B. Cover Letter and Cover Page Firm’s cover letter and cover page.

C. Technical Component

The firm will convey its understanding of the work to be done by describing and explaining the scope of services it will propose to the Region One Education Service Center.

D. Management Component The firm will furnish satisfactory evidence of its capability to provide, in a professional and timely manner, the Architectural Services stated in the Request for Qualifications statement. To meet this requirement provide:

1. Full name of firm.

2. Full name of all partners.

3. Names of all licensed personnel. If firm has more than one location, list the location where each person listed practices architecture.

4. Relevant information regarding your firm and recent work

experience, including current projects. State whether the proposer is a local architectural firm and whether it has other offices throughout Texas and the United States.

5. Provide evidence that the proposer has experience in

performing Architectural Services to school district and/or governmental entities. Include a list of clients for the projects begun over the last five years, along with the names and telephone numbers of contact persons, number of years and types of services provided.

6. Provide the ROESC with a list of clients, past or present,

which have made demands for arbitration or filed lawsuits against the firm or its officers, employees or agents of the firm in connection with the provision of Architectural Services.

List any lawsuits in which your firm and/or officers, employees or agents of the firm have been a party in connection with the provision of Architectural Services.

7. State the name(s) and qualifications of the architect(s) who will be primarily responsible for delivery of the required services. Describe how the firm will communicate with and deliver services to the ROESC. If the firm is located outside the Rio Grande Valley, include in the description any special arrangements the proposer will make to ensure delivery of quality services in a timely manner.

8. Describe engineering and technology support available to

the architectural firm that will assist in providing quality, timely and efficient service. Include experience with renovation on older buildings, including, but not limited to, asbestos abatement, HVAC and lighting retrofitting.

9. Provide a statement of the firm’s unique qualifications.

10. Provide methodology for meeting time lines and project

budget considerations.

11. Provide a copy of the firm’s current errors and omissions policy. The ROESC requires a minimum of $1,000,000 coverage.

2. CONDITIONS FOR SUBMISSION AND ACCEPTANCE OF QUALIFICATIONS STATEMENTS All Qualifications Statements in response to this request must meet the following conditions for consideration: A. Qualifications Statements must include a cover letter and cover

page.

B. Proposer must respond to all Elements as stated in this Request for Qualifications Statements. In addition, the response to these Elements must be in the exact order as stated. It is advisable to include each in a separate section. Failure to list in the exact order may result in the response being rejected.

C. The Region One Education Service Center reserves the right to

reject any and all Qualifications Statements and to negotiate portions thereof. Qualifications Statements that address only part of the requirements contained in this Request for Qualifications may be rejected.

D. The Region One Education Service Center reserves the right to

select any proposal, considering the experience and other factors.

E. The proposer should furnish additional information that the ROESC may reasonably require.

F. The Region One Education Service Center will not be liable for any

cost incurred in the preparation of Qualifications Statements.

G. The Region One Education Service Center may ask proposers to send a representative to ROESC for an oral interview during the ranking and selection process. The Region One Education Service Center will not be liable for the costs incurred by the proposer in connection with such an interview.

H. By submitting a proposal, each proposer agrees to waive any claim it

has or may have against the Owner (ROESC) or their respective employees and officers, arising out of or in connection with the administration, evaluation, or recommendation of any proposal; waiver of any requirements under the Proposal Documents; or the Contract Documents; acceptance or rejection of any proposals; and award of the Contract.

3. PROCEDURES FOR SUBMITTING QUALIFICATION STATEMENT

A. Delivery

Hand or mail delivery no later than 3 PM, Wednesday, February 22, 2012. Responses to the Request for Qualifications Statements should be addressed to:

FEBRUARY 22, 2012 1. Authorization for Request for Qualifications

ROESC Board of Directors is requesting Qualifications Statements from architects for Architectural Services. The term of the contract is limited to two (2) years with an option to renew for an additional two (2) years. A. Background Scope of Work

The Region One Education Service Center Board of Directors has directed administration to request Qualifications Statements for Architectural Services for the design of renovations and additions of the ROESC’s facilities. The completion and renovation projects have an estimated budget of one million ($1,000,000) dollars.

B. Qualifications The primary interest of the Region One Education Service Center is securing the highest quality Architectural Services at a reasonable cost. The proposer must demonstrate the capability to perform Architectural Services needed and possess the integrity and general reputation to handle the project. The firm must have a support staff to accomplish the required task. Preference will be given to firms that can demonstrate experience with school architecture, renovation of older facilities and/or related areas.

C. Term of the Architectural Services Contract The term of the contract is limited. The contract is specific for the project(s) and services required.

D. Selection Process

1. Review of Qualifications Statements The Region One Education Service Center Board of Directors and/or their designee(s) will review the Qualifications Statements received and determine which firms will be invited to present their qualifications to the Construction Committee. 2. Decision Any decision to contract with a firm or individual will be posted for action at a regular or special meeting of the Board of Directors. The Region One ESC Board of Directors reserves the right to accept or reject any and all Qualifications Statements and to negotiate portions thereof.
