A Letter from the Chairman of the Board

Todd Lybarger The Economic Development Group of Wabash County (EDG) continues to be a strong leader in the Northeast Indiana region in 2016. The EDG has worked aggressively to insure that our county and communities have the right resources in place for all economic growth success.

Marketing development for new attraction and business retention continues to evolve through the partnership with the Northeast Indiana Regional Partnership. As well, over recent years economic development strategies have slowly transformed to higher emphasis as a local advocate for the quality of place and quality of life initiatives. Wabash County continues to be the envy of area communities with the highly regarded downtown redevelopment of Wabash and North Manchester. Much of the success has developed through the collaboration of many active partners of the Economic Development Group of Wabash County. Growth continues, by the ongoing accomplishments of the City of Wabash “Steller Community” projects, of which EDG serves on the steering committee, and North Manchester Main Street Façade and Streetscape programs. Existing business growth and entrepreneur startups continue to revitalize buildings. Partnerships through EDG, the Community School Corporations, and the Community Foundation of Wabash County have all championed the importance of local quality educational opportunities. Early childhood education has been supported with the premier development announcement of the new construction and growth of the Manchester Early Leaning Center, with funding awards from endowment, foundation, community, and the Regional Cities program. A major entrepreneur support collaboration was adopted with the partnership of the Manchester University College of Business, INGUARD, and EDG to build a co-working space for business planning and development growth. We also launched “CO.STARTERS” a nationally renowned startup accelerator. The Town of North Manchester continues to develop a new residential housing project and partner with sub-development planners and home builders. Agribusiness, farming, livestock production, and the “farm to fork” markets continue to grow as some of the major developments in Wabash County as illustrated by the continued investments of Troxel John Deere Equipment, Midwest Poultry, and others. We continue our investment in the Northeast Regional Partnership to make the region a larger and stronger competitive attraction. Our EDG President, Keith Gillenwater is a past board member and is actively involved with many groups state-and-region-wide that the EDG board believes brings value to us locally. Mr. Gillenwater is constantly meeting and talking with prospects and site selectors about locating in Wabash County, as well as assisting employers with their specific projects to remain competitive in our regional and global economy. We have had an increased interest in the Wabash Northeast Business Complex, as well as the North Manchester Industrial Park, as we have shown both sites a number of times in the past year. We are very fortunate to have an EDG staff that are some of the highest trained and respected marketing developers in the region. We would like to extend a big thank you to former EDG Executive Assistant, Abby Hoy as she leaves the organization to continue her next career development, and welcome Tenille Zartman as the new EDG Project Manager. We are thrilled to announce that our President Keith Gillenwater was named as one of the 2017 “North America’s Top 50 Economic Developers” by Consultant Connect, a peer group of economic development partners and site selectors. It has been a pleasure to serve as the Board Chairman. I would also like to thank the members of our Board of Directors, as each bring a level of commitment to EDG that supports the Chairman and Staff, and continue to guide the program goals. I am confident that our incoming Board Chair, Emily Boardman and EDG Staff, continue to serve and advance the communities of Wabash County. Finally your corporate membership and financial support is extremely important for us to continue highlighting Wabash County as a competitive player in the economic development, supporting local job growth and quality of living.

A Letter from the President & CEO

Keith A. Gillenwater I am honored to be able to write my third annual report as President & CEO of the

Economic Development Group of Wabash County. While I stated this in my letter last

year, I will reiterate that I continue to be amazed about all the assets that Wabash County has and about the

momentum our community has in making positive change.

Our 2016 Annual Report discusses some of the projects and initiatives that EDG worked on throughout the

year. These include quality of life initiatives, project development, workforce development projects, talent

attraction efforts, entrepreneurial supports, and educational efforts amongst just a few of the things we took

on in 2016.

We are well underway on our 2017 schedule of work - and we have several exciting initiatives still planned.

As always, we will continue with our marketing outreach to site selection consultants and corporate real

estate executives to show relevancy and lay the groundwork for future success. Now that we have our new

website launched, we will be putting the finishing touches on our case-studies showing why Wabash County is

a great community for business opportunities. We will be pursuing an extensive strategy for the community

centered around addressing population decline and talent attraction and retention. We will be looking to

elevate our business park and industrial site offerings to ensure that they are everything that 21st century

businesses are looking for when making a location decision, including potential improvements at all three

business parks. Work will continue with implementing the City of Wabash’s “Stellar Communities” projects

and spearheading the last projects that need to break ground. Our entrepreneurial support program with

Manchester University College of Business and INGUARD will provide an elevated level of service to those

striving to create the next generation of local businesses. We will be

implementing our successful Workforce Grant, recruiting students for

free certifications in CNC Machining, Welding, and Industrial

Maintenance. Finally, our organization is undergoing a transition

with the ongoing discussions about merging with the Wabash County

Chamber of Commerce and the new opportunities that this could

bring to our community.

