RQ16-273 Killiney & Westshore Water System Pump Station & Reservoir Upgrades 1.0 PURPOSE

The Regional District of Central Okanagan (Regional District) has issued this Request for Qualifications (RFQual) in order to establish a list of proponents with the necessary expertise, availability and resources to perform the project outlined under the Scope of Work below. Only those proponents that pre-qualify will be eligible to submit a tender to the upcoming Invitation to Tender (ITT) process that is anticipated to follow this RFQual. This process is not intended as a pre-qualification of subcontractors or suppliers that may be retained by the proponent.

2.0 SCOPE OF WORK

The successful tenderer to the anticipated ITT will provide all construction services for the project as outlined below:

2.1 Context - Westshore & Killiney Beach Water Systems:

In 2016, the Regional District plans to complete projects to upgrade the water systems in both the Westshore Estates and Killiney Beach communities. Both communities are located on the west side of Okanagan Lake. Westshore Estates is located approximately 10km north of Fintry, BC and covers approximately 530 lots in the service area. Killiney Beach is located approximately 6km north of Fintry, BC and covers approximately 420 lots in the service area. For construction, the water system upgrades for both communities will be split into 2 contracts: Contract #1: Killiney Water Systems Upgrade (Underground Works) Contract #2: Killiney & Westshore Water System Pump Station and Reservoir Upgrades This RFQual is for Contract #2 only – the Killiney & Westshore Water System Pump Station & Reservoir Upgrades. A separate RFQual process has been issued for Contract #1.

2.2 Killiney & Westshore Water System Pump Station & Reservoir Upgrades:

2.2.1 Summary: The Killiney & Westshore Water System Pump Station & Reservoir Upgrades (herein referred to as the “Work”) includes the following: • Killiney Beach community:

o Construction of a new water pump station at 9408 Winchester Road that consists of a 75hp low flow pump, pressure tanks, variable frequency drives, process pipeworks, generator and miscellaneous building components;

o All site preparation, structural, mechanicals, process piping, HVAC, electrical and instrumentation work;

o Commissioning of the pump station including training of the operators of the new system components;

o Construction of a 585 cubic meter concrete storage reservoir at 9408 Winchester Road

• Westshore Community: o Construction of a single cell 500 cubic meter buried concrete

reservoir located at the Mountain Avenue Pump Station and Reservoir site;

o Construction of a two-cell 1100 cubic meter buried concrete reservoir located at the existing Upper Reservoir site.

This work is partly fund through Federal, Provincial and Regional District funding, including the Small Communities Fund (Newbuild Canada Fund).

2.2.2 90% Drawings: Detailed Drawings at the 90% stage are attached to this RFQual as Exhibit A. These drawings provide a detailed overview of the Work. The drawings will be amended and added to by the time the anticipated Invitation to Tender is issued for the Work, but should provide proponents with a detailed overview of the intended works.

2.2.3 CCDC2: The anticipated Invitation to Tender for the Work will be issued using the Canadian Construction Documents Committee - CCDC2 – Stipulated Price Contract (2008), together with Regional District supplementary conditions. The successful contractor will enter into an agreement with the Regional District for this Work based on this contract.

2.2.4 Consultant: The Regional District has employed Urban Systems Ltd to perform contract administration and inspection services for this Work. Urban Systems will perform all duties of the “Consultant” between the Regional District and the Contractor, as defined under CCDC2.

2.2.5 Project Designer: The Regional District has employed Agua Consulting Inc. to perform all project design work on this project.

3.0 ANTICIPATED SCHEDULE

The following activities and dates are anticipated by the Regional District and shall be considered by the proponents in the preparation of their submission.

In order to clarify the required services, and to answer proponent queries, there will be a non-mandatory site meeting on March 14th, 2016 at 11am at the Winchester Reservoir,9408 Winchester Road, Killiney Beach, Vernon, BC (approximately 6km north of Fintry, BC) . Attendees will be given a walk-through of the Work, plus an opportunity to ask questions with the Regional District, Consultant and Project Designer. Interested proponents are strongly encouraged to attend this site meeting in order familiarize themselves with the Work. There will be no site meeting during the anticipated Invitation to Tender process, so this will be the only opportunity for proponents to attend the site with the Regional District and the team.

6.0 FINAL DATE AND TIME FOR RECEIPT OF SUBMISSIONS

Submissions, clearly labelled “RQ16-273 – Killiney & Westshore Water System Pump Station & Reservoir Upgrades RFQual” will be received at the Main Reception, Regional District of Central Okanagan, 1450 KLO Road, Kelowna, BC V1W 3Z4 up until 3 PM Local Time on March 22nd, 2016. Submissions may also be submitted by email to the Regional District Purchasing Manager – Andy Brennan at [email protected] up until this same close time and date.

7.0 LATE SUBMISSIONS

Late submissions will not be accepted and will be returned to the proponent unopened.

8.1 A proponent may amend a submission by giving written notice, delivered to the Regional District Purchasing Manager by hand, mail, or email to: [email protected] at any time up until the closing date and time.

