Request for Proposals (RFP) Environmental Review and Permitting – RFP 2019‐07‐05 RFP Questions and Responses July 26, 2019 1. Q: Are there requirements for disadvantaged business enterprises (DBE) in this RFP? A: There are no requirements for DBE in this proposal but the Santa Cruz County Regional Transportation Commission (RTC) promotes use of DBE. RTC will track the percentage of work provided by a DBE and provide Caltrans with this information. Proposals must include a completed Consultant Proposal DBE Commitment LAPM Exhibit 10‐01. 2. Q: How many cost estimates should be submitted with the proposal? R: A detailed cost estimate for environmental review and permitting for work associated with Santa Cruz Branch Rail Line storm damage sites 5 & 6 and for obtaining programmatic permits to conduct maintenance activities on the Santa Cruz Branch Rail Line should be included with the proposal. Proposers may also submit a cost estimate for optional environmental review and permitting of work required to repair bridges on the rail line that may not be included in programmatic permits. A sample cost proposal that outlines the budget for each task is included as Attachment C2 of the RFP. Proposals are also required to include a completed LAPM Exhibit 10‐H1. The Cost Proposal should be submitted in a separate sealed envelope along with the original proposal. The contract payment terms will be actual cost plus fixed fee. The RFP is not for on‐call services. 3. Q: What construction activities are expected to repair the storm damages? R: Storm damage repairs include culvert replacement and slope stabilization. Preliminary designs for these improvements prepared by Bowman and Williams are attached to this RFP Questions and Responses as Exhibit A. 4. Q: What construction activities are anticipated as part of bridge repairs? R: Bridges repairs may include replacing piles, shims, braces, stringers, and repairs to retaining walls at various locations. The 2012 Alignment and Bridge Evaluation & Repair/Rehabilitation or Replacement Recommendation Report provides information about bridge repairs that were recommended in 2012. Repairs to La Selva Trestle have been completed. These activities may require individual permits or may be included in programmatic permits required to conduct maintenance activities on the Santa Cruz Branch Rail Line. 5. Q: Who are the lead funding agencies for storm damage repairs, and programmatic maintenance permitting? Are these activities federally funded? R: The RTC will be the lead agency for funding the programmatic permits and maintenance repairs. 1. seeking reimbursement from the Federal Emergency Management Agency (FEMA) and California Office of Emergency Services (CalOES). The FEMA approved a Request for Public Assistance for seven storm damage sites requiring permanent repairs including sites 5 & 6 described in the RFP. RTC will be seeking reimbursement for costs associated with the storm damage repairs.   

6. Q: What type of environmental clearance is anticipated for storm damage repairs? R: RTC is seeking professional services to advise RTC on whether additional environmental clearance is required for sites 5 & 6 storm damage repairs.   

7. Q: Is all anticipated maintenance work and storm damage repairs within the RTC owned right‐of‐way? R: All permanent construction impacts are anticipated to occur within the RTC owned right‐of‐way. It is possible the temporary construction impacts could occur on neighborhood property owned by California States Parks.  

8. Q: Will a regional general permit or biological opinion be required for work associated with storm damage repairs at sites 5 & 6 and work associated with maintenance of the Santa Cruz Branch Rail Line? R: The permitting requirements required to conduct work associated with maintenance of the Santa Cruz Branch Rail Line and permitting for work associated with storm damage repairs at sites 5 & 6  have not been defined. However, permits may be required from the following resource agencies:  California Department of Fish and Wildlife (CDFW), United States Fish and Wildlife Service (USFW), California Regional Water Quality Board (RWQB) Section 401, US Army Corps of Engineers (USACE) Section 404; and California Coastal Commission.  

9. Q: What is included in the 14 page limit?   

R: The page limit is 14 double sided numbered pages. This includes the Signed Transmittal Letter, 

Profile of the Firm, Firm Qualifications, and the Project and Technical Approach/Work Plan. The 14 

page limit does not include the sealed cost proposal, resumes, or required forms listed on page 9 of 

the RFP. 

 10. Q: Will RTC seek project specific or a programmatic permit for cultural resources? 

A: RTC is seeking professional services to advise RTC about cultural resource permit requirements for maintenance activities, storm damage repairs and bridge repairs.     

11. Q: What technical documents have been generated for track maintenance and repairs?  R: Preservation of the Santa Cruz Branch Rail Line for future transportation uses is expected to include culvert and drainage maintenance, storm damage repair and bridge repairs, and vegetation management.  Other preservation activities may include tie and joint replacement, and ballast repair. A Track Inspection Report and maintenance planning report was prepared for the RTC in 2009.
