PART A CONTRACT INFORMATION A.1 Connecticut General Assembly The Connecticut General Assembly (CGA) is the legislative branch of government of the State of Connecticut. Through statutory enactments, the Joint Committee on Legislative Management (JCLM) is responsible for the coordination and management of legislative affairs and the superv ision and approval of any and all legislative expenditures. The JCLM is comprised of the top legislative leaders from each political party and works through a subcommittee system. The Personnel Policies Subcommittee is comprised of the Senate President Pro Tempore of the Senate, the Senate Republican President Pro Tempore, the Speaker of the House of Representatives, the Majority Leaders of the House and Senate chambers and the Minority leaders of the House chamber. This Subcommittee is responsible for establishing legislative personnel policies, guidelines, regulations, and salary schedules, and also approves legislative expenditures exceeding $50,000. A.3 Term of Contract The Contract will be in effect from the date the Contract is executed by both Contractor and the CGA (the “Effective Date”) through completion of redistricting, with the option to extend this Contract up to an additional year upon mutual agreement of both parties. PART B SCOPE OF WORK B.1 Background The state constitution vests the General Assembly with the initial responsibility of redistricting congressional and state legislative offices (Article XXVI of the Amendments to the Constitution). Legislative leaders must appoint a reapportionment committee. The committee consists of eight (8) members. The committee must submit a proposed redistricting plan to the full legislature for approval. The General Assembly must, by two-thirds vote, approve a redistricting resolution. If it does not, the legislative leaders must designate, and the Governor must appoint, eight (8) members to serve on the Reapportionment Commission. The commission itself must select the ninth (9) and final member. The commission must file a plan, certified by at least five (5) members, with the secretary of the state by a state mandated deadline. The Connecticut Supreme Court has original jurisdiction over petitions brought to compel the commission to do its duty to correct any error. Petitions must be filed within thirty (30) days of a missed deadline or after a plan is filed. The court must decide within forty-five (45) days or must file its own plan with the Secretary of the State. B.2 Project Scope In order to facilitate the redistricting of congressional and legislative offices following the year 2020 census, the CGA is seeking Windows-based geographic information system software, training, and technical support.

B.2.1 Windows-Based Geographic Information System Software Requirements The redistricting software shall be capable of handling geographic, demographic, and electoral data as follows. The software shall also include the following software features and meet the hardware requirements as outlined below. The following is the anticipated Scope of Work that the CGA expects to include in the contract with the selected respondent.

a) Geographic Data The CGA will use U.S. Census Bureau TIGER/Line files to redistrict. The redistricting software shall be able to read the TIGER/Line shapefiles and allow the user to easily generate boundary files using standard geographic areas (census blocks, block groups, tracts, minor civ il divisions, and counties) and user-defined areas (voting districts). Connecticut has successfully participated in Phase 2.

b) Demographic Data The CGA intends to use the population data reported by the Census Bureau for redistricting in accordance with P.L. 94-171. The data will be matched to the geographic areas described above. The map and data elements shall use the common geographic area identifiers provided in the TIGER/Line and P.L. 94-171 files. The software shall create a seamless statewide map including all of the state’s counties, voting precincts, and census blocks.

c) Electoral Data The committee will consider election results, reported by voting district, for the following state (even year) elections from 2002 to the present: president, U.S. senator, U.S. representative, governor, secretary of the state, attorney general, treasurer, comptroller, state senator, and state representative. The data will show the total voter turnout and the votes cast for all nominees of each major party indiv idually and for nominees of minor parties in the aggregate. The committee will also consider, by voting district: voter enrollment in the Democratic and Republican parties, the number of unaffiliated voters, and the total number of registered voters at the time of each election included in the database. The redistricting software shall be able to include these databases with links to voting district geography. The redistricting software shall be capable of handling this quantity of data easily and quickly. Responders shall state performance metrics. Response times for database functions will be a major consideration in selecting a system.