Our future is bright in Wabash County. The EDG staff and our many

partners will be hard at work making sure that we continue to grow,

continue to thrive, and continue to show the world that we are a

destination for investment.

Top 50 Economic Developer in North America

Economic Development Group of Wabash County (EDG) was thrilled to announce our President & CEO, Keith Gillenwater was honored as one of the Top 50 Economic Developers in North America for 2017 by Consultant Connect.

New Project Manager

Abby Hoy our former Executive Assistant who helped EDG thrive for the past ten years announced her resignation in 2016. Tenille Zartman joined EDG as her replacement as the new Project Manager & Executive Assistant in December of 2016. Tenille has an MBA from IPFW, along with a BS in Tourism Management and a minor in Recreation and Park Administration from IU-Bloomington. She currently serves on the First Friday committee and became Chairman of the Board of Directors for the Wabash County Historical Museum at the end of 2016.

Internship Partnerships

EDG partners with Manchester University (MU) and our local high schools to have students to intern throughout the year. In 2016 we have had the pleasure of working with the following interns:

Alexander Corn (MU, Summer 2016), with a focus on BRE, web development, and various tasks

Megan Stouder (MU, Fall 2016), with a focus on implementing Cohort #1 of CO.STARTERS

Drew Vergonet & Brock Anson (MU, Spring 2016), Focus on entrepreneurship program

Jacob Terrell (Northfield, Spring 2016), Focus on marketing and general office help

How do you define success for yourself as a leader and for your organization?

I define success as to whether we have made a positive impact on the community. It’s what drives me to work longer hours, complete tasks that may not be my favorite thing to do, and to keep at things in a career where you experience lots of misses and “first runner-up” finishes. You have to know that things build upon each other and that the cause of an economic devel-

oper is noble - the work we put in has a positive impact on the growth of our community. - Keith Gillenwater

America’s Best Communities

EDG, along with Visit Wabash County, the City of Wabash, and American Structurepoint

submitted an application for the ABC competition sponsored by Frontier Communications

and was selected as one of 50 quarterfinalists in the nation in 2015. With that came a grant

of $50,000 from Frontier and our partners Calix and the City of Wabash to fund a strategic plan to

implement if we were to be selected as a semi-finalist or ultimate winner of the $3,000,000 grand prize.

Our “Dream Big. Be Big.” planning process brought together dozens of community leaders to focus on four

main areas: visitor experience, livability, parks and recreation, and entrepreneurship. While we found out

in early 2016 that we were not selected as a semi-finalist, the planning process we completed will continue

to pay dividends for the community going forward, and projects that were included in our plan have already

started to be implemented in Wabash, including our new entrepreneurial center, a kiosk for Visit Wabash

County, and park improvements.

Regional Cities

Late in the 2015 Indiana Legislative session, a new program that had been proposed from a 2014 Summer

Study Committee was approved called “Regional Cities” that focused on improving quality of life for

economic development in communities by focusing specifically on projects that will lead to or support

talent attraction and talent retention and building a vibrant community. Given a short time frame, our 11-

county region, spearheaded by our partners in the Northeast Indiana Regional Partnership pulled together a

competitive application that was selected in Dec. 2015 as one of three winning regions. EDG President &

CEO Keith Gillenwater served on the steering committee for the effort and coordinated the submission of

six Wabash County projects for the effort. Projects include submissions located across the county. As 2016

progressed, we assisted the Manchester Early Learning Center with their submission to request $520,000

from the Northeast Indiana RDA. This grant was awarded, and the construction of the new MELC building is

underway. Two other projects were gearing up for submission in early 2017 as well. Collectively, Wabash

County projects will be able to pull from a pool of $42 million dollars over the next 24 months to support

these and other projects that work to make Northeast Indiana a destination for talent.

Workforce Development Grant

In 2016, Wabash County through EDG applied for a Workforce

Development Grant through the Office of Community and Rural

Affairs (OCRA) in conjunction with our partners in Huntington County

and Kosciusko County. We found our we were awarded the grant in

late 2016. This grant will allow us to offer individuals wanting to

enhance their career in the manufacturing industry to receive

certifications in CNC Machinist, Welding, or Industrial Maintenance. Free training courses will be offered

through Ivy Tech starting the spring of 2017.

