WELCOME TO THE QWEST 2008REPUBLICAN NATIONAL CONVENTION PRODUCTAND RATE GUIDE

This Product and Rate Guide is for ordering Qwest services at the Convention Complex, which isthe Xcel Energy Center, Roy Wilkins Auditorium and the St. Paul River Centre buildings as wellas the parking areas designated by Committee On Arrangements (COA) as locations for themedia. Visit Qwests website at www.qwest.com/RNC for updates and information.

Orders may be placed beginning April 1, 2008. All orders must be placed by August 8, 2008. Anyorders placed thereafter will be handled on an individual case basis and products and servicesmay not be available. Expedite charges may apply depending upon the services ordered asdetailed on page 9. Please see page 49 for special considerations regarding ordering QwestProfessional Services, which include Site Survey and Design, Project Management, NetworkSecurity, and Special Construction.

This guide shows you how to order the products and services you will need during theConvention.

SELECTING THE PRODUCTS YOU NEED USING THIS GUIDE

The voice products in this guide fall into two classifications: Bundles phone line, long distance and telephone, beginning on page 11 A la carte stand-alone voice services, beginning on page 17

If you are looking for an easy way to order a phone line, long distance and telephone, go to theVoice Bundles section on page 11. If you need only the voice phone line without other products,go to the Voice section on page 17 in this guide.

REQUESTING PRODUCTS AND SERVICES

Go to the Service Request Form found on pages 52, 54 and 56 of this guide. This form is yourtool to take notes, capture questions and present to Qwest for answers and ordering.

At the time of ordering, make sure you have the following: Contact phone number and e-mail address. Method of payment. Location where services need to be installed.

Send the completed Service Request Form via one of the options listed on the form (online,

e-mail, phone or fax).

Note: Services not contained in the Product and Rate Guide may be available; contactthe Qwest Service Center at: 1 877-RNC-2232 (1 877-762-2232) for details.

METHOD OF PAYMENTMake sure to have your credit card or your Qwest account information available when you orderservices.

request, and quote any required advance payment.

Monday through Friday 7 a.m. - 6 p.m. (Central Time). Service hours will be extended effective July 1, 2008.

Please place all orders for products and service by Friday, August 8, 2008. Some products andservices are only available while supplies last or capacity exists. Please place Requests forProfessional Services as identified on page 49 by July 1, 2008.

BILLING AND PAYMENT POLICIES

AUTHORIZATION

Your organization must be authorized by the 2008 Republican National Convention staff to placeorders for communications needs and equipment for specific locations during the Convention.Authorization will be verified before service is furnished.

ADVANCE PAYMENTS

Qwest may require advance payment for all equipment and services. The amount will dependupon the type of service or equipment provided and the duration of service.

INVOICE

Qwest customer bills will include local service charges billed for services added and for per-useservices. Bill descriptions and information may be more limited than typical practice and thespecific amounts billed may be organized or set out differently from typical practice and/or anycontract descriptions/quotes. You must review invoices upon receipt and contact Qwest if youneed further information or if you believe there is an error. Bills are printed and mailed uponcompletion of services installed. Payment of all rates and charges are due and payable uponreceipt.

Qwest provides several options for payments, including credit card, electronic fund transfers, andcashiers check drawn on a U.S. bank and made out to Qwest.

CREDIT CARD TRANSACTIONS

Qwest accepts Visa, MasterCard, Discover, American Express and debit cards for payment.Payments can be made by contacting a Qwest Representative at1 877-RNC-2232 (1 877-762-2232).

TAXES,FEES AND OTHER CHARGES

Except as otherwise specifically provided on the following pages for specific services/products,the rates identified do not include applicable taxes, regulatory charges and fees, and othercharges and fees, including but not limited to universal service charges, fees for 911 service, feesto recover certain costs such as number portability and the like. All such taxes, fees, and chargeswill be due from and paid by the customer in addition to all other amounts.

CANCELLATION OF ORDERS

Cancellation charges will apply when orders are cancelled prior to the due date. See page 9 fordescriptions of Move, Change and Cancel Fee and product pages for charges applicable to eachproduct. Requests to cancel services on or after the due date will be billed at the full ConventionRate for that service.

DISCONNECTION OF SERVICES

Because services are temporary, request to disconnect services must be submitted at the sametime that orders for services are placed. Services are not prorated regardless of disconnect date.Please use the Service Request Form to indicate the date of disconnection

Services cannot be guaranteed beyond noon (Central Time) on September 5, 2008. Services will

be subject to the teardown schedule and activities at the Convention Complex, which are beyondQwests control.

SERVICE CENTER AND REPAIR INFORMATION

SERVICE CENTER

During the time of the Convention, Qwest will staff a Service Center to assist in ordering,installation of services, and repair for Qwest customers located at the Convention Complex.

REPAIR SERVICE

Repair needs should be reported to Qwest at 1 877-RNC-2232 (1 877-762-2232).

IMPORTANT INFORMATION AND DISCLOSURES

Convention Rates identified in this Product and Rate Guide apply to services providedat the Convention Complex, which is the Xcel Energy Center, Roy Wilkins Auditorium andthe St. Paul River Centre buildings, as well as the parking areas the Committee OnArrangements (COA) has designated for the media to be located, between Friday,August 15, 2008 and Thursday, September 4, 2008, in conjunction with the 2008Republican National Convention. All rates include any applicable installation, insidewiring to a service interface, and network repair. Convention Rate is a flat rate andapplies to service ordered or installed between August 15, 2008 and September 4, 2008,and cannot be prorated. Refer to specific product page(s) for applicable servicedescriptions and rates. Additional charges apply for any special construction and/orprofessional services requested by the customer. (Please see Professional Services onpage 49 for details.)

