National Greening Program (NGP) is the DENR flagship program of PNOY
administration, marks its year five implementation in which huge of target falls in this
year. Pursuant to the approved Physical and Financial Plan for CY 2015, PENRO Agusan
del Norte has a target of 2,396,400 seedlings for the Seedling Production which will be
contracted by different People’s Organizations, by Administration and bidding for the
procurement of high value crops species in which 2,033,000 seedlings is for CENRO
Nasipit target while 363,400 seedlings is for CENRO Tubay. NGP CY 2015 Plantation
Maintenance and Protection implementation has a total target of 2,223.0 hectares on
NGP CY 2013 and 2014 Established Plantations in which, 216.0 hectares for PENR- Office,
1,252.0 hectares is for CENRO Nasipit while 755.0 hectares is for CENRO Tubay.
In line with the Government’s thrust under E.O. NO. 26, it allows greater and
strong participation of local communities in natural resources management,
environmental protection and conservation efforts and in the same manner increase
the utilization of the local know – how and resources including available and
appropriate technologies in the area. NGP develops sense of ownership and
strengthen sustainability of community driven developments by providing avenues for
community participation in project implementation. CENRO Nasipit and Tubay
submitted to this office the various Letter of Agreements (LOA) of CBFM People’s
Organizations and Memorandum of Agreement (MOA) for the LGU who are qualified to
enter into agreement with the DENR in the seedling production and maintenance and
protection within their respective CBFM sites.

In the second week of March, this office had already submitted to the Office of
the Commission on Audit (COA) the approved Community Site Development
(CSDs) and Letter of Agreements (LOAs), Notice to Proceed and Notice of
Award of different Peoples Organization (PO) implemented the Maintenance
and Protection activities and NGP 2015 target within the Area of Responsibility of
CENRO- Nasipit, to wit:

Seedling Production Activities
CENRO Nasipit has a total target of 2,483,000 seedlings, comprising
167,000 Cacao, 50,000 Budded Rubber and 2,265,500 Falcata. The 167,500
Cacao and the 50,000 Budded Rubber will be procured by the Office.
For this year implementation, the office come up with a common
strategy in coordination with the PO and partner LGU that half of the seedling
requirements will be raised and managed by the Office at respective NGP sites
and the other half of the seedling requirement will be contracted by the PO. A
total of 1,276,000 seedlings will be contracted by the PO and 989,000 seedlings
will be by Administration. For this quarter, a total of 10,000 indigenous seedling
accomplished

PENR, Office also monitored the 158.0 hectares maintenance and
protection activities of NGP 2013 established plantations, composed of 5.0
hectares for Urban greening component and 153.0 hectares for BUB-NGP
plantations. A total of 63.0 hectares for Year 2 maintenance and protection
activities for BUB-realigned target.
The office also accomplished 1Job generated equivalent to the 5,238
seedlings produced.
MEETING REGARDING ON THE PROCUREMENT OF HIGH-VALUED CROPS FOR
2015 TARGETS
On January 19, 2015, PENRO Paterno B. Olivera, CENR Officers, BAC Members & NGP
Coordinator conducted opening of bids regarding on the procurement of high-valued
crops targeted for this year’s NGP implementation.

Discussed were the targets for the
procurement of high-valued crops like Fruit
trees, rubber, cacao which should be under
the PhilGEPS for bidding. MOAs & LOAs
were also advised to be prepared as early
as February, this year.
CONSULTATIVE MEETINGS AND PRE-IMPLEMENTATION

