    Request for Qualifications

    Isles Inc. is seeking up to 3 qualified HVAC Contractor to provide material and labor for the NJ DCA

    Heating Improvement Program (HIP) and other related work for the Isles Weatherization

    Assistance Program (“WAP”) as described in the New Jersey Weatherization Field Guide 2018

    SWS Edition. The WAP program is a federally funded energy efficiency program geared at

    reducing the consumption of electricity and/or gas.

    Respondents are required to comply with the requirements of P.L 1975 C.127. Minority Business

    Enterprises (MBE) will be offered full opportunity to bid and will not be subject to discrimination on

    the base of race, color, gender, or national origin in consideration of an award. Isles reserves the right

    to reject any and all proposals when it is determined by Isles Inc. to be in its best interest. Isles Inc.

    further reserves the right to waive minor irregularities in proposals submitted in response to this RFQ.

    Up to 30 jobs will be put out for cost estimates to the Qualified Bidder Pool over a 12-month

    period, beginning at the execution of the signed contract. The scope of these jobs will be

    determined based on proposal from contractor and Angecy Heater Specialist, information indicated by the NEAT/QUIP audit, and a work Scope generated by Isles Inc. It is expected that each qualified contractor in the Bidder Pool will receive a satisfactory and equal share of those

    jobs, based on expertise, availability and demonstrated excellence in meeting project guidelines.

    1 Instructions

    In order to be considered for award, your qualification package must include all the documents

    listed on this (Request for Qualifications) RFQ.

    Qualification packages are due by Monday, February 22, 2021, 4:00 PM EST the Respondents must:

    1. Prepare a clearly readable document. Attach all required information.

    2. Indicate any deviations from the specifications and if necessary, attach separate documents

    and/or explanation.

    3. Sign the qualifications submittal form. By signing Respondents indicate full knowledge

    and acceptance of this RFQ. The proposal must be completed in the name of the proposer,

    corporate or otherwise, and must be fully and properly executed by an authorized person.

    4. Submit 2 complete qualifications packages, one of which must have original signatures.

    Isles Inc. will receive Request for Qualifications (RFQ) at our corporate office located

    at: Isles, Inc., 10 Wood St., Trenton, NJ 08618 and 33 Tucker St., Trenton NJ

    08618.

    5. Qualifications must be received by Isles by the due date and time listed above. Respondents mailing their qualifications must allow sufficient time to ensure receipt of their proposals by the time specified. Electronically transmitted qualifications will be accepted at [email protected] with the suject line "HVAC RFQ"

    6. Cost Proposal: No cost proposals will be required with this RFQ. Qualified

    HVAC Contractors who are accepted for this program will be required to submit

    competitive bids for each project or group of projects per program guidelines.

    1.1 Qualifications of Contractor

    To be considered eligible for this pool, contractors MUST:

    1) Provide evidence that contractor holds a valid and current contractor’s license issued by

    the Division of Consumer Affairs of the Department of Law & Public Safety of the State

    of New Jersey. License must be in an area of the State licensing code that directly relates

    to the type of weatherization/energy conservation work that will be performed. The Isles

    Weatherization Assistance Program reserves the right to reject a proposal, if in our opinion,

    the license designation does not closely relate to the weatherization/energy conservation

    work being required under this RFQ.

    2) Provide evidence, within 5 days upon contract award with an original certificate of

    Liability Insurance naming Isles Inc., 10 Wood St., Trenton, NJ 08618 as additionally

    insured. The Contractor must have a minimum coverage limits no less than $1,000,000

    for property damage, $1,000,000 for bodily injury for each occurrence, $1,000,000 for

    injuries to one person for each occurrence, $500,000 Worker's Compensation for each

    occurrence (must indicate that the owner is also covered by the policy), $500,000 Pollution

    occurrence. If your company does not have pollution occurrence insurance, then proof of

    pollution occurrence insurance coverage must be provided no later than 5 days after the

    contract award notification letter. Failure to provide this document on or before the time

    allowed will forfeit your contract.

