Request for Expressions of Interest
CIVIL, ENVIRONMENTAL, GEO-TECHNICAL ENGINEERING SERVICES, OUTDOOR RECREATION DESIGN AND CONSTRUCTION
1. INTRODUCTION
The Municipality of the District of Yarmouth, Nova Scotia, is issuing this Request for Expression of Interest (REOI) from Engineering Consultants interested in providing civil, environmental, geo-technical and outdoor recreation design and construction services to the Municipality in regards to future active transportation / recreation development on the Lake Milo stretch, along Highway #1 in Dayton, Nova Scotia.
Submissions Due: July 14th, 2020 at 4:30pm ADT.
The Lake Milo stretch provides a number of unique lake side opportunities for active transportation (AT) facilities, as well as a number of looped routes particularly for runners, walkers and cycling traffic. Much of the route parallels in close proximity to the active rail trail corridor providing an opportunity to use the Lake Milo stretch and the Yarmouth Rail Trail in concert, as a looped system. This active area is approximately 1.2 kilometres along Lake Milo and is also very busy extending further down Highway #1 through Hebron to Lakeside Road, located on the west side of Milo / Second / Doctor Lakes. A major issue with this active area, is the need for improved access management practices as many of the commercial areas along this route are uncontrolled access points, generally negatively impacting pedestrian and cyclist traffic. The Municipality is looking for options for connectivity, in a phased approach, to develop the lands and open spaces to meet the needs of our active community.

The Municipality will be evaluating Expressions of Interest received and developing a short-list of companies for the areas of expertise to whom the Request for Proposals will be issued.
IT IS THE RESPONSIBILITY OF INTERESTED FIRMS TO REVIEW THE ENTIRETY OF THE REOI FOR DETAILS ON ANY IMPORTANT DATES/TIMELINES.
2. SUBMISSION DETAILS
Three (3) hard copies and one electronic copy (on usb device) of Expressions of Interest marked ‘LAKE MILO ACTIVE TRANSPORTATION” – Expression of Interest for civil, environmental , geo-technical and outdoor recreation design and construction services addressed to:

Deadline is: July 14th , 2020 at 4:30pm ADT .
Submissions received after this time will be returned unopened. The Municipality reserves the right to cancel this Request for Expressions of Interest for any reason without any liability to any proponent or to waive irregularities at their own discretion.
All Expressions of Interest will remain confidential.

The Municipality of the District of Yarmouth, its agents and employees shall not be responsible for any information given by way of verbal communication. Any questions that are received by staff of the Municipality of the District of Yarmouth that affect the Expressions of Interest process will be issued as addenda by the Municipality of the District of Yarmouth.
3.3 Deadline for Inquiries
All inquiries must be submitted no later than July 2nd , 2020 at 4:30pm ADT. No inquiries will be addressed following this date.
3.4 Addenda
One addenda shall be issued with all inquiry responses. It shall be issued on July 6th , 2020 at 8:30am ADT .
4. REQUEST FOR EXPRESSIONS OF INTEREST – SUBMISSION
REQUIREMENTS
A Request for Proposals including a detailed terms of reference will be issued to short-listed consultants civil, environmental , geo-technical and outdoor recreation design and construction services are required by the Municipality of the District of Yarmouth.
4.1 General
Maximum1 page introductory letter including statement of order of preference for civil, environmental , geo-technical and outdoor recreation design and construction discipline (i.e. storm sewer, sanitary sewer, watermain, roadworks, design/build, environmental, etc.).
4.2 Relevant Company Experience
This section must include:
• A listing of recent relevant project experience, categorized to suit the civil, environmental , geo-technical and outdoor recreation design and construction disciplines.
• A description of the current personnel that worked on the projects.
• Project descriptions should include a summary of scope, location, construction value, length of time from design to completion of construction/project, key personnel and client contact information (email, telephone, fax). The total listing of projects should be no longer than 2 single sided letter sized pages.
4.3 Personnel
This section must include:
• Identification and brief description of experience of key company personnel, and project managers, categorized to suit civil, environmental , geo-technical and outdoor recreation design and construction services disciplines. Resumes may be included as an appendix.
• Statement of total Nova Scotia staff complement. Identification of any non-Nova Scotian staff with availability and office location.
4.4 Resources
This section must include:
• Identification of design resources available within the company, specifically application software.
• Statement of e-mail network availability within company for direct contact with staff.
• An outline of the disciplines located in-house to be leveraged for the project.
4.5 References
This section must include:
• Minimum of three (3) municipal government client contacts for municipal work
done within the last five years.
*Note that the total REOI submission should be no more than seven pages in total, excluding personnel resumes and project sheets.
5. WORKING AGREEMENT
For any subsequent Request for Proposals issued by the Municipality of the District of Yarmouth, the successful proponent will be required to enter into a contract for services with the Municipality based on the information contained in the request for proposal and the successful proponent’s submission and any modifications thereto.
Proponents may include their standard terms of engagement for information purposes only.