d) Software Features The redistricting software shall have the following features: 1. Link geographic, demographic, and electoral data, 2. Assign any combination of contiguous counties and census blocks to a district, 3. Display the full set of geographic areas available for building a plan, 4. Select geographic areas for assignment and receive immediate feedback through user-defined tables

on the effect of the assignment on population and other data taken directly or derived from the data, 5. Enable the tables to display ideal district population, the difference between the ideal district

population and the plan’s district, and the allowable population deviation, 6. Prevent the user from assigning a geographic area to more than one district, 7. Check for contiguity, compactness, no gaps, and completeness, 8. Save a block equivalency file, 9. Export the file in standard formats, 10. Regenerate the plan at the highest geographic levels possible, i.e. whole tracts, whole block groups,

and blocks, 11. Create geographic district map files with associated tabular data. It shall be saved in a format that

can be exported for use with other geographic information systems, 12. Create thematic maps, 13. Display a table showing all the statistical data relating to a particular block or set of blocks, 14. Add data by adding additional fields to an existing database or by joining a new database file to an

existing file using a shared field, 15. Geocode addresses easily and to save addresses in a file, 16. Easily choose and change the information displayed, 17. Send maps to a color printer and plotter displaying all of the state or a selected portion or portions. The

user shall be able to edit map text, 18. Generate, save, and print summary-level tabular district reports, and 19. Provide for user defined report specifications.

e) Licenses The CGA will establish four (4) redistricting offices, one in each legislative caucus. Each caucus will operate two PCs for redistricting work. In addition, two PCs will be available in the Information Technology Serv ices office for research and technical support and one public access workstation will be available for the public to v iew and print plans submitted for the Reapportionment Committee’s consideration. The CGA will require at a minimum ten (10) full licenses. The ten (10) full licenses will be distributed as follows: two (2) in each of the four caucus redistricting offices and two (2) in the Office of Information Technology Serv ices. The CGA would also like to purchase one or more additional licenses as needed to accommodate its needs and the needs of the public. The CGA anticipates that at a minimum the public access workstation(s) will give members of the public read-only access to all plans filed with the whole Reapportionment Committee for its consideration. Plans will be identified by the name of the party submitting the plan and the date of the submission. In addition to v iewing, the public access workstation shall allow members of the public to print all or a portion of a plan filed with the Reapportionment Committee. The CGA would like to obtain one or more of three types of licenses including: (a) a limited read only license (b) additional full licenses, and (c) a license that allows users (including any member of the public) to draw and submit plans over the Internet. The CGA currently holds three (3) ArcInfo licenses and five (5) ArcView licenses.

f) Hardware Requirements The software will be required to run on a PC running Windows 10. The caucus PCs will have the option to be networked to the CGA domain or operate stand-alone. The caucuses must have the ability to transport their alternative proposals physically to each other and the printer station. The recommended hardware shall include hardware configurations to accommodate dual monitors, wireless keyboard, wireless mouse and two external devices (ie. Portable storage).

B.2.2 Training The respondent shall offer both GIS Novice user training and Technical training as follows:

a) GIS Novice User Training The respondent shall prov ide training for a class of approximately sixteen (16) novice GIS users. The cost for training shall be stated separately. The successful respondent shall agree to prov ide, if requested by an office or caucus of the CGA, additional GIS novice user training classes at any time during the redistricting project. Respondents shall prov ide options for both onsite and remote training. b) Technical Training The respondent shall also prov ide technical training for the CGA Office of Informational Technology Serv ices staff for support, licensing (including license transfers to different machines) and installation. Respondents shall prov ide options for both onsite and remote training.

B.2.3 Technical Support The CGA Office of Informational Technology Serv ices office (ITS) will support the hardware the CGA will use during the redistricting effort. The successful respondent shall prov ide technical support through the completion of the redistricting project. Respondents shall prov ide options for both onsite and remote support. The CGA will require technical support during Normal Business Days (NBD) and Normal Business Hours (NBH). NBD are defined as Monday through Friday, excluding Connecticut State Holidays which are New Year’s Day, Martin Luther King Jr. Day, Lincoln’s Birthday; Washington’s Birthday; Good Friday; Memorial Day; Independence Day; Labor Day; Columbus Day; Veteran’s Day; Thanksgiv ing Day; and Christmas Day. Normal Business Hours (NBH) are defined as Business Hours between 8 AM to 5 PM on Business Days. The CGA also anticipates that it may require 24/7 Technical Support outside of NBD and NBH in the four weeks prior to the constitutional deadline and also after its constitutional deadline if (1) a Reapportionment Commission is empaneled or made necessary by court action, or (2) in the event of lit igation.

