Request for Proposal: Make Ready Services
McKinney Housing Authority (MHA) requests proposals for vendors to perform make ready services on vacant
units within the authority. All bidders must submit verification of coverage for $1,000,000 General Liability
and Workmen’s Compensation coverage with MHA endorsed as additional insured for said project. Such
insurance will be primary and non-contributory to any other insurance available to MHA. All contractors must
be in compliance with Davis Bacon Labor Standards. Contractors will furnish a minimum 5 past business
references.
All interested bidders are required to attend a tour of specific units with MHA representative to ensure
uniformity in the scope of work needed. If any changes are made in the scope of work as a result of the tour,
changes will be made immediately. A Contract amendment with the revised scope will be submitted to all
bidders within twenty four hours of the tour.
All materials and labor will be the responsibility of the contractor. Contractor will be responsible for securing
any and all required permits. All sites will be maintained in a safe and professional manner. All areas
immediately outside the work unit(s) will be kept free of debris or trash. Work area will be maintained in a
presentable, safe and secure manner. The specified contract units will all be cleared of trash and debris by the
contractor prior to final payment.
Any work required outside the original scope of work, must be clearly defined, and submitted in writing by
MHA representative prior to changes being made. In such a case this will be considered a change order and will
be an addendum to the original contract.
Any additional work performed outside the original scope without being approved and signed by MHA
representative will be at the contractor’s expense. Any latent or unforeseen defects that are found should be
immediately called to the attention of MHA representative for further advice.
Proposals must include a detailed listing of items covered with the proposal. Line item pricing is not required,
but is certainly optional if contractor desires. Pricing needs to be per unit, not a lump sum for the whole of all
units. Pricing should also include an approximate time frame needed for completion as turning of the units in a
timely fashion is critical.
Contractor will be responsible for the installation of new mini-blinds white in color. All interior window
surfaces (glass and frames) and window sills ** will be cleaned prior to installation of mini-blinds.
Smoke detectors will be furnished by MHA and installed by contractor.
Definitions:
Painting shall always include proper preparation and clean up. Preparation shall include removal of electrical
cover plates and masking off switches and receptacles. Remove any nails left in place and fill holes. All
appliances, cabinets, bathroom fixtures, ceiling fans and/or lights will need to be covered prior to painting.
Paint will cover both sides of all entry and interior doors, walls, ceilings, shelves, window sills when
applicable, base-boards and door trim. If texture is needed it should match existing as nearly as possible.
Ceilings, baseboards, doors and casings will be white semi-gloss latex enamel.
Walls will be Behr French Silver PPU-18-5 unless specified differently.** You are not required to use
Behr paint that is simply the colors we are using.
Cabinets will be painted with white oil based semi-gloss enamel.**

All surfaces to be painted must be properly cleaned and prepared prior to painting. If painted surfaces are
not properly cleaned prior to painting, it will be the prerogative of MHA to require cleaning and repaint at no
additional charge to MHA. Caulk must be properly applied to all intersections of baseboard and wall, shoe
mold or quarter round with baseboard and floor. Cabinets and wall intersections will also need caulked.
Intersections of door trim and frame and wall will need caulked.**
When staining of floors is required, the floor must first be swept clean, treated with de-glosser and then stained.
If there are light spots where the old stain has peeled off, treat those areas with de-glosser and put a coat of
stain on those areas first. When the initial coat of stain is dry, apply a final coat of stain to the entire floor this
should disguise any irregularities in color. Stain is Oil Based Varathane Ebony Stain and Poly mixture. **
Bathroom accessories (towel rack and toilet tissue holder) will need replaced with new compatible with door
hardware.**
Contractor will be responsible for replacing all existing interior door knobs with new style and finish furnished
by MHA.**
Contractors will have all workers certified for Lead Based Paint.
MHA will furnish and install needed light bulbs.
MHA will clean or install appliances as needed.
MHA will be responsible for changing of deadbolts and/or entry keys.
MHA will clean or replace all range, refrigerator and range hood. **
All units will need cleaned after construction is complete to make them move-in ready.
Cleaning will include sweeping and mopping any tile floors.
Cleaning stained floors
Cleaning counter tops and sinks
Cleaning cabinets, closets, toilets, bathtubs and lavatories.
Cleaning will include removal from the site all construction debris.
Cleaning will include water heater and HVAC closets.
The unit trash can is considered a part of the unit and it is to be left free of any trash. **
Scope of work:
Units to be made ready: 17, 44 and 52
Unit 17:
Living room:
Paint entire unit ceilings trim and door casings semi-gloss white latex enamel. Walls will be semi-gloss
latex enamel Behr French Silver PPU-18-5. You are not required to use Behr paint that is simply the
colors we are using.
Replace all blinds in unit with white vinyl 1” with sizes as needed, clean ceiling fan light combo and stain
all wood floors.
Replace all ivory colored outlets, switches and cover plates with white.
Replace all air conditioning supply and return air grills with new white ones.** Replace existing hardware
with new MHA furnishes.

