Long Range Planning 6 This chapter provides a look at the long‐term facility needs for the district by comparing the 10‐year enrollment projections to the current capacities of Humble I.S.D. school facilities. The Most Likely Growth projections have been compared to the facilities’ capacities to illustrate portions of the district that may be in need of additional capacity in future years.
Transfers The data that PASA generates for long range planning purposes represents the number of students projected to live within each attendance zone (resident students or geo‐coded students) and doesn’t necessarily indicate the number of students projected to attend each school due to inter‐ and intra‐District transfers. For these purposes, transfers are defined as any student attending a school other than his/her school of residence for any reason (voluntary transfer requests, children of district employees, programmatic transfers, etc.). The transfer patterns of the current students in the 2013‐14 school year are included in the Transfer tables in this chapter and can be used in conjunction with the resident student projections for short‐term planning purposes.
Capacities When analyzing the utilization of each campus, there are two equally important factors to consider: 1) how many students will be enrolled and 2) how many students each campus can accommodate. Extensive effort has been expended developing the projections of future student population (refer to Chapters 1‐5) to address the first factor. In order to address the second factor (the number of students that each school can accommodate), District Administration has provided estimates of each campus’s Functional Permanent Capacity, as well as the additional capacity currently provided by temporary buildings. In planning for long‐term utilization of campuses, the projected student population is compared to the permanent capacity of each building. The use of temporary buildings is an important factor, but ideally these buildings would only be used on a temporary basis. Therefore, the capacity including current temporary buildings is shown on the charts in this chapter, but the analysis for needed future campuses is based on permanent capacity only.

Elementary School Long Range Planning Based on the Most Likely Growth Scenario, the Elementary student population is projected to increase by about 5,600 students to 23,247 students in 2023 (or about 32% increase). With a combined permanent capacity of all current schools of 19,282, this leaves an excess of about ~4,000 Elementary students for whom additional facilities will be needed by the end of this projection period. The first map and associated spreadsheet in this chapter show the 2013‐14 Elementary attendance zones and the number of students projected to live in each zone over the next ten years. This map helps highlight the geographic regions of the District that are expected to receive the greatest increase in enrollment (primarily in the south and southeast). Step 1 In past studies, the explosive growth in the Eagle Springs/Whispering Pines/Atascocita Springs area has been cause for concern with regard to additional future schools. The density of students living in the area warrants the clustering of Elementary schools in close proximity, and PASA has oscillated on recommending the construction of yet another school in that area. Not insignificantly, the possibility of finding a suitable and affordable parcel for the District to purchase would be a challenge as the area is largely built‐out, platted for future development or valuable for commercial development. Also, as the families currently living in the area age and the children age out of the public school system, the possibility exists that empty‐nest parents will remain in these homes. This would create an eventual decline in student enrollment until the time at which the neighborhoods begin to regenerate by selling to younger families with children in school. Thus, building yet another Elementary school in this area could yield underutilized schools in the future. However, there is a short‐term and long‐term need for capacity relief at Whispering Pines, which has continued to accelerate since the last Demographic Update. Currently, Whispering Pines has a permanent capacity of 610 and has portable buildings to accommodate up to 830 students. There are 925 Elementary students currently living in the Whispering Pines attendance zone, which is only manageable because a considerable number are transferring to other schools for programmatic (Bilingual, PK, etc.) or other reasons. This resident population is projected to increase by about 170 students over the next decade, so some accommodation other than the current temporary building/transfer solution likely will be required. Additionally, River Pines currently has twelve classrooms in temporary buildings in order to accommodate the 802 students living in the attendance zone. Construction of new homes, as well as potential future housing developments that haven’t started construction yet, contribute to the almost 500 additional students projected to live in the River Pines attendance zone by 2023. Based on these projections, almost 1,300 students could live in the River Pines attendance zone in the next decade, and there is simply not enough extra capacity at neighboring school to accommodate this growth through re‐zoning. Therefore, this Long Range Plan shows the possibility of a new Elementary school to be built

