1 INTRODUCTIONThe Semi Cryo Integrated Engine Test (IET) Facility is envisaged to carryout testing of Semi Cryo Engine and the Semi Cryo Stage.This RFP defines the scope and basic requirements for realization of HighSpeed Data Acquisition System for IET at ISRO Propulsion Complex(IPRC), Mahendragiri in Tamil Nadu.

INTEGRATED VIBRATION SIGNAL CONDITIONER WITH DIGITIZERREQUIREMENT (HIGH SPEED DAS).1. High Speed DAS (HDAS): Integrated Signal conditioning and Data

Acquisition System with a sampling rate of 50 Ks/sec to acquire TheVibration, Dynamic Pressure, Acoustics and Displacement parametersin real time.

a) Modular based signal conditioner and each signal conditioner shouldprovide the necessary bias current to ICP / IEPE accelerometers.

b) Signal conditioner outputs and digitized by independent ADC for eachchannel.

c) The system with 88 numbers of ICP / IEPE accelerometers signal withcurrent excitation and 24 numbers of piezo-resistive input with voltageexcitation.

d) DAS should acquire and log the data at selected sampling rate withTime synchronization.

e) Synchronization scheme between multiple chassis and systems shallbe provided.

f) Simultaneous sampling and acquisition of all the channels is required.g) Each chassis – controller can have maximum of 32 channels only. (

Total 112 channels can be configured in four chassis).h) Online monitoring of Data and Trend graph displays of process

parameters.i) Offline processing of acquired data with calibration constants for data

analysis.j) On-line monitoring of parameter (mv/V/EU/FFT/RMS/Time domain).k) Processing of acquired data with calibration constants for data

analysis.l) Real time performance calculation with on-line data and display of the

same.

x) The system configuration should be able to acquire and store therequired channels in the required sampling rate for the continuousduration of at least 4 hours, in multiple files for processing.

y) Driver software and application program shall be supplied to meet theentire system requirement.

z) Data shall be transmitted in real time to other acquisition system /Control system for integrated display purpose in that system.

2 SCOPE OF RFPa) The scope of this RFP includes Detailed Engineering, Procurement,

Integration of hardware & Installation of all software, Factory AcceptanceTest (FAT), training at contractor’s site, delivery, installation andcommissioning, training at department site, Site Acceptance Test (SAT) .

b) Some of keywords used in this document are defined as follows.i. “Purchaser” shall mean and include the President of India acting

through the Director, IPRC and any representatives of thedepartment duly authorised on his/ her behalf for this project.

ii. “Contractor” shall mean the individual or firm or company whetherincorporated or not, chosen by the Purchaser among the biddersto this RFP, undertaking the work and shall include the legalpersonal representatives of such individual or the personscomposing such firm or company, or the successors of such firmor company and the permitted assignee of such individual or firmor company.

iii. “Purchaser’s Site” shall mean locations at Mahendragiri, TamilNadu on which work is to be executed by the Contractor, whichmay be allotted by the Purchaser for carrying out the work.

iv. “Contractor’s site or manufacturer’s site” shall mean the location atwhich the data acquisition systems as per our requirement areintegrated.

2.1 QUOTATIONThe contractor shall quote all the required Data Acquisition Systemcomponents as per the Data Acquisition System configuration andspecification. Contractor shall provide catalogues/data sheets in Englishcomprising the specifications for all the quoted items.

Quotation shall be submitted on two part bid basis viz. Techno-commercial bid and Price bid. Quotations that are satisfying ourtechnical specifications and commercial terms & conditions only will beeligible for opening price bid.

The first bid shall contain the technical and commercial aspects and billof material without the price content.

Contractor shall provide the following technical details in the quote.a) Data Acquisition full configuration representing all elements of DAS for

the entire requirement.b) Data sheets / catalogues of all quoted items.c) Driver software, acquisition software, online display software, offline

processing software details.d) Synchronization scheme between nodese) Methodology of Data transfer to server .f) Bill of material for all individual items without price.g) Required Certifications.Note: It is mandatory to provide all the above technical details fromSl. No: a to g of section 3.1, otherwise the quote will be rejected.

3.1.1 TECHNICAL TERMSa) Only manufacturer/authorized distributor/authorized system

integrator shall quote for the tender.

b) Distributor/system integrator shall enclose authorization referenceletter from the original manufacturer.

c) Detailed technical specification with exact model and part number andprinted catalogues shall be enclosed for all quoted items along with thequote.

d) Technical compliance statement for all indent specification shall beprovided with actual values/specification from the catalogue. Simplyquoting “YES” in the compliance statement is not acceptable andliable for rejection.

e) If any specification is not clearly specified or available in manufacturerdatasheet then the manufacturer test report from factory/approvedlabs shall be enclosed.

f) The products quoted shall be of standard latest catalogued items andshall be available in the market.

g) The party shall provide details of installation reference of same type ofsystems with Purchase Order/documentary proof.

Note: It is mandatory to fulfil /satisfy the above technical termsand conditions from Sl. No: a to g of section 3.1.1, otherwise thequote will be rejected.

3.1.2 The Price bid shall contain bill of material with prices.2.2 SUPPLY OF DATA ACQUISITION SYSTEM ELEMENTS

The contractor shall supply all Data Acquisition System components thatare required to meet the Data Acquisition System requirement. Detailedrequirement of Data Acquisition System is given in Annexure 2.

The specification of the items that are not covered in this annexure willbe finalized and approved by the purchaser during detailed engineeringphase.

2.3 DETAILED ENGINEERING

The detailed engineering shall be done on the basis of finally agreed dataacquisition and display philosophy and process input list. Accordingly allhardware shall be selected.a) Final detailed configuration diagram including all subsystems to be

provided.b) The quantity and model number of hardware and suitable software to

be provided.c) The specification of hardware, software and application packages

proposed to be provided.d) Wiring and mounting details of Data Acquisition system equipments in

suitable industrial standard rack for the integration. Rack wiring,termination detail along with proper documentation to be provided.

e) FAT & SAT Procedures to be provided.f) Site requirement in terms of electrical power and space for

accommodating the entire system to the Department to be provided.g) Software Life cycle model followed for software development should be

mentioned.h) Customization of the software shall be done wherever required to meet

the department requirement for online and offline software package.i) Contractor shall supply detailed engineering documents (2 copies) with

required specifications and drawing as Hard & Soft Copies to thepurchaser for review and approval.

j) Only the approved configuration by the purchaser has to be followedfor all commissioning activities.

2.4 FACTORY ACCEPTANCE TEST (FAT)After detail engineering, the contractor shall integrate the entire system.Application software and drivers shall be loaded on the system. The wholesystem will be subjected to full functional test on full simulation basis ofall inputs at contractor’s site before shipment. Therefore, the wholesystem will be completely assembled, wired and staged for inspection andconducting the simulation test of 100% channels as per FAT given inAnnexure 3-Inspection, Testing & Documentation.

2.5 SHIPMENTa) After completion and acceptance of FAT, the whole Data Acquisition

system package shall be delivered to site. Import items shall bedelivered at C&F Trivandrum. All other items shall be delivered to FORMahendragiri.

b) A copy of instruction manuals for installation, operation, &maintenance shall be included in the cases.

c) Mobile parts inside the equipment shall be fixed tightly to thestructure. Special protection shall be used for fragile goods.

d) Particularly delicate items shall be further protected from shocks toguarantee perfect stability during transport, by means of foam, rubberor other similar materials.

e) Closed airtight polythene bags containing silica gel or other moistureabsorbing products should also be used.

