VACANCY IN THE MINISTRY OF INTERIOR AND COORDINATION OF NATIONAL GOVERNMENT (STATE DEPARTMENT FOR CORRECTIONAL AND REHABILITATION SERVICES) PROBATION OFFICER II – THREE HUNDRED (300) POSTS - V/No. 149/2016
Basic Salary Scale: Ksh.24,662 – Ksh.29,918 p.m. - (Job Group ‘J’)
For appointment to this grade, a candidate must have a Bachelors degree in any of the
following disciplines: Social Work, Sociology, Criminology, Guidance and Counselling,
Social Psychology or any other relevant and equivalent qualification from a university
recognized in Kenya.
Duties and Responsibilities
An officer at this level will work under the supervision and guidance of a senior and
experienced officer. Duties and responsibilities include:
(i) interviewing accused persons for bail reports;
(ii) conducting and presenting social inquiry reports on probation and community
service offenders as required by the Courts;
(iii) making pre-trial and post-trial social enquiry reports for the Courts on referred
offenders;
(iv) conducting and submitting social enquiry reports to Correctional Institutions and
Discharge Boards; and
(v) keeping updated records of the offenders under supervision.
VACANCIES IN THE MINISTRY OF DEVOLUTION AND PLANNING (STATE DEPARTMENT FOR DEVOLUTION)
COORDINATOR /ADVISOR, DEVOLUTION SECTOR WORKING GROUP (DSWG) - ONE (1) POST - V/No. 150/2016 Remuneration: Ksh.400, 000 p.m - Two (2) years Contract For appointment to this grade, a candidate must have: (i) served for a minimum period of ten (10) years in programme management,
governance, operations or related functions;
(ii) a Bachelors degree in any of the following disciplines: Project Management,
Business Administration, Economics, Law, International Relations or related
discipline from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Project Management, Business
Administration, Economics, Law, International Relations or related discipline from
a university recognized in Kenya.
NOTE: Experience/ service in the Public Sector will be an added advantage.
Duties and Responsibilities
An officer at this level will be responsible to DSWG Steering Committee and Technical
Working Group for effective and efficient coordination and implementation of DSWG
activities. Specific duties and responsibilities include:
(i) providing strategic advice and implementation support to the DSWG function;
(ii) overseeing DSWG secretariat operations and implementation of annual work plan;
(iii) liaising and engaging with relevant Sector Working Groups and other stakeholders;
and
(iv) coordinating, monitoring and evaluation of devolution process and support
projects.
PROGRAM OFFICER – FINANCE AND ADMINISTRATION (DSWG) - ONE (1) POST - V/No. 151/2016 Remuneration: Ksh.200,000 p.m - Two (2) Years Contract
For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the National or International level
providing technical assistance to programme development;
(ii) a Bachelors degree in any of the following disciplines: Commerce, Finance,
Accounting, Business Administration, Economics or a related field from a
university recognized in Kenya; and
(iii) a Masters degree in any of the following disciplines: Business Administration,
Strategic Management, Economics, Project Management, or a related field from a
university recognized in Kenya.
NOTE: (i) experience in Public Sector engagement and Devolution matters will be an added
advantage. (ii) possession of CPA (K) or ACCA will also be considered an added advantage.
Duties and Responsibilities
An officer at this level will provide both financial and administrative support services for
the implementation of the DWSG activities. Specific duties and responsibilities include:
Financial Duties
(i) preparing financial project reports on regular basis;
(ii) collaborating with all project partners and beneficiaries;
(iii) supporting implementation and monitoring of devolution donor projects
(iv) supporting delivery and implementation of the DSWG terms of reference; and
(v) participating in audit of projects and follow up on audit recommendations.
Administrative duties
(i) liaising with ministries, Council of Governors Secretariat, IGRTC and development
partners project implementation units to facilitate reporting on projects;
(ii) representing the DSWG/secretariat in meetings, seminars, discussion groups and
other events dealing to devolution; and
(iii) organization of training for the operations/projects staff on programme issues.
