(TUDA), invites e-Request For Proposal (RFP) in Two Bid System from experienced EPC
firms / Construction Organizations who have adequate experience in preparing Detailed
Structural Drawings and Designs using latest software, simultaneously holding requisite
credentials for developing / construction of High Rise buildings including all amenities,
following all relevant BIS and NBC Codes on Design & Build Basis (EPC Mode)

1. Intending bidder must read the terms and conditions and specification of DNI-e- RFP
carefully. He/she should only submit his/ her bid if he /she are eligible and in
possession of all the documents required.
2. The bid can only be submitted after uploading the mandatory scanned documents as
specified as per the all relevant norms of e-Tendering.

4. The proposal shall be valid for a period up to 180 days after the date of submission of
proposal (From 18/10/2019)
5. Any bid/ offer received after the stipulated date and time will not be considered and
entertained under any circumstances.

organizations can participate and submit their inputs on the only website

7. Tripura Urban Planning & Development Authority (TUDA) reserves every right to accept
or reject the RFP without assigning any reason. The decision of Tripura Urban Planning
& Development Authority (TUDA) shall be final & binding in this regard to all bidders.
8. Hard copy of the “Technical Bid” part of e-RFP in one separate sealed covers
mentioning the Technical Bid along with all relevant valid documents must be delivered
to the address given below on or before 18/10/2019 up to 15.00 hrs. through Speed

9. Earnest money of Rs. 1.00 Crore (Rupees One Crore) only in the shape of online
payment as prescribed in e-Tendering system in favour of Tripura Urban Planning and
Development Authority shall have to be submitted by the bidder.

10. Bidders should meet the following minimum eligibility criteria:-
a) The bidder shall have experience in completion of at least 2 (two) high rise
buildings during last 7(seven) years ending at 31st August, 2019, not below
G+14 high building costing to not less than Rs. 50.00 Crore (Rupees Fifty
Crore), out of which at least one shall be residential building.
b) Experience should be in the name of the bidding company and not in
subsidiary/ associate company/ group of companies/ Joint Venture/
Consortium. Otherwise this will not be counted.
c) The bidder should be in operation in India for a period at least 5 (five) years as
on publication of the bid.
d) The bidder shall have latest ISO certification.
e) The average annual Turnover of the bidder should be in Indian Rupees 100.00
Crore (Rupees One Hundred Crore) only for last 3 (Three) audited financial years
(2016-17, 2017-18, 2018-19).
f) The bidder should have Positive Net worth (PNW) in each of the last 3 (three)
financial years as on 31stMarch 2019.
g) The bidder shall have in-house architecture / design capacity for this with all
latest design software’s as well as manpower like,
i) Architects having experience in at least two completed similar nature of
work of construction of residential high rise buildings in last 10 (ten) years
and Conversant with all relevant BIS codes and National Building Code
provisions.
ii) Project Manager with Degree in Civil Engineering with min. 15 years
construction experience and Conversant with all relevant BIS codes and
National Building Code provisions.
iii) Civil Engineer-1 with Master Degree in Civil Engineering with
specialization in structural Engineering having design experience of 15
years to handle structural design of 13 storied building and Conversant
with Earthquake resilience issues, all relevant BIS codes and National
Building Code provisions.
iv) Civil Engineer-2, Degree in Civil Engineering having experience of 15
years to handle geotechnical, soil and foundation related issues and
Conversant with all BIS codes and National Building Code provisions.

v) Civil Engineer-3 with Degree in Civil Engineering having construction
experience of 15 years to handle work of multi-storied building and
Conversant with all BIS codes and National Building Code provisions.
vi) Civil Engineer-4 with Degree in Civil Engineering having construction
experience of 10 years to handle water supply, sanitary and plumbing
works and Conversant with all BIS codes and National Building Code
provisions.
vii) Mechanical Engineer-1 with Degree in Mechanical Engineering having
construction experience of 10 years to handle HVAC , water pumps ,
generator sets, Fire safety measures and other related issues and
Conversant with all BIS codes and National Building Code provisions.
viii) Mechanical Engineer-2 with Degree in Mechanical Engineering having
construction experience of 10 years to handle lift installation & operations
and other related issues and Conversant with all BIS codes and National
Building Code provisions.
ix) Electrical Engineer -1 with Degree in Electrical Engineering having
construction experience of 10 years to handle HVAC , water pumps ,
generator sets and other related issues and Conversant with all BIS codes
and National Building Code provisions.
x) Electrical Engineer-2 with Degree in Electrical Engineering having
construction experience of 10 years to handle internal/external
electrification works and fire safety measures in High rise buildings,
conceal wiring, lifts installation & operation and other related issues and
Conversant with all BIS codes and national Building Code provisions.
xi) Diploma Engineer with diploma in Engineering having construction
experience of 10 years in Civil, Electrical and Mechanical Engineering and
Conversant with all BIS codes and National Building Code provisions.
h) The bidder shall have experience in carrying out multi-disciplinary works such
as civil, mechanical, electrical, plumbing works, Lift installation, water supply,
disaster safety, fire safety measures, fire detection & alarms, CCTV etc and on a
single point responsibility basis.
i) The bidder shall have the ability to set up full-fledged Quality Testing Lab and
Batching Plant within or near by the working place, as per direction of the
Tripura Urban Planning & Development Authority (TUDA).

j) The bidding capacity of the Bidder should be equal to or more than Rs. 100.00
Crore (Rupees One Hundred Crore) only. The bidding capacity shall be worked
out by the formula:
Bidding Capacity= (A x N x 2) - B
Where
A= Maximum Value of construction works executed in any one year during
the last 5 (five) years taking in to account the completed as well as work in
progress.
The value of executed works shall be brought to current costing level by
enhancing the actual value of work at simple rate of 7% per annum; calculated
from the date of completion to the last date of submission of application for
tender.
N= Number of years prescribed for completion of work for which bids has
been invited.
B= Value of existing commitments and ongoing works to be completed during
the period of completion of work for which bids have been invited.
k) Those firms blacklisted by any Government or Govt. organization need not
apply.
l) The firm/ organization shall have to compulsorily submit litigation history with
technical bid.

