a. Institute mandate

NIRDPSB Brasov:� Became National Institute (GD 1882/2005). � Re-accredited by MERI in March 2008 due to fulfilling the scientific criteria in

accordance with EU requirements.� The institute is able to compete at national and international level (GD

551/2007)� Law 45/2009

NIRDPSB provides:

� Scientific support for integrate agricultural system for upland in Romania with a view to EU integration

� Necessary technology aid, advice, and know-how transfer to clients (end-user)

and indicate those that have not been achieved

OBJECTIVES AND TARGETS:� Mainly focused on potato, sugar beet and medicinal plants� Fundamental research to improve the background for breeding and

technology� Developing of germoplasm collection and obtaining new varieties to meet

Romanian market farmers requirements� Genetic amelioration and selection for turkey and cattle� Production of Pre Basic and Basic seed and collaboration with independent

companies (production of commercial seed)

OBSERVATIONS:� The present mandate could be changed based on MAFRD & AAFS research

strategy




b. Institute governance structure

As envisaged in MAKIS PAD, a new governance structure is established and functional:

� INCDCSZ Council,� Board of Directors,� Scientific Council,� Stakeholder Consultative Council (consultative body into decision making process)




c. Research Organization and Management

Change the organizational structure of the Institute according to the reform plan

� The Research Division – 2009 (new structure* related to crisis and improvement efficiency):� Breeding Department�Technology Department�Tissue culture Department� Institute still has in its network 2 research stations

� 5 year business plans were prepared by each research Department

� Continuously improvement of the structure of department business plans according to up to date research objectives market oriented (end-users & potato industry

d. Revised focal area of research activities

� In order to give appropriate technical and economic recommendations to clients in the agri-food sector to reach RO & EU regulatory and market environment adynamic approach of area of research activities has been developed

� The Institute as a part of EUROCROP Project (EU funds) participated in 2007 (Edinburgh) to the definition of EU agricultural r esearch strategy in which potato and sugar beet are 2 of the most important crops (8 crops have been identified)

� According the National Strategic Plans of MAFDR, MERI and demands of NFP-R and NFSBG the Institute starting with 2008 develops new 3 research domains

2. PLANS or SUGGESTIONS to ACHIEVE TARGETS(a) During the life of the MAKIS project(b) Planned actions of which it is assumed that they cannot be achieved by project end

a) To reach the highest level of basic seed potato production (about 1.000.000 minitubers / year) and to increase the number of technologies and tests performed for private beneficiaries the construction of bio-module and lab rehabilitation become the most severe bottlenecks

b) If not achieved the Institute has the force to maintain these activities in to a small scale (20.000 minitubers / year and 200 tests but with negative impacts on farmer and end-users level

�- For both periods we have to increase the role of Institute to national (all the production chains) and international (Research platform, international projects) levels


4. TECHNOLOGIES AND KNOWLEDGE DEVELOPEDby the Institute in the last 3 years and provided to farmers, agro-processors

and / or extension workers and others

Technologies

�The Institute is working very closely with the agro-food industry for producing new special potato variety to meet the quality requirements of the agro-industry:

- the institute has already developed 6 new potato varieties with special features like resistance to late blight disease, potatoes virus resistance, potato with better processing quality. These varieties are with Patent office from the Committee for Registration and are ready to be distributed to farmers

- In 2008 the Institute produced 10 tones of pre-basic 100 tones of basic seeds, according EU requirements distributed to the seed producers

� Under request of MAFRD the Institute is supporting the development of a decentralized regional level seed potato in several counties, started in 2007 and expected to complete in 2010

- partial results were transferred to the 7 farmers involved in the project

� New or improved physical models, experimental models, functional models, prototypes, procedures, methodologies, regulations produced in national programs

- 27 have been transferred to the beneficiaries

�In response to client needs, the Institute has developed technologies for bio-control of insects and the institute is active in a research platform for bio-fuel

- partial results were transferred to 12 farmers involved in the project

� 4 alternative technologies in field crop to obtain ecological products

-transferred to 4 farmers involved in the project

� Specific technologies for seed potato production

- transferred to NFP-R


9. Mechanism public - privateseparation of research functions from commercial activities

The Institute has developed a special strategy in order to involve the private beneficiaries into decision making process and consequently as research projects partners

1.Direct research contracts / agreements:- Commune breeding and seed potato production (AGRICO Holland; CRA

Libramont Belgium)- Promoting Romanian varieties on Spanish market (INORDE – Ourense, Spain)- Testing pesticides and chemical products (7 Romanian and foreign companies)- Testing new potato varieties (12 companies from France, Germany and Poland)- Producing seed from Romanian varieties (2 companies and 25 private farmers)

2.Research partners:- 10 private companies involved in our research projects (e.g. SOLFARM Sf.

Gheorghe, AUGER Calarasi, HIBRIDUL Harman, LUNA Clu j, AGRICO-M Tg. Secuiesc etc.)

3.Research platform with TRANSILVANIA University

The commercial activities are separated from financial point of view from research activities


11. Financial resources available for the Institute from different sources and future financial outlook





Despite the strong reduction on national research budged the management of

Institute is to maintain the present level of research:

� The majority research funds are coming from MAFRD projects (42% still kept, if we compare with MERI – 27%)� NUCLEUS program is running � Special measures to reduce the costs:

- Temporary small (5-15% decrease of salary of non-research staff- Special program for using electrical power- Using a GPS system to control the fuel consumption

� The economical effects of crisis will not stop the Institute to go on the reform

way

� For this purpose all the forces (human, financial, materials) will be engaged

� The present results represent a strong background for the next activities

� Institute will increase the public-private collaboration

� Institute will participate to the new national and international projects

competitions

� Potato and sugar beet are 2 crops for the future and anytime the technical

support for farmers and agri-food sector will be demanded
