Introduction

Lehigh Carbon Community College is soliciting bids for GE Enduris 3500 High Solids Silicone Roof Coating System at the Donley Center located in Allentown.

Vendors are required to submit written bids that present the vendor’s qualifications and understanding of work to be performed. The vendor’s bid should be prepared simply and economically and should provide all information it considers pertinent to its qualifications for the specifications listed herein. Emphasis should be placed on completeness of services offered and clarity of content.

A pre-bid mandatory meeting will be held at the site on July 18, 2018 at 10:30 AM. All vendors interested in submitting a bid must attend the mandatory meeting.

Questions regarding the project should be emailed to [email protected] until July 20, 2018.

The bid shall be enclosed in a sealed envelope identified as follows: “Sealed bid for GE Enduris Roof Coating-Donley.”

The bid must be submitted no later than 2:00PM on July 30, 2018, directly to the Purchasing & Contract Manager at the following address:

General Instructions for Bid

A. Bid Content-A completed bid must contain the following:

• Bid Form & Signature Page of Bidding Instructions-the bid form and signaturepage must be completed and signed by an individual authorized to bind thevendor. All bids submitted without the bid form and signature page may bedeemed inadequate.

• Bid Bond• Certificate of Insurance-All vendors must be fully insured per bidding

instructions.• Noncollusion Affidavit

B. Bid Award-It is to be understood by the bidder that the Board of Trustees of theLehigh Carbon Community College may make its award for one or for more than oneof the articles set forth in these specifications. The Board will accept the bid of thelowest responsible bidder when the kinds and quality of supplies and equipment offeredare the same or are equal, but they reserve the right to reject any and all bids or select asingle item from any bid.

C. Basis of Payment-Payment will be made to the vendor within 30 days upon receivingthe invoice.

PROJECT SCOPE

SCOPE OF WORK

Applying GE Enduris 3500 High Solids Silicone Roof Coating over existing rubber roof using GE specifications by a licensed and certified contractor of the product.

WORK DESCRIPTION

This work shall include all labor, demolition, material equipment, and qualified services to completely furnish, deliver and erect all work specified hereinafter.

• Supply owner with thermal imaging scan of the existing roof. Anomalies will be markedin paint on the roof and the owner will receive a report of the findings.

• Remove and infill bad areas of existing non-asbestos roofing system.• Clean and prepare existing roof surface in accordance with manufacturers

recommendations and requirements.• Supply and install primer as recommended by the manufacturer to the remaining roof

surface.• Prepare existing seams at all necessary locations per the manufacturer’s specifications.• Supply and install GE SCM 3500 Series construction coating over the entire existing roof

system.• All walls and curbs shall have double thickness of silicone as per manufacturer’s

specifications and recommendations.• Follow the manufacturer’s installation guide included in this spec.• Seal off all air intakes to prevent fumes from entering the building. The building will be

occupied during the course of the project.• Provide a method of installation and protection of existing communication equipment on

roof.• Provide owner with a method of installation for both roof levels and areas to be protected.

FIELD MEASUREMENTS

All accurate field measurements will be the responsibility of the bidder.

FAMILIARITY WITH PROPOSED WORK

The Contract will be entered into by the Owner with the understanding that the contractor, prior to submission of the bid, acquainted himself/herself with the requirements of the drawings and specifications, conditions of the site, all utilities in existence to which connections are to be made and all other requirements of the Contract, and that he obtained all information necessary for the completion of the work on or before the date specified. The Contractor shall not at any time after execution of the Contract set up any claims whatever based upon insufficient data or incorrectly assuming conditions, nor shall the Contractor claim any misunderstanding in regard to the nature, conditions or character of the work to be performed under the Contract, and the Contractor shall assume all risks resulting from any changes to the conditions which may occur during the progress of the work.

DELIVERY/PACKAGING

• All materials shall be delivered in suitable packages, boxes or crates and beproperly marked and designated. Bidder is responsible for all damages andpackaging prior to delivery on work site.

• All fixtures and accessories will be shipped together.• Owner will provide suitable storage for materials.