11. The following documents should be scanned and uploaded during the
Technical bid submission in the e- tendering website www.tripuratenders.gov.in as
per standard process of e-tendering:
a. Registration of firm/ agencies/ Companies etc.
b. Certificate of registration for GST/ Valid GST clearance certificate etc.
c. Copy of professional tax clearance document.
d. Copy of valid license regarding engagement of workers in the contract works from
the Labour Department, Govt. of Tripura. (If not available can be submitted within
30 days after award of LOA).
e. Copy of PAN card.
f. Certificate from the Statutory Auditor / CA clearly specifying the annual turnover
for the specified years.
g. Audited and Certified Balance Sheet and Profit/Loss Account of last 3 (Three)
Financial Years (2016-17, 2017-18, 2018-19) should be enclosed.
h. Certificate from the statutory auditor/ CA clearly specifying the net worth.
i. Copy of Work Orders along with the copy of completion certificate from the
competent authority/ Client. Certificate from competent authority/Client in this
regard is a must one; if it is not submitted then it will not be considered. If
experience lying with work awarded from Private Company/ Organization, in such
cases certificate of GST paid for the same shall be submitted by the bidder in
addition.
j. Power of attorney (Form-A) in favour of the person signing the Bid.
k. Litigation History (Form B).
l. Affidavit on non blacklisting of firm- (Form-C)
m. Solvency Certificate from a Scheduled Bank (Form – D )
n. Details of similar nature of works completed within last 5 (five) years (Form –E)
o. Project under execution or awarded (Form –F )
p. Organizational Structure (Form –G )
q. Details of Technical & Administrative personnel proposed to be employed for the

12. Bidders must submit the Notary attested hard copies of above Documents along
with the Technical Bid.
13. The following documents should be scanned and uploaded during the
Financial Bid in the e- tendering website www.tripuratenders.gov.in
a. Rate shall be quoted per sq.m. Of Built up area as per format given.

*Rate shall be inclusive for both the works and for all relevant and specified works
and items, amenities; provisions, facilities etc. complete (Design & Build basis/EPC

b. Schedule for quoting rates (Schedule of Rates) (BOQ). Without BOQ the Financial
Bid will be termed as incomplete and will be rejected.
c. Earnest money Rs. 1.00 Crore (Rupees One Crore) only in the shape of online
payment as prescribed in e-Tendering system in favour of Tripura Urban Planning
& Development Authority shall be deposited.
d. Bid fee of Rs. 50,000.00 (Rupees Fifty thousand) only, shall be accepted in the
shape of online payment as prescribed in e-Tendering system in favour of Tripura
Urban Planning and Development Authority and it is non-refundable.

1. DEFINITIONS
For the purpose of the agreement, the following words and expressions shall have the
meaning hereby assigned to them except where the context otherwise requires:
1. “TUDA” shall mean the Tripura Urban Planning & Development Authority.
2. “Application” shall mean the response submitted by interested parties.
3. “BID/ Tender” shall mean documents to be used by the prospective Bidder.
The word “Tender” is synonymous with “Bid”
4. “Project” shall mean Construction of Proposed Town ship (Ownership flats- 216 nos.)
(HIG/ MIG/ LIG- 72 each) (B+G+12 Building) (No of Tower-3, No of flat in each Tower –
72) at the land of TUDA (Behind Bhagat Singh Hostel), Agartala, Tripura
AND

5. “Site” shall mean the place where the works under the Project are to be carried out
and the details of which are provided in this document.
6. “Bid Security/ Earnest Money” shall mean the amount to be deposited by the
Bidder as per terms given.
7. “Bid Validity” shall mean the period for which the Bids shall remain valid.
8. “Bidder” shall mean the party participating in the bidding process.
9. “Contract Agreement” shall mean the agreement to be signed between the
Successful Bidder and the authorized representative nominated by TUDA.
10. “Contract Price” shall mean the financial bid of the Successful Bidder as
accepted by the TUDA.
11. “Client/Owner/TUDA” shall mean Tripura Urban Planning & Development

12. “Employer/Principal Employer” shall mean Tripura Urban Planning &
Development Authority, Agartala, Tripura.
13. Engineer in Charge (EIC) means the authorized representative nominated by
TUDA.
14. “Evaluation Committee” shall mean the committee constituted by TUDA for
the evaluation of the bids.
15. “Successful bidder” shall mean the Bidder declared technically and financially
successful for the Project and with whom the Contract Agreement shall be
signed.
16. “Letter of Award” (LoA) shall mean the letter issued by the Client to the
Successful Bidder inviting him to sign the Contract Agreement.
17. “Date of commencement of work” shall mean the date of Start of execution as
per relevant clause.
18. “Performance Security” shall mean the amount to be paid by the Successful
Bidder as per relevant clause mentioned elsewhere.
19. “Similar Works” as defined in qualifying criteria.
20. “NI-e- R.F.P” means Notice Inviting –e- Request for proposal.
21. "Defects Liability Period/ Maintenance Period" means the period after
completion of the Project during which the TUDA or their authorized
representative / Engineer-in-charge will notify to the Bidder any defect noticed
in the work and the Bidder will be liable for rectification of such defects. Proof
of dispatch of letter notifying the defect/ intimating the representative of
Bidder at site on the last date of Defect liability period will make the Bidder
liable for rectifying all such defects.
22. “Built up area” of the building is the entire area occupied by the building
including the external walls for each floor (i.e. area of basement floor + area of
ground floor + area of all individual floors).
23. “Built up area of the flat’’ is the entire area of the flat including external
walls, balconies but excluding the stair cases, lobby & lifts.
24. “Carpet area” of the flat is the entire area of the flat excluding external walls

