SECTION-I

1. Introduction

The Government of Khyber Pakhtunkhwa manages over 28,000 schools with more than 4 million

students enrolled in all grades from Katchi to 12.

In the education sector, Khyber Pakhtunkhwa faces a number of serious challenges, which include

inadequate quality of education and inadequate access to education. In terms of quality of education,

completion rates of secondary school, and the competitiveness of students at a national and international

level, is low. In terms of access to education, by some estimates, 2.5 million children of school-going

age in the province are still out of school.

While access to education and quality of education are independent challenges, they are also

intermixed. Indeed, even meeting the goal of access to education is dependent on improving the quality

of education. Through the introduction of more effective teaching and learning methods, we will not

only improve the quality of education, we will be able to leverage existing, limited, resources and

thereby provide greater access to education. Moreover, if we leverage Information Technology,

solutions we create today will be available to all teachers and students, especially in view of rapidly

diminishing technology costs.

Related to the challenge of quality of education is the challenge of the relevance of education. There is

inadequate emphasis on problem solving and on ‘learning about learning’. Moreover, while use of

Information Technology is today an essential requirement for any white-collar job, and even though

the Government has installed computers in some schools, there is neither an adequate syllabus nor

sufficient number of trained teachers for imparting Information Technology skills.

Moreover, while Information Technology is being harnessed around the world to both enhance the

quality of education and access to education, in Khyber Pakhtunkhwa, we have not made any

substantial moves in this direction.

Improvement of quality of education and access to education is the central objective of our education

policy; and human resource development is a central objective of both our educational policy and our

development policy.

To address these objectives, this project seeks to inculcate new teaching methods and content, and

leverage Information Technology, with the objective of addressing our quality of education challenges

in a replicable and scalable manner so that we concurrently create a paradigm for addressing our access

to education challenge.

Information Technology is an enabling medium: it can play a critical role, but only when it is embedded

in teaching method and content and it is deployed in a manner responsive to the constraints of our

environment. The aim of the project is to reflect a more considered approach to the use of Information

Technology and seeks to deploy it as one component within a larger “blended learning” paradigm.

2. Objectives of Project

The Government of Khyber Pakhtunkhwa province has a detailed defined curriculum for elementary

and secondary classes. This curriculum defines the expectations, course, curricular materials, training

needs and evaluation standards. To support this curriculum and the needs of students and teachers, the

department wants to establish a mechanism for selection, validation, time to time updating, and supply

of e-contents, as well as appropriate software tools to all the elementary and secondary schools in the

province. In pursuance of this and with the express aim to improve the quality of education available

in public schools in Khyber Pakhtunkhwa The ICT in Education Transformation Model Project is aimed

at providing state of the art, yet relevant Information and Communication Technology (ICT) facilities

in the elementary and secondary classes.

The funding for the scheme is provided by E&SE Department, Khyber Pakhtunkhwa Province. The

model project is being implemented by the province with the following objectives:

i. To Provide Quality Education at Decreasing Costs: To provide a learning solution that

improves the quality of education for selected grades and is capable of being scaled out in the

future at decreasing costs.

ii. To Empower and Support Teachers: To provide a learning solution that improves teaching

quality by providing teachers with content, software, lesson plans, hardware, training and

support.

iii. To Provide Interactive Digital Content and Assessments: To provide a learning solution

that provides high quality, interactive digital content and assessments for selected subjects

and classes that are consistent with the curriculum and the textbooks and international best

practice.

iv. To Provide a Learning Management System: To provide a learning solution that includes

a high quality and an easy-to-use learning management system that provides for registration

of students, delivery of content and assessments, structuring of lesson plans and reporting of

results.

v. To Encourage Accountability and Reporting: To provide a learning solution that includes

processes and tools to enable accountability of school, section, subject, teacher and student

performance and reporting of performance up to the Department.

vi. To Provide Hardware: To provide a learning solution that includes hardware for teachers

and students (which may include any combination of digital whiteboards, tablets, laptops,

projectors, student response devices, and other learning related hardware) that is capable of

being deployed and used in the context of existing infrastructure constraints.

vii. To Provide Implementation Support: To provide a solution that includes implementation

support over a pre-specified period from final delivery in terms of technical and pedagogic

support, training support, and accountability and reporting support.

The objectives of the project are to be realized in strict compliance of the stipulations within this

document.

In pursuance of this goal, the Secretary, E&SE Department, Government of Khyber Pakhtunkhwa,

invites proposals from interested parties to participate in the present project. Such interested parties

(“Bidders”) are required to submit detailed proposals as per the provisions of the Request for Proposal

document (“Proposals”).

