REPUBLIC OF TURKEY HONORED ATCONSULAR BALL The newest member of Houston’s consular corps--the Republic of Turkey--was honored at the 37th annual Consular Ball. Approximately 650 people attended this year’s ball, including Turkish Consul General Selcuk Tarlan and his wife, Sedef. The event is organized by the Houston Junior Chamber of Com- merce (laycees) each year to honor representatives of the city’s foreign legations. TURKISH DECOR Elaborate touches at the ball gave guests a taste of Turkish culture. The hotel ballroom in which the event was held was decorated to resemble a sultan’s palace. The Port of Houston Authority hosted Venezuelan Consul General Gonzalo Espina and his wife, Isolda, for the evening. Port of Houston Commission Chairman Ned Holmes toasted Consul General Tarlan and his homeland, noting that Turkey ex- changed almost $200 million worth of trade with the Port of Houston last year. Chief Turkish exports to Hous- ton included industrial goods, fuel oils and steel; while top Houston ex- ports to Turkey included wheat and chemicals. SERVICE AWARD In conjunction with the ball, the Jaycees recently be- stowed the 1988 International Service Award upon John Cater, president and chief executive officer of MCorp. IAFC RATES INCREASE IN PUERTO RICO AND U.S. VIRGIN ISLANDS The Puerto Rico and U.S. Virgin Islands section of the Inter-American Freight Conference will implement a 10 percent general freight rate in- crease effective Jan. 1. The increase applies to all rates, in- cluding port differentials and charges for heavy lifts, extra length, con- tainers and minimum bills of lading. Bunker surcharges are excluded but will continue to be readjusted. ROUNDING OFF RATES The rates will be rounded off to the nearest 50 cents for most charges and to the nearest 5 cents for items charged by bag, case, carton, etc. Member lines of IAFC’s Puerto Rico and U.S. Virgin Islands region are Alianca, A. CORPS STUDIES TEXASPORTION Of GIWW

The U.S. Army Corps of Engineershas begun a study of the portion ofthe Gulf Intracoastal Waterway thatruns through Texas.

The Galveston District of the corpsis conducting the study, which willassess channel size, commerce, towsizes and future benefits of the water-way to the state of Texas.

One goal of the study is to deter-mine the feasibility of correcting ero-sion, shoaling and alignment prob-lems, said Col. John Tudela, districtengineer at Galveston. Another objec-tive is to determine long-termdisposal area plans, he said.PROBI.I:M AREAS "The most criticalproblems are between the Coloradoand San Bernard Rivers," Tudela not-ed. "The Gulf beach (at this point) eroding an average of more than 30feet per year."

He said this portion of the water-way, which carries more than 22million tons of cargo per year, couldbe breached by the Gulf of Mexicowithin the next 10 to 15 years if con-ditions continue as they have.

CMS MOVES CHASSIS POOL CLOSERTO BARBOUR$ CUT TERMINAl

Container Maintenance Service Inc.(CMS) is moving its neutral chassispool to a site near the Port of HoustonAuthority’s Barbours Cut ContainerTerminal.

The new address for the chassispool is 900 East Barbours Cut Blvd.,La Porte, Texas 77571. The phonenumber is (713) 471-2238.

CMS previously operated the chassispool at another location in La Porte.The new location is a 5-acre site leasedfrom the Port Authority. The new siteis closer to Barbours Cut Terminal andis larger than the previous site, saidSonny Stribling of CMS.

"Right now we have about 400chassis, but we expect to double ourinventory in the near future," Strib-ling said.

A neutral chassis pool allows watercarriers to lease chassis on a short-term basis; reduce capital expen-ditures or long-term leases; reducemanpower requirements for billingthird-party damages; and increaseservice flexibility by covering thepeaks and valleys of equipment

needs. Carriers that use the serviceare not billed for the cost of maintain-ing the equipment.

CMS offers computerized chassistracking and billing. The companyoperates chassis pools and containerdepots in Houston, Dallas, Amarilloand Lubbock, Texas.

WORK ON ENTRY COMPLEX CONTINUES AT BARBOURS CUTSeveral new improvement and re-

pair projects are in the works at thePort of Houston Authority’s BarboursCut Container Terminal.

The Port Authority is purchasing aprefabricated office building for anew temporary entry complex thatwill be built at the terminal. Com-missioners recently awarded a con-tract to Morgan Building Systems Inc.for the purchase of the building,which will cost an estimated $20,000.

The building will be used for aclerks’ office at the temporary com-plex. Currently, the terminal’s maingate is the only gate for arriving anddeparting vehicles. The Port Authoritywill eventually build a second perma-nent entry complex at Barbours Cut.

MORE PAVEMENT Port Commissionersalso awarded a contract to KingsleyConstructors Inc. to pave additionalsections of Barbours Cut ContainerBerths 4 and 5. Plans call for paving3.86 acres behind Berth 4 and 10.25acres near Berth 5. The work will costan estimated $2.3 million.FENDER SYSTEM C.C. Carlton Con-struction Co. has received a contractto build a new fender system at LASHBerth 1 at Barbours Cut ContainerTerminal. The contractor will rebuildthe fenders and H-piles on the berthat an estimated cost of $272,000.CRANE CAMERAS The Port of HoustonAuthority recently decided to installvideo cameras and monitors on theyard cranes at Barbours Cut Terminal

to improve yard visibility for craneoperators.

Port commissioners have approvedplans to purchase video equipment for10 yard cranes at the terminal. Theequipment enables the crane operatorto check for pedestrian and vehiculartraffic before moving the cranes.

Last year, a video camera was in-stalled on each of the two blind-sidelegs on Yard Crane K, and two moni-tors were installed in the cab to testthe effectiveness of the equipment.Port Authority personnel have deter-mined that the equipment significant-ly improves visibility. Video equip-ment, will be installed on the ter-minal’s remaining 10 yard cranes atan estimated cost of $51,000.

Test runs recently were completedat a new ~300 million methanol plantnear Punta Arenas, Chile. The plantwas designed and built by The M.W.Kellogg Co. of Houston, and some19,000 tons of materials for theplant’s construction were shippedthrough the Port of Houston.

The Cape Horn Methanol Plant hasan annual production capacity of750,000 tons, representing 6 percentof the world’s total methanol produc-tion and 13 percent of production inthe western hemisphere.

M.W. Kellogg designed, engi-neered, procured, built and started upthe Cape Horn plant and also willoperate and maintain the facility.

The 19,000 tons of materialsshipped through Houston for theplant included a sophisticated com-puter system that will operate theplant; piping, electrical and insulationmaterials; air coolers; special equip-ment such as fire trucks and vacuumloaders; paint; and forklifts andcranes.

The Cape Horn plant is the largesthydrocarbon processing project everundertaken in Chile and the largestsingle-train unit of its kind in theworld.

The plant will initially producechemical-grade methanol, used pri-marily for manufacturing formalde-hyde, acetic acid and other chemicals.However, the plant also has thecapability to produce fuel-grade prod-ucts, such as octane enhancers.