and balconies.
25. The 'Contract' means the documents forming the tender and acceptance
thereof and the formal agreement executed between the competent authority
on behalf of the Tripura Urban Planning & Development Authority (TUDA) and
the Contractor, together with the documents referred to therein including these
conditions, the specifications, designs, drawings and instructions issued from
time to time by the Engineer- in - Charge and all these documents taken
together, shall be deemed to form one contract and shall be complementary to
one another.
26. ‘Approval’ means approved by TUDA in writing.
27. Applicable Law means the laws and any other instruments having the force of
law in India & Tripura.
28. “Client/Department/Competent Authority” means the TUDA, who propose
to get the works executed as mentioned in the Contract on behalf of Tripura
Urban Planning & Development Authority (TUDA) being the disclosed principal.
29. Tripura Urban Planning & Development Authority shall mean a Govt. Dept.
under the Govt. of Tripura, with its office at P.N. Complex, Gurkhabasti,
Agartala-799006, Tripura or its Administrative officers or its Engineer or other
employees authorized to deal with any matter with which these persons are
concerned and authorized on its behalf
30. “Department / Disclosed Principal” shall mean The Commissioner, TUDA for
the project.
31. Contract value or Contract Amount means the sum indicated in the Letter of
Award for the performance of the Services, in accordance with conditions of the
contract, which shall be firm & fixed during the entire period of contract,
including the extension, if any.
32. “EPC Contractor/ Contractor” means the successful bidder who has been
awarded the work/contract.
33. ‘‘Engineer-in-Charge’’ means the Engineer as may be duly appointed and
authorized in writing by TUDA, to act as “Engineer-in-charge” on its behalf for
the purpose of the contract, to perform the duty set forth in Condition of

Contracts and other contract documents.
34. In writing means communicated in written form with proof of receipt.
35. Language means all documents and correspondence in respect of this contract
shall be in English Language.
36. Month means English Calendar month, ‘Day’ means a Calendar day of 24 Hrs.
each.
37. "Site" means the place where the buildings and associated infrastructures are
to be constructed.
38. "Bid" or "Bids or Tender" shall mean the offer submitted by a Bidder in
accordance with this document for the above project.
39. The words Tenderer, Bidder, Applicant, Contractor, EPC Contractor shall have
the same meaning.
40. The words Project Management Client/Department, EPC Client/Department,
Client/Department, Client/ Department shall have the same meaning.
41. B+G+12 means that the building comprises with Basement, Ground Floor and
additional 12 no. of Floor above it with parapet walls at Rooftop. Basement
shall have a height of 2.5 meter with provision of parking, Ground Floor of
3.00meter height with provision for Shops, Office, Commercial outlet and Car-
parking. Each of the 12 floors above ground floor shall be of 3.00 meter height
(Floor to floor). The top most floors shall be provided with Parapet walls and
Rooftop gardening infrastructure. The basement of 3 towers shall be
interconnected.
42. G+5 means that the building comprises with Ground Floor and additional 5 no.
of Floor above it with parapet walls at Rooftop. Ground Floor of 2.5 meter
height with provision for Office, Car-parking. Each of the 5 floors above ground
floor shall be of 3 meter height (Floor to floor). The top most floors shall be
provided with Parapet walls and Rooftop gardening infrastructure. The building
should have the provision in foundation for G+6.
43. BOQ means Bill of Quantities.

2. SCOPE OF WORK
A. BACKGROUND:
There is shortage of Housing in and around Agartala City of Tripura and also in the major
District Head quarters. There is huge demand from different income groups of HIG, MIG, LIG for
Housing. Development of Housing so far has not been happened in a planned way. Therefore,
with this scope the Tripura Urban planning and Development Authority (TUDA) under the Urban
Development Department, Government of Tripura has taken up new initiative for developing
Township in the city of Agartala. Out of this new initiative this Township Project at Two different
sites is figured where in it is proposed to develop a Township of 216 Flats in a land of nearly 1.2
acre and another of 60 Flats in another land of nearly 1 acre (approx).
B. LOCATION:
Location-1: The site is located near Bhagat Singh Hostel, near Kunjaban which is well connected
by PWD road with other major Roads in the city. The buildings namely; State Guest house
Agartala, Sri Krishna Mission School Agartala, Bhagat Singh Youth hostel, Agartala, Kunjaban
Government Quarter complex is very adjacent to the site. New Secretariat Building, ILS Hospital,
Ginger Hotel, GB Hospital etc. are also in the vicinity.
AND
Location-2: The site is located at Vivekananda market site near Kaman Chowmuhani, Central
road, Agartala which is at the Heart of the City and well connected by PWD road with other major
Roads in the city. The buildings namely; BSNL headquarter, Bazar Kolkata Shopping Mall, Shib
Bari Mandir, Maharajganj Bazar (Gol Bazar) is very adjacent to the site. Hawkers corner Market,
Post Office Chowhumuni, Sakuntala Road, BIG BAZAR, etc. are also in the vicinity.