3.6 ERECTION AND COMMISSIONING3.6.1 General Instructions

a) Erection & commissioning works shall be carried out strictlyaccording to the specifications stipulated in the contract,documents/drawings approved by purchaser during detailengineering & applicable standards/codes. Also, it shall be carriedout as per the instructions of the purchaser’s representative.

b) Best engineering practices shall be followed to maintain highstandard of workmanship & quality in a neat and safe manner.

c) All equipments, instruments, tools & materials required to carry outthe work shall be brought by the Contractor.

d) Data Acquisition system shall be positioned in the Measurementprocessing centre (MPC), server and display nodes shall be located inControl Centre which is located 2km apart from MPC.

e) Data Acquisition system equipment shall be located such that it iseasy to approach for operation and maintenance.

3.6.2 Positioning

Contractor’s responsibility at site shall include but not limited to thefollowing activities necessary to be performed to complete the jobsatisfactorily.a) Transport of system from IPRC stores to actual locations.b) Unpacking the system and inspection of the same for damages.c) The Contractor shall be responsible for lifting, transportation, and

safe custody of the equipment until completion of its installation andacceptance by Purchaser’s representative.

d) All equipments shall be inspected thoroughly by contractor forcompleteness and proper functioning. Contractor must initiate theremedial action to replace the faulty equipment or item withintimation to Purchaser.

e) Copies of instructions/manuals shall be handed over to thepurchaser’s Engineer.

f) Installation of system rack at site as per Measurement processingcentre equipment lay out.

g) Laying and termination of network cables and prefabricated systemcables.

h) Laying and termination of all inter panel earthing cablesi) System power up, loading of configuration, application softwarej) Inter system panel loop checking with purchaserk) Commissioning of the Data Acquisition system with acquisition

software, data display/trend and processing application software.l) Commissioning and on-line monitoring of the system.m) Performance of final acceptance test.

3.6.3 Marking/Labelling & cable identificationa) Each individual component (e.g. input modules, switch, etc.) shall be

identified by part/model number and serial number. Thedocumentation should reflect these identification marks.

b) All labelling shall be with prime reference to the node or statingsoftware address. Any other hardware reference should be includedon all cabinet labels, by using small size characters.

c) Racks / enclosures shall be labelled in front and rear for easyidentification.

d) All internal & inter-cabinet wiring shall be ferruled with permanentmarkers bearing identifications that can be cross referenced with

appropriate documentation. Coloured ferrules shall be used withproper coding philosophy.

e) System, network cables shall be uniquely labelled at both ends withreference to source and destination address.

3.6.4 Chain checkinga) Contractor shall be responsible for chain checking which shall

include checking of the configuration, network, interconnection frominput to DAS and display node.

b) Chain checking shall be carried out to check the functionalperformance of all elements in the chain and thereby ensuring properfunctioning.

3.7 INSPECTION AND TESTINGa) All Data Acquisition system items/systems and services covered by

this contract shall be subjected to inspection and testing by purchaserunless otherwise specified.

b) Final InspectionAfter completion of all tests as per specification, the whole work shallbe subjected to final inspection to ensure that start-up trial can becommenced. If any defect is noticed, the Contractor will be notified bythe purchaser and he shall arrange to rectify the defects noticed, atthe earliest with a maximum of 15 days.

c) Site Acceptance Test (SAT)

After completion of final inspection, SAT will be carried out as perdetails given in Annexure–3.

3.8 DOCUMENTATION

The contractor has to carry out the detailed engineering, supply,erection and commissioning and submit the documents as per detailprovided in Annexure-3.

3.9 PERFORMANCE & GUARANTEEa) The purchaser shall take over the system after satisfactory full

performance test of the system. Contractor shall be completelyresponsible for the quality of the system supplied and shall guaranteefor satisfactory performance as required. The Department reserves theoption to reject the ill-performing equipments/systems and when thisoption is exercised by the department, the contractor shall replace the

rejected equipments/system by new ones at his own cost to thedepartment’s satisfaction within a reasonable period of time asindicated by the department.

b) In the event of rejection, in order to minimize the consequential losses,the equipments shall be retained until a new replacement arrives atsite for installation. It should be noted that as the faulty equipmenthas not been accepted and not taken over by department, theresponsibility for it lies entirely with the contractor. During this period,the contractor shall not limit the use of faulty equipment except forreasons of safety operation both for personnel and equipment.

c) The equipment shall carry a guarantee for a period of 12 months fromthe date of commissioning, against any material defect, design defect,manufacturing defect and/or failure of equipment to perform, asstipulated. The spares shall carry a guarantee period of 18 monthsfrom the date of Site Acceptance Test.

d) All repairs, modifications and replacements carried out by theContractor to rectify any defects, deficiencies or damages shall be madeto the satisfaction of the Purchaser. Equipment which is so repaired,modified or replaced shall be guaranteed by the Contractor, for anadditional year.

e) If any such defect or damage be not remedied within a reasonable timein spite of notice by the Purchaser, the Purchaser may proceed to dothe work at the Contractor’s risk and cost without prejudice to anyother right or rights under the Contract.

3.10 SPARES Minimum 10 years spare supply shall be guaranteed by the

contractor. Minimum 10 year production of the quoted modulesshall be guaranteed by the contractor from the supplier.

All the spares shall be compatible to the quoted specification andconfiguration.

4 GENERAL TERMS4.1 GENERAL

a) Installation, commissioning and demonstration of the system alongwith software applications at IPRC, Mahendragiri shall be by thecontractor.

b) Source code to be provided for the supplied software for future usermodifications, to be provided in DVD or other suitable storage media.

c) All software packages for acquisition, online display, offline analysisshall be provided.

d) Necessary drivers and DLL shall be provided for installation.e) Training program on the entire DAS software operation shall be

provided to our operators at our site during installation andcommissioning.

f) Necessary interface cables to be supplied along with the system.g) All accessories required for system installation and commissioning

shall be supplied.h) All documents, data sheets, catalogue, software packages shall be in

English.a) The Data Acquisition system engineering and installation shall conform

to the state-of-the-art and the rules for good workmanship.b) Any deviation from this tender requires the approval of Purchaser.c) Contractor shall indicate the following in his offer separately.

i. Noise level of the DAS system and it should be less than 1dB ata distance of one meter.

ii. Inrush current during main power ON.iii. Supplier / service group after sales service in India.iv. Bidder shall quote strictly as per specification and comply all

technical points by writing specification and indicating thecatalogue reference with page number.

v. Bidder shall provide compliance for commercial terms by writingcomplied or yes against each point.

vi. Contractor shall submit the User reference list.d) The contractor shall indicate the prices separately for:

i. Main item including all sub-systems and accessories for erection.ii. Annual Maintenance Contract (AMC) for a period of 3 years

include four preventive maintenance per year and any number ofbreakdowns to be attended within 24 hours starts after the local

support period of 3 years. The rate for AMC shall be quotedseparately in the offer as per Annexure 2A.

iii. The contractor shall include all consumable materials requiredfor satisfactory operation of the system for at least one year.Same shall be part of the offer.

4.2 COMPLIANCE WITH STANDARDSAll the electrical equipments used shall conform to the latest IndianElectricity rules as regards safety, earthing and other essential provisionsspecified therein for installation and operation of electrical parts.

