INTRODUCTION
This Request for Quote (RFQ) creates no obligation on the part of the Municipality to award a contract. The Municipality reserves the right to accept or reject any and all proposals, in whole or in part, received as a result of this request, and to negotiate in any manner necessary to best serve the interest of the project including either prior to or after closing time without award. Thereafter, the Municipality may issue a new EOI, TOR, RFP, RFQ, sole source or do nothing. The Municipality shall not be obligated to provide reasons for the cancellation.
1.1 Purpose
This RFQ defines the scope of work required from the Proponent for professional
services for the following task:
1. To harvest and sell/purchase the trees or harvest and pile the trees onsite in areas away from the access points for the drill rig. A conceptual design is provided showing the location for the cutting activity. The Municipality is in the process of obtaining the necessary Permits from MNRF to harvest the wood on site.
2. The proposed road allowance is marked down the centre line with orange ribbon, an 8m swath is to be cut. 4m on each side of the ribbon line. Remove or mulch the stumps along this route, this to be done at a width of 5m, 2.5m on either side of the ribbon line. The full length of this portion is 900m
3. Clean and level 5m wide path along the road allowance cut area to allow for access of a 4 x 4 or tracked drill rig
4. Cut 6m wide fingers into each parcel as per the attached conceptual layout. These cut lines are marked with pink ribbon. Each finger will be approximately 50m long by 6m wide. Total length of fingers is 360m. Remove stumps along this corridor to a maximum 4m wide and clean to permit access for a 4 x 4 or tracked drill rig
5. The stumps and other foliage can remain onsite in locations that don’t affect access for the drill rig.
6. Provide an anticipated work schedule 7. Provide pricing for the the work listed above, including the expected revenues
from the sale of the wood. Only if the intent is to market and sell the wood. 1.2 Location Sioux Lookout is located approximately 400 km (by highway) northwest of Thunder Bay,
450 km (by highway) east of Winnipeg, and approximately 65 kilometres north of the Trans Canada Highway. It is easily accessible from Highway 17 (Trans Canada) via Provincial Highway 72. The proposed site is located at the Municipal Airport and has direct access to Highway 516.

1.3 Background The proposed site forms part of a future commercial/residential subdivision at the airport,
the intent is to prepare this lot for a development taking place in 2021.
1.4 Available Information
The information below will be provided with this RFQ.
Overhead aerial photography showing the borders and topography of the proposed cut area and approximate location of cut lines. All cut lines are marked on site with orange and pink ribbon.
2.0 OBJECTIVES
2.1 Timelines
This work must be completed no later than August 10th, 2020. 2.2 Site Inspections Inspections of the site can take place anytime until the closing of this RFQ
2.3 Insurance
The successful Proponent will be required to carry a minimum of $2,000,000 per occurrence in professional liability insurance and $5,000.000 General Public Liability Insurance. The insurance coverage cannot be modified without written consent of the Owner. Clauses that limit the liability of the Consultant or the insurance company to the value of the fees paid/payable will not be considered. The policy shall name the Municipality of Sioux Lookout as a third party insured. 2.4 Schedule
The Municipality anticipates awarding the contract by July 10th, 2020 to complete this work by August 10th of 2020.

3.2 Closing Time for Submission of Proposals
Proposals must be received no later than: 3:00 pm CST, Thursday, July 9th, 2020
3.3 Form of Submission
Propsals can be a paper copy or electronic. 3.4 Inquiries from Proponents
All inquiries must be submitted by email to the Project Manager no later than 1:00 p.m., Sioux Lookout local time on July 8th, 2020 in order to be considered. To ensure the integrity of the competitive process, enquiries and other communications regarding the RFP must be directed via email to the Municipality’s Project Manager, Jody Brinkman. Email: [email protected] During the RFQ stage, to ensure transparency and quality of information provided to Proponents, enquiries received and the replies to such enquiries, if any, will be provided in writing in an Addendum which will be made available to all Proponents through email, without revealing the source of the enquiry. Proponents should reference as accurately as possible the numbered item of the RFQ to which the enquiry relates.
3.5 Site Inspections Site inspections of the site can be arranged by contacting Jody Brinkman at [email protected]. Site inspections can take place anytime during the RFQ stage.