Regardless of any order confirmation by Qwest, orders will not be provisioned without

Convention Complex specific site assignments provided by the Committee onArrangements. Customer agrees that if it has not provided Qwest the site assignment bythe order due date, Qwest my unilaterally change the due date to a later date. IfCustomer has not provided a site assignment to Qwest by August 25, 2008, orders maybe cancelled by Qwest and a Cancel Fee may be applied to each service or productordered, notwithstanding any order confirmation by Qwest.

Move, Change Fees apply to any order that involves moving or changing any servicewithin the Convention Complex within five calendar days prior to the due date or anytimeon or after the due date. Special Construction charges may apply depending upon thenature of the move or change requested.

Move:Moving service from one location to another within the Convention

Complex.

Change:Changing from one feature or level of service to another.

A Cancel Fee applies to any order that is cancelled prior to due date.

Cancel:Request to cancel services ordered prior to the due date or cancellationfor failure to provide a Convention Complex specific site. Cancellation ofservices on or after the due date will be billed at the full Convention Ratefor that service.

NOTE: To request Move, Change or Cancel, please include on Service Request Form

found on pages 52, 54 and 56.

Expedite order charges may apply depending upon the services and date ordered.Charges will be assessed for each order by product: $200.00 for voice services and$500.00 for non-voice services and voice and data ISDN BRI and ISDN PRI services.

VOICE:

Long Distance Options

Voice Long Distance Qwest Choice Unlimited Long Distance service offers nationwidelong distance calling for a flat rate. The plan is available only for manual dialed, voice calls; itis not intended to be used for mechanically/autodialed calls, phone bank, call center, data

center, broadcast fax or like mass calling activities. If international calls are dialed with thisplan, Qwests standard, per minute international rates will apply.

Data Long Distance Provides voice long distance service for the data products. ISDN BRIand PRI listed in the Data section are compatible. Data Long Distance provides connectivityto the public switched telephone network (PSTN) and/or direct connectivity to Qwest carriernetwork.

Toll Free Enables toll free calls to you through an 8XX number. Either Voice or Data LongDistance is required.

Toll Blocking Long Distance Restriction Toll blocking restricts caller from placing most1+ calls and all 0+ outgoing calls (including access to 976/900 pay-per-call services). LongDistance Restriction automatically incorporates International Blocking Service, Pay-Per-CallRestriction and Carrier Access Code Blocking Service functions. Available with either voice

phone lines or ISDN data lines.

Local calls, 800/950 dialed numbers and repair will be permitted.

Calls to Directory Assistance may or may not be permitted depending on how the callis dialed. (Allows 411 / 1+ 411; does not allow 1+NPA+555-1212, 0+NPA+555-1212.)

When a caller dials 0 or 1 from a restricted line, the call will be diverted to a Qwest-provided intercept announcement.

Local ISDN PRI is a comprehensive digital network configuration known as 23B+D. PRI is adigital four-wire full-duplex transmission path between ISDN-compatible customer premisesequipment (CPE) and an ISDN-equipped Central Office. It is a non-switched digital service whichutilizes DS-1/T-1 level 1.544 Mbps to deliver 24 individual 64 Kbps clear channels, comprised of23 64 Kbps B-channels and one 64 Kbps D-channel. HDTV-Net is a one-way, point-to-point, digital video transport service, provided over standardfiber optic facilities. The service provides the transmission of real-time standard definition and

high definition digital video signals. Qwest offers a variety of Private Line Video Solution servicesincluding: HDTV-Net 19.4 Mbps, 270 Mbps and 1.48 Gbps.

included with the chassis.

3. Physically connect the hardware to the network and to the customer-provided LAN andWAN connections.

4. Attach a customer-supplied modem for remote diagnostics, Out-of-band Access andvalidation of network serial link status. (Optional)

5. Connect console and auxiliary cables (if available as required).

6. Configure device: Configure node name, node password and virtual terminal configuration and

passwords. Configure up to two WAN IP interfaces and up to two LAN IP interfaces. Configure a default or a static route.Balance of configuration will be responsibility of customer. If customer requires Qwest tocomplete additional configurations, it will be billed at agreed upon T&M (Time and

Material) rates and must be submitted to Qwest at the time of schedule (10 businessdays prior to site installation).

7. Verify the following: System power up Fan or blower operation

Operation of network interfaces, status reports of these interfaces, and LED

status. Ping test to next available hop.

Site Survey & Design Qwest network team is able to provide a site survey and designlayout of potential network elements that suit customers needs.

Project Management

For qualified products, project management will includescheduling, tracking and status reporting. A Qwestrepresentative is available to review qualified products thatmeet project management criteria. Other requests will beconsidered on an individual case basis and, if available,scope of work and pricing will be provided.

Network SecurityNetwork security solutions may include Custom Managed FirewallServices - 24/7 monitoring and management of Qwest provided

firewall.

Special Construction

Services including additional inside premises wiring for voice andlocal area networks that may be required. Qwest also can provideinstallation of cabling systems related to Qwest services ordered.

Custom cabling jobs are also reviewed on an individual case basis.

Pricing is available based on the scope of work (SOW) per request.

Special Construction & Installation may be required when facilities are not available to meet anorder for service and facility construction is necessary.

Special Construction & Installation charges may also apply in situations where the customer isrequesting rearrangement of Qwest facilities.



Requests for Professional Services placed after July 8, 2008, will be subject to a $500.00expedite fee.

Cancellation charges are based on the amount/percentage of work that has beencompleted at the time the request is made to cancel the Professional Service Requested.

All services are subject to availability.
