The realization of the local computer network in the establishment of the Government and the Assembly of AP Vojvodina took place in two stages:

• I phase

• II phase

I phase

First phase of implementation of LAN of the Parliament and the Government of AP of Vojvodina, included following activities:

• Laying Optical cables (the spine of the communication system),• Laying copper (UTP) cables (horizontal junction) with 2876 sockets for end-user computer equipment

• Implementation and start-up of active equipment:• 2 professional switches (core level),• 79 access switches (access level),• 10 appliances for wireless connection (wireless),• Router (Internet and dislocated users)• Access server, Firewalls• UPS (Uninterruptible Power Supply) appliances

These activities provided infrastructure and all technical prerequisites for implementation of the Programme E-Vojvodina and the Strategy of e-Administration of provincial authorities.

II phase

Implementation of the second phase of the local computer network of the Parliament and the Government of AP of Vojvodina provided:

•BACKUP: Redundant (reserve) central switch CISCO 4506 which prevents failure of operation of computer network in facility of the Government of AP of Vojvodina

•All existing connections to distribution closets in facility of the Government of AP of Vojvodina duplicated

•Wireless network access in all halls and meeting rooms

•Implementation of complete virtual infrastructure of servers and services (solution based on innovative blade servers and VMware software for virtualization)

•Uninterrupted Power Supply (APC brand), that provide power for servers and active network accessories, and other essential appliances.

2. WAN computer network

Realized connections (using telecommunication and computer technologies) with other dislocated facilities where provincial authorities and organizations are situated:

a. DTD facility, Bul. M. Pupina 25• Installed up-to-date passive and active equipment that

supports connection of 332 personal computers.• Two transport ways (wired, as operating, and wireless as

reserve)• These users are provided with complete network

functionality and they are entitled to use local computer network of the Parliament and the Government of AP of Vojvodina

b. Master Centre of the Novi Sad Fair

• Advanced services of the telecommunication provider Telecom enable L2VPN connection of the facility of the Government of AP of Vojvodina and Master Centre facility.

• All computers situated in Master Centre facility are entitled to use all available services of local computer network of the Parliament and the Government of AP of Vojvodina.

• Data transfer rate between these locations is 1Mb/s.

c. Garage facility of the Government of APV

d. CEPTOR – Centre for Economic andTechnological Development of Vojvodina

• Optical cables laid from Telecom centre in Banostor to facility on Andrevlje.

• Computer network implemented in every room and hall of the CEPTOR facility.

• Internet access provided.• All computers situated in CEPTOR facility are entitled to use all available services of local computer network of the Parliament and the Government of AP of Vojvodina.

Moreover, following activities have been realized:• Installation and start-up of mobile micro base station MTS 064

and Telenor 063, that supports 063 and 064 signal coverage on Andrevlje

• Installation and start-up of home telephone central• Commissioning with equipment of the lecture halls• Establishing of the Internet caffe• Installation of software support for hotel business• Ongoing installation of wireless Internet in CEPTOR facility halls

3. Servers and services

Implementation and start-up of servers (shown in the table below) that provide basic and advanced services for users of the unique Information system of the Government of APV.

4. SAN and Virtualization

• Blade servers were purchased in the second phase of procurement of the server equipment . Virtualization was implemented on the WMvare platform Vsphere 4.

• After the testing of the concept of virtualization and of the quality of VMware product, decision was made to virtualize a number of internal services available in intranet environment.

• All servers used in information system of the Government of APV are virtualized.

5. Server Housing

• The service of Server housing is focused on users (officials - employees of the provincial bodies) with specific server content demands and demands for continuous Internet access and own web server.

• Specific services are available to users 24 hours a day.

• Servers are situated in adequate tracts with controlled climatization.

• Uninterruptible and redundant power supply is provided for every server.

• Server is directly connected to LAN computer network of the Government of AP of Vojvodina.

6. System software

• System software, as well as other software for administering and maintenance of the information system of the Government of AP of Vojvodina comprises:

• 1. Software for distant computer inventory - IBM Tivoli Provisioning Manager Express for Inventory 4.1.1

• 2. Software for remote management and administration of Windows systems - Dameware NT Уtilities version 6.7.0.8

• 3. Software for server data and OS backup – BACKUPEXEC

• 4. Software for user support - SERVICE DESK

• 5. Software for management and monitoring of the active network equipment - CiscoWorks LAN Management Solution

7. Video surveillance in facilities of the Parliament and the Government of AP of Vojvodina

•Video surveillance system provides continuous monitoring and recording using mobile and fixed cameras of the most important internal and external locations of the Parliament and the Government of APV facilities.

•The main control center is established, with video server implemented for recording pictures for complete system.

8. Establishing electro-waste warehouse

• For disposal of old and damaged computer equipment and appliances (computers, monitors, printers, computer parts, etc.), as well as for disposal of materials for production of passive network components left after computer network implementation, adaptation of one room in the basement of the Government facility took place.

• Shelves are built, electro-waste is categorized and waste management records are kept.

9. Monitoring and analyses of the network traffic

• Department of communications is monitoring of the network performances, data transfer rate, traffic load and other parameters (as memory, or CPU load), and on-line reading and periodical usage of the trends for efficacy optimization, distribution and balancing, routers, firewalls, servers and other network components.

• The most frequently used tools for network monitoring are: MRTG and ISA Reporting.

• MRTG (The Multi Router Traffic Grapher) is software for monitoring and measuring the traffic load on network links. It allows the user to see traffic load on a network over time in graphical form. MRTG generates HTML pages with live representation of network traffic.

ISA server – network traffic reports

• ISA server as proxy server can cache frequently-accessed web contents so that users can access them faster from the local network cache and on that way ISA server improve network performance

• ISA server records all of the network traffic passing through and provides a number of various reports based on various criteria, that facilitate analyses of the network traffic and other relevant parameters.

In the great hall of the AP Vojvodina implemented a project that has provided the following functionality:

Great Hall of the Autonomous Province of Vojvodina is a multi-purpose hall, which held sessions of the Assembly as well as specific and formal meetings, and conferences, presentations and other events.

The system for electronic voting consists of 163 units equipped with key to sign for the word, click for voting and ID card reader

Management meeting / conference is done through touch screen from Chairperson of Assemby AP Vojvodina where Chairman from the touch screen select mode for establishing a quorum, discussion and voting

Based on the sound system for large rooms makes digital audio matrix that allows the distribution volume, which allows playback of sound in the hall, entrance hall (call deputies to enter the room), delagates club and the distribution of signals for the local recording sessions and the needs of public broadcasting transmission

To view the pictures in the great hall of the AP Vojvodina, provided two video display is set to the left and right of the Chairman to display current speakers image, the image of events in the hall or the voting results as well as presentations from lap-top computer. It is also provided and a video display in the lobby in front of the large halls of the AP Vojvodina
