Preface
This document is a report on the Integrated Orientation Capsule 1 of the Capacity
Building for Urban Development (CBUD) program under the Integrated Capacity
Building Framework (ICBF) designed by the Ministry of Housing and Urban Affairs
(MoHUA), Government of India. The Capsule was organized by Centre for Environment
and Development, Thiruvananthapuram (CED) with support from the MoHUA and the
Kudumbashree Mission, Kerala. The Capsule was conducted at the training hall of
CED from 30th July 2018 to 10th Aug 2018 in four Batches. The participants were
Community Organizers of all the 93 ULBs of Kerala engaged in implementation of
DeendayalAnthyodayaYojana-National Urban Livelihood Mission (DAY-NULM). The
objective of the Integrated Orientation Capsule was to familiarize the participants with
the current urban development schemata and to give an overview of the various Urban
Development Missions [Atal Mission for Rejuvenation and Urban Transformation
(AMRUT), Smart Cities Mission (SCM), Swachh Bharat Mission (SBM), National Urban
Livelihoods Mission (NULM), Pradhan Mantri Awas Yojana (PMAY), and Heritage City
Development and Augmentation Yojana (HRIDAY)]. Mission based detailed trainings
are envisaged in Capsule 2 and Capsule 3.
The training methodology consisted of interactive sessions, expert led lectures,
facilitated discussions, video presentations and curated group activities. For roll out of
the capsule, a total of 21 experts were in the panel, all with very good experience in
the related sectors.
The feedback evaluationrevealed a largely positive reception to the capsule, with very
good ratings for the course’s content and its faculty, and useful suggestions.

(Urban Social Aspects) under Integrated Capacity
Building Framework
Part A: The Report
Introduction
In order to strengthen the capacities of Urban Local Bodies, States and other
stakeholders, the Ministry of Housing and Urban Affairs (MoHUA) has been
implementing the Individual Capacity Building under its flagship mission of AMRUT.
For efficiently implementing the flagship missions [viz., Atal Mission for Rejuvenation
and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Swachh Bharat
Mission (SBM), National Urban Livelihoods Mission (NULM), Pradhan Mantri Awas
Yojana (PMAY), and Heritage City Development and Augmentation Yojana (HRIDAY)] of
the Ministry, a new Integrated Capacity Building
Framework (ICBF) covering all Urban Missions
hasbeen designed and launched by the Ministry.
The roll out of the training is done through the
Empanelled Training Entities in three capsules of
3 days duration each for the officers. For Elected
Representatives the training is done as an
Integrated SensitizationCapsule with duration of
two days.
Kudumbashree, the agency for implementation of
NULM in Kerala signed an agreement (MOU) with
Centre for Environment and Development (CED)
for imparting ICBF in the state of Kerala. As per
the MoU, training is being imparted to Officers (Officers belonging to Urban Social
Aspects) of the cities where NULM programme is being implemented. There are 93
ULBs in Kerala and all these cities are implementing the NULM.

There are different categories of functionaries working under Kudumbashree for
implementing NULM. At the field level there are City Mission Managers in each Urban
Local Body, who are responsible for the implementation of the programme. Below
them there are Multi Task Personnel to support the City Mission Managers,and
Community Organizers to facilitate field
level implementation. CDS/ADS and
Elected Representatives also have role in
mobilizing the community into SHGs and
supporting them to avail the benefits
under the Mission. It was decided that as
the first phase of training, the City
Mission Managers, Multi Task Personnel
and the Community Organizers will be
trained.

The course was aimed to give an overview of the urban sector and the various
Missions launched by the MoHUA as part of the Integrated Capacity Building
Framework. The program was designed and course module developed as per the
pattern given in the Integrated Capacity Building Framework circulated by the
MoHUA. The sessions and the learning objectives and the resource persons for each
session are indicated below:

The target group included fourbatches of Community Organizers (122 participants in
total) who are instrumental for implementation of NULM programme in the respective
ULBs through social mobilization of the target groups.
Major Activities under the Assignment
The major activities under this programme are development of training modules as per
the Integrated Capacity Building Framework, selection and empanelling of Resource
Persons, TOT trainings, development of training & study materials based on ICBF, and
organizing training programmes. The study material in vernacular language
(Malayalam) was prepared specifically for the training. To make the training sessions
more effective most of the PPTs were also in Malayalam language.

Support from the Kudumbashree

There was very good support from Kudumbashree in organizing the program especially
for mobilizing the participants and finalizing
the course content. Kudumbashree did
excellent job in mobilizing the participants by
contacting them and ensuring participation.
The program was supervised and monitored
personally by the Executive Director,
Kudumbashree and a team of senior officers.
Shri.Harikishore IAS, Executive Director, Kudumbashreevisited the venue during most
of theprogrammes and addressed the participants. Kudumbashree team consisting of
Shri.Binu Francis, Programme Officer (Urban), Shri. K.B.Sudheer, State Mission
Manager, SM&ID, and Shri.Jaison T.J., State Mission Manager (NULM) were
physically present and rendered all support in conducting the programme.
Group Activity
All the Batches were assigned on the first day of the training with a group task related
to their area of work. Each Batch was
divided into three or four groups and
each group was assigned one topic
related to NULM and the group made a
presentation of their findings on the last
day. The participants took the task
seriously and worked earnestly to make a
good presentation. Each presentation
was followed by discussions and
clarification of doubts. The group presentations were moderated by Shri P. Kesavan
Nair, Regional Director, CED; Dr. P V Radhakrishnan Program Director, CED; and
Shri K.B. Sudheer, State Mission Manager, Kudumbashree. The moderators helped
the participants imbibe a comprehensive perspective in understanding convergence
among different missions and programmes.