4.3 TRAININGThe contractor shall intimate the date of commencement of the FAT &training program in advance after the system integration, so thatdepartment’s engineers shall plan to participate in the FAT.a) The contractor shall provide adequate training to department

Engineers (2 persons), at contractor’s site for a minimum period of 5working days.

b) The contractor shall organize the FAT after training, so that the sameteam shall participate in both FAT & Training program.

c) The contractor shall provide adequate training to 5 operationalEngineers at Department’s site after commissioning of the system for aminimum period of 10 working days to maximum of 30 days.

d) The training shall be so organized to provide a complete understandingof the functions of the system, overall system concepts and routineoperation for maintenance of the system and application softwaredevelopment in DAS and display node by themselves. It is essentialthat the system and other required document shall be available beforecommencement of training.

4.4 SUPPLIER LIST

The Contractor shall source the list of items only from recommendedbrand / make indicated in Annexure-2-Data Acquisition SystemSpecifications for the main item and accessories. In case the Contractorproposes to source the items from any other reputed OEMs, necessaryprior approval from the purchaser need to be obtained.

1.0 GENERAL REQUIREMENTa) The Data Acquisition System vendor shall provide system architecture

drawings representing all elements of the data acquisition system forthe full channel capacity requirement with their proposal. This drawingshall include Controller, DAS Chassis, Analog input modules, networkswitches, interface devices, Printers and display nodes.

b) Each controller shall acquire 32 channels. Minimum 4 controllers shallbe provided for 112 channels.

c) Any malfunctioning of one chassis/sub-system shall not affect theremaining sub-systems in acquisition and Data trasnsfer.

d) The channels in multiple controllers shall be synchronised.e) The acquired data from all the controllers shall be merged in the Server

for online and offline data processing.f) Data shall be stored in Local node as well as in Server.g) DAS architecture shall provide the necessary hardware and software to

satisfy the following major functionsi. Data Acquisition at the selected sampling rate for every

channel.ii. Data/Trend Display in real time.iii. Generation of UDP packets for Display.iv. Off-line processing to retrieve the stored data.v. Data archival.

h) All hardware (FPGA based) & software shall be of the latest state-of-arttechnology, field proven models/versions (year of manufacture after2017) and revision levels marketed by their OEMs at the time ofproposal submission.

i) The source code for UDP data transmission to interface with other dataacquisition systems/Control system to be provided.

j) Any change in hardware versions in future shall have softwarecompatibility with the original DAS supplied.

k) All modules shall be modular and easily expandable.l) Health status indication is required for the DAS.m) Data acquisition system contractor shall provide DAS hardware, the

application software, drivers, operating system, shielded signalinterconnection cables and connectors.

n) System software for writing application shall run on latest version ofWindows/Linux OS. Application Software shall be menu driven anduser-friendly.

o) Acquisition, Processing and Display software shall not have any logicalconstraints for future channel augmentation.

p) The Data Acquisition System shall use high resolution graphics forDisplay/Trend graph nodes. Contractor shall clearly specify theconfiguration tools/ modules that will be used in eachdisplay/processing nodes.

q) The data bus shall be of PXI/PXI express/LXI/VXI/proprietary high-speed data bus to acquire and transfer the entire data to local harddisk.

r) The Data transfer from DAS to Remote Server shall be through LAN /Ethernet switches.

s) Proper authentication shall be provided for all operations such as dataacquisition, any modification in the application software and groupdisplays, logs, trends etc.

t) The DAS supplied shall incorporate offline tutorials and help functionsto assist the user for proper operation. Software shall be self-documenting and shall provide cross-reference tables.

u) Provision shall be available to display data in display nodes for datadisplay and trend graph.

v) Provision shall be available to transmit data from DAS through UDPto display stations

w) Data Acquisition system shall be positioned in the Measurementprocessing centre (MPC), display nodes shall be located in ControlCentre which is located 2km apart from MPC.

x) The required instrumentation racks for mounting the DAS shall besupplied with complete wiring

y) The racks shall have at least 20% extra space for future augmentation.z) Signal & power terminal blocks in the data acquisition system cabinet

shall be separated and identified properly with suitable colour codingfor eliminating accidental damage to the components and shockhazards.

aa)BNC/ PTFE 20/22 AWG size shielded cable should be provided forDAS input card connector. Mating connector also to be supplied.

bb) Suitable size wire ways must be provided inside the rack for properrouting and elegant look.

2 SOFTWARE REQUIRMENT2.1 Configuration Settings

a) The acquisition software shall be capable of scanning the selected userrequired channels at user required sampling rate.

b) Channel legend and description shall be user-selectable.c) Logging of set configurations in notepad or in spreadsheet format.d) All configuration setting changes shall be done through system

Controller. Provision shall be available for remote control from controlroom.

2.2 Acquisition softwarea) Acquisition software is for acquisition of the field process parameters

and should continuously store the acquired data.b) Acquisition software shall be running in the acquisition system kept at

Signal conditioning and processing room located nearly 2 Km awayfrom Control room which is connected through Ethernet.

c) Acquisition shall start on receipt of a TTL level trigger signal or fromkeyboard function keys.

d) The acquisition software shall be capable of being operated withacquisition ON/OFF and file writing ON/OFF.

e) The acquisition and recording shall be also remotely operated fromControl room remote node.

f) The software shall be capable of accepting input channel wise legendsand description.

g) Linux/Windows operating system environmenth) Configuration updation during start-upi) Individual excitation for each channel for proper operation of the

sensor . The Excitation levels shall be programmable.j) The acquired raw data shall be stored in mV/V form.k) The configuration software shall accept the constants from sensor

a) Field parameter values to be displayed in the display node with 500 msupdation rate for data display and with 50ms updation rate for trenddisplay.

a) Offline processing of selected channels in EU or Voltage format withselectable averaging, printing intervals and time offset correction. Thefile shall have optional header and stored in .DAT format.

b) Parameters constants (1st order and 4th order) for engineering unitconversion shall be accepted from a separate input file.

c) Data retrieval software shall allow the operator to edit, replace valuesor insert new values in records. Altered values in the database shall betagged in different filename for reference purpose.

d) Data processing software data shall be processed with reference tocountdown time based reference / sync signal for printing and plottingin offline.

e) Each plot and data file with optional header & footer.

h) DAS shall have sufficient storage capacity for storing the sampled datafor 4 hours continuously.

i) The Raw data shall be converted to Engineering units with userdefined fourth order constants.

j) Provision for changing the scale factor during offline processing.

3.0 SYSTEM DIAGNOSTICSa) The system shall have smart comprehensive diagnostic features of

System controller, each Analog input channel and all diagnostic/errorinformation shall be time stamped and logged for offline analysis.

b) Memory space availability in DAS memory for storage shall beindicated in numerical as well as progressive bar indication.

c) Provision for network traffic monitoring to be provided.d) All process information related to data acquisition and transfer of data

shall be suitably animated for monitoring.

6.2 ELECTRICAL POWER SUPPLYa) The contractor shall be responsible for providing all the power

supplies required for DAS operation. Power supply capacity shallbe sized with 30% spare capacity considered at normalcontinuous load. A warning signal shall be displayed on LCDScreen for monitoring power failure.

b) Isolating switches and fuses with reverse protection shall beemployed to isolate and protect the load. The contractor shallprovide the following during detailed engineering for finalizingdepartment scope UPS capacity .