ACCEPTABLE MATERIALS/PRODUCTS

GE Enduris 3500 High Solids Silicone Roof Coating

SAMPLES

Supply owner with a cured sample of product on a small piece of rubber membrane.

INSTALLATION

All workmanship will be in compliance with International Building Codes and of a high quality standard.

CLEAN-UP AND PROTECTION

Upon completion and at bidder’s expenses, all work shall be cleaned as required by the manufacturer and a representative of the College. Protect installation and surrounding area against damages until completion of the project. Work area will be cordoned off at all times during construction and no pedestrian traffic allowed in proximity of job site.

FIELD TEST AND REPORTS A field test with written reports will be supplied prior to final payment. A college representative will inspect each unit when notified of completion.

.DAMAGES/REPAIR

Bidder will be responsible for all damages incurred by them and will make proper repairs upon approval of said repairs by a college representative.

WARRANTIES

Bidder will supply in writing to owner a GE 10 year manufacturer’s warranty.

STANDARD OF QUALITY

The bidder’s proposal must be based on the exact equipment, manufacturer, fabricator, processes, etc., specifically named or described in the specifications without substitutions, unless the names are suffixed with the phrase “or approved equal” in which case the bidder may quote on other equipment, manufacturers, fabricators, processes, etc. of equivalent quality, workmanship and performance, subject however to the approval of a representative of the college who will be the sole judge of the substituted product or service and whose decision will be final.

PROJECT COMPLETION AND ACCEPTANCE

The project shall be completed in its entirety no longer than 6 weather permitting working days from its commencement date. Final project acceptance will be made at the sole discretion of a college representative. A 10% project cost retainage will be held by the College until such acceptance.

SCHNECKSVILLE, PENNSYLVANIA 18078-2598 GENERAL BIDDING INSTRUCTIONS

All bids must be signed and submitted in a sealed, opaque envelope plainly marked on the outside “GE Enduris Roof Coating-Donley” to Ms. Susan Lindenmuth, Purchasing & Contracts Manager, Lehigh Carbon Community College, 4525 Education Park Drive, Schnecksville, Pennsylvania, on or before July 30, 2018 at 2PM Eastern Time.

BIDS ARE TO BE SUBMITTED IN ACCORDANCE WITH THE FOLLOWING GENERAL BIDDING SPECIFICATIONS:

1. Bids will not be considered unless properly made and signed by the bidder.

2. Bids should be either typewritten or written in ink. Bids submitted in pencil may be rejected.

3. Changes, alterations, or interlineations in the bid by the bidder may, at the discretion of the Board of Trusteesof the Lehigh Carbon Community College, void this bid entirely or that part which has been changed, altered,or interlined.

4. (a) Bids must show unit price and total price for each item specified (if applicable). The total pricebid must be stated on the “Calculation Bid Form” which is provided with the bid pack. Where the figures are irreconcilable, awards will be made on the basis of unit prices.

(b) It is to be understood by the bidder that the Board of Trustees of the Lehigh Carbon CommunityCollege may make its award for one or for more than one of the articles set forth in thesespecifications. The Board will accept the bid of the lowest responsible bidder when the kinds andquality of supplies and equipment offered are the same or are equal, but they reserve the right to rejectany and all bids or select a single item from any bid.

(c) The quantities specified are only indicative of the probable amount to be required by the LehighCarbon Community College for the current fiscal year and the Board of Trustees hereby grants to thesuccessful bidder who is awarded a contract under this schedule, the privilege of furnishing additionalitems needed throughout the same fiscal year for which bidder was awarded contract at the same orcurrent market price whichever is lower.

5. (a) All bids for construction, reconstruction, repair, demolition, and/or alteration shall beaccompanied by a bond with corporate surety or certified check in the amount of ten (10) percent of the amount of the bid, as set by the Board of Trustees.

(b) The bidder to whom the construction, reconstruction, repair, demolition, and/or alterationcontract is awarded shall furnish bonds to guarantee the performance of the contract and payment oflabor and materials. Such bonds shall be in compliance with Public Works Contractors' Bond Law of1967 (3 P.S. 191-202). Failure to furnish such bonds shall automatically void the contract award.