    3) Comply with the Equal Employment Opportunity Act and not discriminate in hiring or

    employment practices against any person because of race, color, religion, sex, age,

    disability or national origin.

    4) Provide all transportation and tools to perform HVAC work.

    5) Acknowledge that any changes to the Weatherization Program may result in a change of

    contract terms and conditions.

    6) Have been in business for a minimum of 2 years, or the principals/owners must have

    had senior level experience in a previous company that provided residential construction

    services;

    7) Not be debarred as a licensed Contractor.

    8) Disclose any financial, business or family ties to any member of the Board of

    Directors, Executive Officers and/or employees of Isles Inc.

    9) Have a demonstrated ability to commit to NJ Weatherization Field Guide, Chapter 6,

    and to carry such projects to completion within the time frame allotted by the Isles

    Weatherization Program (generally 3-7 days).

    10) Have demonstrated equipment, organization and ability to perform energy conservation

    construction, health and safety projects related to the rehabilitation of residential

    properties.

    11) Have demonstrated experience in managing and completing projects of a similar type,

    size, and complexity.

    12) Comply with all COVID memos and guidelines from the NJ DCA and federal DOE. (See

    APPENDIX B)

    1.2 Format of Proposal and Statement of Qualifications

    Contractors should present their proposal following this format:

    1) Description of Approach: Up to two pages describing typical approach to HVAC equipment

    installment.

    2) Team Expertise: Brief description of general qualifications, the multidisciplinary nature of

    the team assembled to work on HVAC services and other WAP related services. Include

    specific evidence of relevant experience working on similar projects and a listing of key

    personnel that would be available to work on this program. Describe ability to meet project

    deadlines. Describe why we should consider your company to provide the services required.

    1.6 Additional Information

    You may present additional information or documents that you may find relevant to show your

    company’s experience for the services required by our Agency.

    2.0 Scope of Services

    2.1 Background

    The services to be performed consists of Heating, Ventilation and Air Conditioning services and

    other related work for the Isles Weatherization Assistance Program (“WAP”). The WAP

    program is a federally funded energy efficiency program geared at reducing the consumption of

    electricity and/or gas.

    Isles is currently administering contracts for Mercer County, NJ.

    The services will be performed on residential homes and/or apartments based on work orders

    issued by ISLES INC. Energy Auditors. Prices quoted shall include materials, labor to install

    materials, disposing of replaced material/appliances, permit(s), packaging, handling, shipping and

    delivery charges and installation fully by the contractor.

    Successful Respondents shall provide Isles Inc. with:

    • Assurance to maintain a sufficient inventory to supply those materials to Isles Inc. on

    demand.

    • When required by local code, permits must be obtained (and copies of the inspection

    must be provided to Isles Inc.

    • The contractor must ensure that a licensed contractor performs the respective service

    (when applicable).

    • Proof of insurance and bonding (if applicable).

    2.2 Scope of Services

    The services rendered by the contractor shall consist of providing HVAC labor necessary to

    complete primarily heating system and hot water replacement services. Other related work might

    be necessary in some households. Offeror must be able to provide these services as required.

    The following are some examples of the work to be performed by the HVAC Contractor:

    • Installation of 95% efficient home furnaces.

    • Installation of 95% efficient mobile home furnaces.

    • Installation of central air conditioning.

    • Installation of water heater.

    • Diagnose and repair existing furnaces and/or air conditioning.

    • Diagnose and repair water heaters.

    • Tune and clean existing furnace.

    • Response to Crisis calls for furnace, air-conditioning or water heaters.

    All work performed is to be completed in conformance with NJ Weatherization guidelines, Chapter 6

    and DOE Appendix A and all generally accepted construction and/or remodeling practices. Contractor

    will coordinate all work activities with Isles. Isles will maintain sole responsibility and authority to

    approve work completed. Contractor will manage communication regarding various jobs through

    direct contact with various ISLES Weatherization staff as required to satisfactorily complete work.