Group activities assigned in the Training program
Group activities for Batch 1
The trainees were divided in to 3 groups and assigned the following topics for
discussion and reporting.
Group 1: Issues and Challenges faced by Community Development Societies (CDS)
and possible solutions
Group 2: Issues and Challenges faced by Area Development Societies (ADS) and
possible solutions
Group 3: Issues and Challenges faced by Neighborhood Groups (NHG ) and possible
solutions.
Each group was also asked to suggest certain
innovative projects that could be taken up by
CDS, ADS and NHG.
Each groups discussed the above topics
assigned to them in detail and reported back
and presented with flip chart presentation.
They brought out some major issues and
possible solutions to overcome the same. A few
innovative projects identified them are also
presented.

Group activities for Batch 2
For Batch II participants the following topics were assigned for detailed discussion and
reporting on the final day of the training. The participants were grouped into three for
convenience.
Group I: Employment through Skill Training and Placement(EST&P) – Role and
responsibilities expected from the community based organizations of the poor, the
Kudumbashree.
Group II: (i) Opportunities of convergence between PMAY and NULM using the
platform of Kudumbashree. (ii) Role and responsibilities of Kudumbashree Community
organizers in Street Venders Rehabilitation program.
Group III: Solid waste management and the role of community based organization of
Kudumbashree.
Members in each group done good home work and actively contributed to make the
assigned topics to become best in content and style as well as presented the same
nicely. All the groups made the presentations with active participation of the group
members.

The participants were requested to develop a success story of bringing out a family
from poverty to prosperity with in their ULB or within their district and make
presentations.

formed based on participants
having good number of
representation from a ULB as one
group and others were clubbed
together as groups district wise.
There were thus total 7 groups to
find out success stories in their
ULBs or districts. Each group
discussed various examples and
presented the best among them.

Group activities for Batch 4
The forth batch was also given assignments to be discussed and presented on the last
day. Four groups were formed and the following topics were assigned.
Group 1: – Scope of convergence between NULM, PMAY and SBM
Group 2: The contribution from NULM in the successful implementation of PMAY and
SBM
Group 3: The roles and responsibilities of each organizational segment (NHG, ADS,
CDS) of Kudumbashree in the implementation of NULM, PMAY and SBM with specific
examples.
Group 4: Discuss and present how the components of NULM are mutually supportive
to each other.
All the members in the four groups actively participated in the discussions and
contributed for preparing the charts and made the presentations very lively. The team
members in each batch contributed to the group activity and the enthusiasm was
evident at the time of presentation while supporting or making suggestions for
improvement.
Feedback
CED has developed a system for collecting client feedback. For this purpose we adopt
both informal and formal methods. The informal method is seeking the opinion of the
participants by the coordinators and other staff unawares at informal occasions.
During friendly and informal chats the participants will openly disclose their
views.Formal feedback collection adopts two methods, viz., pre designed formats and
open forum. Participant’s feedback was taken in ministry mandated formats.The
feedback forms are filled by the participants at the end of each session and completed
at the end of the program. The views expressed by the participants and the data
provided in the filled up formats are analyzedusing Microsoft excel. The feedback
summary is given at the end of the report as Part B.
Appropriate action is taken on the suggestions made by the participants to the extent
possible. Similarly, the program ends with a formal feedback session, when the

participants are asked to freely express their views about the different aspects of the
program. The views coming out in this feedback session also is adequately considered
for improving ensuing programmes. Analytical overview of the feedback indicates that
the capsule was received very positively by participants, with a few suggestions for
improvements in certain sessions.The general feedback was that the program was
excellent, useful and informative and well conducted.
Feedback: Views and Suggestions
The following are the important views/ suggestions made by the participants
NULM Batch 1 (COs)
The training was very effective and provided required orientation about all of the
missions of the Central Government
The sessions on NULM provided in-depth details of the program especially from
the faculties who were instrumental in organizing the Kudumbashree Mission
in the state
Sessions on NULM provided more insight for organizing activities for generating
livelihood
All the sessions were very informative
Session on PMAY was informative and provided details of different schemes
Session on Smart City & HRIDAY was useful and well presented
CED possesses good faculties and good facilities for conducting trainings
Hospitality/food/accommodation/conveyance was excellent
Generally speaking, the training was excellent experience and beyond
expectations
This training, covering not only NULM but other aspects of urban sector was
versatile
Stay and food are delightful. Training room arrangement is excellent. Overall
support is excellent
Punctuality was kept in conducting the program
Group activity was useful for understanding NULM functions
Waiting for the next Capsule and the same group shall be invited in the next
capsules

The training enhanced the knowledge level and thereby the confidence level
The participants now was able to relate their work and various mission

PMAY class was helpful in providing details of different schemes under it.
CED staff was very cooperative, pleasant and supportive
Some of the sessions need be made more interactive
Arrangements for travel, stay and food were very good.