C. NAME OF WORK AND SCOPE of WORK DETAILS:
The scope of work shall include but not limited to the following-
i. Construction of Proposed Town ship (Ownership flats- 216 nos.) (HIG/ MIG/ LIG- 72
each) (B+G+12 Building) (No of Tower-3, No of flat in each Tower – 72) at the land of TUDA
(Behind Bhagat Singh Hostel), Kunjaban, Agartala, Tripura. At the ground floor there will
be provision for shops/ commercial outlets/office/car parking etc. In the basement
floor and part of ground floor there shall be provision for car parking. The ground
floor will be 3.00 meter height. Basement will be 2.5 m height. Each of the floors above
the ground floor will have a height of 3.00 meter (Floor to floor).

3.00 meter height (Floor to floor). The top most floors shall be provided with Parapet
walls and Rooftop gardening infrastructure.
** Payment will be made to the Bidder as per the measured and actually found built
up area of Building after/ during construction by the Engineer in Charge.
ii. Planning, Designing, Execution and Installation of ELV System : - Public
address system, Data/LAN cabling system, Telephone cable system, CCTV, Fire alarm,
Parking Management etc.
iii. Planning, Designing, Execution and Installation of E & M system/services: -
Lift, Internal electrification, Transformer, LT power distribution, Emergency lighting

system, DG set, UPS system, Earthing, Lightening arrester etc. complete as per the
direction of Engineer in charge.
iv. Planning, Designing, Execution and Installation of Creation of water source
with underground water tank, modified type Iron removal Plant and its pipeline
arrangement as per the full necessity/requirement of the Township Project as per the
direction of Engineer in charge. Provision for rain water harvesting and storage tank
shall be made.
v. Planning, Designing, Execution and Installation of Hydro-pneumatic pump,
stand by pump with necessary pipeline/fittings arrangement for ensuring 24 hr water
availability as per the direction of Engineer in charge.
Vi. Planning, Designing, Execution and Installation of pipeline network upto
individual flat for internal domestic PNG (Piped Natural Gas) connection as per
requirement of TNGCL (Tripura Natural Gas Company Ltd.) and as per the direction of
Engineer in charge.
vii. Planning, Designing, Execution and Installation of Plinth protection, drainage,
internal road, approaches etc. complete as per the direction of Engineer in charge.
Viii. Planning, Designing, Execution and Installation of External Electrification as
per the direction of Engineer in charge.
ix. Planning, Designing, Execution and Installation of Compound Wall, Security
Post, Entry gate, MS gate, wicket gate, Sign Boards, Guide Map, Location Board,
Direction Board, Houses/ Flats number marking etc. all completed as per the
direction of Engineer in charge
x. Planning, Designing, Execution and Installation of waste water, Solid Waste
disposal, Sewerage/Septage Disposal system, Dust bins as per the direction of
Engineer in charge.
xi. Planning, Designing, Execution and Installation of Pump House as per the
direction of Engineer in charge.

xii. Planning, Designing, Execution and Installation of Car parking place (Covered
and uncovered both types) as per drawing given from TUDA as per the direction of
Engineer in charge in the Ground Floor/ Basement/ Uncovered areas.
xiii. Planning, Designing, Execution and Installation of Fire alarm, fire safety,
disaster safety arrangements as per the direction of Engineer in charge.
xiv. Planning, Designing, Execution and Installation of Basement floors are to be
interlinked for better mobility & space for car parking as per the direction of
Engineer in charge.
xv. To prepare complete structural Design and drawings for foundation, Sub-
structure, Super Structure, Front elevation, Side elevation, 3D view/ elevation
preparation, services, functional requirements for ready to habitat condition and for
other structures to be provided / constructed within works area as per the provision
content in NBC and BIS codes as per the direction of Engineer in charge.
Considerations of Green building principles are to be incorporated.
xvi. The scope as described above is only indicative and not exhaustive. In additions to
the above the agency shall be responsible, binding and liable for executing all the
items required for completing the Township/Project upto ready to habitat condition. In
all respect to make the units/ Flats habitable and ready for occupation with all items
completed as per direction of Engineer in Charge.
xvii. All precautionary measures are to be taken by the Bidder/ agency to safeguard
and safety measures against any accidents for the employees, labour, public, staff and
others involved in the work by providing all necessary safety equipment, helmets etc.
at work site as per the Government’s rules and regulation.
xviii. Data provided under the scope and specifications are for general guidelines.
Changes if any, would not affect the agreed rates and no claim on this account shall
be entertained.
xix. Preparation of model (s) to suitable scale as per the direction of Engineer in
charge.