    Contractor will be required to travel to job sites throughout Mercer County, NJ. Contractor is

    encouraged to participate in NJ Weatherization Assistance Program training that may be made

    available from time to time.

    Contractors are required to self-inspect their work upon completion, including ensuring optimal

    completion of measures is accomplished, and all debris caused by work is cleaned accordingly. All

    jobs must pass Quality Control Final Inspection and/or DCA Program Monitor inspection before

    becoming eligible for payment.

    A. Delivery of all products/services shall be made to the address shown on each individual client Work Order or Delivery Request. Such address shall be the home occupied by an eligible

    program participant residing anywhere within Mercer County, New Jersey.

    i. HVAC clients are low-income individuals and families that meet established rules

    and program requirements. HVAC clients live in site built, manufactured housing or

    multi-family homes. Similar to homes of different economic levels, HVAC clients

    live in well maintained, fairly maintained or dilapidated homes. Contractors will

    maintain a strict professional and respectful demeanor when providing services to

    any Isles Inc. clients.

    ii. Client confidentiality is of upmost importance and is a requirement of the United States

    Department of Health and Human Services, Department of Energy, New Jersey

    Department of Community Affairs and of ISLES INC. Failure to comply with

    these requirements may result in the termination of the contract and civil and/or

    criminal penalties.

    iii. Worksites must be left clean (broom swept). For the safety of clients, trash and debris

    must be removed daily and material may not be left on site. Contractor must make

    efforts to protect the client’s property and goods when performing the work.

    iv. Contractor must contact the client to set an appointment for when the work is to

    commence. Contractor is expected to inform the client the date and time the crew

    will return to continue the work.

    v. Contractor and crew may not bring any non-employees to the worksite.

    vi. Contractor and crew may not perform illegal activities while at the worksite.

    vii. Contractor and crew may not consume alcoholic beverages or smoke while at the

    worksite.

    viii. Isles Inc. will perform background checks of the awarded Contractor(s). The

    awarded Contractor must provide the Employee name and requested information

    to Isles Inc. prior to the employee entering the property of a client. Employees

    convicted of sex crimes, elder abuse, theft, robbery, murder and/or assault will not be

    allowed to work at Isles Inc. client homes.

    B. Qualified Respondents will be requested to submit proposals based on HVAC Materials

    and labor that meet specific standards and/or specifications. Materials that are required to

    meet specific standards are identified in 10 CFR 440 Appendix A, Standards for

    Weatherization Materials, which can be accessed at the following web link

    specifications may result in a failed final inspection, the requirement to replace the item

    with one that meets the requirement and/or the Contractor may be required to reimburse Isles

    Inc. for the labor and/or material to install the item.

    C. Product information: Qualified Respondents will be requested to submit technical

    specifications of the material to be installed with each mini bid. Materials that do not meet

    the material specification listed in 10 CFR 440 Appendix A will not be considered.

    D. Response Time: HVAC Services: Delivery of all products/services specified in the bid sheet

    shall be made within 3 working days (defined as Monday through Friday except for Federal

    or State Holidays) or time agreed upon by said Contractor and Isles Inc. Exceptions to

    this requirement shall be allowed only in the event an eligible program participant is

    unavailable for service delivery scheduling (which instances must be documented and

    provided to Isles Inc. designated Weatherization program staff).

    E. Payment for Products/Services: On a case-by-case basis, there may be an advanced payment of1/2 of the agreed upon proposal submitted by contractor. Final payments cannot and will not be paid until ALL work by both Contractors (if applicable) has passed inspection. Contractual

    payment terms and conditions, if a contract is awarded, shall specify that payment shall be

    made contingent upon a final agency inspection of the work performed and shall normally be

    made any time before the 30 days from date of said inspection and agency approval (of

    product installation/service delivery).

    F. Code Compliance: All installations, repairs, disposals and any other service provided

    pursuant to this procurement must meet applicable Federal, State and/or local codes,

    whichever shall be the most restrictive. Contractors shall be responsible for obtaining any

    required permit and payment of any required payment fee, as applicable.