B.3 Work Schedule All respondents shall prov ide a tentative project schedule that outlines the start time and the duration of the project in their proposal response. The tentative project schedule should be structured to begin work as soon as possible after contract award. Upon contract award, the awarded respondent will be expected to submit a rev ised project schedule. The awarded respondent will also be expected to rev ise the project schedule if dates shift throughout the course of the project and document the reasons for the change in schedule. B.4 Required Qualifications

B.4.1 Respondent Qualifications Respondents shall have the following experience:

(a) Experience with at least one state-wide redistricting cycle in more than one State, (b) GIS experience/support, and (c) Tiger/Census Files knowledge.

B.4.2 Individual Qualifications Indiv iduals assigned to work on this project by the respondent shall have the following experience:

(a) Experience with at least one state-wide redistricting cycle, (b) GIS experience/support, and (c) Tiger/Census Files knowledge.

PART C PAYMENT TERMS C.1 Compensation Amount Proposals shall reflect all costs and any payment discounts on the Pricing Page included in this RFP. (Attachment A) The CGA will not reimburse the awarded respondent for travel, travel-related expenses, any other expense reimbursements, consumable materials and/or shipping. C.2 Invoice Guidelines

C.2.1 Properly Prepared Invoice A properly prepared invoice shall include:

(a) The purchase order number, (b) Invoice date, (c) Invoice number, (d) Separate invoice line for Software licenses, Training and Technical support, and (e) Description of the Software licenses, Training and /or Technical support prov ided.

The CGA reserves the right to reject invoices for payment if they are not considered properly prepared as defined above and if the invoices fail to reflect the lines on the signed purchase order. C.2.2 Support for Software License Invoices Charges for software licenses shall be supported by a detailed listing of the number and type of licenses being billed on the invoice. C.2.3 Support for Training Invoices Invoices for training classes shall be supported with dates and descriptions of the trainings prov ided signed off by the CGA. C.2.4 Support for Technical Support Invoices Invoices for hourly technical support charges shall be supported with an accounting of time and tasks completed and signed off by the CGA. C.2.5 Frequency of Billing Invoices shall be submitted as goods and serv ices are prov ided. C.2.6 Payment Terms Payments for goods and serv ices shall be made only after the CGA receives and accepts that goods and/or serv ices and after it receives a properly completed invoice. Payment for all accepted goods and/or serv ices shall be due within forty-five (45) days after acceptance of the goods and/ or serv ices (in arrears) in accordance with Conn. Gen. Stat. §4a-71 or thirty (30) days if the Contractor is a certified small contractor or minority business enterprise as defined in Conn. Gen. Stat. § 4a-60g. Any annual payments for software licenses and software support may be paid at the time the licenses and/or support is prov ided.

C.3 Fifteen Dollar Minimum Pursuant to C.G.S. 2-71p(i), “Each contract for contractual services entered into by the committee on and after July 1, 2015, shall require the contractor awarded such contract, and each subcontractor of such contractor, to pay each of the contractor's or subcontractor's employees prov iding services under such contract, and that are performed or rendered at the Legislative Office Building or the State Capitol, a wage of at least (1) fifteen dollars per hour, or (2) if applicable, the amount required to be paid under subsection (b) of section 31-57f, whichever is greater. The prov isions of this subsection shall not apply to any employee prov iding serv ices under such contract who receives services from the Department of Developmental Services.”

PART D PROPOSAL REQUIREMENTS D.1 Proposal Submission Guidelines Respondents shall submit proposals in accordance with the following guidelines:

D.1.1 Proposal Form Respondents shall only submit one digital copy of the proposal v ia email to [email protected]. The electronic version of the proposal should be submitted in Portable Document Format (.pdf). Hard copy proposals will be rejected. D.1.2 Labeled Proposals The Respondents shall clearly indicate in the tile of the email the following information when submitting a proposal.

D.2 Required Proposal Documentation Respondents shall submit the following documentation in the following order and format. The CGA reserves the right to disqualify any Proposal which does not include the following documentation.

D.2.1 Experience and Knowledge 1. Respondent Experience and Knowledge:

a) Size of firm (number of employees), b) Years in business, c) Principal Place of Business, and d) Demonstrate that respondent can meet requirements listed in B.4 above.