8.2 An amendment must be signed by an authorized signatory.

9.0 ELIGIBILITY

Submissions will not be evaluated if the proponent’s current or past corporate or other interests may, in the Regional District’s opinion, give rise to a conflict of interest in connection with this project.

10.0 CONTACTS DURING THE RFQ PROCESS

Only the Purchasing Manager for the Regional District of Central Okanagan (or designate) is the Regional District’s representative authorized to communicate and otherwise deal with proponents and all proponents must communicate and otherwise deal with that person only. Contact with any other Regional District representative, including Members of Council, officers or employees of the Regional District regarding this RFQual or a proponent’s submission may result in that submission being removed from consideration for this and any future competitions.

11.0 NO OBLIGATION TO PROCEED

The receipt by the Regional District of any information (including any submissions, ideas, plans, drawings, models or other materials communicated or exhibited by any intended proponent, or on its behalf) shall not impose any obligations on the Regional District. There is no guarantee by the Regional District, its officers, employees or agents, that the process initiated by the issuance of this RFQual will continue, or that this RFQual process or any anticipated Invitation to Tender process will result in a contract with the Regional District.

12.0 EVALUATION COMMITTEE

Evaluation of submissions will be by a committee formed by the Regional District and may include Regional District staff, plus the Contract Administrator and the Project Designer.

13.0 EVALUATION AND SELECTION

Each proponent’s submission will be scored by the Evaluation Committee against the evaluation criteria listed below. Proponents scoring above the minimum score will be deemed qualified and thus will be invited to participate in any future Invitation to Tender process for the Work.

Evaluation of the above criteria will be based primarily upon the responses provided by the proponent in Appendix A – Proponent Qualification Form. By responding to this RFQual, proponents will be deemed to have agreed that the decision of the Evaluation Committee will be final and binding. It is the proponent’s responsibility to ensure that their submission addresses all evaluation criteria to receive full consideration. * The Regional District may contact references provided by proponents at the discretion of the Regional District. The Regional District may also contact references known to the Regional District, including Regional District Staff, but not provided by the proponents. Any information obtained from references may be used by the Regional District in evaluation of the submissions.

14.0 SUBMISSION REQUIREMENT

Three copies of the submission should be submitted if submitting in paper version by hand, mail or courier. Only one copy is required if submitting by email.

Submissions should include just the Appendix A included in this RFQual. Proponents may attach further information if they wish.

Killiney Beach and Westshore Estates West Kelowna, B.C.

1.0 INTRODUCTION

Cascade Geotechnical Ltd. (Cascade) understands that the Regional District of Central Okanagan is considering upgrading the water supply systems at the Winchester Road site (Killiney), and the Mountain Reservoir and Upper Reservoir sites (Westshore Estates). We have carried out a geotechnical investigation of the soil and groundwater conditions at all three reservoir sites. This report presents the results of the subsurface investigation, and recommendations for site preparation and foundation design for each location.

2.0 PROJECT DESCRIPTION

The three existing reservoir sites are located 33 to 37 km north of Kelowna on the west side of Okanagan Lake, in the Killiney Beach and Westshore Estates residential areas. We understand the upgrading will include the following: Winchester Road The Winchester Road site will include a new reservoir near the existing reservoir, and a pump station close to Winchester Road. The depth for the reservoir floor slab will be approximately 4m below grade. The new pump station is expected to be downslope of the existing pump station. Upper Reservoir The Upper Reservoir site will have a floor slab elevation approximately 2.5 to 3 below ground elevation, and will be located south of the existing four culvert reservoirs.

Mountain Reservoir The Mountain Reservoir site will include a new culvert pipe reservoir located northwest of the three existing culvert pipes. The depth of the new culvert pipe will be approximately 4 m below ground elevation.

3.0 FIELD INVESTIGATION

On November 11, 2015, four test pits were excavated using a Case 580 rubber-tired backhoe provided by Wayne Watson Excavating, of West Kelowna. Two test pits were excavated at the Winchester Road site, and one test pit at Mountain Reservoir and Upper Reservoir sites. The excavation of the test pits was supervised and logged in the field by the author of this report. The test pits were excavated to depths of between 2.6 and 3.7 m below ground elevation, and were loose backfilled upon completion. The approximate location of the test pits are presented on the attached Figures 1 and 2, in Appendix A. A written log of each test pit was produced and includes a description of the soil types encountered, depth and thickness of the soil types, and visual classifications and consistency of the subsurface soils. Detailed test pit logs are attached as Figure Nos. TP-01 to TP-04, in Appendix B.

4.0 SUBSURFACE CONDITIONS

Winchester Road The soil conditions encountered in the area of the reservoir and pump station (TP-01 and 02) consisted of a layer of topsoil underlain by sand and gravel. The sand and gravel had a trace to some silt, and frequent cobbles and boulders to about 1.5 m below ground elevation. The deposits were compact, damp and light brown. Upper Reservoir The soil conditions encountered immediately south of the existing reservoir (TP-03) consisted of a 0.3 m thick layer of loose to compact, silty sand and gravel fill, underlain by dense sand and gravel till. The till was generally silty, damp and light greyish brown. Mountain Reservoir The soil conditions encountered immediately west of the existing reservoir (TP-04) consisted of a 0.15 m thick layer of topsoil and roots, underlain by a 1.0 m thick layer of sand and gravel, which in turn was underlain by fine grained sand. The sand and gravel layer had some cobbles and was silty, loose to compact, damp and light brownish grey. The sand was fine grained, had a trace of to some silt, and was compact, damp and light grey.