    G. Guaranties: All installations, repairs, and any other product or service provided pursuant to this

    solicitation must be guaranteed, in writing. Each Contractor must provide a free

    installation/labor warranty of ONE YEAR from the Isles Inc. final inspection date. The

    Contractor must register all applicable warranties for each client, then provide the client with

    the appliance warranty information. The successful Respondent, if any, shall be contractually

    obligated to complete any warranty work-related to labor within 3 working days of notification.

    H. All HVAC work must conform to the New Jersey Department of Community Affairs NJ

    Weatherization Program guidelines and requirements. Respondents should refer to Chapter 6:

    K. A contract, if awarded pursuant to this solicitation, shall be made to qualified Contractors.

    Contracts will be awarded on pre-established scoring criteria.

    L. The Contractor may not sell to the public, an appliance that has been replaced. The Contractor

    must destroy, dispose of properly or recycle the replaced appliance. The awarding Contractors

    must dispose of all replaced items in accordance with local, state, and federal requirements

    and regulations.

    M. The Contractor shall have all the required certifications to perform the specified work.

    Contractor must be willing and available to take and pass the necessary training or

    certification to complete the work within the NJDCA, and agency guidelines. Training

    expenses may be shared jointly with Isles Inc. when funds are available and if deemed

    critical to the weatherization process.

    2.3 Program Budget

    HIP provides approximately $230,000 for the services required under this RFQ.

    2.4 Subcontract Staffing

    Qualified Respondents shall include a list of all sub-Contractors anticipated to perform work under

    this RFQ. You must provide all information required herein at “Qualifications of Contractor”

    for each sub-Contractor. This subcontract staffing list shall include the percent of work to be

    completed by each sub-Contractor and indicate whether or not each subcontract is a Minority or

    Women Owned Business.

    2.5 Time of Completion Schedule

    Isles anticipates notifying contractors considered qualified to provide services under the HIP within

    two weeks of receipt of offers. Contractors must be ready to provide services within three days of

    notification. Projects completion schedule will be determined at the time of issuance of the work

    order for the project. Contractors will be required to provide a project completion timeline within

    three days of receipt of the project work scope.

    3 General Conditions

    All Weatherization work must conform to the New Jersey Department of Community Affairs

    Standard Work Specification and requirements, including Lead Safe Weatherization practices on

    all homes built prior to 1978 if applicable. Respondents may access the Standard work

    3.1 Additional Terms & Conditions

    Work is strictly based on a reimbursement format. Isles Inc. will not issue any down payment or

    advance monies for any project.

    3.1.1 Contractor Debriefing

    Upon notification of the selection of Contractors, unsuccessful respondents may request in writing

    a debriefing of the results of their response to this solicitation. Requests for debriefing must be

    received within a reasonable timeframe, not more than 14 days after notice of selection.

    3.1.2 Proposal/Qualifications Confidentiality

    All proposals and qualifications submitted for Isles Inc’s consideration will be held in confidence.

    However, the resulting contract is subject to the provisions of N.J.S.A. 40 A: 11-1 et seq “Local

    Public Contracts Law” as well as the Common Rule (10 CFR600 – Uniform Administrative

    Requirements for Grants and Cooperative Agreements to State and Local Governments) and OMB

    Circular A-110 (Uniform Administrative Requirements for Grants and Agreements with

    Institutions of Higher Education, Hospitals, and Other Nonprofit Organizations). Therefore, if a

    Respondents believes that any information in its proposal constitutes a trade secret or should

    otherwise be treated as confidential and wishes such information not to be disclosed the

    Respondents shall submit with its proposal a separate letter to the designated contact. The letter

    shall specifically identify the page number(s), line(s) or other appropriate designation(s)

    containing such information, explaining in detail why such information is a trade secret and

    formally requesting that such information be kept confidential. Failure by a Respondents to submit

    such a letter will constitute a waiver by the Respondents of any rights it may have under the law

    relating to protection of trade secrets.

