership.) Professional study that constitutes a PLU requires multiple professional development experiences over

time that are aligned with the Alabama Standards for Professional Development (viewable at \vww.alex.state.al.uslJeadersbiD.) A PLU is earned at the

completion of the professional study. The professional study must include comprehensive coverage and evaluation of effectiveness in the school setting.

Professional study that constitutes a PLU must be approved either by the Alabama Council for Leadership Development (ACLD), the local

superintendent, or the administrator of the non-public school. The PLU replaces the Continuing Education Unit (CEU) which is based on seat time (l

CEU = 10 clock hours) at one event rather than the development oflmowledge and ability over time.

The renewal by continuation requirements that follow are applicable to the following Professional Educator Certificates regardless of position,title, or place of employment:

-EDUCATIONAL ADMINISTRATOR -SUPERINTENDENT

-SUPERVISOR (any subject and/or grade level) -SUPERINTENDENT-PRINCIPAL

-PRINCIPAL (any grade level)-CAREER AND TECHNICAL ADMINISTRATOR

The requirement of at least one PLUis applicable to individuals whose certificate in an area of administration and/or supervision(Educational Administrator, Principal-any grade level, Supervisor-any subject and/or grade level, Superintendent, Superintendent­Principal, and Career and Technical Administrator) expires June 30, 2010, If that individual was employed in any position by anAlabama public school system or the Alabama state Department of Education during the 2009-2010 scholastic year.

1. Continuation requirements for the above listed Professional Educator Certificates which expire June 30,2010.

a. To continue a certificate is to update it without allowing it to lapse by meeting requirements prior to September I, 2010. The application tocontinue a certificate must be received in the Teacher Education and Certification Office between January 1,2010 and December 31,2010;

otherwise, the certificate(s) must be reinstated.

b. All experience, allowable credits, PLUs, and CEUs applied toward the continuation ofa certificate (see page 4 of this summary sheet) must be

completed during the valid period of the expiring certificate and prior to September 1,2010.c. Professional Educator Certificates are not continued prior to the calendar year of their expiration.

d. The summary sheet outlining the requirements for the continuation of Professional Educator Certificates in areas of administration and/or

supervision which expire June 30,2011, and thereafter, will be available June 2010.

e. Special provision for some retired teachers. An individual who retired from a teaching or instructional support (principal, counselor, librarian,

etc.) position in an Alabama public school system and who had at least 25 full years of satisfactory educational experience and a validAlabama Professional Educator Certificate at the time of retirement may continue the Professional Educator Certificate(s) by meeting any of

the applicable options or one ofthe applicable Retired Teacher Options below.f. CONTINUATION OPTIONS:

2. Reinstatement requirements for the above listed Professional Educator Certificates to begin validity on July 1, 2010.These requirements are applicable to those whose certificate(s) expired prior to July 1, 2009. The summary sheet outlining the

requirements for the reinstatement of Professional Educator Certificates in areas of administration and/or supervision with a valid periodbeginning July 1, 2011, and thereafter, will be available June 2010.

a. To reinstate a lapsed certificate is to validate it by meeting requirements on or after September 1 of the year of expiration. To reinstate acertificate with a valid period beginning July I, 20 I0, one of the options below must be completed prior to September 1, 20 IO. Theapplication to reinstate an expired certificate with a valid period beginning July 1, 2010, must be received in the Teacher Education andCertification Office by December 31, 2010.

b. For all reinstatement options except Option 5, allowable credits, PLUs, and CEUs applied toward the reinstatement of a certificate (seepage 4 of this summary sheet) must have been completed during the period of July 1, 2005 to August 31, 2010.

c. For all reinstatement options, testing requirements (see page 4 of this summary sheet) must be met on test administration dates prior toJanuary 1,2011.

d. Individuals who do not complete one of the reinstatement options below prior to September 1, 2010, and the testing requirements priorto January I, 20 II, will not be eligible to reinstate a certificate(s) with a valid period beginning July 1, 2010, based on requirementsoutlined in this summary sheet.