GRASSROOT PARTICIPATORY BUDGETING (GPB) CONSULTATION FOR CY
2015 IMPLEMENTATION
PENRO-Agusan del Norte conducted NGP Consultation in Grassroots
Participatory Budgeting (GPB) among LGUs having GPP target on February 11,
2015 at DENR-PENRO Training Hall, Tiniwisan, Butuan City. The said consultation
was participated by City ENRO of Butuan, MENROs of Las Nieves, Carmen and
Tubay, Agusan del Norte, NGP Coordinators, POs, Extension Officers and PTAs.
Dr. Consolador C. Mantilla, Chief
Technical Services Division gave an opening
remark to the body, he stressed” In behalf of
PENRO- A.D.N. we are thankful enough for the
untiring support of the POs and LGUs as our
partner in implementation of the NGP project.
As we gather here today for the different
agenda to be tackled we asked the
cooperation of the group for the success of the
activity”. After the message of Dr. C. Mantilla,
Proper Consultation followed.
ISSUES AND CONCERN ACTION TAKEN
Butuan City- Reynaldo Rosales, CMPPO
asked if the area can be sub-divided into
POs having same target and commodity.
Since the BUB target of Butuan City is
awarded into one PO per target area.
CENRO-Nasipit will decide either per target area will be given
into 2 POs beneficiaries, likewise having one PO beneficiary per
target area is advantage to the CENROs, PENROs so that during
implementation, validation and monitoring It can easily fast
tract and accomplish.
Las Nieves - MENRO Erma Balaba asked
if the Rubber commodity can be
change into Falcata because POs
prefer to plant falcate rather than
rubber.
She also requested additional target
area for timber species as per requested
by the POs.
Species preference per LGU was recommended by the CSOs
and it was already approved on the WFP likewise it was already
undertaken into PhilGeps through BAC. As requested by the POs
to change species, submission of PO and SB Resolution to the
CENROs down to PENRO to Regional Office for approval.
- CENRO- Nasipit had upcoming target, they are the one to
decide if they will given additional target for Las Nieves, likewise
a resolution requesting for additional target will be submitted to
the CENRO for approval.
Tubay- represented by Gretchen
Naneth Plaza the 100.0 has. mangrove is
change to upland due to following
reasons: a.) During SMP the area did not
reach the specified target.
b.) The team undergoes to conduct
survey on the upland area but it
appears that surveyed area is within
Alienable and Disposable.
c.) Last option is to transfer into upland
area by which it was attaining 100.0 has.
and was identified 2 POs beneficiaries.
BUB-Mangrove is duly recommended by the CSO of the LGU but
due to the following action undertake which did not attain the
target. An SB Resolution will be endorsed to the Regional Office
for the approval of upland instead of mangrove target.

NGP ORIENTATION (IEC COMPONENT) TO NEWLY SELECTED PEOPLES ORGANIZATION
FOR 2015 NGP IMPLEMENTATION WITHIN BUTUAN CITY.
The activity was highlighted by the NGP Orientation, its vision and
objectives presented by PENRO NGP Focal Person Rodelio G. Mendez. It was
followed by message and pointers of PENRO Paterno B. Olivera. In his message,
he congratulated all the PO Chairmen who attended in helping the
government by way of giving their time and efforts for their future jobs in the
NGP partners wherein it not only job or livelihood generation but environmental

partners in the upland in order to protect the remaining natural resources and at
the same time to bring back the forest cover of the environment. He further
stressed the effects of climate change is little by little felt by the mother earth in
general and in particular localize natural calamities have been occurring
unpredictably elsewhere such as typhoon, earthquakes, flooding, etc. and for
us to be prepared for the calamities is to plant more trees that can withstand
and protect the community in time of the situation. We want our environment to
be more resilient and calamity proof. The following Peoples Organizations have
attended the meeting/orientation and their LOAs/MOAs were signed.
ISSUES AND CONCERN: ACTION TAKEN
Antonio Betasolo, Chairman PO
MDB -MPC raised a query if they
can build satellite nursery on the
nearby area for the easiest way of
transportation of seedlings.
It is much advisable to have satellite nursery near the area
but it should be that Extension Officers assigned thereat will
validate if the area is suitable/applicable in nursery
establishment specifically the available of water supply,
topography of the area, etc.

what are the possible action they
can do in which they had already
nursery and seedlings raised.
It much appreciated if the PO initiate to have Nursery
established and raised seedlings yet they are not given
mobilization fund. Anent hereto, PO Resolution requesting
for seedling validation with Statement of Work
Accomplishment must be submitted to the CENRO for the
conduct of joint validation for the said accomplishment.

of Las Nieves, asked if there is an
instance that one of the PO
Member did not comply the site
preparation activity, is the
Organization hereby affected not
to pay because of the failure of
accomplishment of one member.
The basis of payment for the various activities depends on
the accomplishment of every PO member. If one of the
recipient are failed to do the other are not affected,
because the payment will be given only to those who
passed the 85% survival rate. But the Organization should
initiate the possible action of those who are failed.
One of the Chairman among the
group also asked an advice if they
are allowed integrated farming on
their area and what are the
possible action they might taken
soon if the 3 years plantation will be
bought to non-PO member.
Integrated farming is highly appreciated but it should be
that the required seedlings is fully planted on the area,
wherein it is the basis of payment if the seedlings and area
exceed, it is much good but only the registered area should
paid by the department.
The contract between the DENR and the PO is for 3 year
only within the specified year on the contract the PO are
accountable the duties and responsibilities agreed on the
contract. If that would be happen that one of the member
will bought the plantation it is the Organization will decide
according to the rule and regulation of the PO.

