Executive Summary This report details findings from 2015-2018 on translation contracts from public

administrations to the private sector in Croatia. The figures below provide an overview

of the calculations within this report based on the expenditure by year of translation

contracts.

All amounts were obtained in HRK and are presented in this report in EUR for clarity.

Total contract expenditure in net award fee for 2015 amounted to over €300 thousand.

Introduction

This report summarises the research carried out by the NEC TM consortium on

mapping relationships of public translation contracts across the European Union. It

will review the data mining methodology and detail the progress and findings of the

first completed case study for the Republic of Croatia.

The NEC TM action aims to increase the volume of parallel data available to the

European Commission and to promote the flow of translation data, specifically

Translation Memories that can be put to use for machine learning. NEC TM will build

and deploy a TM repository at national level with sharing capabilities to a central

platform with fuzzy match capabilities that will allow public administrations to fully

leverage TMs. In order to achieve this, the project seeks to engage public

administrations through a pan-European data sharing awareness campaign and the

publishing of two White Papers.

The White Papers allow the consortium to establish a credible report based on market

research (public contracts) and extrapolate national and EU costs on translations from

the past 4 years. They examine potential savings and provide a basis for how much

translated data is available from contractors. The first White Paper will deal with the

findings in 9 countries. The final Paper will be published in February 2019, with an

update to all findings.

The market research conducted by the NEC TM consortium pools key data from public

translation contracts to build a report database that considers each EU Member State.

The data includes but is not limited to buyers, vendors, amounts, estimated contract

value etc. Contract data has been mined from Croatian government bids and contracts

for translation services ranging from 01/01/15 to date.1 At present, the report

database has been completed for Croatia.

This data has been sourced from TED along with the national and regional official

gazettes for Croatia. The methods used in the research methodology for Croatia may

vary slightly from previous research for other Member States. This is due to the fact

that research methods have had to be tailored to each Member State’s diverse

structural differences in public procurement contracting and reporting.

Country Profile & Geographical Divide

Croatia is a unitary parliamentary republic subdivided into 20 counties, with the capital

city of Zagreb having a dual status of both a county and a city. The official language

of the country is Croatian, with several recognized minority languages in official use in

certain municipalities (Serbian, Italian, Hungarian, Czech, and Rusyn).

The NEC TM study considered three administrative divisions in Croatia that possess

political, administrative, and financial powers; Level 1: state, Level 2: regional (state

counties), and Level 3: local (municipalities / city councils). The primary source of

information was the public procurement portal of Narodne Novine (the official gazette

of the Republic of Croatia), followed by official websites of individual counties, cities

and government agencies.

● Level 1 contract data was mined from official national gazettes EOJN2

(Elektronički oglasnik javne nabave RH – Electronic Public Procurement

Advertiser of the Republic of Croatia).

● Level 2 contract data was mined from official websites of the state counties

such as istra- istria.hr3, the official website of the Istria county.

● Level 3 contracts were searched in local authorities’ websites, such as

zagreb.hr4, for Zagreb City Council.

The search was initially focused on the state level, but since the obtained data was

insufficient, the search was expanded to state counties, cities and municipalities. The

expanded search also yielded no satisfactory results. For this reason, as of the time of

this report, 189 public entities at state, county and municipal levels were invited to

provide more information on their expenses, internal issues and requirements related

to translation services procurement.

While there has been some feedback, it should be stated that the so-called “low value

procurements” (for contract values under EUR 26,666.66) are not procured through

the public procurement procedures, but negotiated directly with the vendors and

therefore no data on these projects could be sourced from the publicly available

records. There is no estimation as what the number of these contracts may be.

Geographical Specifications

Level 1 consisted of the Republic Croatia.

Level 2 consisted of the state counties of Croatia. Out of the 20 (21 including Zagreb),

translation contracts were found in the Istria county.

Level 3 consisted of cities/towns. Out of 128 cities and towns and Croatia, translation

contracts were found in 4 cities and towns:

Methodology

A variation of keywords was used when searching for translation contract data. This

method allowed us to locate contracts that had filtered through a search. For example,

“adjudicated translation contract [serial no. and/or place name]”; “translation contract

awarded [serial no. and/or place name]”; or “bid translation contract [serial no. and/or

place name]” was applied to each search for quality assurance.

