1 General
Space Applications Centre (SAC/ISRO) is currently engaged in the development of a
number of Remote Sensing Satellites for various land and ocean applications.
A new Portable scanner with One Axis Electronic control and one axis manual control with
suitable support structures for different test setups is proposed to be developed and used in
clean room. The prime use of this scanner is to test microwave antenna.
Space Applications Centre seeks a detailed proposal for the Design, Fabrication, Test
and delivery of the 1‐Axis Electronic with one axis (Z) manual controlled Scanner for
Microwave Antenna Measurement.
2 Description of Scanner
Proposed scanning mechanism or simply the ‘Scanner’, will be used for radiation pattern
measurement and characterization of Planar Array Antenna (PAA) in single direction. For
this purpose, it is required to position the ‘Probe’ in point-to-point/continuous on line of
scan in front of antenna, aligned parallel to this scanner’s reference scan line (with probe
axis perpendicular) at a distance of about 1000-2500 mm. Refer Sketches in Fig: 1,
(Anexture-1)
Probe/s (i.e. Horn/s) will be the responsibility of SAC and not included for vendor’s
design consideration. Vendor has to consider maximum mass of the Probe assembly as 5
kg. The interface brackets (for each probe) for mounting such Probes has to be designed
and fabricated by vendor. For details of Probes (Two probes), please refer sketch in Fig.-2
(Annexure-1).
The performance of Scanner need to demonstrate at vender’s end and in SAC clean room.
3 Scope of Work 3.1 Requirements (Refer following sections of this document for details)

7 Technical Terms and Conditions
7.1 Scanner should be designed in modular with one module contain scanner mechanism
assembly (scanner module may have sub modules) and others should be support
structures for Horizontal Test setup and Vertical Test setup. Control unit has be to
separate module with minimum possible interfaces/connections with scanner
module.
7.2 Scanner has to be designed to make it portable without any fixed foundation. It
should also have proper arrangement for alignment with respect to antenna to be
measured. Proper caster wheels for movement and Support Jack for firm support &
alignment has to be provided for Horizontal and Vertical Test setups. Added ‘dead
weights’ also to be considered and have to provide by vendor for stability of scanner
in setup conditions (particularly for Vertical Setup)
7.3 Scanner has to be designed for use in laboratory, which is clean room. Therefore it
should not act as a source of any kind of contamination like oil, dust etc. Dry

lubrication is to be preferred where ever possible. In case liquid lubrication is
unavoidable, adequate measures must be implemented to seal it.
7.4 Conceptual sketch/snapshot is attached herewith only for understanding of the
requirements; Vendors are expected to come up with their own feasible
concepts. For more than one feasible options, vendor has to quote separately
and specifically for each with merits and demerits.
7.5 Vendor has to consider and design the scanner for the life of 10 years for satisfactory
operation considering duty cycle of the scanner on an average as 1000 hours/year
(approx.).
7.6 Major conceptual design should be presented by vendor in the quotation, which
should clearly specify how the laid down specifications of the system are achieved.
7.7 After receiving purchase order, vendor has to submit the Design Report with detailed
design calculations, CAD Models, fabrication and assembly drawings, Finite
Element Analysis (FEA) reports, technical specifications with supporting
documents/brochures for standard/bought out components/parts etc., for the design
reviews to be held at SAC, Ahmedabad and the vendor has to incorporate the
suggestions made by the review committee formed by SAC.
7.8 Vendor has to carry out all CAD Modeling, Structural Analysis, fabrication detail
drawings, and any other documentation in standard software/format that has to be
mentioned in their quotation.
7.9 Vendor has to discuss/submit their quality assurance plan before starting the
fabrication. Necessary comments of SAC engineers have to be incorporated in the
plan. Vendor also has to submit progress report as and when asked by SAC.
7.10 Vendor has to generate in-process dimensional reports for all the fabricated items.
Stage inspection and it will be reviewed by SAC Engineers for all critical activities.
7.11 Vendor has to consider the incorporation of the requirement of minor changes in
specification, if any, during the execution of contract, free of cost.
7.12 Vendor has to demonstrate and prove the performance as per the specifications
(Refer Section-5) including accuracy, through mock-up assembly at vendor’s site
after fabrication of the scanner. All necessary calibration tools, measuring
instruments should be arranged by vendor for performance evaluation.
7.13 Vendor has to work out installation requirements at location (i.e. SAC - Ahmedabad)
according to available resources and facility. For any other requirements (like Men,
machines, equipment, instruments, tools, logistics etc.), vendor has to arrange their
own resources. No extra charges will be paid for any of this arrangement.
7.14 Vendor has to deliver all deliverables in proper containers designed for frequent
transportation (Ref. Section 5.3) to prevent any type of handling and environmental
damage during transportation.
7.15 The Scanner has to be delivered to SAC by the vendor, which will be followed by
the installation. After installation of the scanner at SAC, vendor has to demonstrate