2. Reference Projects:

a) Name, tit le, address and telephone number of references, b) Description of project, c) Duration of project, and d) Total Project Cost.

3. Indiv idual Experience and Knowledge:

a) Name and title of personnel assigned to the project, b) Resumes OR Educational qualifications including professional association memberships, c) Reference projects for each indiv idual listed in this section (same format as listed above) along

with contact information, and d) Demonstrate that indiv iduals assigned to work on this project by the respondent can meet

The requirements listed in Section B.4 above

D.2.2 Pricing Page All respondents SHALL include a completed Pricing Page in the Proposals; (Attachment A)

D.2.3 Terms and Conditions Acknowledgement All respondents shall acknowledge that the CGA Terms and Conditions included in this RFP in Attachment C will be included in the awarded contract. Any exceptions to the CGA Terms and Conditions shall be included in the proposal.

D.2.4 Forms Respondents shall complete and submit the following forms along with the electronic copy of the proposal only. The forms listed below include links to the fillable forms which can be completed and submitted electronically.

D.2.5 Software Requirements Respondents shall outline in their proposals how the software being proposed meets the requirements outlined in Section B as follows:

1. Geographic Data as outlined in B.2.1(a), the software shall: a. Read the TIGER/Line shapefiles, and b. Allow the user to easily generate boundary files using standard geographic areas (census blocks,

block groups, tracts, minor civ il divisions, and counties) and user-defined areas (voting districts). 2. Demographic Data as outlined in B.2.1(b), the software shall:

a. Allow for the map and data to use the common geographic area identifiers provided in the TIGER/Line and P.L. 94-171 files, and

b. Create a seamless statewide map including all of the state’s counties, voting precincts, and census blocks.

3. Electoral Data as outlined in B.2.1(c) the software shall: a. Include the databases listed in B.5.3 with links to voting district geography, b. Include state performance metrics, and c. Include response times for database functions. Response times for database functions will be a

major consideration in selecting a system. 4. Software Features outlined in B.2.1(d), the respondent shall outline in the proposal:

a. Whether the configuration of the software and hardware will allow two monitors to be connected to a single PC to v iew geographic and tabular information separately or to v iew alternative map proposals and to prov ide projection of both monitors,

b. Which of the proposed software features enable the user to verify and maintain data integrity. For example, these features may include: allowing the user to assign plan passwords, keeping a log of each time a plan is opened, versioning of plans, and automatically creating backup files,

c. The number of block-level data elements that may be displayed at one time, d. The most efficient means of maintaining and filing alternative proposals at a work station, and e. How the proposed software meets all the features outlined in section B.5.4.

D.2.6 Licenses Respondent shall prov ide the following information for all licenses outlined in Section B.2.1(e):

a. The terms of all types of licenses, b. The costs of the all type of licenses, c. State the cost of GIS SW expenses (i.e Arc Info, Map Info), and d. Specify any other third party software required.

D.2.7 Hardware Requirements outlined in B.2.1(f) The respondents shall state the minimal and optimal hardware configurations including but not limited to the following:

1. Respondents shall prov ide the required specifications for the PCs, 2. Responders shall prov ide recommendations on the specifications for color printers for each workstation and

the plotter, and 3. Responders shall prov ide recommendations on the specifications for v ideo cards or other hardware

necessary to support running two monitors from a single PC.

D.2.8 Training outlined in B.2.2 Responders shall describe the GIS Novice User Training and the Technical User Training which will be prov ided to the CGA and include the following details:

1. When the training will be available, 2. What training can be prov ided and if it can be prov ided both in person and remotely, and 3. Qualifications and experience of personnel who will prov ide the training.

D.2.9 Technical Support outlined in B.2.3 Responders shall describe:

1. The technical support for software being offered, 2. Days and hours during which the respondent is available to prov ide each level of support, 3. Details of Technical support prov ided in NBD/NBH and outside of NBD/NBH, 4. Options for intensive 24/7 technical support beyond NBD/NBH, including expected response time and the

associated cost, and 5. How confidentiality of inquiries can be maintained for technical support.