VACANCIES IN THE MINISTRY OF EAST AFRICAN COMMUNITY, LABOUR AND SOCIAL PROTECTION (STATE DEPARTMENT FOR LABOUR) DIRECTOR, SOCIAL DEVELOPMENT – ONE (1) POST - V/No.152/2016 Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m. - (Job Group ‘S’) For appointment to this grade, a candidate must have: (i) served for a minimum period of three (3) years in the grade of Deputy Director,
Social Development, Job Group ‘R’;
(ii) a Bachelors degree in any of the following disciplines: Sociology, Social Work,
Psychology, Community Development, Anthropology, Counseling, Gender
Studies, Gender and Development or Business Administration/Management from
a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Sociology, Social Work,
Psychology, Community Development, Anthropology, Counseling, Gender

Duties and Responsibilities
An officer at this level will provide overall strategic direction on the implementation of the
social development function. Specific duties and responsibilities include:
(i) formulating, implementing and reviewing social development policies, plans and
strategies;
(ii) monitoring and evaluating policies and programmes on community development,
older persons and the aging, persons with disabilities, family matrimonial and
succession laws, volunteerism, guidance and counselling;
(iii) implementing regional and international instruments on social development;
(iv) facilitating capacity building on mainstreaming disability in public and private
sectors;
(v) liaising with other institutions and agencies for resource mobilization;
(vi) providing financial support to vulnerable groups and individuals through grants
and cash transfers; and
(vii) promoting collaboration and cooperation between individuals, communities and
organizations.
SENIOR ASSISTANT DIRECTOR, CHILDREN DEVELOPMENT – ONE (1) POST - V/No.153/2016
Basic Salary Scale: Ksh.89,748 – Ksh.120,270 p.m. - (Job Group ‘Q’) For appointment to this grade, a candidate must have:
(i) served for a minimum of three (3) years in the grade of Assistant Director, Children
Development, Job Group ‘P’;
(ii) a Bachelors degree in any of the following disciplines: Sociology, Social Work,
Community Development, Guidance and Counselling, Child Psychology,
Criminology or Gender and Social Development from a university recognized in
Kenya;
(iii) a Masters degree in any of the following disciplines: Sociology, Social Work,
Community Development, Guidance and Counselling, Child Psychology,
Criminology, Social Development, Project Management or equivalent qualifications
from a university recognized in Kenya;
(iv) attended a Strategic Leadership course in a recognized institution; and
(v) shown merit and ability as reflected in work performance and results.
Duties and Responsibilities
Specific duties and responsibilities include:
(i) developing, implementing, and reviewing policies, guidelines and
programmes relating to children rights and welfare;
(ii) monitoring and evaluating the implementation of Children Act, 2001, and
reporting on relevant legislation gaps;
(iii) undertaking research on children’s services matters;
(iv) providing technical advice in the development of National Plans of Action on
children’s welfare;
(v) facilitating establishment of Area Advisory Councils (AACs) and Children
Assemblies;
(vi) coordinating the implementation of International and regional resolutions
on children’s matters;
(vii) conducting inspections to Charitable Children Institutions (CCIs) to ensure
compliance to standards; and
(viii) coordinating the preparation of reports on adoption to the High Court.
SENIOR MEDICAL SPECIALIST – ONE (1) POST - V/No.154/2016 Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. - (Job Group ‘R’) For appointment to this grade, a candidate must have:
(i) served for a cumulative period of fifteen (15) years, three (3) of which should have
been in the grade of Medical Specialist II, Job Group ‘P’ and above or in a
comparable and relevant position in the Public Service;
(ii) a Bachelors of Science degree in Medicine and Surgery from a university
recognized in Kenya;
(iii) a Masters of Science degree in Occupational Safety and Health or equivalent
qualifications from a university recognized in Kenya;
(iv) been registered by the Kenya Medical Practitioners and Dentist Board;
(v) a certificate in specialized discipline on Occupational Safety and Health lasting not
less than two (2) weeks from a recognized institution;
(vi) be a member of Kenya Occupational Safety and Health Association;
(vii) attended Strategic Leadership Course in a recognized institution; and
(viii) demonstrated professional competence and administrative capabilities in
enforcement of Occupational Safety and Health Act and Work Injury Benefits Act.
Duties and Responsibilities
An officer at this level will perform the following duties and responsibilities:
(i) implementing the Occupational Safety and Health Act, the Work Injury Benefits
Act, subsidiary legislations and codes of practice;
(ii) developing and maintaining effective programmes for promotion of occupational
health services;
(iii) coordinating occupational health services;
(iv) coordinating Work Injury Evaluation for purpose of compensation;
(v) coordinating training and research in the areas of occupational health; and
(vi) collecting, compiling, analyzing and disseminating information on occupational
health and initiating ratification of international standards on occupational health.