(c) All bids for construction, reconstruction, repair, demolition, and/or alteration shall be bid atPennsylvania Prevailing Wages. Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No 442.

(d) All bids for construction, reconstruction, repair, demolition, and/or alteration where theestimated cost of the total project is in excess of $25,000, shall be required to provide a verificationform (EVP) to the College acknowledging compliance with the Public Works EmploymentVerification Act signed into law on July 5, 2012. The verification form (EVP) is provided by the

Secretary of General Services of the Commonwealth, acknowledging their responsibilities under and compliance with the Act.

6. INSURANCE REQUIREMENTS for construction, reconstruction, repair, demolition, and/oralteration.

Effective as of the date Contractor is to commence Services to be performed under the contract and continuing until all authorized Services have been fully and completely performed by Contractor, Contractor shall provide and maintain in full force and affect the following minimum insurance coverage as evidenced by Insurance certificates, which shall be furnished to Lehigh Carbon Community College in advance of beginning the Services. Such insurance coverage shall be placed with or carried by insurance carrier or carriers with an A.M. Best Rating of “A” or better, and Lehigh Carbon Community College may elect to require certified copies of the policies in lieu of, or in addition to, certificates of insurance.

a) Pennsylvania Statutory Workers Compensation and Occupational Disease Insurancea. Also Employers Liability Insurance in the minimum amount of $500,000 EachAccident /$500,000 Disease – Each Employee / $500,000 Disease – Policy Limit.

b) Business Automobile Liability Insurance including all owned, hired and non-ownedautomobiles used by or on behalf of Contractor. Minimum $1,000,000 combined single limit foreach occurrence, including bodily injury and property damage.c) Commercial General Liability Insurance against claims for bodily injury, death of and/orproperty damage to third parties with a minimum of $3,000,000 each occurrence. At a minimum,such insurance shall provide coverage for premises-operations, products-completed operations,and contractual liability.d) Excess/Umbrella Liability coverage may be used in conjunction with primary coverage to attainrequired limits of this contract.

Contractor shall assume the risk of loss or damage to all property or equipment furnished by Contractor. Contractor waives Contractor’s right of recovery against Lehigh Carbon Community College and agrees that all insurance policies covering such property or equipment shall be endorsed to affect such waiver.

Contractor’s commercial general liability insurance policy shall be primary and non-contributory to Lehigh Carbon Community College’s insurance. Lehigh Carbon Community College shall be named as an Additional Insured under Contractor’s commercial general liability insurance policy.

Contractor shall waive any rights of subrogation it may have, either at law or in equity, related to or resulting from Lehigh Carbon Community College and hereby agrees as part of the award of the contract, to obtain the same waiver of any rights of subrogation, either at law or in equity, related to or resulting from Lehigh Carbon Community College, from each insurance company issuing Contractor an insurance policy pursuant to the terms hereof.

For all applicable purposes herein, Contractor shall also mean and include Sub-Contractor(s).

7. The bidder agrees, if awarded the contract, to furnish and deliver the said articles at such times, at suchplaces, and in such quantities as directed by the designated representative of the Lehigh CarbonCommunity College and shall be subject to the inspection and approval of the said designatedrepresentative. The awarding of bids by the Board of Trustees of Lehigh Carbon Community College shallauthorize the Vice President for Finance & Administrative Services to execute necessary contracts; butsuch awards are, nonetheless, qualified by the needs of the College and shall not become final as to anyitem or amount until purchase orders are issued by the College, the College reserving the right to decide onitems and amounts needed after the bid is awarded. In the event any of said articles shall be rejected asunsuitable or not in conformity with these specifications such articles shall at once be removed and otherarticles of proper quality as set forth in these specifications shall be furnished in place thereof at theexpense of the successful bidder.

8. As part of the award of the contract, in the event that the successful bidder shall neglect or refuse tofurnish and deliver the said articles or any part thereof as provided in these specifications or to replaceany which are rejected as stated in the preceding paragraph, the bidder authorizes and empowers the

Board of Trustees of the Lehigh Carbon Community College to purchase articles in conformity with the contract from such party or parties in such quantities and in such manner as it shall select at the expense of the successful bidder, or to cancel the contract, reserving to itself nevertheless all rights for damages which may be incurred by the Board.

