CHAPTER ONE
General Provisions
PART ONE
Puy ose, Scope, Legal Basis, Applicable
Laws and Defiuitious
Purpose:
Article l- The purpose ofthis Regulation i s to deme the rules for founclhg and
operahlg Meat Combines to be established in accordance with the Law No. 2678.
Scope:
Article 2-This- Regulation covers the procedures for submitting applicatio~ls a d
issuing of licenses for meat combiies to be established within or outside tile boundaries of
municipalities; and minimum tedmical, avlronmental and generd hygiene requjrerr~ei~ts
which such combines should f a l ; and health control and inspection services to be carried
out there ill.
Legal Basis:
Article 3-This Regulation has been drafted oa the basis of Article I of the Law M o
2678 on "incorporatiag a sub paragraph to paragraph 5 of Article L5 of a e Municip~tlities
Law No .l580 ".
Article 4- The following laws aud redations have beeu taken into account in defining rules governing execution of services specified in Article 2 bereof :

Definitions:
ArticIe 5- As used above aud throughout this Regulation, thc following terms dafl hava the meanings hereinafter deked:
1)"Combine" shall mean wwurk places where live s%vck are daughteied ~ I I

CHAPTER TWO
Application and License Procedures
PART ONE

The said authority shd, then, send three co11ies thereof to the lkhkt~y of Public Health
and Social Welfare Ministry, threc copies to the Agriculture and Forestry Ministry and two
copies to the Ministry of Interior which, h turn, shall exa~nble and approve those eligible
md the Dubtic Health and Social Welfare ministries each sl~all send two copies and the
Miuistry of Interior shall send one copy tl~ereof to the Ministry of Trade. The Ministry of
Trade shall ildupt a h a 1 de~iuiun wiLh I-egwd lo appfi~atious h question.
The ministries concerned sbaU evaluate aud take a decision ojr any application for
establishing a combiue within three months.
The TMhistly of Trade shall send one copy of an approved file to the Provincial
Public Health and Veterinary Affairs Directorates and the local adtnhistrations ofice
through the appropriate governorate.
The license shall be valid for 2 years. Were the facility is not completed within h e

Documents Required fur Construction
Article 9 - The fdowhg information and documentation diall be prepared in 8
files.
I) A copy of the temporary liceuse attached to a written application ( addressed to
the highest: administrative authority of the region),

etc. as well as boundaries of ally area under protectio~~ and approved by the Provincial
Development Directorate or the Municipality concerned.
VI) Project: Any project drawn up for construction of a oombbie shall iudude the
following provisions.
The place designated for construction of a combine sbaU be in ooufonnity with
y rovisio~ls of the Slaughterlkouse Construction Regulation and the Regulation on
Establishments not in Conformity with Hygiene Requirements taking into accouul whether
it includes a discharge and deodorizing plant iu parallel with technological progress.
Outdoor andlnr covered cmttle maintaining and inspection places shaa be large
enough to accommodate cattle twice the quantity to be slaughtered and there shall be a
space of 3 square metros for each cattle and 0.7 square metros for smaU animals and flool-s

and water suppIy. An adequate number of hspection paddocks and bsrxiers wlidl enable a
close inspeclion of mmals and squeezuig gates &all be desig~ed to ovoid a congestion of

accollztnodatio~l of sick or potentially sick animals. The drahage system co~tnected to
paddocks i t i this seclion shall have no connections with opal draiuage systems exte~~diug to
other outdoor and covered annexes.
There shall be slaughtering and fraying haUs to ensure slaughtering to be peifomerl

A section for meat cuttmg and preparation,

A room for the veterinary and a diagtlosis laborato~y (which shall be equipped with
tools and materials defined in the list atta~hed hereto).

by a disease.
Slaughtering halls and cold-stores and aullexes equipped with an overhead mono-

Ceilings of slaughtering places shall be at least 6 meters high.
All writs of the combine shall be equipped with adequate ventilation and lighting
systems.
Designs of sanitary installations shall be drawl up ill accordance with principles
d~fiaod in I. S . 1258.

PART TWO

Article 10 - h order to obtaiu a permit, to start operations the following
documentation shall be delivered to Public Health and Social Welfare, Trade u1d

combiue's capacity.
V11) A contract on health services certified by a notary public.
Article 11 - Docurneatation defined by Article 10 shall be examined by the
?vIhistry of Trade and by the committee defiled in the Law No. 2678 and the Ministry of
Trade, after carrying out site inspectiwis where deemed necessary, shall seild to

Provisions Relating to General Wealth md Services
Health Services for Personnel

Article 13 - I) All equil~ment and materials used for meat processing h a combhe
or associated facilities shaU have a flat, impermeable surface aod resist corrosion. ?'hey
&an be made of non-toxic, smooth materials without any fiacture which do not trnnsmit
odour and taste and which can endure repeated cleanhg aud disaffectioa.
U) Equipment and materials used far non-edible stuff ta be destroyed shaN

NI) Records shall be kept for meat delivered to or from cooliug, fieezitlg
and storing rooms.
Transportation:
Article 16 - Transportation vehicles used for trmsportaiion of live animals shall
not be used for meat transportation.
11) No meat shall be loaded in transpofiatio~l vehicles which have not been
cleaned snd dinnfected, where deemed necamary, prior to loading.
Ill) Tripe not thoroughly cleaned or boiled and heads and parts not flayed
or boiled shall not be transported together with meat.
IV) Carcasses, half or quarter parts sllall be suspended dutii~g
tranqoltation (except frozeu meat).
V) Inner surfaces of meat trausportation vel~icles shall be made of smooth,
flat rust-proof mataial which can be easily cleaned and disinfected and sliall not let
harmfbl creatures h. They shall preserve required tomperatwe dwhg transportntion.
VI) Tiauspu~latiou vdaicles to be used ibr meat tlanspoltation slaaU bo
designed in a manner not allowing any contact between med and floor.
VU) Vehicles equipped ,with a coohg system shall be used for
transportation which last more than two hours.
CHAPTER THREE
Inspection of Live Stock and Meats UI Combines
PART ONE
QuaIifications and Appointment of Vethadans

Veterinary Authorized to Perform Itlspection
Article 17 - Veteiharians are authorized to hspect and ca~~tsol live stock in
combines before and after slaughtering thereof.