After the process of selection, as detailed in the RFP document, the selected agency (“Successful

Bidder”) will enter into a SLA with E&SE Department, Government of Khyber Pakhtunkhwa and

perform its obligations as stipulated therein in respect of the project.

3. Scope of the Project

Within the guidelines of new policy initiatives, the E&SE Department, Khyber Pakhtunkhwa intends

to pilot ICT in Education Transformation Model Project in selected Government Higher Secondary

Schools in the Province. The project will commence in the academic year 2014-15 and will span two

years. The Government of Khyber Pakhtunkhwa province proposes to pilot this scheme as follows:

In classes 6th, 7th and 8th of selected Government Higher Secondary Schools

In three subjects i.e. Mathematics, English and Science

In two zones of Khyber Pakhtunkhwa province (specified by E&SE Dept)

Schools in the districts of Peshawar, Mardan, Nowshera, Swabi and Charsadda will be equally divided

to form two pilot zones. Each zone will have a mix of girls’ schools and boys’ schools. Global

experience has shown that technological innovations have a greater potential for success where: (1)

infrastructure availability and quality is relatively more advanced; (2) users can communicate and

experience the innovation collectively; and (3) adoption and usage of the initiative may be easily

supported.

The list of schools for Zone-1 and Zone-2 are annexed at Annex-I and Annex-II respectively.

Interested bidders may submit complete and separate proposals for either zone or for both zones. Both

zones will not however, be awarded to the same bidder.

Bids are invited from eligible firms to participate in the bidding process for the following:

a) To provide a technical solution for imparting ICT assisted Education to the students for Classes

6th, 7th and 8th in specified zones of Khyber Pakhtunkhwa. The solution should be: (i).

Interactive in nature, (ii). Have a centralized assessment mechanism for collecting and collating

performance of students and teachers, (ii) Have potential for scale-up at decreasing marginal

cost post-pilot.

b) To develop and provide e-content material for classes 6th, 7th and 8th in the subjects of

Mathematics, English and Science.

c) To provide ICT hardware, software and related accessories in selected schools.

d) To provide training and implementation support to the teachers of selected schools on ICT

assisted teaching/learning.

4. List of Deliverables:

The successful bidder is expected to deliver the following as a part of the fulfillment of obligations

under the agreement.

i. Comprehensive e-content reflective of the local curriculum and international best-practices for

classes 6th, 7th and 8th for the subjects of Mathematics, Science and English.

ii. Install the ICT hardware and software along with implementation of proposed ICT solution in each

of the allotted schools as per the detailed specifications and norms agreed to.

iii. Conduct capacity building of teachers and school management in allotted schools on ICT assisted

teaching/learning and performance measurement

iv. Develop a centralized mechanism for the assessment/evaluation of student’s and teacher’s

performance

v. Conduct capacity building of E&SE Department staff to utilize system for data mining and

performance measurement purposes

vi. Maintain records and submit monitoring, evaluation, completion and such other reports in

compliance of the agreement

vii. Facilitate the inspection and evaluation of the implementation as and when the department or its

representative undertake such a task.

5. Schedule of Delivery:

The successful bidder is expected to deliver each of the deliverables within the mutually agreed time-

frame specified for it. Failure to ensure successful delivery shall invite penalties as per government

rules.

6. Availability of Request for Proposal (RFP) Document:

The Request for Proposal (RFP) document along with all annexures, appendices together referred to as

the RFP document may be downloaded from the E&SE Department website (www.kpese.gov.pk) or

Government of Khyber Pakhtunkhwa website (www.khyberpakhtunkhwa.gov.pk) before the closing

date.

7. Eligibility criteria for bidders

1. The bidder can be an Organization, Institute, Company, Corporation, Firm

registered/incorporated in Pakistan.

2. The bidder should have credible and strong indications of their capability to participate in the

ICT in Education Transformation implementation as evidenced by their products, work

experiences, and participation in similar projects.

3. The firm should be registered with Income Tax and Sales Tax Departments (Registration

Numbers should be clearly mentioned and valid documentary evidence be attached).

4. Documentary evidence of income tax and sales tax paid during the last three financial years.

5. The firm should have a minimum of three (03) years’ experience of similar assignments.

6. The firm may not be black-listed by any of the Federal/Provincial Government in Pakistan.

7. The firm may not be defaulter of the Government or any Scheduled Commercial Bank.

8. Special Instructions to the Consortium:

The bid(s) can be submitted by any of the above agencies, in their individual capacity or as a consortium

of not more than three companies. A bidder may choose to bid for one zone, or submit separate

proposals for each of the two zones, as specified in the Scope of the Project. Both zones will not

however, be awarded to the same bidder.