    The proprietary nature of the information designated confidential by the Respondents may be

    subject to disclosure if ordered by a court of competent jurisdiction. A request that an entire

    proposal be kept confidential is not advisable since a proposal cannot reasonably consist of all data

    subject to proprietary status.

    3.2 Required Contractor Documentation

    An incomplete proposal will be immediately disqualified. A proposal is considered

    incomplete if any of the following documents is not submitted. Please note documents that

    are required to be notarized:

    1) Non-Collusion Affidavit of Prime Respondent.

    2) Affirmative Action Affidavit.

    3) Mandatory Equal Employment Opportunity.

    4) Copy of Certificate Employee Information Report.

    5) Copy of State of New Jersey Business Registration Certificate.

    6) EPA Lead Renovation Firm Certification and any other professional lead certs.

    7) Certificates of Insurance (liability and workers comp)

    8) Request for Taxpayer Identification Number and Certification (W-9) Form.

    9) Copy of OSHA10 Certificates for all employees that will work on the projects

    (Temporary certificates will not be accepted).

    10) Contractor Registration Application Form.

    11) Notice of Intent to Subcontract Form.

    12) Contractor’s Assurances Form.

    13) Home Improvement Contractor Registration Certificate.

    3.2.1 Required Insurance

    Provide evidence, within 5 days upon contract award with an original certificate of Liability

    Automobile Liability Automobile liability insurance with a combined single limit of liability

    per occurrence of $1,000,000 for bodily injury, property damage. This insurance shall

    include bodily injury and property damage for all Owned Automobiles, Hired Automobiles,

    Non-owned Automobiles.

    Upon contract award you will be required to submit a Certificate of Insurance naming Isles

    Inc. as additionally insured within 14 working days.

    ISLES INC. reserves the right to:

    I. Not accept any and all proposals received in response to this RFQ.

    II. To terminate any resulting contract for: (1) unavailability of funds; (2) cause; (3)

    convenience.

    III. Request certified audited financial statements for the past three (3) completed fiscal years

    and/or other appropriate supplementation including, but not limited to, interim financial

    statements and credit reports.

    IV. Contact any or all references.

    V. Waive requirements or amend this RFQ upon notification to all Respondents. Mandatory requirements may be eliminated if unmet by all Respondents.

    VI. Negotiate with Respondents responding to this RFQ within the requirements necessary to

    serve the best interests of ISLES INC.

    VII. Begin contract negotiations with another Respondents in order to serve the best interests

    of ISLES INC. should ISLES INC. be unsuccessful in negotiating a contract with the

    Successful Respondents within an acceptable time frame.

    VIII. Reject any or all portions of any offer, to negotiate terms and conditions consistent with

    the intent of ISLES INC. and to make an award for any or all remaining portions.

    IX. Request clarifications from Respondents for purposes of assuring a full understanding of

    responsiveness, and further to permit revisions from all Respondents determined to be

    susceptible to being selected for contract award, prior to award.

    TO: COVID-19 Guidance for Lead Assessors and Lead Contractors/WAP Contractors

    Isles is committed to protecting the health and safety of all lead workers and customers during the COVID 19 pandemic. In order to assist everyone in being as safe as possible, we are sending this guidance prior to restart of Lead Assessments and Lead remediation work under the DCA Lead Pilot Program.

    WE ARE REQUIRING ALL PERSONNEL WORKING INSIDE CUSTOMER’S HOMES UNDER THIS PROGRAM TO FOLLOW THESE GUIDELINES.

    Lead Risk Assessors and Clearance Technicians

    Those performing LIRA’s and clearance testing must follow the guideline below and any of the guidelines

    outlined for General Lead Contractors as appropriate:

    1. Prior to entering unit, the “COVID Consent” form must be signed by resident present during the

    assessment.