MEDICAL SPECIALIST I – THREE (3) POSTS - V/NO. 155/2016 Basic Salary Scale: Ksh.89,748 - Ksh.120,270p.m. - (Job Group ‘Q’) For appointment to the grade, a candidate must have:-
(i) served for a minimum period of three (3) years in the grade of Medical Specialist II
Job Group ‘P’ or in a relevant and comparable position in the public service;
(i) a Bachelor of Science degree in Medicine and Surgery from a university recognized
in Kenya;
(ii) a Masters of Science degree in Occupational Medicine, Occupational Safety and
Health or equivalent qualifications from a university recognized in Kenya;
(iii) been registered by the Kenya Medical Practitioners and Dentist Board;
(iv) a certificate in specialized discipline on Occupational Safety and Health lasting not
less than two (2) weeks from a recognized institution;
(v) been a member of Kenya Occupational Safety and Health Association;
(vi) attended Strategic Leadership Course in a recognized institution; and
(vii) demonstrated professional competence and administrative capabilities in
enforcement of Occupational Safety and Health Act and Work Injury Benefits Act.
Duties and Responsibilities
An officer at this level shall be involved in management of health care services at the
County level health services. Specific duties and responsibilities include:
(i) implementing, and reviewing policies, guidelines and standards on occupational
health and work injury;
(ii) designing and maintaining an effective programme of collecting, compiling,
analyzing and disseminating occupational health information;
(iii) monitoring activities of designated health practitioners approved under
Occupational Safety and Health Act;
(iv) Conducting research on occupational health;
(v) Training and creating awareness on occupational health;
(vi) Evaluating work injury for purposes of determining compensation; and
(vii) Carrying out counseling of workers.
DEPUTY DIRECTOR, OCCUPATIONAL SAFETY AND HEALTH SERVICES – ONE (1) POST - V/No.156/2016
Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. - (Job Group ‘R’) For appointment to this grade, a candidate must have:
(i) served for a cumulative period of fifteen (15) years, three (3) of which should have
been in the grade of Assistant Director, Occupational Safety and Health Services,
Job Group ‘P’ and above;
(ii) a Bachelor of Science degree in any of the following disciplines: Medicine, Nursing,
Chemistry, Physics, Zoology, Biochemistry, Engineering or Occupational Safety
and Health from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Occupational Medicine,
Occupational Health Nursing, Industrial Hygiene, Safety Engineering, Disaster
Management or Occupational Safety and Health from a university recognized in
Kenya;
(iv) a member of Kenya Occupational Safety and Health Association;
(v) attended Strategic Leadership Course in a recognized institution; and
(vi) demonstrated professional competence and administrative capability in
enforcement of Occupational Safety and Health and Work Injury Benefits Acts.
Duties and Responsibilities
An officer at this level will head a Division at the Ministry Headquarters. Specific Duties
and responsibilities include:
(i) developing, implementing and reviewing policies, guidelines and standards for
Occupational Safety and Health services;
(ii) coordinating development of specifications and standards for the design and
quality of personal protective equipment, safety standards for industrial machinery
and equipment;
(iii) approving architectural plans for proposed intended extension and renovation of
workplaces premises;
(iv) coordinating field services, occupational safety, occupational hygiene, work injury
benefits, training and research, information and communication; and
(v) initiating ratification of international standards on occupational safety and health.
VACANCY IN THE MINISTRY OF LAND AND PHYSICAL PLANNING SENIOR ASSISTANT DIRECTOR OF LAND ADJUDICATION & SETTLEMENT – TEN (10) POSTS – V/NO. 157/2016 Basic Salary Scale: Ksh.89,748 – Ksh.120,270 p.m. - (Job Group ‘Q’) For appointment to this grade, an officer must have:
(i) served for a cumulative period of fifteen (15) years, three (3) of which should have
been at the grade of Principal Land Adjudication and Settlement Officer, Job Group
‘N’ and above;
(ii) a Bachelors degree in any of the following disciplines: Land Survey, Law,
Geography, Agriculture and Human Ecology Extension, Agriculture and Home
Economics, Sociology or Community Development from a university recognized in
Kenya;
(iii) attended a strategic leadership course in a recognized institution; and
(iv) demonstrated technical and professional competence as reflected in work
performance and results.
NOTE: possession of a Masters degree in a relevant field will be considered as an added
advantage.