Kitchen: Paint walls and ceilings as outlined above. Clean and paint cabinets inside and out with white semi-gloss oil based
enamel.
Laundry:
Paint walls and ceilings as outlined above.
Hallway:
Paint walls and ceilings as outlined above.
Bathroom:
Paint walls and ceilings as outlined above. Install towel rack and toilet tissue holder.
Bedroom #1:
Clean fan and light assembly. Paint walls and ceilings as outlined above. Stain floor. Replace smoke alarm.
Bedroom #2:
Clean fan and light assembly. Paint walls and ceilings as outlined above.
Bedroom #3:
Clean fan and light assembly. Paint walls and ceilings as outlined above. Repair hump in flooring and stain floors.
Unit 44:
Living room:
MHA will repair storm door hardware.
Paint entire unit ceilings trim and door casings semi-gloss white latex enamel. Walls will be semi-gloss
latex enamel Behr French Silver PPU-18-5. You are not required to use Behr paint that is simply the
colors we are using.
Replace all blinds in unit with white vinyl 1” with sizes as needed, clean ceiling fan light combo and stain
all wood floors.
Replace all ivory colored outlets, switches and cover plates with white.
Replace all air conditioning supply and return air grills with new white ones.** Replace existing hardware
with new MHA furnishes.
Kitchen: Paint walls and ceilings as outlined above. Clean and paint cabinets inside and out with white semi-gloss oil based
enamel. Repair hole in hot water closet wall with escutcheon. Replace water heater closet door. Secure jamb stop.
Remove all shoe mold, install 7/16 OSB underlayment, cover with new 1/8” commercial VCT and install new
shoe mold. Cut back entry door to clear flooring. Replace cabinet stile on sink base and cabinet adjacent. Replace
right end piece on sink base cabinet. Replace door hinges on 15 cabinet doors
Laundry:
Paint walls and ceilings as outlined above.
Hallway:
Paint walls and ceilings as outlined above. Replace smoke detector. Secure top hinge on closet door to clear jamb.
Bathroom:
Paint walls and ceilings as outlined above. Install towel rack and toilet tissue holder. Replace tank top on toilet.
MHA will repair hole in drywall after repairing broken pipe in wall. Remove shoe mold, vanity and toilet, install
tempered ¼” hardboard and install sheet vinyl “Bayside slate”. Replace shoe mold with PVC quarter round. Paint

to match all other trim. Reinstall vanity and toilet. Cut door if needed to clear flooring. Contractor will need to
tape, bed and texture MHA drywall repair prior to painting.
Front Bedroom:
Clean fan and light assembly. Paint walls and ceilings as outlined above. Stain floor. Rehang closet door.
Rear Bedroom:
Clean fan and light assembly. Paint walls and ceilings as outlined above. Replace smoke alarm. Reinstall bedroom
and closet doors. Replace one missing blade on fan MHA will furnish blade.
Unit 52:
Living room:
Paint entire unit ceilings trim and door casings semi-gloss white latex enamel. Walls will be semi-gloss
latex enamel Behr French Silver PPU-18-5. You are not required to use Behr paint that is simply the
colors we are using.
Replace all blinds in unit with white vinyl 1” with sizes as needed, clean ceiling fan light combo and stain
all wood floors.
Replace all ivory colored outlets, switches and cover plates with white.
Replace all air conditioning supply and return air grills with new white ones.** Replace existing hardware
with new MHA furnishes.
Kitchen: Paint walls and ceilings as outlined above. Clean and paint cabinets inside and out with white semi-gloss oil based
enamel. Replace hood with MHA furnished unit. Repair small hole in drywall with tape, bed and texture prior to
painting.
Laundry:
Paint walls and ceilings as outlined above.
Hallway:
Paint walls and ceilings as outlined above. Repair two small holes and one large hole in drywall with tape, bed
and texture prior to painting.
Bathroom:
Paint walls and ceilings as outlined above. Install towel rack and toilet tissue holder. MHA will clear bathtub
drain.
Bedroom #1:
Clean fan and light assembly. Paint walls and ceilings as outlined above.
Bedroom #2:
Clean fan and light assembly. Paint walls and ceilings as outlined above. Replace closet door.
Pre-bid and tour date is November 8, 2016 at 10:00 am. Location is 1200 North Tennessee,
McKinney, Texas 75069.
Date for submittal is close of business or 5:00 pm November 15, 2016.

Sealed bids should be submitted to the attention of Procurement at 1200 North Tennessee,
McKinney, TX 75069.
Bids submitted after that date will be declined.

Section 3 Requirements for All Contractors and Vendors
MHA is committed to providing quality housing and economic opportunities for our residents and the
neighborhoods we serve. One of the major vehicles for this is Section 3 of the HUD Act of 1968, which requires
that HUD funds provide low-income individuals with a springboard for economic empowerment through direct
participation in construction and other activities that are designed to physically improve and revitalize the
communities in which they live.
HUD considers public housing authorities to be in compliance with Section 3 if they meet the following minimum
numerical goals:
A. 30% of the aggregate number of new hires shall be Section 3 residents;
B. 10% of the total dollar amount of all covered construction contracts shall be awarded to Section 3 business
concerns; and
C. 3% of the total dollar amount of all covered non-construction contracts shall be awarded to Section 3 business
concerns.
Section 3 requirements apply to all contractors and vendors who receive awards from public housing authorities.