1. INSPECTION AND TESTINGThe supplied system will be subjected to inspection and tests as per thedirections of Purchaser. The Purchaser witness does not relieve thecontractor from his responsibilities for hardware, software, otheraccessories and services.Contractor shall submit factory test reports, installation, commissioningand acceptance procedures (for hardware, the procedures shall include:purpose of test, test definition, results expected and acceptance criteria)and the same will be approved by department.Tests and acceptance of the system shall be carried out as per agreedprocedures and criteria based on specified guidelines and the contractor’sstandard procedures finalized during kick off meeting.Department representatives are authorized to monitor the supplycompleteness and compliance to the requirements as per specification andschedule. The contractor shall allow free access at any time to contractorworks to Purchaser’s representatives.

1.1. GENERALa) All system shall undergo factory testing and inspection by Purchaser

unless specified otherwise.b) Wherever inspection at manufacturer’s shop is waived because of any

reason, the supplier’s / OEM’s own testing reports shall be verifiedbefore dispatch. In no case items shall be released without properinspection/ verification.

c) The inspection and testing shall be carried out as per relatedspecifications, international codes and practices/standards, approveddocuments and/or any other documents attached along withspecifically suggesting testing to be carried out at manufacturer works.

d) Testing and inspection for all items shall be carried out as perapproved FAT procedures.

e) Performance specifications must be detailed out and shall be verifiedby Purchaser during factory testing.

1.2. FACTORY ACCEPTANCE TEST (FAT)a) The contractor shall test and demonstrate the functional integrity of

the system hardware and software. The test shall be carried out whenthe system is in full assembled condition and no equipment/moduleswise test will be accepted. Contractor to provide all the needed facilitiesto comply with the above requirement. FAT shall be conducted by

staging 100% I/Os of the system. The contractor shall inform theschedule for testing, 30 days in advance. The test certificate shall begiven to department during FAT for verification and acceptance.

b) No material or equipment shall be shipped until all required tests aresuccessfully completed and certified “Ready for shipment” by thePurchaser representative.

c) It shall be the contractor’s responsibility to modify and / or replace anyhardware and modify the software if the specified functions are notcompletely achieved satisfactorily during testing and factoryacceptance.

d) Contractor shall demonstrate following tests during FAT to evaluateSystem Performancei. Hardware verification as per final bill of material

ii. Visual and mechanical check-up for proper workmanship,identification, ferruling, nameplates, etc.

iii. System configuration as per approved configuration diagramiv. Demonstration of all system diagnosticsv. Functional check

The DAS has to be functionally checked by giving known D.C. inputvoltages in different levels for all channels. Some of the channels in eachcard are selected in a random order and input is given from calibrator.The acquired value and the given input voltages shall be measured andcompared.vi. Linearity check

The channels shall be connected to a standard calibrator. The full-scale voltage of the system is –10 Volt to +10 Volt. The voltage input shallbe given in different steps from - 10 V to + 10 V. The given inputs aremeasured using a 6½-digit digital multi meter. For each input voltagestep, data are acquired and tabulated. The maximum nonlinearity shallbe less than 0.02%.vii. Time accuracy check

The overall timing accuracy of the system is checked by feeding a0.1Hz square waveform from a standard calibrator to the selectedchannels in each card. The data are acquired for about 1000 secondswith maximum throughput rate of DAS. The absolute drift / error over1000 seconds duration shall be calculated from the acquired data. Theoverall timing inaccuracy shall be ≤ 1 ms in 1000sec.

viii. Cross talkThe cross talk shall be checked by feeding AC signal 10 volts peak-

to-peak amplitude at 1KHz,2KHz &5KHz frequency in one input andknown input ( 1V DC) in the adjacent channel. All the other unusedchannels shall be shorted.ix. AC signal check

The Data Acquisition system performance to AC signals is evaluatedby feeding 1KHz, 2KHz, 5KHz & 10KHz to the selected channels in allcards. The sampling rate of the system is 50,000 samples/sec/channel.x. Data Acquisition Systems throughput with full channel capacity for

required sampling rates for a duration of 2 hour.xi. On-line display and processing software.

1.3. QUALITY ASSURANCEComponents, serviceability and maintenance of the same, which aremeant to serve and provide effective and timely operation, which includestrouble free performance of the system and subsystem to the intendedspecification.The contractor shall conduct quality assurance test for the system andsubmit report for the same. The complete system shall be assembled /wired and powered on at contractor works for specified period as perstandards.The contractor must look for the quality factors individually attributed toengineering developments, selection of equipments and components, test

and acceptance procedures followed, repetitive performance achieved, riskanalysis carried out etc. Each and every module must be manufacturedand tested to international quality control standards. The test certificatesshall be provided to department.Following tests but not limited to, shall be performed by the contractorand witnessed by Purchaser representatives:a) Testing for correct operation of system under conditions of maximum

allowed fluctuations of power supply voltage.b) 100% loop checking of the inputs.c) Checking the software details, memory capacity and system

diagnostics features.

1.4. SITE ACCEPTANCE TEST (SAT)The supplied system shall be thoroughly checked after receipt on site. Thetests shall include but not limited to the following in the presence ofcontractor’s commissioning Engineers.Contractor shall do powering of system at site after verifying terminationat racks. Site acceptance test shall be started only after interface wiring,preliminary checks and after approval by Purchaser.The site acceptance test shall be carried out in the presence ofPurchaser’s authorized representative at IPRC, Mahendragiri.All the performance specification of the data acquisition system with thefield terminations will be verified and contractor should demonstrate thefollowing major performance as a minimum:a) Hardware verification as per final bill of materialb) Visual and mechanical check-up for proper workmanship,

Any malfunctioning in the system shall be rectified at once. Failure of anycomponent shall be replaced with new one. No repaired parts/modulesshall be accepted.After confirming that the Data Acquisition System is meeting allrequirements, the total system will be switched on continuously for 3 daysand performance of the system will be monitored. On successfulcompletion of the above period, if the performance of the system issatisfactory, Department and contractor will provide the acceptance testcertificate jointly.Department shall take over the system from the contractor after the finalacceptance test, which is defined as successful operation of the system.The contractor’s personnel shall be present up to this period.The Purchaser shall provisionally takeover the systems from Contractorafter Site Acceptance Test.

2. DOCUMENTATION

The contractor has to carry out the detailed engineering of the items tosupply and submit the following documents within 30 days from the dateof issue of purchase order for joint review by department and thecontractor at IPRC, Mahendragiri.

Contractor shall send to the Purchaser 2 copies of the documentsrequired for approval within the agreed time schedule. Purchaser shallcomment and give approval within agreed time schedule. Any changeresulting from the revision of document shall be undertaken by thecontractor without any extra cost.

The final and as built documentation 2 copies hard copy and soft copysubmission shall be the part of final acceptance and handing over of the

e) Interconnection scheme of data acquisition system and its sub systemwith necessary details and drawing.

f) Networking scheme in control room as per configuration drawing usingsuitable network equipments and cables with required drawing.

g) Rack wiring diagram with connector pin details.h) SAT & FAT Procedures and Training details & Schedule to be provided.i) System specification, Service and operational and maintenance manual

of all hardware supplied.j) Software manual for all Data Acquisition system software, application

tools and driver.k) Software design document, complete source code for system and

application software.l) Factory Inspection and Evaluation reports carried out on the total Data

Acquisition system.m) The entire software document like requirement document, design

1.0 TERMS AND CONDITIONS1.1. ENTIRE AGREEMENT1.1.1. The Contract to be entered into shall convey the final agreement between

the Department and the Contractor on the terms and conditions and bea complete and exclusive statement of the terms of the agreement.