No groundwater or seepage was encountered at any of the test pit locations and is anticipated to be well below existing site grades. For a more detailed description of the soil conditions, please refer to the test pit logs in Appendix B.

5.0 DISCUSSION AND RECOMMENDATIONS

We understand that the proposed reservoir upgrading includes the construction of additional reservoirs and a pump station. The soil conditions differ at each site. The following sections provide recommendations for site preparation and design of each reservoir and pump station location. Site Preparation: Site preparation for the proposed reservoirs should include the

removal of topsoil or vegetation, and any loose, soft, wet, weathered or disturbed soils to expose the underlying sand, sand and gravel or dense till. The exposed subgrade should be inspected by a geotechnical engineer prior to any structural fill placement or placement of forms. Where structural fill is required to bring the site up to grade, the fill should extend beyond the foundation for a distance at least equal to the depth of the fill placed below the foundation, as described below.

Granular Structural Fill: If the grade beneath the reservoirs needs to be raised, we recommend that granular structural fill be used. Granular structural fill material should generally be well graded, with a maximum size of 150 mm and with not more than 8% passing the #200 sieve. Structural fill should be compacted to a minimum of 100% of Standard Proctor maximum dry density in accordance with ASTM D698, and within 2% of optimum moisture content. We recommend that the density of structural fill should be determined with in-situ density tests. We would consider the on-site sand or sand and gravel at the Mountain Reservoir and Winchester Road sites suitable for reuse as structural fill. The silty sand and gravel till at the Upper Reservoir site could possibly be reused as structural fill, but would require careful moisture conditioning methodology in order to achieve the required moisture content.

Foundation Design: The reservoir sites should first be prepared as outlined above.

Foundations supported on the compact sand and gravel (Winchester Road), on dense sand and gravel till (Upper Reservoir), or on sand and gravel structural fill which has been compacted to a minimum of 100% of Standard Proctor maximum dry density, as outlined above, may be designed on the basis of an allowable bearing pressure of 150 kPa. Footings founded on the natural sand (Mountain Reservoir), or on sand structural fill which has been compacted to a minimum of 100% of Standard Proctor maximum dry density, as outlined above, may be designed on the basis of an allowable bearing pressure of 125 kPa.

Frost Protection: The frost protection depth should be a minimum of 0.6 m for all exterior footings.

Floor Slabs: Floor slab areas should be underlain by a minimum of 100 mm of 25 mm minus crushed sand and gravel, which has been compacted to a minimum of 100% of Standard Proctor maximum dry density.

Test Pits: The test pits were excavated at the approximate locations as indicated on Figures 1 and 2. In the situation where a portion of a proposed reservoir or pump station is found to be located over a test pit, we recommend that the test pit be over excavated and the loose soil replaced with granular structural fill compacted to a minimum of 100% of SPMDD.

Sulphates: Based on the soil type encountered on the site, we believe that the degree of sulphate attack on concrete would be negligible; therefore, sulphate resistant concrete will not be required for this site.

Temporary Excavations: Temporary excavations should be graded at a slope no steeper than 1.0(H):1.0(V) in the compact sand or sand and gravel soils. Temporary excavations should be graded at a slope no steeper than 0.75(H):1.0(V) in the dense sand and gravel till. Temporary cuts should be cleaned of cobbles and boulders prior to workers entering the excavation.

To maintain the stability of an excavation, all material excavated from the foundation area should be placed a minimum distance away from the excavation, equal to the depth of the excavation. All work conducted in and around excavations should be carried out in accordance with requirements specified by Work Safe BC Guidelines.

Earth Pressures: We assume that walls of the proposed reservoirs will be designed to resist lateral earth pressures, in the at-rest condition. The walls should be designed based on the following expression, which assumes a triangular pressure distribution: Pressure at any given depth - po= Ko (h + q), and Total force acting on full height of wall - Po=0.5 Ko H2+ Koq

Where:

Po = lateral earth force at rest condition (kN). Ko = coefficient of earth pressure, for the onsite soils use 0.45. = bulk unit weight of soil for backfill, use 20.0 kN/m3 for

the sand and gravel soils, and 17.0 kN/m3 for sand. q = any surcharge pressure at ground elevation within a

45o projection from the bottom of the foundation wall (kPa). H = total depth below final grade. h = depth in metres.

If compaction is required behind a reservoir, the lateral pressure distribution should include a uniform pressure of 15 kPa to a depth of 2.5 m, and below that depth, increasing at 5.5 kPa per metre depth. Large vibratory roller compactors should not be used adjacent to the wall to compact fill.
