"SEC. 10. Freezing of Monetary Instrument orProperty. - Upon verified ex PfJrte petition by theAMLC and after determination that probable causeexists that any monetary instrument or property is m:any way related to an unlawful activity 8S defined in .Section 3(i) hereof. the Court ofAppeals may, issue afreeze order. which shall be effective immediately. Thefreeze' order shall be for a period of twenty (20) d'aysunless extended by the court. In an'y case, the .courtshould act on the p'etition to freeze within twenty.four(24) hours froni filing of the Jle~tion. H the a~plicationis filed a day before a nonworking day. the computationof the twenty-fo~ (24).hoUr period, shall exclude thenonworking days."

SEC. 4. ~epealing Clause:~ All laws, decrees; executiVeorders, ,r~es and r,egulations or parts thereof as are, inconsistent with this Act are hereby repe~ed, amended ormodified accordingly: Provided, ,That the penal proVisions shallnot apply to' acts done pri9i' to the effectivity of the .AMLA,on October 17, 2001. '

SEd. 5. Effectivity. - This Act, shall tak~ effect fifteen,(15) dRys 8fter ita 'complete publication in the Official 'Gazette 'or in at, ..le,ast' two (2) national newspapers of generalcirculation.