1.1.2. In the event of conflicts between general conditions of Contract and thespecification furnished by the Department, the latter will takeprecedence.

1.2. MODIFICATIONS IN THE CONTRACTThis Contract may be amended or modified only in writing signed byboth the parties or their duly authorized agents or representatives by achange order issued by the Department and accepted by the Contractor,pursuant to the terms stated therein.

1.3. CANCELLATION OF CONTRACT1.3.1. The Department will have the right, at any time, to cancel the Contract

either wholly or in part by giving 1 month notice. The Contractor shallundertake to observe the instructions of the Department as to thewinding up of the Contract both on his own part and on the part of hissub-contractors.

1.3.2. In the case of cancellation of the Contract by the Department withoutany fault of the Contractor, the Contractor shall forthwith take thenecessary steps to implement the Department’s instructions. The periodto be allowed to implement shall be fixed by the Department afterconsultation with Contractor and, in general, shall not exceed 2 months.

1.3.3. The Department will, in no circumstances, be liable to pay any sumwhich, when added to the other sums paid, due or becoming due to theContractor under the Contract and its amendments, if any, exceeds theContract payment for the work set forth in the Contract and itsamendments, if any.

1.3.4. The ownership of all materials, part and unfinished work paid for by theDepartment under the provisions of this Section shall be vested in ortransferred to the Department as soon as they have been paid for.

1.4. CONTRACTOR’S DEFAULT LIABILITY1.4.1. The Department shall reserve the right to terminate the work in the

circumstances detailed hereunder:

a. If the Contractor fails to rectify or replace any defective system/sub-system/ equipment within a period of 60 days after theDepartment having given a notice to the Contractor to rectify orreplace the said defective system/ subsystem/ equipment or theContractor delays, suspends or is unable to complete the system/subsystem/ equipment by the date mutually agreed upon

b. If the contractor commits breach of any of the terms and conditionsof the Contract.

c. If the Government of India decides to terminate the Contract inpublic interest.

1.4.2. When the Contractor makes themselves liable for action under thecircumstances mentioned above, the Department will have power toforfeit the bank guarantee of Contractor and the Contractor shall haveno claim for damages whatsoever on such forfeiture.

1.4.3. The work remaining to be completed at the time of termination of theContract shall be got executed through any other Contractor, in whichcase the expenses, which may be incurred in excess of sums, whichwould have been paid to the original Contractor, had the whole workbeen executed by them, shall be borne by the original Contractor andshall be recovered from them.

1.5. CHANGES AND MODIFICATIONS TO SPECIFICATIONS ANDQUALITATIVE REQUIREMENTS

1.5.1. The Department shall reserve the right at any time to modify thequalitative requirements, specifications, patents or drawings related tothe work covered by the Contract. The Contractor shall inform to theDepartment within 20 days, of any objections they have to themodifications required.

1.5.2. The Department may also accept the modification proposed by theContractor on his own initiative or on behalf of sub-contractors or as aresult of detailed engineering review.

1.6. SUB-CONTRACTINGThe Contractor shall not assign or sub-contract the work or any part ofthe work without the written approval of the Department. In the event ofapproval of sub-contractors, the detailed specifications and drawings ofsub-contracted items shall be approved by the Department. All theworks carried-out by such sub-contractors shall also be scrutinized,

inspected and approved by the Department. However the responsibilityof such sub-contracted systems shall lie with the Contractor. Any delayin carrying out the work by the sub-contractor which affects the overallschedule of the work does not absolve the Contractor from payment ofcompensation for the delays. All terms and conditions applicable to theContractor shall also be applicable to sub-contractor.

1.7. COMPLIANCE WITH STANDARDSAll the materials supplied or used shall be of new and first quality andmanufactured and tested in accordance with the latest editions of therelevant Indian/ International standards. Wherever importedcomponents are used, they shall be manufactured in accordance withthe relevant standards published in the country of manufacture afterallowing for specific aspects under Indian conditions such as tropicalclimate, etc. Any material or work, where no specific standard isapplicable, shall be fabricated as per the instructions and directions ofthe Department.

All the electrical equipments used shall conform to the latest IndianElectricity rules as regards safety, earthing and other essentialprovisions specified therein for installation and operation of electricalparts.

1.8. SECRECYThe technical information, drawings, specification and other relateddocuments forming part of enquiry or Contract are the property of theDepartment and shall not be used for any other purpose, except forexecution of the Contract. All rights, including the rights in the event ofgrant of a patent and registration of designs are reserved. The technicalinformation, drawings, specifications, records and other documentsshall not be copied, transcribed, traced or reproduced in any other formor otherwise in whole and/ or duplicated, modified and/or disclosed to a

third party and/or not misused in any other form whatsoever withoutthe Department’s consent in writing except to the extent required for theexecution of the work. This technical information, drawings,specifications, records and other documents shall be returned to theDepartment with all approved copies and duplicates, if any, immediatelyafter they have been used for the agreed purpose.

1.9. INSPECTION OF WORK1.9.1. The Department or any person appointed by it shall have access and

right to inspect the work, or any part thereof, at all times and placesduring the progress of the work. The inspection and supervision is forthe purposes of assuring the Department that the plans andspecifications are being properly executed and while the Department andits representative(s) will extend to the Contractor all desired assistancein interpreting the plans and specifications, such assistance shall notrelieve the Contractor of any responsibility for the work. Any work whichis proved faulty shall be corrected by the Contractor without delay. Thefact that faulty work or work which is not in accordance with plan andspecifications was not pointed out by the Department will not relieve theContractor from correcting such work as directed by the Departmentwithout additional compensation.

1.9.2. The Department’s representatives shall at all reasonable times have freeaccess to the works and/ or to the workshops, factories or other placeswhere materials are being prepared or fabricated for the work and alsoto any place where the materials are lying or from where they are beingobtained, and the Contractor shall give every facility to the Department’srepresentatives for inspection and test of the materials andworkmanship even to the extent of discontinuing portions of the worktemporarily or of uncovering or taking down portions of finished work.

1.9.3. The Department has no obligations to discover defects patents orotherwise and it shall be the sole responsibility of the Contractor. Theinspection and clearance for dispatch by Department’s representativesshall not absolve the Contractor’s obligations and duties under termsand conditions herein.

1.10. CO-ORDINATION WITH OTHER CONTRACTORS ANDINTERFACING OF THE WORKSThe Contractor shall extend all co-operation to other Contractors of theDepartment to perform their works at site simultaneously. TheContractor shall so arrange their activities so as to ensure smooth andtimely execution of the project, minimize interference with the works ofthe other Contractors and allow the other Contractors to use thefacilities engaged by them for erection activities. For this purpose, theContractor shall plan such works and indicate such interfaces in an

interface schedule. They shall not be entitled to any extra payment onthis account.