Duties and Responsibilities
Specific duties and responsibilities include:
(i) planning and implementing adjudication and settlement activities;
(ii) guiding on feasibility studies and other research related programmes for creation
of new land adjudication sections and settlement schemes;
(iii) managing land adjudication and settlement sensitization programmes; (iv) identifying environmentally fragile areas in settlement schemes and adjudication
sections and recommending their conservation;
(v) preparing settlers records to facilitate documentation and declaring and publishing adjudication sections;
(vi) ensuring collection and remittance of Appropriations-In-Aid and Agricultural
Settlement Fund revenue;
(vii) investigating and resolving land adjudication and settlement complaints and cases;
and
(viii) preparing and submitting regular plot occupancy survey reports.
VACANCIES IN THE MINISTRY OF HEALTH SENIOR DEPUTY DIRECTOR OF MEDICAL SERVICES - TWO (2) POSTS – V/No.158/2016 Basic Salary Scale: Ksh.120,270 - Ksh.180,660p.m - (Job Group ‘S’) For Appointment to this grade a candidate must have:-
(i) served for a minimum period of three (3) years in the grade of Deputy Director,
Medical Services/Senior Specialist Job Group ‘R’;
(ii) a Bachelors degree in Medicine and Surgery (MBChB) or equivalent qualification
from a university recognized in Kenya;
(iii) a Masters degree in Public Health, Medicine, Health Service Management or
comparable qualification from a university recognized in Kenya;
(iv) been registered with the Kenya Medical Practitioners and Dentists Board;
(v) a current practicing licence from the Kenya Medical Practitioners and Dentist
Board;
(vi) attended a Strategic Leadership course in a recognized institution; and
(vii) demonstrated a high degree of administrative capability coupled with broad
professional experience and competence
Duties and Responsibilities
An officer at this level will be responsible to the Director, Medical Services. Specific duties
and responsibilities include:
(i) formulating, implementing and reviewing national policies, guidelines,
programmes and standards for health care services;
(ii) planning and coordinating provision of health care delivery systems in the
country;
(iii) providing specialist opinion in the relevant areas of specialization for both
clinical and community health practice; and
(iv) providing training to the support professional and technical personal in health
care services.
CHIEF MEDICAL SPECIALIST (MENTAL HEALTH) – ONE (1) POST - V/No.159/2016 Basic Salary Scale: Ksh.120,270 - Ksh.180,660 p.m - (Job Group ‘S’) For Appointment to this position a candidate must have:-
(i) served for a minimum period of three (3) years in the grade of Senior Medical
Specialist (Mental Health) or Deputy Director of Medical Services, Job group ‘R’ ;
(ii) a Bachelors degree in Medicine and Surgery (MBChB) or equivalent qualification
from a university recognized in Kenya;
(iii) a Masters degree in Public Health, Medicine, Health Service Management or
equivalent qualification from a university recognized in Kenya;
(iv) been registered with the Kenya Medical Practitioners and Dentists Board
(v) a current practicing license from the Kenya Medical Practitioners and Dentists
Board;
(vi) attended a Strategic Leadership course in a recognized institution; and
(vii) demonstrated a high degree of administrative capability coupled with broad
professional experience and competence.
Duties and Responsibilities
An officer at this level will be responsible to the Director, Medical Services. Specific duties
and responsibilities include:
(i) developing, implementing and reviewing national policies, guidelines and
standards for health care services;
(ii) providing programmatic and technical leadership in the design, analysis and
synthesis of mental health care programmes;
(iii) supporting the development of mental health care programmes and delivery;
(iv) providing specialist opinion in the relevant areas of specialization at the
national policy level;
(v) facilitating training of professional and technical health care personnel; and
(iv) managing the health care delivery system in the country.
MEDICAL SPECIALIST I – ONE (1) POST - V/No.160/2016 Basic Salary Scale: Ksh.89,748 - Ksh.120,270p.m. - (Job Group ‘Q’)
For appointment to the grade, a candidate must have:- (i) served for a minimum period of three (3) years in the grade of Medical Specialist
II, Job Group ‘P’;
(ii) a Bachelors degree in Medicine and Surgery, Dentistry or equivalent qualification
from a university recognized in Kenya;
(iii) a Masters degree in the relevant area of specialization from a university recognized
in Kenya;
(iv) been registered with the Kenya Medical Practitioners and Dentists Board;
(v) a valid current practicing license from the Kenya Medical Practitioners and
Dentists Board;
(vi) attended a strategic leadership course in a recognized institution; and
(vii) demonstrated professional competence, administrative capability in work
performance and results.
Duties and Responsibilities An officer at this level shall be responsible to the Chief Medical Specialist. Specific
duties and responsibilities include:
(i) implementing specific projects and programmes relating to various areas of
health care;
(ii) providing health services in the specific specialist field;
(iii) coordinating epidemiological surveillance on diseases; and
(iv) providing professional guidance and training to doctors, dentists and health care
personnel.