xx. Agency/ Bidder shall be responsible for watch & ward/guard for the safety of
building, fittings, fixtures, machineries’, accessories, tolls & kits provided by him
against Pilferage and breakage if any during the works till handing over the project. No
extra payment shall be made for this account.
xxi. No payment shall be made for any damaged caused by Rain/ Flood/ Calamities
etc. or any other similar reason.
xxii. All installation/ erections are subjected to necessary prior inspection and
clearance from TUDA/ Engineer in charge.
xxiii. For the site at location -1 (UD LAND) there shall be provision for Shops,
Commercial Outlets, Gym, Office etc. in addition to car parking as per the approved
drawing and as per direction of Engineer in Charge.
xxiv. Planning, Designing, Execution and Installation of Lifts. There shall be 2 (Two)
Lifts in each of the Tower-
Location-1: UD Land Site
a. There shall be one lift of 8 person’s carrying capacity and another of 10
person’s carrying capacity in each of the Tower.
Location-2: Vivekananda Market Site
a. There shall be two lifts each of 6 person’s carrying capacity in each of the Tower.
xxv. Rooftop gardening complete in all respect with all necessary infrastructure as
per direction of Engineer in Charge shall be provided as will be approved from TUDA.
xxvi. Parapet (1.00m height) in balconies and rooftop shall be provided along with
architectural view as will be approved from TUDA.
xxvii. Prestressed cement concrete tiles for entrance porch as per direction of
Engineer in Charge
xxviii. Front Elevation: Total front elevation area and remaining areas painted with
Exterior grade Acrylic emulsion paint.

xxix. Rear & Side Elevation: Walls Finishes with Exterior grade acrylic emulsion
paint.
xxx. Suitable rain protection covers made of minimum 16 SWG ms sheet galvanized
shall be provided wherever required.
xxxi. Fire protection system, Fire alarm including Sprinkler System, wet-risers,
Yard-hydrants and pumps etc. wherever required shall be designed and provided as
per NBC codes.

xxxiii. SPECIAL CONDITION:
The Employer, i.e. Tripura Urban Planning & Development Authority (TUDA),
reserves the right to change/modify/curtail/enhance the scope and functional
requirement of the work of the proposed Township (Ownership flats) Building at any
time or stage of progress of the tendering, awarding or implementation process,
without assigning any reason whatsoever for the same and which the bidders/
Bidder(s) / agency/agencies shall be bound to abide by without thus being entitled to
any kind of extra payment or facility whatsoever. In case of curtailment of scope of
work at awarding / negotiation/ post-award/ execution/ Implementation stages, the
payment to the implementing agency shall be proportionately reduced in line with the
reduced volume of work. This is purely remain at the discretion of TUDA.

3. SPECIFICATION OF WORK/ITEM(s)
Specifications:
a. Bidder shall strictly adhere to quality norms confirming to CPWD / State PWD
specifications /specifications to be got approved by Tripura Urban Planning &
Development Authority (TUDA).
b. RERA, NBC, BIS codes, Tripura building by Laws/ Tripura Building Rules, other
statutory provision(s) etc. should be strictly followed during plan, design and
execution.
c. All structural design shall confirm to latest BIS Codes particularly “criteria for
earthquake resistant structures – IS: 1893 – 2002/2016”.
d. All brick works shall be in 1st class bricks as per PWD specifications.
e. All external and partition wall shall be made with cement made blocks or similar
blocks approved quality and standards as per CPWD specification as will be
approved from TUDA.
f. The floors of lavatories and kitchen shall be made with approved quality
Ceramic tiles as per CPWD specification as will be approved from TUDA. Ceramic
wall tiles shall be provided upto 2.4 meter height in lavatories and kitchen as will
be approved from TUDA.
g. The floors of rooms, balconies other than kitchen and lavatories shall be made
with approved quality vitrified tiles of good quality as per CPWD specification as
will be approved from TUDA. The floors of verandahs, stair case, corridor, lobby
shall be provided with good quality marble flooring as per CPWD specification as
will be approved from TUDA. ‘SS’ made hand rails of approved quality with vertical
‘SS’ post suitably fixed on the stairs as will be approved by Engineer in Charge

shall be provided. Skirting in verandahs, corridor, lobby etc. shall be 250 mm
height (marble made) whereas in rooms it shall be 200 mm height (vitrified tiles
made), in kitchen 200 mm height (ceramic tiles made) as will be approved from
TUDA.
h. Sanitary fittings shall be of approved quality ISI standard/ marked (or higher
quality) as per the direction of Engineer in Charge. Sanitary fixtures and fittings,
sanitary installations, internal & external water supply arrangement with
provision of geyser line, internal sanitary systems, pumps house, pumps,
sewerage/Septage disposal system, rain water disposal/ harvesting etc. as will be
approved from TUDA. Bidder shall submit necessary Engineering drawings for the
above mentioned items and shall be got approved from TUDA before Installation/
Construction.
i. In plumbing works - pipes and other fittings/accessories shall be used of BIS
specification and ISI marked and all other fittings shall be of BIS specification and
ISI marked as will be approved from TUDA.
j. Main Door shutter shall be minimum 40 mm thick Teak wood (Preferably
SEGUN wood) made and with Architectural view. The Door frame of main door
shall be minimum 125x150 mm size made of Teak wood. Other doors in Flats are
of particle board (BIS specification and ISI marked, water proof, termite proof)
minimum 40 mm thick. Doors for Lavatories shall be Delux type good quality PVC
door/Fibre door (BIS specification and ISI marked) as will be approved from TUDA.
Other Door frames shall be of Teak wood or MS made as will be approved from
TUDA.
k. All windows shall be fully covered with glazed type & provided with MS Grills
made of square bars as per CPWD specification as will be approved from TUDA.
Balconies shall be provided with 1.00 meter height parapet and partly/ fully
covered with MS grill as per CPWD specification as will be approved from TUDA.
‘SS’ made best quality hand rails of approved design shall be provided over the