Slaughtering and Flaying Works.
Appointment of hpection Veterhay
Article 19-Appointment of veterinatims to cornbirles shall be calried out iil
aacordmce with provisions of tbe Law No 6343.
Article 20-The employer shall enter into a coutract certified by B notaly public
with the 'I 'ech~cal Manager according to Exhibit 4. Contracts to be made with hlspecrion

Where a new Responsible Tedlnical Manager or an Illspection Veterrnary JS not
employed and approved within the above -mentioned 1-month period the C O ~ ~ N R ' S
operations shall bc suspended.
PART TWO
Slaughtering and Flaying Works
Transportation of live Stock to Combine:
Article 23 - Live stock shaU be trauspoited to combines in accordarice wit11
provisions of the ReguIation No. 529 ou Inspection of Meats.
Health Control and Inspection Service8 Before Slau&erhg
Article 24 - Pre-siaughterhg inspections of live stock in combines shall be
performed during hours to be designates by the Responsible Tecl~nical Manager and
Inspectiou Veterinary in accordauce with provisions of the Regulation on Inspection of
Meats.
Hygiene Control Services after Slaughtering:
A r t i o 1 ~ 2.5 - inmectioa of live stock dnnahtered in combines &all be performed in
accordance with Article 470 - 48 1 of the Regulation on Auimal Health I'olice and Article
13 - 16 of the Regulation on Inspection of Meats.
Stamping of Meat
Article 26 - Meats shall promptly be stamped after mspechm pwsuant to Arhc1es
17 - i 8 of the Regulation 011 Inspection of Meats aud Articles 488 - 492 of the Regulation
on Animal Health Police. A s for meat to be exported requireme~~ts of the i tnporti~~~
country shall be taken into con side ratio^^.
However, combiues shall have Veterinary Health Control Numbers to be
issued by the W t r y of Agriculture and Foreslry for Facility and Inspection veteriaarians
scraped oa stamps they use as shown in Exhibit 8 in Article 490 of the Regulation on
Animal Health Police. A Veterinary Nedth Control Number to be issued to any cotnbiue
shall be oommunicated to foreign countries by the Ministry of Trade.
Meats Subject to Rmtriotions:
Article 27 - Any meat found to be iufected with a disease shall be subject to
Articles 482 - 487 of the Regulation on Animal Health Police and Articles 19 - 21 of the
Regulation on Inspection of Meats according to the level of contamination. Such meats
shalt be disposed of Article 493 and Article 23 of the abovementioned regulations,
respectively.

PART THREE
Conservation of Meat and Side Products:
Article 29 - Services including delivery of meat obtained fiom live stock
slaughtered in colnbities to cold-stores and obtaining skins without any defect shalt be
perrormed in accordance with the Regulation on Slaughtering and Flaying Works.
Article 30 - Consembon of skim by saltmg, pachg and transportation thereof
shall be performed in accordance with the provisions of the Regulation on Salting,
Conservation, Packing and Transportation of Skins Produces at Combines.
PART FOUR
Diseases Which Must be Reported:
Article 31 - Appropriate authorities shall be informed of my diseases subject to
compulsory rqorting which are detected in live stock before or afler slaughtering a n
accordance with provisions o f Articles 3 - 8 of the Regulation on Inspection of Meat.
PART FIVE
Records and Statistics Required to be Mair~tahed:
Article 32 - Each combine shall keep daily, monthly and annual records and
statistical data h accordance with.Alticfe 500 of the Regulatio11 w Anin~al Health police
and Article 36 of the Reguhtioll on Inspection of Meat. Such statistioal data shall regdarly
be sent to the focal veterinary ofice to which the combme L attached.
PART SIX
On-the-job Training:
Article 33 - Each combine shall ensure its personnel to attend courses or
workshops to be organized by public or private instihltions about issues relating to the
combine's opexatio~ls h1 order to improve professlonsl skrlls and technical knowledge
thereof in parallel with techuological innovations. All costs incurred by personnel in order
to nttcnd suoh activities shall be at the expeslse of the combine concerned.
PART SEVEN
Provisions on Supervision aud Palatties
Supervision:
Article 34 - Represefitatives from central md provincial organizations of the

Any dcficicnoy whiah may bc dctccted as a r-lt of such mspectiom shall be
recorded in the book of inspection and the combine concerned shall be given a certain
paiod to rectify the same.
Penal Clauses
Article 35 - Operations of combines which fad to rectify my deficiency detected
within a period granted for this purpose and hose not conforming to applicable laws and
regulatious shall be suspended in a o ~ o r d a n ~ o with appropriate provisions of tIio Low No.
1593 on General Hygiene aud the Law No. 1234 on Animal Health Police and officiak o f
the combine shall be punjshed.
Furthermore, the Respollsible Technical Manager may be dismissed.
PART EIGHT
Condition of the Existiug Meat and
Meat Products Prodwtion Facilities
Condition of the Eximjng Combines:
Article 36 - Meat and meat products produchon facdlt~es whmh have been

9 / TV - 9 / V1 hereof shall not be required to be fulfilled. Provisions of Article 35 of tlie
Redation shall apply to facilities not conforming to the foregoing.