9. The bidder agrees that if awarded the contract, bidder will not assign, transfer, or sublet it.

10. The bidder agrees that if awarded the contract, bidder will not assign or transfer in whole or in part any rightsor privileges which may accrue to bidder under the terms of the contract or any money which may becomedue to bidder there under.

11. Inasmuch as the Community College is not subject to Federal or State taxes, the bid shall not include thesetaxes. A Commonwealth of Pennsylvania, Department of Revenue, Bureau of Sales and Use Tax, "BlanketExemption Certificate" will be furnished by the College upon request of the bidder.

12. Where the invitation for bids describes or specifies a particular article, alternate bids covering articles equalin all respects are permitted, unless otherwise stated. Where an invitation specifies an article by name andthe bidder intends to furnish another article which bidder considers equal thereto, in every such instance thename and grade of the equivalent must be specified in the bid, otherwise no substitution will be allowed.

13. If requested by the College, samples must be furnished to the College for evaluation when an alternate item isbid. All samples must be supplied and returned at the bidder's expense.

14. The bidder does hereby agree that, if awarded the contract under these specifications, bidder will indemnifyand save harmless the Lehigh Carbon Community College, it’s officers, members of the Board of Trustees,and their respective assistants from all suits and actions of every nature and description brought against themor any of them growing out of any contract or contracts, written or verbal, entered into between the LehighCarbon Community College and the successful bidder, and further that upon the awarding of the contract tothe undersigned bidder in accordance with these specifications this agreement of indemnification shallautomatically become effective.

15. Vendors submitting bids for construction, reconstruction, repair, demolition, and/or alteration may berequired to read and sign a Contractor's Waiver of Liens if awarded the contract. However, failure to readand sign Contractor's Waiver of Liens, if required, will void the contract award."

16. The Board of Trustees of the Lehigh Carbon Community College reserves the right to accept or reject any orall bids and to award the bid in the best interest of the Lehigh Carbon Community College as judged by theBoard of Trustees.

17. The singular as used herein shall include the plural, the masculine shall include the feminine and neuter;"articles" as used herein shall include supplies, materials and equipment, and all incidental work and labor ifthe same is contemplated in these specifications.

18. Security PoliciesAlcoholic Beverage and Narcotics PolicyAlcoholic beverages are prohibited on campus at all times regardless of your age. If you are caught withalcohol on campus, it will be confiscated, and you will be asked to leave the campus. Students caught withalcohol on campus will have their I.D. taken. They will then pick up their I.D. at the Student Services Office.The Dean of Students will issue the necessary sanctions which may include fines, community service work,suspension or expulsion from all college activities, along with the possibility of criminal charges.

All illegal narcotics are prohibited on campus and at all college-sponsored events. Anyone caught possessing,transporting, or selling a controlled substance is in violation of both college and state laws. College sanctionsinclude fines, community service work, and expulsion from all college activities, along with the possibility ofcriminal charges. The Pennsylvania State Police may also be summoned. As a result, criminal charges arepossible.

Firearms/Weapons Policy Firearms, or any type of weapons, are prohibited on college property. This includes the main campus as well as our satellite sites. Any violators to this policy will be turned over to the Dean of Students and the Pennsylvania State Police. As a result, criminal charges are possible.

The general bidding instructions consist of four (4) pages as noted in lower right page footer. GE Enduris* 3500High Solids Silicone Roof CoatingINSTALLATION GUIDE SPECIFICATION FOR GRANULATED OR SMOOTH MODIFIED BITUMEN / BUR (15 YEAR WARRANTY)

PART 1–GENERAL

1.01 SUMMARY A. This specification provides a remedial coating system for

application over smooth and mineral surfaced modified bitumenroof covers and smooth built-up roof membranes(BUR). The use is restricted to circumstances where the roofsurface is in sound condition, but requires a renewal of themembrane surface due to the normal effect of aging and use.