1.11. FORCE MAJEUREIf at any time during the execution of the Contract, the performance inwhole or in part by either party of any obligation under the work isprevented or delayed by reasons of any war, hostility, acts of the publicenemy/terrorist, civil commotion, sabotage, fire, flood, earth quake,epidemics, quarantine restrictions, strikes, lock-outs, or acts of God(hereinafter referred as Eventualities) and if notice is given by eitherparty to the other within 21 days from the date of occurrence thereof,neither party shall for such eventuality be entitled to terminate the worknor shall any party have any claim for damages against the other inrespect of such non-performance or delay in performance. Theperformance under the work shall be resumed as soon as practicableafter such eventualities have come to an end and the decision of theDepartment whether the performance has been resumed or not shall befinal and conclusive.

Provided further that if the performance in whole or in part of anyobligation under the work is prevented or delayed by such eventualityfor a period of exceeding 60 days, the Department may at their optionterminate the Contract provided also if the work is terminated underthis clause, the Department will be at liberty to take over from theContractor at a price fixed by the Department which shall be final. Allunused, un-damaged acceptable material, bought-out components anditems in stores in course of erection and commissioning in thepossession of the Contractor at the time of such termination of suchportion thereof as the Department may deem fit excepting such material,bought-out components items in stores as the Contractor may with theconcurrence of the Department elect to retain.

1.12. INDEMNITY TO DEPARTMENT AGAINST INFRINGEMENT OFLABOUR LAWSThe Contractor shall indemnify the Department against any action,claim or proceedings relating to infringement of all or any of theprevailing labour laws of India like Workmen’s Compensation Act 1922,Work Labour (Regulation and Abolition), Central Rules 1971, EmployeesLiability Act 1928, Industrial Disputes Act 1947, Employees Provident

Funds and Miscellaneous Act 1952 as amended from time to time duringerection and commissioning at Department’s site.

1.13. PATENT RIGHTSThe Contractor shall fully indemnify the Department against any action,claim or proceedings relating to infringements or use of any patent orany design or any alleged patent or design rights and shall pay anyroyalty which may be payable in respect of any claims made under orany action brought against the Department. In respect of such mattersas aforesaid, the Contractor shall be set at liberty, at their own expense,to settle any dispute or to conduct any litigation that may arise there-from. The Contractor shall not be liable to indemnify the Department onthe infringement of the patent or design or any alleged patent or designright which is the direct result of an order passed by the Department.

1.14. ARBITRATIONExcept matters in respect of which the decision of the Department isfinal as specified in the Contract, any dispute, disagreement or questionarising out of or relating to or in consequence of the work or fulfillmentor the validity of the enforcement thereof which cannot be settledmutually, shall within 30 days from the date that either party informsthe other in writing that such dispute or disagreement exists, be referredto arbitration. The arbitration proceedings shall be in compliance witheither the Indian Arbitration and Conciliation Act 1996. Theperformance under this work shall continue during the arbitrationproceedings and no payment due or payable by the Department will bewithheld unless any such payment is or forms part of the subject matterof the arbitration proceedings.

1.15. ASSIGNMENTThe work shall be binding upon the successors and the assignees of theparties hereto. It shall not be assigned in whole or in part by either partywithout prior written consent of the other. If the Contractor becomesinsolvent or being a firm or a company whether incorporated or not isdissolved or goes into bankruptcy or is caused to be wound up except forre-construction purposes or carried on its business under a receiver, therepresentatives in law of estate of the Contractor or any such receiver,liquidator or any person in whom the agreement may be vested shallforthwith give notice thereof in writing to the Department and shall

remain liable for the successful performance of the Contractor or thesuccessors of their obligations under this Contract under anycircumstances.

1.16. JURISDICTION AND APPLICABLE LAWThe work shall be governed by the laws of India for the time being in theforce. The courts of India only shall have jurisdiction to deal with anddecide any legal matters or dispute whatsoever arising out of the work.

1.17. EXECUTION OF WORKThe specifications of the work are intended to describe and provide for acomplete finished system. It is to be understood and agreed by theContractor that the work described shall be complete in every detail,even though every item necessarily involved is not particularlymentioned. The Contractor shall be required to provide all labour,materials and equipments necessary for the completion of the workdescribed and shall not avail themselves of any manifestingunintentional error, omission or inconsistency that may exist. TheContractor shall carry out and complete the work in every respect inaccordance with the Contract and the directions and to the satisfactionof the Department.

1.18. RIGHTS OF THE DEPARTMENT1.18.1. RIGHT TO ILLUSTRATE AND EXPLAIN PLANS

a. The various parts of the Contract are intended to be complementaryto each other but if any discrepancies appear or anymisunderstanding arises, the explanation of the Department will befinal and binding.

b. The corrections of any errors or omissions of specifications may bemade by the Department, when such correction is necessary tobring out clearly the intention which is indicated by a reasonableinterpretation of the specifications as a whole.

c. Wherever in the specifications which are a part of the work or whichmay be furnished to the Contractor for directing the work, theterms and descriptions of various qualities of workmanship,materials, structures, processes, plant or other features of the workare described in general terms, the meaning of fulfillment of whichmust depend upon individual judgements, then in all such cases,the question shall be decided by the Department and said material

shall be furnished, said work shall be done and said structure orfeature shall be constructed, furnished or carried out in full and inaccordance with their interpretation of the same and to their fullsatisfaction and approval, provided such interpretation is not indirect conflict with the specifications or generally accepted goodpractice.

1.18.2. RIGHT TO DIRECT WORKa. The Department will have the right to direct the manner in which all

work under this Contract shall be done, in so far as it may benecessary to secure the safe and proper progress and the specifiedquality of the work and all work shall be done and all material shallbe furnished to the satisfaction and approval of the Department.

b. Whenever, in the opinion of the Department, the Contractor hasmade marked departure from the schedule of completion laid downin the Contract or when untoward circumstances force departurefrom the said schedule, the Department in order to assurecompliance with the schedule and the provisions of the work, shalldirect the order, pace and method of doing the work, which shall beadhered to by the Contractor.

c. If, in the judgment of the Department, it becomes necessary at anytime to accelerate the overall execution of the work, the Contractorwhen ordered and directed by the Department will cease the workat any particular point and transfer their men to such other pointor points and execute such portion of their works, as may berequired, to enable others to hasten and properly engage and carryon their work, as directed by the Department.

d. The work by the Contractor at the site beyond normal workinghours (08:45 to 17:15 hr) on working days and any time on holidays(including Saturdays and Sundays) shall be permitted only withprior approval of the Department. The Department may also directthe Contractor to operate extra shifts over and above normal dayshift to ensure completion of the work on schedule if, in the opinionof the Department, such work is required.

1.19. CONTRACTOR’S FUNCTIONS1.19.1 The Contractor shall provide everything necessary for proper execution

of the work according to the intent and meaning of the specifications

whether the same may or may not be particularly shown or describedtherein, provided that the same can reasonably be inferred there-fromand if the Contractor finds any discrepancy there-in, they shallimmediately and in writing refer the same to the Department whosedecision shall be final and binding on the Contractor.

1.19.2 In the execution of the work, no person other than the Contractor, ortheir duly appointed representatives, their sub-contractors, and theirworkmen, shall be allowed to work at the site except by specialpermission, in writing by the Department.

1.19.3 The Contractor shall proceed with the work to be performed under thisContract and each and every part and detail thereof, in the best andmost workmen-like manner by engaging qualified, careful and efficientworkers and to the several parts thereof at such time and in such orderas the Department directs and finish such work in strict conformancewith the drawings and/or specifications and any changes, modificationsthereof made by the Department.