between Whispering Pines and River Pines, which could potentially draw students from both schools. Alternatively, the District might consider renovating Whispering Pines and River Pines to add permanent capacity and bring them up to a comparable size of other schools in the District (900‐1000 students). Step 2 Much of the acceleration of growth since the last Demographic Update two years ago has occurred along the West Lake Houston Parkway corridor. At the time of the last Update, developers and investors were still wary of the economic downturn and were still in a holding pattern, waiting for the recovery. Experts in the area knew that development along this corridor would ultimately happen, but many of these large parcels now have specific plans and timelines associated with new residential development. The first Elementary school projected to be significantly impacted by this growth is Lakeshore Elementary. This Long Range Plan suggests the need for a new school within the current Lakeshore attendance zone to open in about 2019, but the timing is dependent on a number of factors: 1) the District’s ability to purchase a suitable site in the area, 2) the progress of roads/infrastructure to gain access to the site, and 3) the degree of overcrowding at Lakeshore which the District is willing to tolerate (1,122 projected students in 2017, 1,182 students in 2018, 1,269 students in 2019, 1,363 students in 2020, compared to 950‐student capacity). Step 3 The next long term need for additional capacity is projected to be in the Atascocita Springs/Eagle Springs area, as well as in Ridge Creek. The northern portion of Ridge Creek (west of the railroad tracks) contains several large parcels of land that have significant residential development potential. However, at least in the first few years of these development plans, these subdivisions will be accessed from W. Lake Houston Parkway to the east, not the Park Lakes area to the south. Ideally, the District could purchase an Elementary school site within one of these future developments that could also pull some students from the Atascocita Springs and Eagle Springs attendance zones. This Long Range Plan shows this new school not being absolutely needed until 2020 or 2021 (at the latest), but again, the timing depends on other issues like 1) the District’s ability to obtain a site, 2) timing of roads/infrastructure to the school site, and 3) timing of access to the back of Eagle Springs. There is a good argument for opening this school as soon as possible (within the constraints just listed), in that the first residents in these new developments will have no good access to Ridge Creek (where they are currently zoned) and will have to drive a considerable, roundabout distance to Ridge Creek until a school is built. However, it will be very important to avoid the temptation of opening the school in the very early years of the new developments, and filling it will many students outside of the new developments. The long term projections for the currently vacant land west of the railroad tracks are tremendous; any students external to that area who are zoned into a new school there could quickly need to be zoned out again, as the “home” neighborhood builds out.

Elementary Summary The following chart outlines where and when the District might consider opening new Elementary Schools, based on several criteria:
1. Relieving overcrowding of current campuses that also have additional future growth anticipated
2. Ability of a new campus to open in a given year at a reasonable rate of utilization 3. Minimizing the movement of students whenever possible

As discussed above, the timing of new schools is based on many other non‐demographic factors, and PASA’s recommended schedule is intentionally conservative. These years represent the latest feasible time that a new school could be opened in an area, given the levels of overcrowding that would occur without a new school. But, there are a multitude of other factors that will affect the District’s timing decisions.
Middle School Long Range Planning Based on the Most Likely Growth Scenario, the Middle School student population is projected to increase by about 3,000 students to 12,004 students in 2023 (or about 34% increase). With a combined permanent capacity of all current schools of 8,494, this leaves an excess of about ~3,500 Middle School students for whom additional facilities will be needed by the end of this projection period. The next map and associated spreadsheet in this chapter show the 2013‐14 Middle School attendance zones and the number of students projected to live in each zone over the next ten years. This map helps highlight the geographic regions of the District that are expected to receive the greatest increase in enrollment (primarily in the south and southeast). The schools projected to be the most overcrowded in this decade are Humble, Timberwood, and Woodcreek, all with >1,400 resident students projected by 2015‐16. These three schools' combined capacities minus their combined student population in ten years is ‐2,500 students; this translates to 2,500 new "seats", or two new Middle Schools, are projected to be needed in this part of the District in the next ten years.

Middle School #9 The District owns a site adjacent to Ridge Creek that could be used for a new Middle School. This site could be used to relieve Humble MS and Woodcreek MS (western side), but access north up to the Timberwood MS attendance zone will not become a reality for many more years. This new Middle School can be utilized as soon as it is feasible to build it, as both Humble MS and Woodcreek MS are projected to exceed 1,400 students in 2015. Middle School #10 The District may consider purchasing a new Middle School site in one of the new developments along the W. Lake Houston Parkway corridor, particularly on the northern end of the current Woodcreek MS attendance zone. Presumably this new site could be used to relieve both Woodcreek MS and Timberwood MS. The timing of this new MS #10 will depend on other non‐demographic factors, as discussed above regarding an Elementary site, including: 1) the ability of the District to obtain a site and 2) timing of roads/infrastructure to the school site.
High School Long Range Planning Based on the Most Likely Growth Scenario, the High School student population is projected to increase by about 4,800 students to 16,440 students in 2023 (or about 41% increase). With a combined permanent capacity of all current schools of 13,200, this leaves an excess of about ~3,200 High School students for whom additional facilities will be needed by the end of this projection period. The final map and associated spreadsheet in this chapter show the 2013‐14 High School attendance zones and the number of students projected to live in each zone over the next ten years. This map helps highlight the geographic regions of the District that are expected to receive the greatest increase in enrollment (primarily in the south and southeast). Summer Creek HS is projected to have almost 4,000 resident students in 2020, followed by Atascocita HS with 3,700 students in 2020. The projected growth along the West Lake Houston Parkway discussed previously is contributing significantly to this potential overcrowding. It follows logically that a site for a sixth High School should be acquired by the District somewhere in these two attendance zones, such that it can provide overcrowding relief to both Summer Creek High School and Atascocita High School, ideally by about 2020 or so.
