SECTION 1: INSTRUCTIONS TO PROPONENTS
1. Background - The Games
Between July 11-19, 2020, Halifax and Nova Scotia will host the 2020 North American
Indigenous Games. 5,000 athletes, coaches and managers from 26 regions across Turtle
Island will gather in Kjipuktuk (Halifax) to compete in 16 different sports. This will mark the
first time that the North American Indigenous Games have been hosted in Nova Scotia and
Atlantic Canada.
The Games bring many tangible and intangible benefits to the host community. It is a
significant endeavor that requires thousands of volunteers and much planning and
preparation. The Games will cost about $12 million to deliver and of which, almost $1
million must be raised from the private sector. The 2020 North American Indigenous Games
Host Society is a non-profit organization and all sponsorships help make these games a
success.
The Games provide the opportunity to highlight both sport and Indigenous culture to
participants and also the general public as a whole. The Host Society has focused on
respecting both pillars throughout all functional areas of NAIG 2020. The 2020 Games will
tell the story of the Mi’kmaw/Indigenous Sport and Culture which will be passed on to today’s indigenous youth through their experiences at the Games. Merchandise will provide the story before, during and following the games through visual products which will help
the memories of the Games live on. The Host Society’s goal is to have the Mi’kmaw nation and all participants want to take a piece of the experience home with them.

2. Objective
The Host Society is seeking proposals from a qualified apparel provider to service the
merchandise needs for the North American Indigenous Games. The company or
companies is to produce merchandise and point of sale for sales and promotional items for
the Games. Host Society has a target of $50,000 in net profit in revenue in the budget from
merchandise sales
The successful partner will work with the Logistics Manager to execute the overall
requirements of Merchandise services for the Games.
3. Overview
This is a value-driven request for proposal (“RFP”) process leading to the award of a contract. As set forth in the Proposal Conditions in Section 3, the Society maintains full
discretion over this RFP process and the award. The Host Society intends to evaluate
proposals on the basis of evaluation criteria included in this proposal (see Section 2 –
Proposal Evaluation Criteria), and to make an award based on the results of the Evaluation
Point Rating and the Host Society’s assessment in its sole discretion of which proposal
provides the best value and is in the Host Society’s best interests.
4. RFP Schedule
The following is the intended schedule for the proposal process. Proponents should comply
with this schedule unless otherwise notified of any changes. All times noted are for Atlantic
Time.
Opening Time: February 13, 2020
Closing Time: February 28, 2020 (2:00 PM Atlantic Standard
Time)
Initial Screening: March 2-6, 2020
Award: March 13, 2020
5. The Scope of Services
The contract that results from this process will select a company or companies to supply
maintain and point of sale for NAIG 2020 merchandise. Merchandise will be sold online
(pre games) and on site during the week of the games (July 12 – 18). Host Society is
targeting a revenue of $50,000 from Merchandise sales. Below is a list of services for
merchandise at NAIG 2020
● Supplying of 6 -8 merchandise items branded NAIG 2020 to meet merchandise
request of participants of NAIG 2020.
● Create, Implement and maintain a secure webpage (linked from www.naig2020.com
) which will provide separate web-based online store offering merchandise (2
months prior). Allow for shipping of items at user costs and pick up at Games.
● Management of supply and sales of onsite pop up vendor locations during the
games (July 12 – 18, 2020)
● Locations for vendors – Halifax Commons (NAIG 2020 Cultural Village), SMU Tower
(Basketball, wrestling and lacrosse) and Scotiabank Centre (Opening Ceremonies)
● Hours of operations:
o July 11, 10am – 2:30pm, SMU Tower
o July 11, 5:30 – 9pm, Scotiabank Centre
o July 12 – 17, 12pm – 10pm, Cultural Village & SMU Tower
o July 18, 10am – 1pm, SMU Tower
o These times don’t include set up time.
NAIG 2020 will provide
● Marketing for merchandise
● Tenting, tables, chairs and power for onsite vendor
● Security of items during the games
For the benefit of the respondent, the Host Society has also included the draft Games
schedule in Attachment A and branding guidelines in Attachment B.
6. Proponent Qualifications
The proponent must possess the following qualifications and experiences:
● Experience working with Indigenous community and cultural events;
● Experience in develop of website for online sales
● Experience with purchasing & management of merchandise sales in major events across
multiple venues.