1.19.4 The Contractor’s personnel shall not be permitted to reside inside theDepartment’s premises after the work. The Contractor shall arrange fortransportation, accommodation, food, health care, communication, etc.for their personnel.

1.19.5 In respect of observance of local rules, administrative orders, workinghours and the like, the Contractor and their personnel shall co-operatewith the Department.

1.20. SUPPLY OF TOOLS, AND OTHER MATERIALSFor full completion of the work, the party shall, at their own expense,furnish all erection tools, power tools, cables, wiring tools, testinstruments, and all associated protective equipments, appliances,materials required to accomplish the work under the contract unlessotherwise provided for. Adequacy of such tools shall be subject to finaldetermination of the Department.The party shall not dispose, transport or withdraw any tools,equipments and materials provided by them for the contract withouttaking prior written approval from the Department and the Departmentat all times shall have right to refuse permission for disposal, transportor withdrawal of tools, equipment and material if in their opinion, thesame will adversely affect the efficient completion of the work.

1.21. PROTECTION OF WORK1.21.1. The Department will not be responsible or held liable for any damage to

person or property consequent upon the use, misuse or failure of anyfabrication tools and equipment used by the Contractor or any of theirsub-contractors.

1.21.2. The Contractor shall effectively protect all the works from action ofweather and from damages or defacement and shall cover finished partswhere required for their thorough protection.

1.21.3. The Contractor shall cover the work by a Contractor’s all-risk policyduring the currency of the contract.

1.22. SITE PERSONNELThe party shall identify a Site Supervisor who shall be personallypresent to supervise the work under the contract. The Site Supervisorshall have full technical capability and complete administrative andfinancial powers to expeditiously and efficiently execute the work underthe contract. Any written orders or instructions which the Departmentmay give to the party’s Site Supervisor shall be deemed to have beengiven to the party.

1.23. FIRST AIDThe Contractor may have access to the Departments qualified first aidpersonnel and ambulance in case of accidents, subject to the availabilityof the same. However, the Contractor shall make his own medical andtransport arrangements to take care of his employees in case ofaccident. The Contractor shall provide a first aid kit at the work site tomeet the requirements of minor injuries.

1.24. REPORTINGThe Contractor must report the following information to the Departmentby the end of every week during the work at Department’s site.a) Progress achievedb) Expected dates for completion of individual worksc) Any actual or likely delay in the execution of work

1.25. WORKING AND SAFETY REGULATIONSThe Contractor shall observe all statutory and legal requirementsenforced by Central and State Government applicable to the work as wellas any local regulations applying to the site issued by Department orany other authority. Particular attention is drawn to the following;

a) In case of accident, the Department shall be informed in writingforthwith. The Contractor shall strictly follow the regulations laid

down by the Factory Inspector, Central and State Governmentauthorities in this regard.

b) Compliance with all electricity regulations.1.26. ELECTRICAL SAFETY REGULATIONS

In no circumstances will the Contractor interfere with fuses andelectrical equipment belonging to the Department or other Contractors.Before the Contractor connects any electrical appliance to any plug orsocket belonging to other Contractor or Department, he will

a) Satisfy the Department that the appliances are in good workingcondition

b) Inform the Department about the maximum current rating, voltageand phase of the appliance

c) Obtain permission from the Department detailing the sockets, towhich the appliance may be connected

1.27. POWERElectricity will be supplied at free of cost. Contractor must providepower supply distributor with isolator for taking power for hisequipments. Contractor should obtain Electrical safety clearance fromCMG group and Safety division of IPRC before starting the work.

1.28. WATERFree supply of water will be made available by the Department.

1.29. CLEAN-UP OF WORK SITE

The party shall not store or place the equipment, materials or erectionequipment on the drive ways and streets and shall take care that theirwork in no way restricts or impedes traffic or passage of men andmaterial. All waste materials are to be disposed off safely to the locationspecified by the Department

1.30. SAFETY AND RELIABILITY

Since the systems are highly complex in nature, the philosophy andcriteria to be adopted shall be highly safety-and-reliability-oriented fortheir systematic and proper functioning. The designs of the sub-systems,components, equipments to be carried out by the Contractor shallspecifically address essential safety provisions both in-built and external.Reliability is a prime factor, which has to be embedded in the process ofrealization of the systems. To ensure that the sub-system design,development, selection of equipment, components, material, etc are in

compliance with the standard engineering practices, it is necessary tofollow established design codes and standards.

1.31. QUALITY ASSURANCE

The reliability of Instrumentation is a combination of specification of theequipments/ components, serviceability and maintenance of the same,which are meant to serve and provide effective and timely operation,which includes trouble-free performance of systems and sub-systems tothe intended specifications.

The Contractor must look for the quality factors individually attributedto engineering developments, redundancy philosophy adopted, selectionof equipments and components, test and acceptance proceduresfollowed, repetitive performance achieved, risk analysis carried out, etc.each and every module must be manufactured and tested tointernational Quality Control standards. The test certificates shall beprovided to Department.

The quality assurance is an unified approach that attempts to controlthe quality right from design stage to commissioning stage, whichincludes the checking of the adequacy of the equipments/ componentsfor materials, fabrication, installation, testing. It is the combinedresponsibility of the Contractor and the Department to ensure that allpossible failure modes are exercised and validated during FAT.

1.32. PURCHASE OF MATERIALSThe selection of equipments, components, materials, etc. withappropriate and suitable specifications shall be the responsibility of theContractor, as overall performance of the system rests with theContractor. Accordingly, the selection and purchase tasks shall behandled by the Contractor immediately after the approval of DetailedEngineering documents by the Department.The criteria for selection of particular product and the reasoninginvolved therein shall be submitted to the Department for necessaryapproval. However Department’s decision will be final.The Department will provide necessary end-use certificate for obtainingthe required license for import of items if requested by the Contactor.In keeping with the terms of the Contract, the Contractor shallundertake the responsibility for handling, packaging and transportationinvolved to the accepted level of any sub-systems/ equipment covered bythe work in the Contract.

1.33. EMPLOYMENT OF LABOURSThe contractor shall deploy Indian National only for execution of thework.Only skilled employees with experience of this particular work shall beemployed.No person below the age of 18 years shall be employed.

The Contractor shall pay to each person, wages not less than thosespecified by Minimum Wages Act.The employees / labour, for carrying out all the site works shall beidentified well in advance by the contractor and necessary approvalshall be obtained from the Department for entry permit to the work site.

1.34. GATE PASSFor Contractor’s equipment, tools, materials, etc. which are to be takenout from IPRC, Mahendragiri campus after completion of work, properentry shall be made at the main gate duly endorsed by CISF. TheDepartment shall issue necessary gate passes for taking out theContractor’s materials, as and when required and after completion ofwork.

2 INSTRUCTIONS TO BIDDERSThe proposals are invited on behalf of the President of India by theSenior Purchase & Stores officer, IPRC, Mahendragiri, from reputedContractors of high competence for the following work for IPRC,Mahendragiri, Tirunelveli District, Tamil Nadu State, India.