The bidder must have a sound understanding of and demonstrable capability to provide and manage an

educational support system. To this effect, they must have been in the business of organizing and

management of ICT based educational services like teacher training, publishing of ICT based digital

content and its implementation in schools, or other forms of ICT based teaching and learning solutions

in schools.

In case the bidder has a demonstrable expertise of only one of the above areas, the bidder may

necessarily partner with other agencies and the bid be made by the consortium. Proposals submitted by

a consortium should further comply with the following:

i) The number of members in the consortium will not exceed three. One of the members will be

designated as the Lead Member of the consortium and others as Operating Members. The members

of the consortium shall enter in to a Memorandum of Understanding for the express purpose of this

project, explicitly agreeing to remain partners throughout the period of contract and extended

periods if applicable, and this document will be submitted along with the proposal.

The members of the consortium shall execute a Power of Attorney in favor of the Lead Member

authorizing that member to participate, negotiate, enter into contract and undertake the project on

their behalf.

ii) The proposal should clearly delineate the roles, functions, responsibilities and deliverables against

each member separately. Each member of the consortium would explicitly agree to fulfill each and

every part of their obligation within the project individually and collectively. This agreement will

constitute a part of the MOU as well as the Power of Attorney defined above. However the E&SE

Department shall deal only with the Lead Member, who in turn will ensure the delivery of all parts

of the project. Every member of the consortium, individually and as a group would be liable for

any violation or non-compliance or non-delivery on the part of the consortium as a whole or any of

its partners.

iii) A bidder who chooses to submit a proposal in their individual capacity cannot simultaneously

participate in this bid as a member of any other consortium. No agency can be a member of more

than one consortium simultaneously. Any such submission will automatically disqualify their

proposal.

9. Miscellaneous Instructions

It would be deemed that by submitting a proposal, the bidder has:

made a complete and careful examination of the RFP document and agrees to all conditions

and implications that arise from it;

sought, obtained and perused all relevant information for the submission of the proposal;

made a thorough examination of all aspects of the project including, but not limited to:

i. the project sites;

ii. existing facilities, infrastructure and structures, if any and its present condition;

iii. status and condition of utilities in the neighborhood of the project sites

iv. conditions that are likely to affect transportation, communication, access, disposal,

handling, storage and safety of goods, travel and access by personnel

Any error or incomplete submission arising out of an interpretation of the RFP document, its annexures

or any information passed on to the bidder by the E&SE Department, Government of Khyber

Pakhtunkhwa or any of its officials, the E&SE Department shall not be liable and no request for

redressal of grievance or reconsideration can be accommodated.

The E&SE Department, Government of Khyber Pakhtunkhwa reserves the right to annul the entire or

part of the bidding process or to reject any or all proposals if:

at any time during the bidding process, any material misrepresentation is made or discovered; the bidder does not respond to queries or requests for clarifications or requests for additional

information; or

the bidder or their representatives or any person on their behalf attempts to influence the process

of tender in any manner whatsoever In case of rejection of one or more proposals after the opening of bids, and the bids belong to the highest

evaluated bidder, the E&SE Department, Government of Khyber Pakhtunkhwa reserves the right to

continue with the bid and invite the next highest evaluated bidder.

Any measure, taken to modify the bid process as mentioned above, will be at the sole discretion of the

Government of Khyber Pakhtunkhwa Province represented by the E&SE Department, Khyber

Pakhtunkhwa and is not negotiable.

10. The Bidding Process:

Potential bidders may submit their proposal as three sets of documents in duplicate in separate sealed

envelopes as detailed below:

First stage:

a. Documents establishing the qual ification of the bidder as per the criteria set out in the RFP

document;

b. A proposal defining the technology mix and plan of action to realize the goals of the project

(Not more than 15 pages)

Second stage:

Documents setting out the bidder's technical proposal in response to the RFP

Documents setting out the bidder's financial proposal in response to the RFP

Note: The proposed technology mix and action plan suggested in part (b) of the first stage of the bid

process is intended to inform the choice of hardware and software. The process allows bidders to

suggest competitive solutions, which conform to the latest technologies, and at the same time are

appropriate given local constraints and conditions, scalable, and easy to manage.

The evaluation of the bids will be carried out in two stages. Following the first stage, bidders meeting

the experience, expertise, financial capability and soundness and effectiveness of their proposed

presented solution as laid out in the RFP shall be shortlisted as “Qualified Bidders”.

All “Qualified Bidders” will be invited to participate in the second stage. The technical proposals of

only the qualified bidders will be considered at the second stage. Compliance and suitability of the

technical plan proposed by the bidder will be evaluated against criteria laid out in the RFP and the

bidders qualifying at this stage will be shortlisted as “Technically Qualified Bidders” and their financial

proposals will be considered.