performance as per the specifications given in Section-5 as per Test plan mentioned
in annexure-II.
7.16 Vendor has to submit all technical details of Scanner as well as bought out
components with its final design, assembly, operation, maintenance and
electrical/electronic circuit diagram manuals. Vendor also has to submit final
drawings/documents duly approved in all respects in soft as well as hardcopy (2-
Nos.) to SAC.
7.17 The scanner will be subjected to the specified Acceptance Test Plan (ATP) (see
Annexure-2). It will be accepted by SAC only after clearing ATP.
7.18 Vendor has to complete total work within 04-Months from the date of the
acceptance of confirmed purchase order. This total work has to be divided in the
following activities:
Design, Development, Analysis
Final Design and Fabrication drawings
Fabrication, assembly and performance demonstration at Vendor’s works
Packing and forwarding, installation and performance demonstration at SAC
Each activity will be reviewed by SAC Engineer/s and clearance will be given by
SAC to start next activity.
7.19 Vendor has to give assurance and warranty certificate/s for trouble free operation for
the minimum period of 1-Year after the certificate of satisfactory installation at SAC
(from SAC authority) for any defects in parts/components and/or workmanship.
Vendor has to solve the problem by Replacement and/or Repairing. For any of the
bought out items, vendor will be totally responsible for satisfactory operations for
the warranty period and has to arrange for any replacement/repairs. No extra
payment will be done for any of these activities.
7.20 Vendor has to quote separately for Extended Comprehensive Warranty for another
2-Years (after the completion period of basic warranty) covering all the aspect of
service at installation site (i.e. SAC) including all parts /components/service for
designed performance of the Scanner.
7.21 The frequent discussions at SAC as well as at vendor’s end will be required during
the realization of the scanner. Vendor has to arrange for visit at SAC for any such
activities, as and when needed. Vendor has to arrange for such visits on their own.
7.22 Vendor has to specify validity of the quotation which should be valid for minimum
120 days from the last date of submission of quotation.
7.23 Vendor has to provide details regarding available machines/qualified manpower and
infrastructure to carry out this job at their own work place. If is there any need for
any work, which requires off loading or sub-contracting to other parties, provide
details of available facilities at sub contractor’s work place.
7.24 Vendor has to mandatorily give point-to-point compliance statement with the
values/description as per Section-5. Whatever the specifications are not met,

vendor should give the minimum specifications (values) met with justifications
for the same.

Block diagram for Testing
Measurement Process:
1. Scanner hardware will carry a RF Probe Antenna which will be fed with RF Signal from
Payload Hardware. External computer will control payload hardware and scanner controller in
terms signal measurement and position information to scanner.
2. Scanner control hardware will be fed initial coordinates for movement of probe antenna from
External Computer.
3. After reaching to desired location scanner controller will provide feedback to external
computer.
4. Based on Feedback from Scanner Controller, External Computer will turn-on measurement by
commanding payload.
5. After measurement is done external computer will send control information to Scanner
controller for next measurement coordinates and process repeats from pt. 2.

Acceptance Test plan:
Acceptance test will be carried out in two stages. All measurements will be carried out using
Laser Tracker or Equivalent measuring instrument. These tests will be carried out during
mock-up assembly at vendors’ site (Pre dispatch clearance) and will be repeated after
Installation at SAC.
Procedure will be repeated for Both Horizontal and Vertical test setups mounting scanner
module on respective structures
I. Positional Accuracy
Coordinate points will be taken at every 100 mm over the entire length of the scanner
axis keeping it in Horizontal and vertical Setup structures. It should conform for
linearity in order of 0.2 mm
II. Repeatability
Total 40 Number (or less) coordinate points will be measured along length of the
scanner axis keeping it in Horizontal and vertical Setup structures. It should conform
for receptivity in order of 0.15 mm
Points will be chosen randomly or sequentially.
Each coordinate point may be measured more than once.
The measurement may be through digital read out values.
The mean of the all measurements taken at a single random coordinate point is taken
as repeatability value of that coordinate point.