Detailed knowledge of the Missions other than NULM like AMRUT, SMART
cities, HRIDAY, SBM and PMAY obtained
Accommodation, food and travel arrangements were excellent and beyond the
expectations
CED has excellent infrastructure and adequate facilities for conducting the
training
All the faculties as well as the CED team were very professional
The hospitality extended by CED team was extremely good
Time for each session was adequate, but the program followed a very tight
schedule
For some of the participants who have joined recently in their job, were new to
NULM and other Missions, the topics discussed in the different sessions in the
training helped them learn a lot.
Session on SBM was excellent and 99% of what is discussed were able to be
grasped by the participants
Sessions on NULM were also equally good
Training facilities provided by CED was extremely good.
The session on leadership could be made more participatory nature including
more activities
The session on communication, media and community development shall
provide a little more attention to interpersonal communication
Previously, there was knowledge about NULM; but knowledge on convergence
possibilities with other Missions and programmes was gained in the training.
The training helped to strengthen the friendship and bond with colleagues
working in other cities
Every aspect of the training was good.
Waiting for the next Capsule and the same group shall be invited in the next
capsules

A recap of the previous days sessions were made on day two and day three. Day two
and three started with the recap session. The arrangement was that one participant
has to comment on one session of the previous day. The participants voluntarily came
forward and made critical comments like what they gained from the session, how it
would be useful for them, and the knowledge they gained for delivering their duties
and the like.
Conclusion
The overall opinion of the participants about the training was that it was useful for
them. The suggestions or recommendations made (informally during the programme
or as part of the oral or written feedback) were given due consideration. Wherever
correction/improvement could be made, that has been done then and there or for the
subsequent batches, as applicable. Being an ISO 9001:2015 certified organization,
CED is endeavoring for continual improvement of the quality of services provided. The
participants expressed the view that the program was useful for them in their official
and personal life by improving their knowledge, attitude and skill and rated the
program as highly useful.

PART B-Programme Assessment
Overall assessment of the programme was conducted based on categories: - B.1) contents
and training methods, B. 2) quality of trainers, and B.3) facilities provided and management.
In addition, participants were requested to suggest areas of improvement if any, under B.1
and B.2categories. Accordingly, the views of participants of 4 Batches were consolidated and
tabulated below. Majority of the participants did not feel the need for area improvement.
13.36% of the participants noted for improvement through interactive sessions with respect
to the contents and training methods. In respect of quality of trainers, 20% of the
participants made the opinion that improvement could be effected through more interactive
sessions.

CENTRE FOR ENVIRONMENT AND DEVELOPMENT-BRIEF PROFILE
The Centre for Environment and Development is
an autonomous research and development,
training and consultancy organisation focussing in
areas related to Environment and Development

and is recognised as a Scientific and Industrial Research Organisation (SIRO) by the Department of
Scientific and Industrial Research of the Ministry of Science and Technology, Government of India.
CED is also the Centre of Excellence on Solid Waste and Wastewater Management of Ministry of
Urban Development, Government of India, Empanelled Agency for the Preparation of City
Development Plan(CDP) for the ULBs and also Preparation of DPR for Water Supply, Sanitation and
Drainage and the Training Institute of the MoHUA for AMRUT and Smart Cities Mission. It is one of the
National Key Resource Centre for Drinking Water and Sanitation of the Ministry of Drinking Water
and Sanitation, Government of India and the Regional Resource Agency of Ministry of Environment
and Forests, Government of India.CED is also the Accredited Agency of Government of Kerala for Solid
Waste Management and Participatory Resource Mapping. CED is an ISO 9001 – 2008 Certified
Institution. CED has completed nearly 120 projects sponsored by various agencies during the last
25years.
CED has its Head Quarters at Thiruvananthapuram and Eastern Regional Campus at Bhubaneswar,
Regional Centre at Hyderabad and projects and programs in Kerala, Odisha, Andhra Pradesh,
Telangana, Jharkhand, West Bengal, Gujarat, Maharashtra, Madhya Pradesh, Jammu Kashmir,

Training Entity - Integrated Capacity Building Framework
CED is one of the empanelled training entities of MoHUA for the various flagship missions of
the Ministry. Under the Integrated Capacity Building Framework CED is providing capacity
building services in the following categories – (i) Engineering and Public Health (ii) Finance
and Revenue (iii) Administration (iv) Urban Social Aspects. CED has offered Capacity
Building and Training for elected representatives and officers of Urban Local Bodies under
AMRUT and Smart Cities Mission for the states of Kerala, Odisha, Rajasthan and Himachal
Pradesh. Presently, CED has provided training for the NULM functionaries - City Mission
Managers, Multi Task Personnel and Community Organizers- of Kerala.