parapet. Fibre made transparent type rectangular shaped decorative sheet of
approved quality shall also be provided in the parapet in Balcony.
l. All windows shall be made with good quality Aluminum sliding frames (2/3/4
part as the case may be - Aluminum frame powder coated cherry colour) fitted
with Glass of requisite thickness and best quality as per CPWD specification as
will be approved from TUDA.
m. Wall painting inside the flats shall be completed up to base coat (wall
Putty made- BIS specification and ISI marked) as per CPWD specification and final
finish will be left for completion by the customers who booked their flat. Item(s) of
painting and finishing other than the above (to be done by the customers) shall be
done and completed by the Bidder. Outside portion, portions belongs to common
area, corridors, Stair cases, parking area, parapet etc. and all other remaining
part(s) shall be completed and finished by the Bidder with painting (BIS
specification and ISI marked) finished as per CPWD specification as will be
approved from TUDA.
n. There shall be provision for 2 (Two) lifts in each tower of the building with
arrangement of UPS as per NBC provision and CPWD specifications.
i. Location-1: UD Land Site
There shall be one lift of 8 person’s carrying capacity and another of 10 person’s
carrying capacity in each of the Tower.
ii. Location-2: Vivekananda Market Site
There shall be two lifts each of 6 person’s carrying capacity in each of the Tower.
Lift shall be OTIS/ ThyssenKrupp/ Mitsubishi or equivalent made with UPS for
emergency as will be approved from TUDA.
o. Generator set (DG Set) (Silent or Sound Proof type, energy efficient) competent to
cover the entire complex shall be set up and installed
(Kirloskar/Mahindra/Greaves or equivalent) made as will be approved from TUDA.

p. Specification of internal and external electrification, water supply arrangement,
sanitary and sewage disposal, work related with installation of lifts etc and other
ancillary items of works shall be as per CPWD specification and the same shall need
to be got approved from the Engineer in charge. The water supply, PNG pipeline
network of gas connection and internal electrification shall be made conceal.
Internal electrical work shall be carried out in recessed MS conduit wiring system
and FRLS PVC insulated copper conducted wire will be used for points, circuit,
main and sub-main wiring in accordance with CPWD specification. Meter Board and
Main distribution board as per DISCOM specification/ requirement shall be
provided by the agency. Each flat shall be provided with 3 Phase connection facility.
A Separate meter room for each tower shall be provided. Electrical
equipments/fittings shall be of BIS Standard & ISI marked. Electrical cables shall
be of BIS Standard & ISI marked. Internal electrification work in each flat shall be
made as competent to 3 Phase line connection (HIG and MIG Tower) and Single
Phase connection in LIG Tower. Necessary provision shall be made for Earthing,
Lightning arrester, aviation lights and safety against lightening/ thunderstorm (as
per IS 2309-1989) as per CPWD specification as will be approved from TUDA. AC
point in bed rooms and Geyser point in bathrooms shall be provided.
q. TV outlet point wiring of each Flat shall be terminated in suitable size of GI box
along with splitter at every floor with proper inter connections as per direction of
Engineer in charge
r. Telephone outlet point wiring of each Flat shall be terminated in suitable size of GI
junction box in DUs direct from ground floor to each DUs as per direction of
Engineer in charge.
s. The storage capacity of ground water reservoir, water lifting pump/motor, water
source creation, sewage/septage disposal system, Rain water harvesting etc. shall
accordingly be designed as per the number of inhabitants in the township
following standard norms and practices as per CPWD specification and BIS norms
as will be approved from TUDA. Necessary technical approval shall need to be
taken by the bidder from the Engineer in charge.

t. Plinth height shall be 0.45-0.60m from ground level for the ground floor as will be
approved from TUDA.
u. Parapet (1.00m height) in balconies and rooftop shall be provided along with
architectural view as will be approved from TUDA.
v. Rooftop gardening complete in all respect with all infrastructure shall be provided
as will be approved from TUDA.
w. There shall not be any deviation in terms of carpet area of HIG, MIG, LIG flats as
prescribed. This shall be strictly followed. Necessary changes if any in respect of
Layout of Covered & Uncovered parking area, interlinking in basements of Towers,
access to car parking area, service road, pathways etc. are required that shall be
done by the Bidder without any extra cost/ charges as per the direction of
Engineer in Charge.
x. Synthetic enamel paint in all doors (except Main door), Grills, Gates, Electric post,
Meter box and related wood / iron / steel work and Oil bound distemper in WC
and toilets shall be done complete and finished by the Bidder as CPWD
specification and as per the direction of the Engineer in Charge. Main door shall be
finished with best quality varnishing by the Bidder.
y. Granite Cladding upto 2.1 m ht on the lift walls.
z. Prestressed cement concrete tiles for entrance porch
aa. Front Elevation: Total front elevation area and remaining areas painted with
Exterior grade Acrylic emulsion paint.
bb. Rear & Side Elevation: Walls Finishes with Exterior grade acrylic emulsion
paint.

cc. Parking area & internal roads, approaches with sufficient base course/foundation
shall be provided with Paver Blocks/Paver tiles of approved quality for mobility as
will be approved from TUDA.
dd. Sample of building materials , all equipments, fittings, accessories or other
articles required for execution of work shall be got approved from TUDA/ Engineer
in charge before installation/ use.
ee. Materials shall be subjected to quality test if requires and as will be directed from
TUDA/ Engineer in charge. Charges for all necessary quality testing of materials
shall be borne by the Bidder.
ff. The Agency shall procure the required materials , all equipments, fittings,
accessories or other articles required for execution in advance within due time so
that sufficient time is available for testing if necessary as directed from TUDA/
Engineer in charge.
gg. All the charges related to testing of materials, vetting of Drawings & Designs as
prescribed shall be borne by the Agency/ Bidder.
hh. Cement for civil works shall be PPC/OPC conforming to IS: 1489 (Part-
1)/IS: 269/IS: 8112/IS: 12269. Steel reinforcement shall conform to IS:
1786-2008. Grade of design mix concrete shall not be less than M30. Only
stone aggregates of approved quality shall be used, no brick aggregate shall
be used.
ii. Suitable rain protection covers made of minimum 16 SWG ms sheet galvanized
shall be provided wherever required.
jj. Fire protection system including Sprinkler System, wet-risers, Yard-hydrants and
pumps etc. wherever required shall be designed and provided as per NBC codes.
kk. Termite treatment shall be done in the building as per direction Engineer in
charge.