The financial proposals of the shortlisted technically qualified bidders will be evaluated as per criteria

laid out in the RFP in order to identify the preferred bidder.

SECTION-II

Submission of Proposal

11. Qualification Proposal:

Part 1

The following certificates with all supporting documents are to be submitted as part of the

qualification proposal in the bid formats:

· Letter of Intent and submission of proposal

· Certificate of being an IT / Education business/ Certificate of Experience (details of same/similar

projects).

· Copy of Memorandum of Understanding entered into in the case of a consortium

· Power of Attorney authorizing signatory of proposal to function as Lead Member of the consortium

· Certificate of incorporation of bidder (in case of a consortium applying, of each of the partners)

· Details of bidder / members of the consortium

· Certificate of non-collusion

· Certificate of non-debarment or disqualification (include details of such cases/litigations/pending

cases, etc.)

· Statement of financial capability

· Annual reports

· Check-list of certificates/documents required for the qualification proposal

Part 2

Proposal highlighting how the bidder / consortium intends to fulfill the requirements of the project and

realize the objectives of the project. This shall include a proposed technology mix and a plan of action

in sufficient detail to enable its evaluation on feasibility, scalability, and appropriateness. The proposal

should also highlight the bidder’s track record in terms of relevant products, solutions, and past

experience. This document should not exceed 15 pages.

12. Technical Proposal:

The following certificates with all supporting documents are to be submitted as part of the technical

proposal in the bid formats prescribed:

· Detailed specifications of all infrastructure and components of the proposed system.

· Details of implementation including time schedules, management of system and ensuring delivery of

products and services

· Details of support system for maintenance, repair, monitoring and supervision of project

implementation

· Checklist of certificates/documents required for the technical proposal.

· The Technical Proposal should be accompanied by Earnest Money 2% of the total cost of the proposal

only payable to the Secretary, E&SE Department Government of Khyber Pakhtunkhwa. The Earnest

Money should be placed in a separate sealed envelope inside the envelope containing the Technical

Proposal.

13. Financial Proposal:

The following certificates with all supporting documents are to be submitted as part of the financial

proposal in the bid formats prescribed:

· Price proposal for the project

· Financial assumptions

· Detailed break up of prices for ICT infrastructure components

· Detailed break up of prices for capacity building and e-contents

Following documents should accompany the financial bid;

1 Copy of valid National Tax Number certificate

2 Bank Certificate confirming the soundness to undertake such projects.

3 Copy of the Income tax return for the last two years.

4 Evidence of payment of professional tax to the Provincial government, if applicable.

Evaluation of Proposals

The evaluation of the proposals will be conducted by a Committee specifically constituted for the

purpose.

14. Evaluation of Qualification Proposals:

The Bidders presenting an effective and suitable solution in line with the ground realities and situations

of government schools and fulfilling the basic eligibility criteria will be shortlisted. Only bidders

qualifying at this stage will be considered at the next stage of evaluation.

15. Evaluation of Technical and Financial Proposals

The Purchaser will evaluate and compare the bids that have been determined to be substantially

responsive. The evaluation will be performed assuming the Contract will be awarded to the Highest

Evaluated Bidder for the entire System.

The Purchaser's evaluation of responsive bids will take into account technical factors, in addition to

cost factors. The following weights will be used in the evaluation of bids:

Technical Evaluation 70%

Financial Evaluation 30%

70 points are allocated for technical evaluation.

30 points are allocated for financial evaluation.

I. Evaluation of the Technical Proposals:

The technical proposal primarily details a potential plan for the realization of the objectives of the ICT

Programme. The evaluation of the technical proposal, therefore, will be made on the appropriateness

and completeness of the proposal.

Completeness of the proposal will be measured on the following:

· the components proposed adequately meet the requirements and are essential to realize the

objectives of the project

· the ICT infrastructure, capacity building of teachers and e-content components proposed are

state of the art, currently available and can be supported technologically through the life time

of the project

· the bidder's ability to source and supply the ICT infrastructure and implement the capacity

Only bidders qualifying at this stage will be considered at the next stage of evaluation.

II. Evaluation of the Financial Proposals:

The financial proposal should be submitted for the whole project with a component wise breakup. The

total price quoted for the project will be considered for comparison of quotes. Price quoted will be firm

for the entire contract. All prices to be quoted in Pak-rupee, and must clearly state all applicable taxes

which must be included in the quoted price.

E&SE Department, Government of Khyber Pakhtunkhwa will not allow any compensation to the

approved bidders for variation in the rate of exchange of rupee against dollar or any other currency. All

offers in this respect should be firm and final.

The quoted price must include all taxes, customs duties and freight charges for delivery to the required

locations.

The prices should also include any installation or integration services.