Wabash County received this workforce development grant focused on helping Wabash, Huntington, and

Kosciusko residents as there is a high demand and well-paying jobs for individuals with these skillsets in the

three counties. These courses will be complimentary to qualified applicants thanks to the Community

Development Block Grant awarded through OCRA and via partnering agencies: Northeast Indiana Works,

Huntington County Economic Development, Kosciusko Economic Development Corporation, WorkOne of

Northern Indiana, Wabash County CEDIT fund, Wabash County Community Foundation.

The grant is intended to serve people who are under employed, unemployed or those whom are just lacking

a certification to get a higher wage job. Across the three counties, $375,000 will be invested in workforce

training via our partnership. Classes are forming now and will be offered at Ivy Tech Wabash Campus,

Huntington Learning Center, Heartland Career Center, and Ivy Tech Warsaw Campus. Classes will start in the

Spring of 2017.

Business Retention & Expansion is our number one priority.

We set a goal to have completed 30 unique business and retention “BRE” visits across the county in 2016. By

years end, we totaled 34 unique company visits with the help of our summer intern Alex Corn. While we use

these visits to meet our companies and inquire about what is going on in their business, we also collect a lot

of information that we use to not only gauge the health of the company but also to determine where our

business communities biggest needs are so we can create programming to try to address their needs. As the

strength (and profitability) of our businesses improve, so does our community. We used the data collected

to help bolster our case for our successful workforce development grant with OCRA.

Revolving Loan Fund

At the close of 2016 EDG had two active Revolving Loans: KenapocoMocha Coffee & Pastry Shop (North

Manchester) and Wabash County Historical Museum (Wabash). All of these loans were current and perform-

ing according to established guidelines. The loans totaled $280,440.43 in outstanding direct loans with

$130,745.66* available for lending on new loans or loan guarantees.

“Stellar Communities” Projects Progress:

After being awarded as Stellar Community in 2014, EDG has helped with the

strategic investment plans for the following key projects:

Eagles Theatre Community Center improvements:

Goal: Complete restoration & renovation to allow for expanded community use and historic preservation.

Progress: On-track, Eagles submitted their application to OCRA in early 2017 for consideration of funding via the Stellar Communities program as outlined.

WMI Façade Improvement Program

Goal: Improve aesthetic qualities of building and public street facades downtown Progress: As of the end of 2016: 13 completed, 4 underway, 5 have not yet started. 3

applications on the waiting list.

State Road 13/15 corridor improvements

Goal: Improve streetscapes between Canal St and N of bridge on Smith St Progress: Design and permitting underway, construction late 2017 to 2018.

Rock City Lofts housing development

Goal: Fully renovate Rock City building to offer affordable residential units for seniors Progress: Under construction after groundbreaking late 2017. Slated to be finished 2018.

Neighborhood Owner-Occupied housing rehabilitation

Goal: Rehabilitation of owner occupied houses in the City of Wabash Progress: Phase 1 nearly complete with 11 homes awaiting inspection in early 2017. Phase 2 to

launch in 2017 with up to 12 homes.

All-Inclusive Park

Goal: Create a park for all ages and all abilities next to the John Drook Skate Park

Progress: Project is halfway funded and launching community awareness fundraiser in Spring of 2017

Our community support along with these projects continue to transform

Wabash County into destination that embraces quality of place and that

demonstrates high quality of life. This is imperative to increase our

population and to keep our young returning home after technical training

and college.

Fostering Entrepreneurship

Collaboration continued between Manchester University, INGUARD, and the EDG of Wabash County to

support and grow our own businesses right here in our community. In 2016, there were a number of strides

to help nurture the forward thinking direction to help entrepreneurs thrive in Wabash County including:

EDG, along with the Northeast Indiana Regional Partnership,

sponsored a team of trainers from CO.STARTERS to come to

Wabash to train a dozen facilitators to become certified to teach the CO.STARTERS entrepreneurial support

program. CO.STARTERS is a 9-week course that teaches about all aspects of starting up a company, from

legal structures to identifying your customer base(s) to funding your venture. We launched Cohort #1 in

September, facilitated by Joe Messer—Manchester University College of Business, David Grant—Strauss Veal

Feeds, Inc., and Keith Gillenwater from EDG with assistance from Mike Beauchamp of INGUARD. We had 10

entrepreneurs attend the first class, with 9 finishing the full 9 week entrepreneurial program. Of the 10, we

had a good mix of existing businesses and early business ideas, as well as three Manchester University

student entrepreneurs.

