COMMUNITIES SERVICE QUARTERLY PERFORMANCE
EXCEPTION REPORTING JANUARY TO MARCH 2015 (ABERDEENSHIREPERFORMS)
1 Recommendations
The Committee is recommended to:
1.1 Acknowledge the positive performance achieved January to March2015 identified in section 2.3;
1.2 Acknowledge the exceptional performance achieved January toMarch 2015 (Quarter 4) identified in Appendix 1;
1.3 Consider those measures where performance is below expectationsJanuary to March 2015 (Quarter 4) identified in Appendix 2;
1.4 Note the publication of the complete January to March 2015Performance Report on Ward Pages;
1.5 Advise the Director to continue to report, by exception, to Committeequarterly on performance measures against Service objectives andsix monthly on progress in delivering all aspects of the Service Plan
2 Discussion
2.1 The purpose of this report is to advise Committee of how the Service isperforming against key performance measures and associated targets as set outin the Communities Service Plan 2014-2017, and approved by Social Work andHousing Committee on 5 June 2014.
2.2 The performance measures are linked to the Council’s priorities. The quarterlyperformance monitoring report provides regular opportunity for elected Membersto maintain scrutiny of significant activities in order to achieve good outcomes forthe residents of Aberdeenshire.

2.3 Performance during the fourth quarter of 2014 can be summarised as:-
Key Service Objectives Are we getting better?
1. To ensure access togood quality, affordablehousing
No.1(a) Fewer affordable homes than expectedwere built, due in part to one of the Council’slead contractors, Muirfield Homes, having goneinto liquidation. Council Officers are currentlyworking to expedite a solution that will see workrecommence with a different contractor.1(b) A much lower than expected turnover hasresulted in fewer allocations available forwaiting list applicants. This may be linked tothe current economic climate, with existingtenants less likely to move on to other tenuresdue to increasing costs.
2. To prevent and addresshomelessness
Yes overall.2(a) Whilst the percentage of service users whoreceived advice/information from thePrevention Service and subsequently did notgo onto present as a homeless applicantremains below target, the actual number ofservice users going on to make a homelessapplication after receiving advice has reduced.2(b) Number of Repeat Presentations and 2(c)Reduction in bed and breakfast costs remainpositive.
3. Reduce fuel poverty No. There are a number of factors outwithService controls impacting on fuel poverty,such as increasing domestic fuel prices,stagnating or falling household incomes andchanges to welfare benefits.
4. To act early to protectand care for those childrenand adults at risk of harmor neglect and, inpartnership with otheragencies, reduce risk
No.4(a) Whilst the percentage of assessmentscompleted within timescale has reduced, thenumber of assessments completed hasincreased significantly compared to the last 2quarters. These assessments are taking longerto complete due a more customer focussedservice being provided.4(c) Reports submitted to Children’s Reporterwithin target timescale continue to be belowtarget. This was due in part to technicalproblems with Microsoft Outlook compatibilityissues.

5. Enhance opportunitiesfor people who arevulnerable to optimise theirindependence and lifechoices
Yes overall.5(a) The percentage of children whoexperience 3 or fewer placements remainshigh. This figure would be even higher if welooked at the stability of placements in the past3 or 5 years, rather than over the entire periodof being looked after.5(b), 5(c) and 5(d) remain above target.
6. Reduce Reoffending Yes overall.6(a) and (b) The percentage of offendersoffered unpaid work within 7 days continues toincrease, and whilst the percentage whoactually attend within 7 days is below target,this has improved on Q3 and is projected toimprove in the next quarter.6c) and (d) continue to show positive results.
7. Ensure all aspects ofour service are highquality, continuallyimproving, efficient andresponsive to people’sneeds
No. The percentage increase in the number ofpeople using electronic records Managementprinciples shows little change due to a revisedtraining programme.
8. Percentage satisfactionof service users within theservice involvement in thedesign of care
The IBP survey was not conducted this yearbut is planned to be repeated in 2016 followingthe formation of the Health & Social Carepartnership. However similar questions askedas part of the Scottish Care Experience Surveyshowed similar levels of satisfaction to lastyear.
2.4 The full details of all measures and their commentary can be found on the WardPages under the Quarter 4 Full Report.
3 Overview:
3.1 There are a total of 20 reportable measures this quarter, 11 of which are ontarget (green). A comprehensive full performance monitoring report for theperiod January to March 2015 is available on Ward Pages.
3.2 One measure shows positive exceptional performance this quarter and this isdetailed in Appendix 1. The Throughcare and Aftercare Team have exceededtheir target by 54%, with 69.6% of young people engaged with their service beingin training, education or employment and colleagues are commended for thisachievement.
3.3 Eight measures demonstrate performance below expectations (6 red and 2amber) and these measures are outlined in Appendix 2.

3.4 It should be noted by Committee some exceptional performance for CriminalJustice services under 2 performance indicators; ‘6c) Percentage of offendersreporting that supervision has had a positive impact on reducing their offendingbehaviour’ reported 100% positive feedback from clients demonstrating excellentcustomer satisfaction with clients who previous (as mentioned in thecommentary) found their relationship with services a challenge and this hasimproved. Also for ‘6d) Percentage of the community beneficiaries of 'payback'satisfied with the work carried out’ this was also coming out at 100% satisfied forthe work undertaken locally to community and individual beneficiaries. Theirwork continues to be valued and seen positively. It should be observed howeverthat the numbers of return were low (14 and 10 respectively).
3.5 As arrangements for Health and Social Care Integration progress, there will beprescribed outcome measures from the Scottish Government and this will formpart of a performance report that will go to the Integration Joint Board and beshared with the Council.
3.6 In regards, to the low performance figures for the increase in use of recordsmanagement principles within the Service, it is important to recognise that thisdoes not reflect on the current methods of manual recording of files. Teamscontinue to manage their records as before and the electronic system is seen asa way of making effective use of technology to achieve the same ends but in amore efficient manner. The perceived ‘lack of progress’ from this indicator is dueto it not taking full account of the early stages towards this objective, such asteams agreeing protocols and file plans which are the foundations of ‘excellence’in terms of ensuring correct governance. Therefore progress is still being made.
3.7 This is the last quarterly performance reporting for Children’s Services under theCommunities Service Plan as management structures have now moved toEducation and Children’s Services for 2015/16 and their subsequentperformance reporting.
3.8 The Head of Finance, the Monitoring Officer within Corporate Services and theHead of Human Resources and Organisational Development have beenconsulted on the contents of this report and comments incorporated into thereport.
4 Staffing and Financial and Equalities Implications
4.1 An equality impact assessment is not required because the report is to informCommittee on performance and there will be no differential impact, as a result ofthe report, on people with protected characteristics.
4.2 There are no staffing and financial implications from this report.