STRATEGIC PLANNING & WORKSHOP OF CENRO-NASIPIT
Promotes and recognizes the sense of belongingness among stakeholders
in aspects of the NGP implementation. It is a vital activity that provides a time
bounded process of activities for an effective implementation. Participants are
NGP Extension Officers, Project Technical Assistants, Partners and POs of Butuan
City, Buenavista, Carmen and Las Nieves as the direct beneficiaries of the
program.

7586, IEC on the salient features of Watershed, Biodiversity and World Forest Day on

On February 24, 2015 Personnel from
CENRO Nasipit conducted the hauling and
preparation of seedlings for
delivery/transport to the NGP area of Datu
Buhay at Anticala, Butuan City. The said
activity was supervised by Extension
Officers assigned thereat. The seedlings
were taken from the PENRO Central
Nursery, following are the type of species
and number of the transported seedlings:
Mahogany – 1, 128, Mabolo – 294, Bayok –
8, 710, a total of 10, 132 seedlings were hauled and scheduled for delivery the
next day.

form of manpower in the site
preparation for their tree planting
activity at Brgy. Mahogany, Butuan

On February 28, 2015, a Tree Planting Activity was successfully conducted
by Girl Scouts of the Philippines – Agusan National National High School together
with some youth volunteers from Brgy. Mahogany, Butuan City. A total of 100
seedlings of Rain Tree were planted within the identified planting site in Brgy.
Mahogany, Butuan City. The activity also served part of the on-going
Maintenance and Protection Activities of this Office to the re-established BUB
plantation in the barangay concerned.

MONITORING, INSPECTION AND SUPERVISION OF 2013 NGP-BUB
ESTABLISHED PLANTATION AND GEOTAGGING
PENR, Officer PATERNO B. Olivera conducted NGP monitoring and
supervision of 2013 NGP -BUB established plantation and geo-tagging
conducted on March 24, 2015. The first plantation is located at Barangay
Tiniwisan, Butuan City and it is a portion of the BUB project of Butuan City. It only
covers less than a hectare and it is planted with fruit trees such as guyabano,
jackfruits and some forest trees such as mahogany and African tulips. This is a
Barangay Forest Park of LGU Tiniwisan located in the vicinity of Barangay Hall
and Basket ball Court. The planted Guyabano is about 12 feet high and some
jackfruit almost as high as 15 ft already. However, there are also planted trees
which have died due to typhoon senyang and some died naturally. It was
already replanted as seen in the photo but the replanted one did not show
vigorous growth. It is recommended to the Barangay LGU to replant all those
vacant spot of the same species so that these will become fruit orchard of the
Barangay. It is also recommended to LGU to regularly maintain and care the
trees to free from competition.
In Barangay Pigdaulan, Butuan City, it was also monitored and inspected
on the same date and it was geo-tagged as seen in the attached photos. It has
also less than a hectare Tree park of Barangay Pigdaulan and it was planted of
premium species such as molave and narra. However it was also planted in
between by the barangay of the Falcata seedlings and it was also growing well.
All the planted molave and narra trees which later on become the final crops
are vigorously growing in the area. Molave and narra has a height as high as 12
feet already. The area was recently clear with grasses and brushes hence the
planted trees are now free of vines and weeds competition. It is recommended

to barangay Pigdaulan to maintain the plantation so that the area will become
the tree park of premium species of trees.
In barangay Maug, where 12 hectares is located is included in the
treevolution activity last September 26, 2014. However, upon visit of the portion
of the area, it was barely found planted trees since the area was totally
submerged during the typhoon Senyang in December 2014. It is recommended
to Barangay Maug to conduct replanting using the available seedlings and
seedlings produced by PENRO in order to recover the area that was previously
planted during the treevolution activity.
MONITORING AND INSPECTION ON NGP CY 2012 AND 2013 PLANTATION
ESTABLISHMENTS OF PO SAIFMULCO.
On February 25, 2015 NGP Coordinator Rodelio G. Mendez and E.O
Christian Enriquez together with the PTAs of CENRO-Tubay conducted
monitoring and inspection of PO SAIFMULCO having a total target of 121.0
hectares, in which NGP 2012 has 66.0 hectares while 55.0 hectares for NGP
2013. The team conducted random sampling on the beneficiaries of the 121
has. plantations and was able to inspect the 10.0 has. NGP CY 2013 plantation