B. Enduris 3500 silicone roof coating, manufactured by MomentivePerformance Materials, Inc. (MPM), is a high solids, solvent-free,alkoxy-based silicone roof coating which moisture cures to adurable, breathable, waterproof barrier which is highly resistant todegradation from UV and natural weathering. Enduris 3500silicone roof coating may be used to top coat existing granulatedor smooth modified bitumen roofs, for restoration and longevity.

C. Scope: Installation of Enduris 3500 silicone roof coating, labor andaccessory materials.

D. Exclusions: This guide specification does not include: repair orreplacement of roof accessory items such as vents, expansionjoints, drains, penetrations and mechanical equipment;evaluation and correction of roof load capacity or wind upliftresistance.

1.02 SUBMITTALS

A. Product Data: Technical Data Sheets (TDS) and SafetyData Sheets (SDS) for all products used on project.

B. Shop Drawings: Drawings indicating scope of work androofing details.

C. Sample Warranty (optional; see Section 1.06).

1.03 QUALITY ASSURANCE

A. Manufacturer Qualifications: Enduris 3500 high solids, siliconeroof coating supplied and manufactured by MPM areapproved for and shall be used on this project. Upon request,MPM will provide certification that all MPM materials meet thephysical properties required by the specification.

B. Adhesion Test: Prior to estimating coating restoration project,conduct an adhesion test in accordance with MPM adhesiontesting procedures to determine if a primer or other specificsurface preparation is required.

C. The silicone coating manufacturer shall have a minimum of 20years’ experience in the manufacture of silicone roof coatingsand be ISO 9001 certified. The coating shall have an UnderwritersLaboratories (UL) Listing, Factory Mutual (FM) Class 1, 4470Approval and a Miami-Dade NOA (Notice of Acceptance).

D. Contractor Qualifications: The contractor shall be approved byMPM and eligible to offer a GE Enduris Silicone Labor & MaterialWarranty.

E. Deviations: Any deviation from this specification must beapproved in writing by MPM.

F. Field Quality Control: Upon completion of the roof coatingproject, an inspection by MPM’s designated third-partyinspection agency may be required. Consult with MPM forspecific requirements.

1.04 DELIVERY, STORAGE AND PROTECTION OF MATERIALSA. Delivery: All products shall be delivered in the original, factory-

sealed drums, pails or other containers. All product containersshall be labeled with the manufacturer’s name and address,product name and description, product date/expiration dateand batch/lot number.

B. Materials damaged during shipment, delivery or storage shall notbe used on this project without approval of MPM.

C. Handling and Storage: Store Enduris 3500 silicone roof coatingcontainers between 15°F and 109°F (-9°C to 43°C). Othermaterials shall be stored in accordance with the appropriatematerial’s TDS. Keep all products out of direct sunlight andprotected from extreme temperatures.

D. SDSs and TDSs for all materials used on this project will be kept onsite and reviewed by appropriate personnel before use.

1.05 GENERAL SITE CONDITIONS

A. All mechanical units, skylights, vents and other protrusionsand other rooftop accessories should be in place prior tosurface preparation and coating application.

B. All mechanical units should be adjusted or shut down toprevent fumes and odors from entering the facility.

C. Mask or otherwise protect all surfaces not to be preparedand/or coated to prevent overspray damage. Use windscreens as appropriate.

D. Review existing and imminent weather conditions(including potential for extreme temperatures, relativehumidity, frost, dew, and precipitation) to assure thatcoating and accessory material will have sufficient curingtime.

E. Temperature at the time of application of the Enduris 3500silicone roof coating application should be above 0°F (-18°C) toallow coating to cure properly. Contact manufacturer if applyingto substrates over 120°F (49°C).

F. Apply Enduris 3500 roof coatings only to clean, dry and securesurfaces.

G. Protect Enduris 3500 roof coating from foot traffic or otherpotential abuse during the curing process. The coating isconsidered cured when it is tack free and sufficiently durable towithstand roof traffic.

H. All work performed under this specification must be inaccordance with all appropriate local, state and federalregulations.