2.1 SCOPE OF WORKThe scope of the work includes Detailed Engineering, supply, Integrationof hardware, Wiring of IOs, Installation of system software, training atcontractor’s site, Factory Acceptance Test (FAT), delivery of the system tosite, installation and commissioning of the system at Department site,training at Department site, Site Acceptance Test (SAT) and localsupport for a period of three years after SAT of Data acquisition systemfor Integrated Engine Test Facility as per the specification given in thisdocument. The bidder is required to submit quotation for the entireworks mentioned herein. The incomplete quotations shall be summarilyrejected. The deviation, if any, in the bidder’s proposal with respect tothis document shall be explicitly mentioned in the schedule of deviationsto be provided in the quotation. If the bidder does not mention anydeviation, it shall be construed by the Department that the bidder agreesto comply with each and every aspect of this document.

2.2 EXECUTION PERIODThe entire work is to be completed within 6 months from the date ofaward of Contract. The bidder shall submit a master schedule abouttheir realization plan so as to comply with the overall execution period.The bidder shall indicate, in the quotation, the schedules for variouswork phases, which shall not exceed the overall contract period. Uponaward of contract and before commencement of work, the contractorshall prepare a detailed and comprehensive schedule for review andapproval by the Department. The approved schedule shall form the basisfor all works to be performed by the contractor. The schedule shall be asgiven below.

2.3 COMPENSATION FOR DELAYDelivery, commissioning and FAT are the essence of the contract. If thecontractor fails to complete execution of the contract or fails to meetdelivery specified in the contract or any extension thereof, theDepartment will recover from the Contractor as Liquidated Damages(LD) a sum of 0.5% of the total contract price for each calendar week ofdelay or part thereof. The total liquidated damages shall not exceed 10%of the contract price.

2.4 DELIVERY TERMFor all imported items, the delivery point shall be C&F (Carriage andFreight to) Trivandrum. Custom clearance and transportation fromTrivandrum to Mahendragiri will be arranged by the Department. ForIndigenous item, delivery point shall be FOR, Mahendragiri.

2.5 LANGUAGES AND MEASURESAll documents pertaining to the Contract including specifications,schedules, notices, correspondences, operating and maintenanceinstructions, drawings or any other writings shall be written in ENGLISHLanguage only.

2.6 DOCUMENTSAll operating, maintenance and technical manuals, drawings anddiagrams in English Language relevant to the systems/components shallbe supplied by the Contractor.

2.7 GUARANTEEThe performance of the system shall be guaranteed by the Contractor fora period of 12 months from the date of final acceptance (after SAT) of thesystem at the Department’s site. The Contractor shall furnish aPerformance Bank Guarantee (PBG) for 10% of the contract price for thesame.

2.8 POST WARRANTY MAINTENANCE & SUPPLY OF SPARESThe placement of order for the post warranty will be decided by thePurchaser at the time of signing the contract. The system shall bemaintained by the Contractor or Indian Agents after the warranteeperiod for 3 years. Spare supply shall be guaranteed for a period of 10years. The Contractor or Indian Agents shall attend to preventivemaintenance once in six months and shall also attend to breakdownmaintenance as and when required within 24 hours of intimation by thePurchaser up to the post warrantee period. Contractor shall quote bothcomprehensive and non comprehensive maintenance rate separately. Aseparate AMC will be signed by the Department and Contractor effectivefrom the expiry of warranty period.

2.9 SYSTEM PERFORMANCEThe Contractor shall provide guaranteed performance of the systemunder the contract as per the specifications. The Contractor shallsuccessfully demonstrate the performance during the commissioning. Ifthe Contractor is unable to demonstrate the performance as perspecifications, within the stipulated period, and if the commissioningtest results deviate from the specifications, the Contractor shall correctthem at no extra cost for the Department and repeat the tests within areasonable period of time as agreed by the Department. The Contractorshall make effort practicable to correct the deficiencies. The Departmentreserves the option to reject the bad performance ofequipments/systems and when this option is exercised by the

Department, the Contractor shall replace the rejected equipments/systems by new ones at his own cost to the Department’s satisfactionwithin a reasonable period of time indicated by the Department.On the other hand, if the Department accepts the system, though it failsto meet the specification fully, the Department will, at their owndiscretion, make necessary recoveries for such shortfall in performance.In the event of rejection, in order to minimize the consequential losses,faulty equipment shall be retained until a new replacement arrives atsite for installation. It should be noted that the faulty equipment hasnot been accepted and not taken over by the Department, theresponsibility for it lies entirely with the Contractor. During this period,the Contractor shall not limit the use of faulty equipment except forreasons of safety during operation both for personnel and equipment.

2.10 INSURANCEThe contractor should take all necessary steps including the necessaryinsurance cover till the system are dispatched & delivered at Departmentsite.

2.11 PACKINGThe contractor shall pack the Data acquisition system and itsaccessories and make the identification names at the top of each packwith order/ contract number.

2.12 FORM OF QUOTATIONThe quotation shall be submitted separately for

a. Technical and commercialb. Price

The technical and commercial quote shall contain the technical andcommercial aspects and bill of material without the price and shall beopened first.The price quotation shall contain prices as per the price format and therevision in prices thereof if any submitted subsequently based onauthorization from the Department, shall be opened only after theevaluation of the technical and commercial quotation.The Department reserves the right to reject any or all quotations inwhole or part without assigning reasons thereof.

2.13 PRICES AND PAYMENTSThe bidder shall quote firm and fixed prices valid during the

execution of the Contract till commissioning and final acceptance of thesystems to the satisfaction of the Department. We are exempted frompayment of all duties. Taxes shall be paid extra.

The bidder shall provide the individual item wise break-up pricesas given in Annexure-2A, 2B price format. However, bidder is advised toquote the item-wise break-up prices of the various items forming thesub-systems, to such fine extent as necessary and possible.Milestone payments: Milestone payment will be considered oncompletion of following major events.1. 20% on completion of detailed engineering review and approval of

configuration by department. Payment will be against BG andvalid till receipt of item at site.

2. 50% on completion of Factory Acceptance Test clearance andreceipt of item at site.

3. 20% on completion of commissioning of system at site and on SATclearance.

4. 10% upon satisfactory completion of commissioning of systemagainst Performance Bank guarantee

The Contractor is required to provide Performance Bank Guarantee(PBG) issued by any nationalized/scheduled/ commercialized bankapproved by RBI for 10% of the total Contract price valid over a period of12 months from the date of final acceptance of the system at the site bythe Department.

2.14 Validity:The quoted price should be valid for a period of 6 months from the dateof opening of the technical and commercial quotation.

2.15 BIDDER’S PROFILEThe bidder shall elaborately bring out in their quotation their

company profile, which shall be commensurate with the level demandedfor the execution of the work specified in this document. The detailsshall include the following:a. Previous experience in the execution of projects of the nature and

quantum on par with those specified in this document. The biddershall submit the copies of previous purchase orders executed for

values not less than Rs. 1.10 crore in a single order or Rs. 70 lakhs in

two orders or Rs. 56.00 Lakhs in three orders for the last five years.

b. System Integrator: The bidder shall be reputed OEM’s / Integrator’sof DAS OEMs viz. National Instruments, Pacific, Dewetron, Dewesoft,HBM, Adlink, Kinetics, Advantek, Gantner, VTI, UEI and proof of thesame to be submitted.

MEMORANDUM OF UNDERTAKING

I / We hereby submit the quotation for the execution, to the President ofIndia of the work specified in the underwritten memorandum within the timespecified in such memorandum at a total price as specified and in all respectsin accordance with the specifications, design, drawings and instructions inwriting referred to in this document and with such materials as provided forby and in all other respects in accordance with such conditions as areapplicable.