We also continued with the buildout and development of our entrepreneurial center and co-working space in

the basement of INGUARD, and with the planning for programming in the entrepreneurial space once it

opens in early 2017. EDG also formalized a memorandum of understanding between the three partners.

Business Development

While EDG gets involved in a lot of areas that have an effect on the overall economic development efforts of

Wabash County, we haven’t forgotten about our business development efforts, which remain one of the

cornerstones of our organization. In 2016, EDG welcomed prospects and site selectors to Wabash County to

visit our community and to conduct site visits for potential location decisions, including representatives from

one international company. Additionally, EDG made a number of visits to call on industry reps, site

consultants, and trade shows. These included visits with the German American Chamber of Commerce,

Austin Consulting, the Midwest Data Center Summit, NeoCon, Ghafari & Associates, Canadian trade officials,

and federal economic development officials. One visit of note that we were honored to be a part of was

Keith Gillenwater, along with Hannah Stork of the Northeast Indiana Regional Partnership were welcomed on

a trip in May to a private visit with the Consul-General of Japan in Chicago, along with the Chief Executive

Director of the Japanese External Trade Organization—Chicago.

Regional Efforts

EDG remains supportive of a number of regional efforts as we support the growth of Northeast Indiana.

Keith Gillenwater served on the board of directors of the Regional Chamber of Commerce and the Mid-

America Economic Development Council, as well as was the vice-chair of the Indiana Economic Development

Association. He also served on the business development committee for the Northeast Indiana Regional

Partnership as we work through a new target industries focus for our region, as well as the talent attraction

and development subcommittee focused on innovative ways to develop and attract talent to Northeast

Indiana.

Supporting Local Foods

EDG and our President/CEO has played a key role in supporting the local food movement in Northeast

Indiana. Through the Northeast Indiana Regional Partnership and in conjunction with the Wells County

Economic Development Corporation, Keith served on the steering committee over the last several years to

undertake a USDA-RD funded study of the local foods movement in NE Indiana. That report was finalized in

2016 and has been supported by the Regional Opportunities Council and several local and regional

organizations. The group is now pursing the formalization of the effort as outlined in the study, and is

pursuing the establishment of a “food hub” to coordinate local food availability to the broader market.

Ivy Tech Wabash Transition

EDG spearheaded the request to complete a transition of service for our Ivy Tech Wabash campus from the

Lafayette Region to the Northeast Region. We requested this affiliation change with the support of both Ivy

Tech regional chancellors and Ivy Tech Wabash Executive Director Pam Guthrie. The economy of Wabash

County has been naturally aligned with Northeast Indiana over the last several years, as well as our economic

development, entrepreneurial, and workforce development efforts, so the realignment of Ivy Tech to the

Northeast Region would be able to better support our much needed workforce development efforts. The

new affiliation is already paying dividends! Much needed investments in the Wabash campus infrastructure,

including utility upgrades were made, along with new computer lab equipment investments and class

offerings have already shown the benefit of our new Northeast affiliation.

Industrial Guild formation

EDG, along with our partners at Ford Meter Box, Heartland Career Center, and Northeast Indiana Works

formed the basis of a new Industrial Guild with a primary focus on bringing Wabash County manufacturing

employers together to have a forum in which to focus on addressing common challenges to our industrial

base . The group is still in the start-up phase but as we transition into 2017 is working with our local

superintendents to address misconceptions about manufacturing employment to Wabash County middle

school and high school students and to better educate them about opportunities right here in Wabash

County.

Wabash Chamber & EDG Transition Proposed in June 2017

This annual report highlights the success of EDG in our community and our region. These successes are a

reflection of the spirit of collaboration that makes our community unique. It is in this spirit that the boards of

the Wabash County Chamber of Commerce (Chamber) and EDG have proposed to join together to create a

stronger organization. Ultimately, the decision to unify the Chamber and EDG is the responsibility of the

membership of these organizations. Official voting on the unification will take place in May of 2017. The

motivation behind the unification to one organization is centered on the following key themes:

Stronger alignment of mission/vision, aligned resources and speaking with one voice

Stronger collaboration for achievement of shared goals

Single point of contact for those inside and outside our community

Strength in resources to support meaningful projects

Stronger relationships with the business community for support of economic/business development

A transition board has been established to champion these key themes and work on a proposal to provide

enough detail to form the basis of your opinion and vote. The transition board has been diligent to remain

focused on the proposed mission:

Together, growing a prosperous Wabash County

Proposed Name: Wabash County Business Alliance, Inc

Proposed Vision: Wabash County will be the model for small town America making a relevant

impact on global community by offering vibrant cultural experiences, enriching lifestyles and growing

economic opportunities while building on our heritage.