of Mr. Edwardo Jarenayan and 2.0 has. NGP 2012 plantation of Mr. Helanyu
Sajulan. An average height of 3 to 8 meters of Falcata and 1 to 3 meters of
rubber were observed. Beneficiaries have practiced ring weeding and clear
brushing activity, pruning and liberation cuttings. However, new grown weeds
were visible during our inspection.
MONITORING AND INSPECTION ON THE IMPLEMENTATION OF NGP CY 2013
AND 2014 BUB PROJECT WITHIN THE AOR OF CENRO-TUBAY, AGUSAN DEL
NORTE
CENRO-Tubay has a total target of 395.0 of BUB-Plantations for CY 2013-
2014 establishment implemented by MLGU-Kitcharao having 60.0 has., MLGU-
RTR- 60.0 has., City of Cabadbaran-108.0 for CY 2014 target. 165.0 has. for NGP
2013 implemented by MLGU- Kitcharao.

On January 29, 2015 PENRO- Personnel together with CENRO- Technical
staff conducted validation it was observed that falcate seedlings has a height
ranging from 20- 50 cm. , however there are falcate seedlings that needs to be
replanted as it manifest stunted/slow growth specially those planted on
vegetated areas. Mixed fruit trees such as durian, marang and rambutan are
also planted in good condition with an average height ranging from 20-90cm.

The Web-based Monitoring System It is
an online database system developed for capturing data and monitoring
implementation of NGP. Specifically designed for DENR field offices, the system
facilitates the paperless reporting system of NGP accomplishments from CENRO
up to Central Office. This system is accessible using the internet and web
browser.
Regional Director Nonito M. Tamayo,
CESO IV gave his message to the
participants that forest management goes a
notch higher with the adoption of the web-
based monitoring system in the National
Greening Program. While the Program
acknowledges the significance of field
validation, this technology facilitates ease of
supervision and evaluation of NGP sites
through on-line reporting of physical accomplishments.
Expeditious and accurate submission of
field reports on physical accomplishments is
vital to the NGP as part of monitoring efforts.
It is heartening to note that this is now
possible with the web-based monitoring
system technology that allows a viewer to
know the details of operations and conditions
of plantations anywhere in the country.
WORKSHOP AND SEMINARS ATTENDED
PENRO- A.D.N. 1ST Quarter National Greening Program CY 2015
This Manual shows field implementers detailed instructions on how to use
various system menus, from filling up forms down to their submission to Central
Office for database management. The Web-based Monitoring System then
becomes an invaluable management tool in the implementation of a priority
program such as the National Greening Program (NGP).
Forester Rodelio G. Mendez presented the Updates of NGP CY 2015 target
of PENRO ADN and Issues and Concerns of NGP activities. While Chief, CDD
Maritess M. Ocampo answered all the issues and concern of all PENROs.
The system will be formally active upon proper instruction from the higher
Office. Meantime, the submission of NGP report is still using the usual office
template and formats in a by monthly basis of submission.
NATIONWIDE WORKSHOP ON MAP CODING OF ALL TENURIAL INSTRUMENTS
SHAPEFILES.
PENRO GIS Specialist Lanie Mae L. Yangson attended the nationwide workshop
on the map coding of all tenurial instruments shapefiles held at Clark, Pampanga on
March 9-13, 2015 in compliance with the Regional Special Order No. 2015-0072.
The tenurial is a guaranteed peaceful
possession and use of specific forest land
areas and the resources found therein, and
can be secured /obtained through normal
process in accordance with the existing DENR
laws, rules and regulations and other national
applicable laws.
The tenurial instruments have a
significant impact in the management of the
country’s forest resources and its dependents. It contributes to the livelihood and