    2. Prior to entering unit, appropriate masks, gloves and booties must be donned.

    3. Residents should be advised, prior to entering unit, to maintain at least 6 ft. from Lead Evaluator

    and Lead Supervisor at all times. If the resident is comfortable with the request, they should be

    offered the opportunity to remain outside of the unit while the LIRA or clearance is being

    performed.

    General Lead Contractor and Worker Guidelines

    Lead Agency Personnel will reinforce these requirements as appropriate. We encourage employers to develop a comprehensive COVID-19 exposure control plan, which includes control measures such as social/physical distancing, symptom checking, hygiene, decontamination procedures and training.

    The exposure control plan and all protocols in this notice must be followed to prevent any onsite worker, resident or job site visitor from contracting COVID-19.

    In order to reduce the possible exposure or spread of the coronavirus, please follow these guidelines:

    • Encourage workers to stay home if they are sick. Employees should be fully informed of COVID

    symptoms. New Jersey provides a COVID symptom checker to support smart health decisions.

    • All job site workers and visitors shall wear face coverings over their noses and mouths at all

    times while inside units or within 6 ft of a unit entrance. Approved face coverings include multi-

    layer fabric coverings, disposable medical procedure masks, N95 masks, scarves and bandanas.

    o All reusable face coverings will be frequently washed, at minimum once a day.

    o Single-use covers must be discarded appropriately into trash receptacles.

    o Workers will use supplemental PPE, such as nitrile or latex gloves, as necessary.

    • Workers will avoid ALL physical contact with other employees, contractors, residents or visitors

    and to increase personal space to at least 6 feet, where possible.

    • Workers will properly put on, use/wear, and take off and dispose of protective clothing, masks

    and equipment.

    • Continue to use other normal control measures, including personal protective equipment (PPE),

    necessary to protect workers from other job hazards associated with construction activities.

    • Train workers how to properly put on, use/wear, and take off and dispose of protective clothing,

    masks and equipment. Masking and unmasking procedures should be followed per this

    • Encourage respiratory etiquette, including covering coughs and sneezes.

    • Promote personal hygiene. If workers do not have immediate access to soap and water for

    handwashing, workers must be provided and use alcohol-based hand rubs containing at least 60

    percent alcohol upon entering a residence.

    • Use Environmental Protection Agency-approved cleaning chemicals from List N or that have

    label claims against the coronavirus.

    • Workers are not to share equipment or tools. If tool-sharing is required, each tool must be

    sanitized before and after each use. When cleaning or disinfecting areas or tools, do not use

    pressurized air or water spray to avoid generating bio‐aerosols. To the extent tools or

    equipment must be shared, provide and instruct workers to use alcohol-based wipes to clean

    tools before and after use. When cleaning tools and equipment, workers

    should consult manufacturer recommendations for proper cleaning techniques and restrictions.

    • Keep in-person meetings as short as possible, limit the number of workers in attendance, and

    use safe physical distancing practices.

    • Cease providing communal drinking water coolers, and ensure workers avoid sharing food or

    personal items. Contractors should provide bottled water.

    • Discontinue car pool or ride‐sharing of workers before, during and after work.

    • Encourage workers to report any safety and health concerns.

    Upon leaving unit each day, common surfaces (such as doorknobs and railings) should be wiped

    down by the workers with EPA approved sanitizer.

    Construction Job Site Requirements

    1. Construction industry employers shall develop a comprehensive COVID-19 exposure control plan,

    which includes control measures such as social distancing, symptom checking, hygiene, decontamination

    procedures and training. The exposure control plan and all protocols in this notice must be followed to

    prevent any onsite worker or job site visitor from contracting COVID-19.

    2. Job site workers and visitors shall practice social distancing by maintaining minimum 6-foot

    separation between all individuals, including during work breaks, gatherings of any size and when

    picking up or delivering equipment or materials. At the site, trades will be staggered or work schedules

    altered as necessary to reduce density, minimize the number of trade teams and maintain minimum 6-

    foot separation social distancing.

    3. Prohibit gatherings or meetings of 10 or more people at any time on the job site, including during

    lunch and other breaks. Jobsite safety meetings should be held in smaller groups while maintaining

    required social distancing.