4. If a proponent is of the view that there are discrepancies or omissions in the RFP
documents, or that any clarification is required, the proponent should contact the
Executive Assistant. Questions or requests for clarification regarding the request for
proposal must be received 48 hours prior to closing. The Director, Administration,
Finance & IT will respond in writing or, if in agreement that there is a requirement for
amendment or clarification, will issue an addendum. The Host Society may, at any time
prior to the closing date and time, issue additional information, clarifications or
modifications to the RFP by written addenda issued by the Procurement Coordinator or
his/her designate only. It is the Proponent’s sole responsibility to ensure they have received all addenda prior to submitting their Proposal. It is the vendor’s responsibility to monitor the North American Indigenous Games website and download addenda
posted. All addenda become part of the proposal documents and receipt of addenda
shall be acknowledged by the proponent on Proposal Form “A”, Section 4.
5. Two Envelope/Document Method: Proposals must be submitted using the two-
envelope/document method, as follows:

(b) The sealed price envelope/document.
Price Envelope/Document (to be sealed and enclosed in the Proposal
Envelope/Document):
Proponents should include in the inner Price Envelope the following:

(b) The proponent’s pricing
Both the proposal envelope/document and sealed price envelope/document
should clearly be labelled on the front of each envelope/document, with the words
“Merchandise services for the 2020 NAIG Host Society”, the closing time and the proponent’s company name and address.
Please note, with regards to value driven RFPs, the name of the winning bidder and
the value of the bid will be disclosed on the 2020 NAIG Host Society website. For
price driven RFPs, names and values of all bids may be disclosed.
Proponents should note that no price escalation terms should be included in any
proposal. NOTE: Proponents, please be sure ALL of your pricing information is
only in the price envelope/document.
Contribution or Consideration for Marketing Rights
Companies may, at their option, provide to the Host Society, a specified amount of
contribution in consideration of the Host Society granting successful bidder(s) the
rights associated with the appropriate sponsorship level. The contributions may be
in the form of cash payments, price discounts, in kind supply of equipment, legacy
options and/or labour or other acceptable alternatives as determined solely by the
Host Society. All technically compliant bids shall be evaluated on the basis of the
price tendered for the work, including as the Host Society shall elect, the valuation
of the contributions defined above.
The Host Society reserves the right to evaluate and negotiate separately with all
Contractors for the base cost of the tender either separately or in conjunction with
the consideration offered by the bidder in respect to the marketing rights.
The Halifax 2020 North American Indigenous Games may negotiate a final offer
with the selected proposer.
6. Proponents are required to submit one (1) copy of their proposal. Proposals may be
submitted in a larger envelope/document or box, but such an envelope or box must be
sealed. The envelope must be clearly visible on the outside of the package.
7. If a proponent wishes to verify that a proposal has been received prior to the Closing
Time, the proponent may telephone the Executive Assistant at (902) 240-9238. The
proponent must identify the company name before this information will be released.
No other information concerning the proposals will be released under any
circumstances prior to proposal opening.
8. Proposals may be withdrawn by submitting a written withdrawal request to the same
address to which the proposal was submitted prior to the Closing Time. The proposal
will be returned to the proponent unopened.
9. Proposals submitted by individuals should be signed by such individuals in the presence
of a witness. Proposals submitted by partnerships should be signed by all partners in
the presence of a witness. Proposals submitted by corporations should be signed by
properly authorized signing officers and sealed if the company has a seal, if not, the
proposal should be signed by the witness also.
10. The goods are for the use of, and are being purchased by the Host Society, and are
therefore subject to the Harmonized Sales Tax.
11. A proposal has been submitted prior to the Closing Time, amendments to the proposal
may be emailed to [email protected], provided that such
amendments are received at the locations specified in Section 1.1 prior to the Closing
Time.