D.2.10 Work schedule The respondent shall prov ide a tentative work schedule that reflects the requirements listed above. D.2.11 Demonstrations Responders may be required to prov ide an onsite or v irtual demonstration of their products. Respondents shall outline in their proposal how a v irtual demonstration will be conducted. The CGA typically uses Zoom or MS team platform for v irtual meetings. D.2.12 Confidential Information: The respondent shall clearly specify which information contained in the Proposal response is respondent Information and therefore should be considered exempt by the CGA from disclosure under the Freedom of Information Act (FOIA). The respondent may not merely state generally that the materials are proprietary or confidential in nature and not, therefore, subject to release to third parties. Those particular sentences, paragraphs, pages or sections that the respondent believes are exempt from disclosure under the FOIA must be specifically identified as such. Convincing explanation and rationale sufficient to justify each exemption consistent with the FOIA must accompany the request. The rationale and explanation must be stated in terms of the prospective harm to the competitive position of the respondent that would result if the identified material were to be released and the reasons why the materials are legally exempt from release pursuant to the FOIA. D.2.13 Exceptions: The respondent shall clearly indicate all exceptions to the specifications, terms and/or conditions of the Request for Solicitation.

D.3.2 Nondiscrimination Certification Public Act 11-55 and Public Act 11-229 have amended the nondiscrimination prov isions of the Connecticut General Statutes to add gender identity or expression to the existing protected classes and to require State contractors to adopt policies in support of the new statutes by means of an affidavit or resolution. Accordingly, this form is a certification that the successful Contractor must deliver executed at the time that it executes the Contract. The execution and submittal of this certificate is a condition precedent to the CGA’s executing the Contract, unless the Contractor is exempt from this statutory requirement, in which case the Contractor must obtain a written waiver from the State’s Commission on Human Rights and Opportunities; Please refer to the following guidelines when completing the Nondiscrimination Certification:

• Form A. Representation: For use by an indiv idual when entering into any Contract, regardless of Contract

value. • Form B. Representation: For use by an entity when entering into any Contract valued at less than $50,000 for

any year of the Contract. • Form C. Affidavit: For use by an entity when entering into any Contract valued at $50,000 or more for any year

of the Contract and the entity certifies through an affidavit that a complying nondiscrimination policy is currently in place.

• Form D. New Resolution: For use by a entity when entering into any Contract valued at $50,000 or more for any year of the Contract and the entity has a complying nondiscrimination policy adopted by a new resolution of the board of directors, shareholders, managers, members, or other governing body.

• Form E. Prior Resolution: For use by a entity when entering into any Contract valued at $50,000 or more for any year of the Contract and the entity has a complying nondiscrimination policy adopted by a prior resolution of the board of directors, shareholders, managers, members, or other governing body.

PART E EVALUATION OF PROPOSALS E.1 Mandatory Requirements Prior to submitting a proposal, each respondent shall examine the RFP specifications. Each respondent shall fully inform themselves prior to submitting the proposal as to the existing conditions and limitations under which the work is to be performed and shall include in the proposal a sum to cover the cost of items necessary to perform the work as set forth in this RFP. No allowance will be made to a respondent because of lack of such examination or knowledge. The submission of a proposal will be considered conclusive evidence that the respondent has made such an examination. CGA will determine if proposals include all the mandatory requirements and are complete submissions. The CGA has the sole discretion to decide if proposals are nonresponsive to this RFP. E.2 Qualitative Elements Once it is determined that the proposal(s) are complete submissions, the proposal will be given to the Evaluation Committee for rev iew. The following factors will be scored by the Evaluation Committee. Each factor will be scored using a scale of 1 through 5. The indiv idual ratings for each member of the Evaluation Committee will be combined and averaged and then multiplied by pre-set criteria weights.

E.3 Price Comparison Methodology Proposals will be compared based on the evaluation criteria listed above. E.4 Presentations After rev iew of the Proposals by the evaluation committee, the CGA may schedule times for some or all respondents to make v irtual or onsite presentations. During these presentations, the respondent(s) may be asked to prov ide an overv iew of their written Proposal, answer questions and/or prov ide clarifications. E.5 Contract Award All respondents will be notified of the Contract award once approved by the Legislative Leaders. The CGA will send letters to all respondents indicating the Proposal selected for Contract award.