income generation of upland dwellers and increases the quantity and quality of forest
cover and its environs and promotes social equity and justice.
There are different kinds of tenurial
instruments were created through several laws
and executive order like EO 263 (adoption of
Community-Based Forest Management).
Tenurial instruments manage by the
Department of Environment and Natural
Resources (DENR) in partnership with Pos, IPs
and private companies and individuals
include: Community-Based Forest
Management Agreements (CBFMA) ; Timber
License Agreement; Integrated Forest Management (IFMA) ; Industrial Tree Plantation
Lease Agreement (ITPLA); Socialized Industrial Forest Management Agreement (SIFMA);
Private Forest Development Agreement; Forest Land Grazing Management
Agreements (FLGMA); Tree Farm Leases (TFL); Agroforestry Farm Lease (AFL); and
special land use permit and leases.
Last November 2013, the Nationwide Workshop on the Integration of
tenurialinstruments shapefiles was held at Clark Pampanga to fully integrate and
minimize all tenure instruments. Issues and concerns on overlapping boundaries and
missing shapefiles were addressed in the said workshop. Once the shapefiles are
verified, the creation of standard map coding system will greatly enhance monitoring
and evaluation of our tenured forestlands in aid of planning and policy formulation.
Said workshop was conducted to address the following activities:
1. Eliminating overlaps and duplication of shapefiles, and
2. Creating a standard and unique map coding system for all forestry related
tenurial instruments issued by the DENR.

MINDANAO-WIDE NGP COORDINATORS MEETING HELD AT PINNACLE HOTEL
AND SUITES DAVAO CITY
Last February 24-27, 2015 to PENR Officer Patrno B,

Coordinator Rodelio Mendez, CENRO
Vince Estopito of Tubay, For. Edito Tocle
of Nasipit and NGP Coordinators
Rogelio Maghuyop and Lolot Gorgod have
represented the province in the
Mindanao Clusters NGP Coordinators
meeting.
On the opening day (Feb. 25, 2015) a warm welcome was rendered by
DENR Regional Director of Davao Joselin Marcus Fragada. In his message he
emphasized the courageous efforts of the DENR people in pursuing the legacy
program of President Aquino as far as
environmental protection is concerned.
He congratulated also the DENR family
for having succeeded as World Book
Guinness breaker holder of the Most
Trees Planted in just one hour (
Treevolution) that was conducted last
September 26, 2014.
On the other hand, FMB Director and National NGP Coordinator Ricardo
L. Calderon (who was present until the end of the meeting) instead of giving his
opening remarks, he maximizes his time in sharing the presentation on the status
of NGP 2014 implementation wherein he also presented statistical data on the
Philippine land status and other priority program of the DENR. After Director
Calderon, a brief presentation of OIC, ERDB Director Henry A. Adornado Ph.D
was also heard, he presented the status of NGP support activities as far as the
involvement of ERDB in indigenous accomplishment is concerned and their
target for 2015 mangrove plantation establishment within typhoon affected
areas having a total allocation of 1B pesos.
The whole afternoon session was devoted solely for the 15 minute drawn
by lot presentation of NGP accomplishment and proposed sustainability
mechanism by PENRO,s. The
presentation is quite interesting as
each presenter has shared their
individual experiences, issues and
concerns in implementing the projects.
Similar to other provinces, the low
survival rate of NGP 2011 was also a
great challenge in catching up the
PENRO- A.D.N. 1ST Quarter National Greening Program CY 2015
replanting activity just to ascertain above 85% survival rate at the end of 2014.
Presentation of sustainability mechanism is also a great challenge of each office
on how to deal with it come 2017.

all PENRO’s particularly on
how to work with proposed
sustainability mechanism
presented especially so that
the working and
implementation of the rationalization is also in effect.
The presence of the three DENR ranking official would not be completed
without the open forum. Several issues were being raised particularly on the
following:
1. the commitment of the management to prioritize DENR personnel who
are involved in NGP operation in the vacant item under rationalization,
2. Hazard pay for DENR officials working in NGP;
3. Insurance of the contractual/Extention Officer in NGP;
4. Appropriate Tenurial Instrument to be given to untenured NGP sites; and
5. Status of the JMC DENR-DILG for specific guidelines of Co-mgt program
All issues were being answered satisfactorily and gained more support to the
program. Before the session ended, Dir Calderon invited DENR official to submit
proposal for forest protection activities to be funded by Central Office
chargeable against the forest
protection fund being held at
the Central Office amounting
around four hundred seventy
million pesos to be downloaded
nationwide on the priority project
requested by the DENR field
offices. The Session ended with a
pictorial by provinces.