8. Proposal Conditions
Notwithstanding anything contained elsewhere in this RFP, including any forms, schedules
or attachments hereto, this RFP is subject to the following terms and conditions, all of which
the Proponent is deemed to accept without qualification by the Proponent’s submission of a proposal in response to this RFP:
(a) This is an invitation for proposals and not a tender call. The Host Society does not
intend to and does not assume or owe any contractual or other duties or
obligations as a result of the issuance of this RFP, the preparation or submission of
a proposal by a Proponent, the receipt, opening and consideration of a proposal,
the evaluation of proposals, provision of additional information or conduct of
presentations, the Proponent’s participation in any discussions or negotiations, or on any other basis whatsoever arising out of this RFP. Without limiting the
generality of the foregoing and for certainty, no Contract A is formed by the
submission of a proposal in response to this RFP.
(b) In its sole and absolute discretion, and without limiting the generality of the Host
Society’s discretion under this RFP, the Host Society:
(i) may modify or amend this RFP including the schedule, the RFP requirements,
the scope of services, or any other terms, whether material or not, and may
cancel or suspend this RFP.
(ii) need not necessarily accept the lowest price, the highest ranked, or any
proposal, and may reject or accept any or all proposals.
(iii) may reject a proposal which fails to meet the requirements of this RFP,
whether substantially or otherwise, or take such failure or any qualifications of
the RFP requirements set forth in the proposal into account in evaluation of
the proposal.
(iv) assess any proposal on the basis of any one or more of the evaluation criteria
set forth in this RFP, which criteria are not intended to be exhaustive, and/or
any other criterion or factor considered appropriate by the Host Society and
select any proposal which the Host Society considers to offer the best value
and to be in its best interests.
(v) make adjustments to price proposals for the purposes of evaluation with the
objective of creating a level playing field, including, but not limited to,
arithmetical mistakes and the addition or deletion of optional items.
(vi) accept any proposal which in any manner, whether substantially or not, fails
to comply with any of the requirements of this RFP, whether or not such
requirements are expressed in mandatory terms or such non-compliance is
substantial.
(vii) negotiate one or more of the highest ranked proposals with respect to fee, the
scope of services or any other component of such proposal(s).
(viii) The Host Society shall have no liability as a result of issuance of this RFP. No
proponent shall have any claim against the Host Society for any compensation
of any kind whatsoever as a result of participating in this RFP process,
including without limitation any claim for costs of proposal preparation or
participation in negotiations, or for loss of anticipated profits, whether based
in contract including fundamental breach, tort, breach of any duty, or any
other cause of action whatsoever.
9. Proposal Evaluation
After the closing date, the proposal envelopes/documents will be opened, and the contents
will be separated. The proposals will be forwarded to the Evaluation Committee for
evaluation in accordance with proposal evaluation criteria as set forth in Section 2
“Proposal Evaluation Criteria”. The price envelope/documents will be retained in safekeeping until the technical evaluation is complete.
When the technical evaluation is complete, those proposals that meet or exceed the
minimum acceptable score identified will have their price envelope/document opened. The
rate schedule will then be scored according to evaluation criteria.
Proponents who do not meet the minimum acceptable score will have their price
envelopes/documents returned unopened.
10. Proposal Award
Award of this proposal will result in the signing of a contract by the successful proponent in
a form acceptable to the Host Society in its sole discretion and agreed between the Host
Society and the successful Proponent.
11. General Conditions of Contract
For the assistance of Proponents only, and subject to the terms and conditions of this RFP,
Section 4 sets forth anticipated general conditions of contracts.
SECTION 2: PROPOSAL EVALUATION CRITERIA
1. Method of Evaluation
The Evaluation Committee will evaluate and recommend the selection of the successful bidder
based on proposal submission, references and price. The committee is comprised of individuals
with provincial and national event experience. The highest-ranking proponent will be
recommended to the Executive Committee of the Halifax 2020 North American Indigenous
Games.
2. Proposal Evaluation
The objective of the evaluation process is to select a Merchandise Provider(s) capable of
providing the services identified below in the technical evaluation chart. In their proposals,
proponents shall provide responses to the Technical Requirements (see Attachment “A”) and otherwise demonstrate through samples, publications, narrative explanation and references
that they have the necessary qualifications to undertake the services as described in this RFP.
In their proposal, proponents shall clearly show how their qualifications will be utilized to the
Halifax 2020 North American Indigenous Game benefit.
3. Overview of the Evaluation Process
The proposal packages will be opened by the Executive Assistant or his designate on the closing
date and given to the Evaluation Committee. The price envelopes/documents will be retained
by the Executive Assistant. When the technical evaluation is complete the Executive Assistant
will provide the price envelopes/documents which are to be opened and will return ones which
are not to be opened.
The Evaluation Committee will evaluate all proposals using the following steps:
(a) Determine whether any proposals meet the RFP criteria;
(b) Evaluate proposals based on technical criteria outlined in this proposal document;
(c) Determine ranking of proposals based on technical evaluation points system
(maximum 100 points);
(d) Return price envelopes/documents of proposals where technical score did not meet
or exceed threshold (80 points);
(e) Finance opens price envelopes/documents of remaining proponents;
(f) Finance assigns points for price (maximum 40);
(g) Finance determines change in ranking that reference checks and price may have
affected;
(h) Finally, Finance tallies points and determines highest-ranked proposal and rankings
of other proposals (maximum 140 points);
(i) Share recommendation with Evaluation Committee and recommend highest ranked
proposal to Executive Committee, Halifax 2020 North American Indigenous Games.
4. Key Evaluation Criteria
Proponents must provide clear and concise information in response to the following
requirements set forth in this Section:
a) Proof the proponent has demonstrated experience in online and site Merchandise
services for a large scale event and can meet the required timelines for delivery.
b) Proof of quality assurance, providing information with regards to certificate of
Insurance, Workers’ compensation certificate, quality assurance policies, if required
c) Clearly outline branded items that will be recommended to the Host Society, which
included suggested sale price and profit margins. Pricing sheet included
d) Mock Up designs of recommended items for sales
e) Experience working with the Indigenous community and supporting cultural
practices and protocol requirements
f) Three (3) references are provided with contact information.
g) Signed declaration indicating that there is no conflict of interest between this
account and other client accounts of the proponent.
Proponents should note that failure to meet any of the requirements set forth in this section
will likely result in your proposal being rejected.
5. Evaluation Point Rating
Proposals will be assessed on a point rating system, outlined below, with a maximum 100
technical points and a maximum of 40 price rate points. This is used to determine each
proponent’s strategic and technical fit to the needs described in the proposal documents. The technical points will be added together with the reference, presentation and price
envelope/document points (outlined below) to determine a final point score.
Proposals scoring less than a total threshold of 80 technical points will be considered technically
unacceptable and will result in the price envelope/document being returned to the proponent
unopened.
A. Technical Evaluation
In their proposal, agencies shall clearly show how their qualifications will be utilized to the
North American Indigenous Games benefit through the following:

▪ The vision of the 2020 North American Indigenous Games Host
Society is to inspire people to embrace sustainability by
demonstrating leadership in enhancing the economic, social and
environmental benefits of the games to achieve a positive legacy
for the community. Please provide information with regards to
initiatives you undertake to promote sustainable practices such
as; promote social inclusion; maximize recyclability and use
recycled content; reduce waste; conserve natural resources,
materials and energy; increase durability; reduce toxicity and
minimize packaging. (10 pts)

The proposal with the greatest number of points totalled from sections 1 – 9 is the highest ranked
proposal.
Bids from Indigenous owned bidder and / or joint submissions with Indigenous and non- Indigenous operators are encouraged. Ulnooweg Development Group ([email protected]) is working with Indigenous entrepreneurs to make operators aware of opportunities to supply goods and services to the games. Non-Indigenous entrepreneurs interested in exploring partnership opportunities are also asked to reach out to [email protected].
6. Proposal Scoring/Awarding of Contract
The proposal scores will be finalized based on the results of all the above factors. Subject to the
terms and conditions of this RFP, the proposal with the highest final score out of a total of 140
points (combination of technical points, reference points and price/rate schedule points) will be
recommended for award. In the event that the Host Society considers that two or more proposals
offer substantially the same value, the Host Society may give priority to the proposal based on
proponent location in the following order:
1. Indigenous
2. Region
2. Atlantic Canada
3. Canada
4. Other
