Process Of Establishing NAMETA
• The Integrated National Transport Policy (INTP)
approved by Cabinet in 2009 and by Parliament in
2012 lays the foundation to development of MRTS
• The INTP was developed through extensive
stakeholder consultation meetings
• Recommended among other things,
development of a Mass Rapid Transit System

Metropolitan Transport Authority

17
• In 2010 the Ministry of Transport, with AfDBs
grant, conducted a feasibility study of MRTS
that recommended 9 transit corridors with a
Central Hub and also establishment of a Nairobi
Metropolitan Transport Authority.
• MOT&I has since received a lot of support from
Government Agencies and Development
Partners in committing to development of MRTS
facilities along the corridors

Harmonization Efforts
After 2011 MRTS study, it was realized that other initiatives
were being undertaken some not adequately covered in
the study i.e. development of Commuter Rail
There were also other ongoing studies i.e. Nairobi Urban
Integrated Plan (NUIPLAN), Urban mobility study
In October, 2013, in what was referred to as Naivasha I,
the MOT&I initiated a process of harmonizing MRTS efforts
by other stakeholders.
