PERSPECTIVE OF NEW ORG BUILDING

I. MANDATE

MANDATE DPWH-ARMM as the infra arm implement infrastructure programs and projects within the region.

LEGAL BASES

RA 6734. The Organic Act for the Autonomous Region in Muslim Mindanao was approved by then President Corazon C. Aquino last August 1, 1989 and ratified through a plebiscite last November 19, 1989 by the constituents of the region. RA 9054. An act to strengthen and expand the organic act for the Autonomous Region in Muslim Mindanao, amending for the purpose Republic Act No. 6734, entitled “An act providing for the Autonomous Region in Muslim Mindanao” as amended. Executive Order No. 426. Issued by President Corazon C. Aquino on October 12,1990 devolved the Department of Public Works and Highways to the Autonomous Region in Muslim Mindanao. Muslim Mindanao Autonomy Act (MMA). An act providing for a Regional Public Works Act for ARMM Infra 2012/2013.

VISION

An effective and efficient DPWH-ARMM mandated to deliver basic infrastructure facilities and services in the ARMM government through sustainable developmental programs toward upliftment of socio- economic well being of its constituents by the end of 2015.

MISSION To carry out the implementation of infrastructure programs and projects within the ARMM.

2. 2012, 2013 & 2014 INFRA PROGRAMS AND TARGETS IMPLEMENTED/FOR IMPLEMENTATION.

CY 2012 costing P1 Billion involved construction/rehab of 37.872 kms national and local roads; construction/rehab of 9 sea ports; and construction of 5 bridges, 5 water supply projects and 2 other structures.

CY 2013 costing P1.5 Billion involved construction/rehab of 85.521 kms national and local roads; construction/rehab of 7 sea ports; and construction of 3 bridges, 2 drainage structures, 11 water supply projects and 6 other structures.

CY 2014 costing P5.025 Billion consist of rehab/ construction of 431 kms of national and local roads; construction/rehab of 13 bridges; construction/expansion of 17 sea ports and 30 water supply projects; and construction of 12 drainage structures.

3. GENERATED SAVINGS FROM PRUDENT FISCAL MANAGEMENT

P190.797 M as of November 30, 2013.

Strategy Implement the expanded-ARMM Road Mapping and Management (e-ARMM) Project, in order to: establish a database containing all roads in the ARMM inclusive

of their connectivity and conditions, and other public infrastructures within ARMM which are essential for use as monitoring tool and reference in future programming; and

create a network system (via internet) involving 8 DEOs as data providers and the ORG thru DPWH ARMM as data repository.

Actions

A portion of PDES fund has been reserved for e-ARMM Project.

8 DEOs of the DPWH-ARMM shall be tapped to collaborate with the provincial engineering offices and LGUs in their respective areas and jointly conduct surveys and data gathering.

Measure Completion of e-ARMM Project is in March 2014.