    4. Eliminate “choke points” and “high-risk areas” where workers are forced to stand together, such as

    hallways, hoists and elevators, break areas and buses, and control each to maintain required social

    distancing.

    5. Workers are not to share equipment or tools. If tool-sharing is required, each tool must be sanitized

    before and after each use. When cleaning or disinfecting areas or tools, do not use pressurized air or

    water spray to avoid generating bio‐aerosols.

    6. Allow workers to regularly and thoroughly wash hands with soap and water or use alcohol‐based

    hand sanitizers while on job sites at least every 30 minutes.

    7. Provide a clean and sanitary restroom with a handwashing station or hand sanitizer for employees

    and visitors, stocked with all necessary cleaning products like soap and sanitizer. Hand sanitizer should

    contain a minimum 60% ethanol or 70% isopropanol. Ensure jobsite toilets are regularly cleaned and/or

    sanitized. The recommended ratio of jobsite toilets to employees during the emergency declaration is

    1:10 (to match size of groups allowable). If this is not feasible, job site toilets should be cleaned at a

    higher than standard frequency.

    8. Cease providing communal drinking water coolers, and ensure workers avoid sharing food or personal

    items. Contractors should provide bottled water.

    9. Discontinue car pool or ride‐sharing of workers before, during and after work.

    10.Maintain a daily attendance log of all workers and visitors and manage site deliveries to limit direct

    contact between workers and minimize the overall headcount on the job site.

    Tenant Improvements

    Interior work performed simultaneously by multiple subcontractors makes a six-foot separation a

    challenge under traditional schedules during tenant improvements.

    1. At the site, trades will be staggered or work schedules altered as necessary to reduce density,

    minimize the number of trade teams and maintain minimum 6-foot separation social distancing.

    2. Limit building access for on-site contractors to one door.

    3. Where possible, use construction designated pathway to enter jobsite that is not publicly accessible,

    such as service elevators in lieu of common elevators.

    Personal Protective Equipment

    Employers must provide personal protective equipment (PPE) as appropriate for the activity being

    performed.

    1. All job site workers and visitors shall wear face coverings over their noses and mouths while

    performing their work. Face coverings include fabric coverings, such as scarves and bandana coverings.

    2. All reusable face coverings must be frequently washed, at minimum once a day, for the health and

    safety of users and others. Single-use covers must be discarded appropriately into trash receptacles.

    3. Workers should use supplemental PPE, such as nitrile or latex gloves, when necessary.

    4. Workers shall not share PPE with coworkers unless they are cleaned and disinfected before and after

    use.

    COVID-19 Job Site Signage

    Post the latest CDC guidelines for required hygienic practices in both English and Spanish, together with

    any locally required signage, in conspicuous locations visible to all workers, including:

    1. Not touching face with unwashed hands or with gloves.

    2. Washing hands often with soap and water for at least 20 seconds.

    3. Use of hand sanitizer with at least 60% ethanol or 70% isopropanol alcohol.

    4. Covering the mouth and nose when coughing or sneezing.

    5. Cleaning and disinfecting frequently-touched objects and surfaces – including but

    not limited to – workstations, keyboards, telephones, handrails, machines, shared

    tools, elevator control buttons and doorknobs.

    COVID-19 Job Site Worker Wellbeing Checks

    1. Ensure that all workers perform a daily health assessment before arriving to the job site. Job site

    workers must notify their manager/employer and stay home if they:

    • Have a fever, or are exhibiting any COVID‐19 symptom, or other symptoms of sickness.

    • Are in a high-risk category.

    • Have been exposed to or diagnosed with COVID‐19.

    • Have immediate or close family members who are sick with COVID-19.

    2. Any worker displaying COVID-19 symptoms or other illnesses must leave the job site immediately,

    with notification given to the worker’s appropriate management team and the COVID-19 Supervisor.

    3. Contractors are encouraged to conduct temperature checks for workers coming onto job sites.