The Report Database includes all contracts and notices that specify the CPV code

79530000-8 (translation services). Where the code was not located, the Description

category allowed us to identify the notice or contract as a translation service tender.

Contracts that included 79530000-8 (translation services) and 79540000-1

(interpretation services) were also included, as well as contracts that included

translation and interpretation services within the Description category.

Contracts with only code 79540000-1 and in absence of it, a Description of only

interpretation services, were not added to the Report Database.

Findings

The calculations below are set out on a year by year basis and detail the findings from

the Report Database for Croatia. They include all bid notices and contracts for

translation services and translation and interpretation services. Framework

agreements for the provision of translation services along with other services have

been excluded.

Translation Contracts and Language

Language combinations were rarely stated in the research data. The government

entities in Croatia tend to procure translation services to and from more languages,

usually split into groups, from a single vendor. Where they were stated, they included

translation to (and from) Croatian from (and to) English, German, French and Italian,

and less frequently Chinese, Portuguese and Russian.

Translation Contract Breakdown by Sector

Figs. 13- 20 illustrate the contract expenditure by sector in 2015- 2018, based on the

findings from the Report Database for Croatia. The list of sectors used can be found

under the Data Extrapolation section of this report.

The following data outlines the sectors that contracted translation services (including

interpretation services) for public sector tenders between 2015-2018. The pie charts

(Figs. 13, 15, 17, 19) depict the percentage expenditure of each sector by year, and the

tables (Figs. 14, 16, 18, 20) list the amount of translation contracts per sector, and their

total expenditure based on the summed net award fee the translation contracts, by

year.

It must be noted that sectors that were not specified in the description of the contracts

were labelled N.S on the Report Database, these have been omitted from the tables

below. Similarly, not all sectors were found to employ translation services each year,

accounting for the omission of some sectors in particular years on the tables below.

The expenditure within the legal sector, based on the net award fee, totalled

€53,814.07. The expenditure within the tourism sector, based on the net award fee,

totalled € 27,445.17.

The expenditure within the administrative sector, based on the net award fee, totalled

€132,097.40. The expenditure for health based on the net award fee, totalled

€53,814.07.

Up until now, 4 contracts have been found for Level 1.

So far, the expenditure on translation contracts in net award fees for 2018 amounts to

over €880 thousand. This figure is expected to rise when the open contracts found are

adjudicated.

The expenditure within the agricultural sector, based on the net award fee, totalled

€430,512.57.

The expenditure for health based on the net award fee, totalled €53,814.07.

The expenditure for the financial sector based on the net award fee, totalled

€33,633.79.

Comments

This report was limited only to the publicly available records, meaning that, for several

reasons, the information presented here does not show the full picture of the language

services procurement in the Croatian public sector.

These reasons are:

Croatia joined the EU on 1 July 2013 which led to the transfer of a significant amount of the

translation services that had been sourced locally up to that point to the central institutions

of the European Union.

The Croatian National Tourist Board and many other public entities can procure products and

services in the total value of up to €65 thousand through direct tendering procedures and

the data on these contracts can only be obtained through direct inquiry, but none of these

entities is legally bound to share the information related to direct tenders with third parties.

The costs and scopes of in-house translation services in the public sector were not covered

by this research.

Conclusion

From the data extrapolated (and including only the contracts where the sector was specified)

we can conclude that throughout the four years studied, the administrative sector in Croatia

contracted the most translation and interpretation services, with a total of 4 contracts.

However, the sector that spent the most on translation and interpretation services was

agriculture, with €430,512.57.

The supplier that was awarded the most translation and interpretation contracts was GLOBAL

LINK d.o.o., with a total of 6 contracts, followed by Alkemist studio d.o.o. which was awarded

5.

With a total number of 31 awarded contracts located (excluding open notices and dissolved

contracts), 31 of these pertaining specifically to translation services, we conclude that over

€2 million was spent on translation services over 2015 -2018 in Croatia, significantly rising in

2018 (€880 thousand) and in 2017 (€690 thousand) in comparison to 2016 (€360 thousand)

and 2015 (€300 thousand).

This exponential growth of translation contracts value per year can be explained with the

extended recession period ending in Croatia in 2016-2017, which led to increase in the

economic activities and, subsequently, increase in translation services requirements.
