Report on the Monitoring of Electronic Public Procurement at Local Level January – April 2014

In framework of the project “Increased transparency and accountability of public procurement at local level”, since January 2014 Partners Albania is working on monitoring the public procurement procedures in the municipalities of Berati, Fieri, Himara and Saranda, part of this initiative. In order to prepare this monitoring report, there were used mainly qualitative methods. The data are taken through research of the announcements published in the public procurement bulletins; research of the Public Procurement Agency website and the information published on the websites of the pilot municipalities.

Some of the main monitoring findings by municipalities, for the given period are:

• At the beginning of the financial year the municipalities often use the negotiated procedure, without advertisement of the contract notice.

• Number of open procedures for the period January-February 2014 is very small. The municipality of Fieri has announced no tenders on the platform of e-procurement for the same period.

• During the period January-February 2014 the municipality of Berat has announced on the platform of e-procurement only 2 procedures of electronic procurement2, that have been procedures of “Small value purchases” (flight ticket). The procedure is implemented for the same good. It has been terminated and then re announced by municipality.

• Municipality of Himara has published on the webpage of PPA only 2 electronic procurement procedures and has awarded no contracts for the period January-February. Both procedures were “Open”.

• The data for the period January-February regarding the municipality of Berati are no longer available in the e-procurement platform.

• The municipality of Himara and the municipality of Fier have the smallest number of electronic procurement for the period January-April 2014, respectively 1 and 7. All procedures have been “Small value purchases”.

• For the municipality of Berati, the data regarding the winner, type and value of contract is available for only 13 procedures.

• The value of the contract differs from the value calculated for the most part of contracts but the savings varies from 0.3 % to 60.5 % of the calculated values.

• The municipality of Saranda has announced the largest number of the procedures (51 procedures) on the platform of e-procurement for the period March-April 2014. Meanwhile a considerable number of procedures have been opened even by the municipality of Berati (44 procedures).

• Himara municipality has awarded only 3 contracts during the period March-April 2014 and that is the total number of the contracts signed from this municipality.

• The competition on the procedures “Request for proposal” and “Small value purchase” remains low. In the municipalities of Saranda and Berati, there are identified cases when the contracts for same goods and services are awarded to the same company. Nevertheless the indicator of the competition will be calculated at the end of the monitoring process.

• The municipality of Berati has the highest percentage of termination of the procedures (47%), while for the municipality of Saranda this indicator is 23%.

• The municipalities do not have published in their own websites information on the public procurement. Only the municipality of Fieri has published an announcement guiding the economic operators on how to receive information through PPA website.