4. ESSENTIAL INFORMATION FOR BIDDERS
i) INITIATION OF THIS R.F.P
Tripura Urban planning and Development Authority (TUDA) has taken up
Township scheme at the 2 (Two) sites/locations respectively at the land near Bhagat
Singh Hostel, Kunjaban, Agartala measuring nearly 1.2 acre for 216 flats in total and
land near Vivekananda Market site near Kaman Chowhumuni measuring nearly 1
acre (approx) for 60 flats in total.
In location-1 (UD Land Site) - 3 separate towers (B+G+12) separately are planned to
be built each comprising of 72 Flats for LIG, MIG and HIG category respectively. Thus,
in this township there will be 216 no of flats in total. LIG and MIG flats are 2BHK
where as HIG flats are 3 BHK. At the ground floor there will be provision for shops/
commercial outlets/office/car parking etc. In the basement floor and part of ground
floor there shall be provision for car parking. The ground floor will be 3.00 meter
height. Basement will be 2.5 m height. Each of the floors above the ground floor will
have a height of 3.00 meter (Floor to floor).
In location-2 (Vivekananda Market Site) - 3 separate towers (G+5 with foundation
provision for G+6) separately are planned to be built each comprising of 25 Flats for
LIG, 20 Flats for MIG and 15 flats for HIG category respectively. Thus, in this
township there will be 60 no of flats in total. LIG and MIG flats are 2BHK where as
HIG flats are 3 BHK. At the ground floor there will be provision for office, car parking.
The ground floor will be 2.5 meter height. Each of the floors above the ground floor will
have a height of 3 meter (Floor to floor).
It is a new initiative of Government of Tripura taken under implementation through
Tripura Urban planning and Development Authority (TUDA). Under this town ship
scheme provisions like Fire Safety, Disaster Safety, Earthquake resilience, Generator
backup, Car parking, CCTV and security services, Shops and Commercial Outlets,
Rooftop Garden etc. will be there.

ii) MODE OF OPERATION:-
a. Online RFP is called for both technical and the financial bids from all the eligible
bidders at a time. Through technical bid, eligible bidders will be selected and the financial
bids of the eligible technical bidders will be used, for making comparative status and thus
finalizing the lowest Bidder. Financial bids of ineligible bidders will not be considered for
any purpose in the process. Lowest bidder, such selected, will have to formulate Drawing
& design of structural details, BOQs for civil as well as all Building services such as,
internal electrification, internal water supply arrangement and other amenities as
prescribed under scope and specification of work, water facility in each flats so that 24 hr
water is available, external electrification works, fire fighting, fire alarm system, Lift,
emergency exits, Disaster safety, creation of water source with treatment of water, internal
road, waste water and Solid Waste disposal, plinth protection, surface drain etc. These
items of commitments to be rendered by the lowest bidder. They will have to formulate the
entire design & drawings as per specification given and to be approved from TUDA.
Successful bidder will start construction venture at the ground, simultaneously, as per
approved design and drawings. Financial offer, as such, will be inclusive of all activities’ to
be taken by the bidders, as per provisions and specification given. Bidders are insisted to
read carefully the terms and conditions and specifications before formulating offer
by them.
b. Location-1 (UD Land Site): Site plan, Layout plan, Building Plan & elevation,
Individual Plan of HIG, MIG and LIG flat, Soil testing report are annexed with this
document. 3 separate towers (B+G+12) separately are planned to be built each comprising
of 72 Flats for LIG, MIG and HIG category respectively. Thus, in this township there will
be 216 nos. flats in total. LIG and MIG flats are 2BHK where as HIG flats are 3 BHK. At
the ground floor there will be provision for shops/ commercial outlets/office/car parking
etc. In the basement floor there shall be provision for car parking. The ground floor will
be 3.00meter height. Basement will be 2.5 m height. Each of the floors above the ground
floor will have a height of 3 meter (Floor to floor). The Carpet area of LIG (2BHK) Flat is
around 500 sq.ft, MIG (2BHK) Flat is around 690 sq.ft and HIG (3BHK) Flat is around 880