I. While cured Enduris 3500 roof coating is unaffected by pondingwater conditions, various professional roofing associations(including NRCA) consider ponding water undesirable andrecommend that roofs be designed for positive drainage.Corrective action should be considered, prior to application ofEnduris 3500 roof coating, to correct existing ponding conditionsand/or drainage deficiencies.

1.06 WARRANTY INFORMATION

A. A manufacturer’s limited labor & material warranty is availableon eligible projects. Contact MPM Technical Support for details.

B. Limited warranties are not available for continuous immersionservice; cryogenic, freezer or cold storage facilities; or overexisting wet roofing materials. Other limitations may apply.

PART 3 — EXECUTION

3.01 SURFACE PREPERATION BUR

A. The surface must be clean, sound, dry and free of any materials thatwould inhibit proper adhesion of the coating or sealant.Achievement of this condition may require the use of cleaner,scraping, power brooming, vacuuming or other means, and shallalways be performed observing responsible trade practices.

B. Rinse entire roof with power washer.

C. Any poorly adhered existing coating must be removed with apressure washer and clean tap water. Any coating that remainsthat is well adhered is allowable.

D. Required repairs to be executed in accordance with “RepairManual for Low-Slope Membrane Roof Systems”, published byNational Roofing Contractors Association, NCRA.

E. Coat entire roof with GE Asphalt Bleed Blocker at a rate of minimumone (1) gallon per 100 square feet.

F. Reseal around all mechanical equipment and roof penetrationswith GE Enduris Silicone Seam Sealant or Enduris 3500 basecoat andRF100 polyester reinforcing fabric.

G. All loose seams, ridges and other membrane deficiencies of existingroof system shall be fastened down and sealed. Sealant must sealfasteners as well.

3.02 COATING APPLICATION

3.03 FINISHED COATING CHARACTERISTICS

A. The cured Enduris 3500 silicone roof coating should be monolithicand seamless, encapsulating the entire existing surface. Thecoating should be free of holidays, voids, pinholes and cracks.Apply additional coating as necessary to correct defects.

B. Minimum cured coating thickness is 28 mils DFT.

3.04 SAFETY REQUIREMENTS

A. Refer to appropriate SDSs for additional safety information.

B. Before starting to apply coating, primers or other materials, anypotential sources of air entry into the building must be sealedoff.

A. The Enduris 3500 roof coating shall be applied uniformly in one ormore coats at a theoretical application rate of 2.0 gallons/100 ft2 toachieve a WFT (wet film thickness) of 32 mils and a minimum total DFT(dry film thickness) of 28 mils. NOTE: Theoretical coating applicationrate is based strictly on minimum wet film thickness requirements andmust be increased for site-specific conditions such as surface texture,overspray loss, container and other residues, application techniqueand environmental conditions.

B. Required final DFT is 28 mils minimum on any given area of the roofsurface. Apply additional coating as needed to meet thisrequirement.

C. Additional coats: When additional applications of coating areneeded, allow sufficient cure time between applications to provide astable working surface. Subsequent coating should be applied in aspray, roller or brush pattern perpendicular to the previousapplication.

D. Equipment: Enduris 3500 silicone roof coating may be applied byspray equipment, roller, brush or gauge rake.

E. Cure: Enduris 3500 silicone roof coating cures by reacting withambient moisture. Cure time will be reduced at elevated ambienthumidity and temperatures.

3.05 CLEANUP

A. Keep all work areas clean, clear and free of debris at all times.

B. Do not allow trash, waste or debris to accumulate on the roof.Remove these items from the roof on a daily basis.

C. Collect and properly store all tools and unused materials at the endof each workday.

D. Dispose of or recycle all trash and excess material in a mannerconforming to current EPA regulations and local laws.

E. Properly clean the finished roof surface after completion and makesure the drains and gutters are not clogged.

F. Clean and restore all damaged surfaces to their original condition.

3.06 QUALITY CONTROL

A. Enduris 3500 silicone roof coating restoration projects are subject topre-job,progress and final inspections by MPM, its designated third-party inspectors, or others subject to warranty requirements andcontract documents.