e. Professional Educator Certificates are reinstated for a valid period of five scholastic years, e.g., July 1,2010 to June 30, 2015.

f. Special provision for some retired teachers. An individual who retired from a teaching or instructional support (principal, counselor,librarian, etc.) position in an Alabama public school system and who had at least 25 full years of satisfactory educational experienceand a valid Alabama Professional Educator Certificate at the time of retirement may reinstate the Professional Educator Certificate(s)by meeting any of the applicable options or one of the applicable Retired Teacher Options below.

a. Approved by the ACLD, the local superintendent, or the administrator of the non-public school; andb. Verified in STI PD.

2. ALSDE-approved graduate credit substituted for a PLU shall be:

a, Coursework that has been approved by the Alabama State Department of Education (ALSDE), The credit must be from an AlabamaClass AA Educational Administrator State-approved program, an education specialist program in educational administration, or adoctoral program in educational administration at an Alabama institution. Approved courses must require a minimum of 3 semesterhours of graduate credit. A listing of approved courses may be found at www.alex.state.al.us/leadership; and

b. Limited to course credit in which a grade of B or above has been earned; andc. Verified on official transcript(s). See Application Procedures on page I.d. Credit that was applied to the issuance of a certificate cannot be applied to its renewal.

Continuing Education Units (CEUs)1. CEUs submitted for renewal shall be:

a. Consistent with the Alabama Standards for Professional Development and based on the individual's professional growth needs asidentified through perfonnance evaluations, if employed; or related to professional education with consideration given to the

sponsoring organization, the professionaL qualifications of the presenter and the purposes, goals and evaluation ofthe activity; .b. Verified on Supplement EXP, or in STI PD for CEUs earned through Alabama school systems, OR by photocopies of completion

certificates for CEUs earned while not employed with a school system, OR official transcripts or certificates of completion for anyCEUs earned through a college or university, OR for CEUs earned through school systems outside of Alabama, either photocopies ofcompletion certificates or official documentation authorized by the school system or state education agency.

2. One CEU is equivalent to 10 clock hours of professional development.3. College course credit is not equivalent to continuing education credit.

Allowable Graduate Credits

I. Credit allowable for renewal must be earned at a regionally accredited senior institution and must be:a. Credit which is part of a state-approved teacher education program OR part of a doctoral program in the teaching field or area of

instructional support for which the certificate is held; andb. Earned on the graduate level for renewal of master's or sixth-year level certification; andc. Limited to course credit in which a grade ofB or above has been earned; andd. Verified on official transcript(s). See Application Procedures on page 1.

2. Credit that was applied to the issuance of a certificate cannot be applied to its renewal.3. Continuing education credit is not equivalent to college course credit.

Educational Experience

Educational experience is teaching experience and instructional support experience in full-time educational work in (a) any state or local publicschool, regionally accredited postsecondary school, educational agency, or educational association; (b) an accredited, state registered, state­approved, and/or church-related non-public school; and (c) rehabilitation facilities for students in grades P-12. Educational experience as anintern, graduate assistant, student teacher or in positions such as substitute teacher, aide, or clerical worker, will not be considered appropriate.Educational experience must be verified on Supplement EXP.

Testing Requirements

Applicants for the reinstatement of professional educator certificates that have lapsed for more than six months from their expiration date mustsuccessfully complete the requirements of the basic skills assessments (Applied Mathematics, Reading for Infonnation, and Writing) and theappropriate Alabama-approved Praxis II subject assessment(s) of the Alabama Prospective Teacher Testing Program (APTTP). Applicants whoapply on or after April 14, 2006, will be required to have passed the basic skills assessments and passed the appropriate subject assessment(s) ofthe APTIP. An applicant who passed the Alabama Basic Skills Test in effect from June 1992 to January 2002 is exempt from the APTTP basicskills assessments. An applicant who was required to pass the appropriate subject test from the Alabama Initial Teacher Certification TestingProgram in effect from 1981 to 1988 is exempt from the APTTP subject assessment for the appropriate certification area to be reinstated.