iii) ELIGIBILITY CRIERIA:-
a) The bidder shall have experience in completion of at least 2 (two) high rise
buildings during last 7(seven) years ending at 31st August, 2019, not below G+14
high building costing to not less than Rs. 50.00 Crore (Rupees Fifty Crore), out of
which at least one shall be residential building.
b) Experience should be in the name of the bidding company and not in subsidiary/
associate company/ group of companies. Otherwise this will not be taken into
consideration.
c) The bidder should be in operation in India for a period at least 5 (five) years as on
publication of the bid.
d) The bidder shall have latest ISO certification.
e) The average annual Turnover of the bidder should be in Indian Rupees 100.00
Crore (Rupees One Hundred Crore) only for last 3 (Three) audited financial years
(2016-17, 2017-18, 2018-19).
f) The bidder should have Positive Net worth (PNW) in each of the last 3 (three)
financial years as on 31st March, 2019.
g) The bidder shall have in-house architecture / design capacity for this with all latest
design software’s as well as manpower like,
xii) Architects having experience in at least two completed similar nature of work of
construction of residential high rise buildings in last 10 (ten) years and
Conversant with all relevant BIS codes and National Building Code provisions.
xiii) Project Manager with Degree in Civil Engineering with min. 15 years
construction experience and Conversant with all relevant BIS codes and National
Building Code provisions.
xiv) Civil Engineer-1 with Master Degree in Civil Engineering with specialization in
structural Engineering having design experience of 15 years to handle structural
design of 13 storied building and Conversant with Earthquake resilience issues,
all relevant BIS codes and National Building Code provisions.
xv) Civil Engineer-2, Degree in Civil Engineering having experience of 15 years to
handle geotechnical, soil and foundation related issues and Conversant with all
BIS codes and National Building Code provisions.

xvi) Civil Engineer-3 with Degree in Civil Engineering having construction experience
of 15 years to handle work of multi-storied building and Conversant with all BIS
codes and National Building Code provisions.
xvii) Civil Engineer-4 with Degree in Civil Engineering having construction experience
of 10 years to handle water supply, sanitary and plumbing works and
Conversant with all BIS codes and National Building Code provisions.
xviii) Mechanical Engineer-1 with Degree in Mechanical Engineering having
construction experience of 10 years to handle HVAC , water pumps , generator
sets, Fire safety measures and other related issues and Conversant with all BIS
codes and National Building Code provisions.
xix) Mechanical Engineer-2 with Degree in Mechanical Engineering having
construction experience of 10 years to handle lift installation & operations and
other related issues and Conversant with all BIS codes and National Building
Code provisions.
xx) Electrical Engineer -1 with Degree in Electrical Engineering having construction
experience of 10 years to handle HVAC , water pumps , generator sets and other
related issues and Conversant with all BIS codes and National Building Code
provisions.
xxi) Electrical Engineer-2 with Degree in Electrical Engineering having construction
experience of 10 years to handle internal/external electrification works and fire
safety measures in High rise buildings, conceal wiring, lifts installation &
operation and other related issues and Conversant with all BIS codes and
national Building Code provisions.
xxii) Diploma Engineer with diploma in Engineering having construction experience of
10 years in Civil, Electrical and Mechanical Engineering and Conversant with all
BIS codes and National Building Code provisions.
h) The bidder shall have experience in carrying out multi-disciplinary works such as civil,
mechanical, electrical, plumbing works, Lift installation, water supply, disaster safety,
fire safety measures, fire detection & alarms, CCTV etc and on a single point
responsibility basis.
i) The bidder shall have the ability to set up full-fledged Quality Testing Lab and Batching
Plant within or near by the working place, as per direction of the Tripura Urban
Planning & Development Authority (TUDA).
j) The bidding capacity of the Bidder should be equal to or more than Rs. 100.00 Crore
(Rupees One Hundred Crore). The bidding capacity shall be worked out by the formula:

Bidding Capacity= (A x N x 2) - B
Where,
A= Maximum Value of construction works executed in any one year during
the last 5 (five) years taking in to account the completed as well as work in
progress.
The value of executed works shall be brought to current costing level by
enhancing the actual value of work at simple rate of 7% per annum; calculated
from the date of completion to the last date of submission of application for
tender.
N= Number of years prescribed for completion of work for which bids has
been invited.
B= Value of existing commitments and ongoing works to be completed during
the period of completion of work for which bids have been invited.
k) Those firms blacklisted by any Government or Govt. organization need not apply.
l) The firm/ organization shall have to compulsorily submit litigation history with
technical bid.

d. Copy of valid license regarding engagement of workers in the contract works from
the Labour Department, Govt. of Tripura. (If not available can be submitted within
30 days after award of LOA).

f. Certificate from the Statutory Auditor / CA clearly specifying the annual turnover
for the specified years.
g. Audited and Certified Balance Sheet and Profit/Loss Account of last 3 (Three)
Financial Years (2016-17, 2017-18, 2018-19) should be enclosed.
h. Certificate from the statutory auditor/ CA clearly specifying the net worth.
i. Copy of Work Orders along with the copy of completion certificate from the
competent authority/ Client. Certificate from competent authority/Client in this
regard is a must one; if it is not submitted then it will not be considered. If
experience lying with work awarded from Private Company/ Organization, in such
cases certificate of GST paid for the same shall be submitted by the bidder in
addition.

6) SECURITY DEPOSIT & PERFORMANCE GUARENTEE:-
a) PERFORMANCE GUARANTEE:-
Performance guarantee shall be @ 5.00% (Five point zero percent) of the
lump sum contract amount, to be submitted by the lowest/ successful bidder with in
28 (twenty eight) days of receiving LOA. After submission of the performance
guarantee as mentioned above earnest money will be released in full. If the bidder fails
to do so, his earnest money in full will be forfeited in full.
b) SECURITY DEPOSIT:-
Security deposit @ 5.00% (five point zero percent) of the contract value to be
deducted from bills for the defect liability period of 36 (thirty six) months from the
date of completion of the project. On receipt of fresh bank guarantee @ 5.00% (five
point zero percent) of the Contract value security money which was deducted from
bills will be released.

7. INSTRUCTIONS TO BIDDERS
INTRODUCTION:
The Tripura urban planning and Development is intending for development of
Township for construction of a (B+G+12) storied apartment building at the land of