DENTAL SPECIALIST I – ONE (1) POST - V/No.161/2016 Basic Salary Scale: Ksh.89,748 - Ksh.120,270 p.m. - (Job Group ‘Q’) For appointment to the grade, a candidate must have:-
(i) served for a minimum period of three (3) years in the grade of Dental Specialist II,
Job Group ‘P’;
(ii) a Bachelors degree in Medicine and Surgery, Dentistry or equivalent qualification
from a university recognized in Kenya;
(iii) a Masters degree in Medicine, Surgery, Dentistry or equivalent qualification from a
university recognized in Kenya;
(iv) been registered with the Kenya Medical Practitioners and Dentists Board;
(v) a valid current practicing license from the Kenya Medical Practitioners and
Dentists Board;

An officer at this level will be responsible to the Chief Dental Specialist. Specific duties
and responsibilities include;-
(i) implementing specific projects and programmes relating to dental health care
services;
(ii) providing dental health care services;
(iii) coordinating epidemiological surveillance on diseases; and
(iv) providing professional guidance and training to, dentists and other health care
personnel
SENIOR ASSISTANT GOVERNMENT CHEMIST- ONE (1) POST - V/No.162/2016 Basic Salary Scale: Ksh.89,748 – Ksh.120,270 p.m. - (Job Group ‘Q’) For appointment to this grade, a candidate must have:-
(i) served for a minimum of three (3) years in the grade of Assistant Government
Chemist, Job Group ‘P’;
(ii) a Bachelors degree in any of the following disciplines: Chemistry, Food Science and
Technology, Forensic Science, Biochemistry or Environmental Science from a
university recognized in Kenya;
(iii) a Masters degree in any of the following fields:- Chemistry, Water Quality
Management, Water and Environmental Resources, Environmental Science,
Environmental Management and Planning, Food Science and Technology,

Duties and Responsibilities
An officer at this level shall be responsible to the Director of Government Chemist.
Specific duties and responsibilities at this level include:
(i) providing technical advice to Government agencies and the public on matters
relating to analytical services, water quality and pollution control;
(ii) analyzing foods, drugs, crime scene specimens and other materials;
(iii) ensuring availability of supplies and equipment; and
(iv) coordinating research projects relating to quantitative and qualitative analysis.
DEPUTY CHIEF PHARMACIST – ONE (1) POST - V/No.163/2016 Basic Salary Scale: Ksh.89,748 – Ksh.120,270 p.m. - (Job Group ‘Q’) For appointment to the grade, a candidate must have:-
(i) have served for a minimum period of three (3) years in the grade of Assistant Chief
Pharmacist, Job Group ‘ P’;
(ii) a Bachelor of Science degree in Pharmacy from a university recognized in Kenya;
(iii) a Masters degree in Pharmacy or comparable and relevant qualifications from a
university recognized in Kenya;
(iv) been registered with the Pharmacy and Poisons Board of Kenya;
(v) a valid practicing license from the Pharmacy and Poisons Board of Kenya;

(i) implementing and reviewing policies and guidelines on drug management;
(ii) co-coordinating management of pharmaceutical services;

Option), Anthropology, Counseling and Psychology, Economics, Law or any other
relevant Social Science from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Gender and Development,
Business Administration, Project Development and Management, Anthropology,
Counseling, Project Planning and Management, Public Administration/Policy,

Counties and Agencies;

(iv) development of gender disaggregated data and management information systems;
(v) establishing the level of compliance with the two-third gender principle in
Ministries and State Departments, Counties and State Corporations;
(vi) sensitizing of stakeholders on gender related issues; and
(vii) facilitating formation of community level structure and mobilizing communities to
participate in field activities promoting gender and equity and elimination of Female
Genital Mutilation and Gender Based Violence.
CHIEF GENDER OFFICER – THREE (3) POSTS - V/No. 166/2016 Basic Salary Scale: Ksh.41, 590 – Ksh.55, 840 p.m. - (Job Group ‘M’) For appointment to the grade, a candidate must have:
(i) served for a minimum period of three (3) years in the grade of Senior Gender
Officer, Job Group ‘L’ or in a comparable and relevant position in the Public Service

(iv) identifying opportunities and documenting practices for upscaling and replication
of gender programmes; and
(v) following up with gender violence victims for the expediency of justice.
