1. Scope and purpose

In order to establish contacts with similar projects working on the same topics in ASA and

with the objective of exchanging experiences and best practices, the PEACE_Alps project

has built up an informal network. The main scope was to explore possible forms of

cooperation.

Once Action Plans are drafted it’s often evident that LAs are in most cases too small to make

concrete actions being effective and feasible. Such lesson is learnt in several projects run by

PPs. Centralized solutions are, thus, an answer, but even in this case it’s important to build

on experiences gained in other projects.

2. The networking projects

The PEACE_Alps project established contacts and carried out activities with the following EU

projects active in the ASA region.

The project aims at demonstrating the potential of Near-Surface

Geothermal Energy in the Alpine Space, and to share its

knowledge to foster the integration of this technology into future

energy plans in the area, at different administrative levels.

STEPPING general objective is to increase the adoption of EPC

investment schemes in the elaboration of Energy Efficiency plans

for public buildings in the MED area, raising the knowledge of

MED institutions in designing, implementation and managing of

energy efficiency plans for public buildings.

THE 4BEES

THE4BEES focuses on the behavioral changes of users in public

buildings needed to achieve reduction of energy consumption.

Such changes will be originated by the use of innovative ICT

applications developed by a transnational ecosystem. Those

applications will be used by the target groups in the

demonstration sites (schools, houses, factories), to encourage

behavioral changes for energy efficiency and carbon footprint

reduction.

CESBA Alps aims to improve the sustainability of the Alpine built

environment through the development of the first assessment

tool at territorial scale, which will be contextualized to regional

specificities.

The IMEAS multi-disciplinary team aims to develop a consistent

methodology and practical guidance for the creation and

integration of roadmaps based on multi-level approaches to

climate change mitigation, energy innovation potentials,

economic structures and control of energy plans. Experiences

from some areas help to fill gaps in others through a cooperative

and transnational approach capitalizing the heterogeneity of the

Alpine Space, their different cultures, planning principles and

practice with software tools.

The general purpose of Data 4 Action is the establishment of

long-term data exchange models in sustainable energy planning,

through a cooperation between public authorities and energy

The project 2020TOGETHER, activated thanks to European

funding, under the Programme CIP-IEE Intelligent Energy for

Europe / Mobilizing Local Energy Investments - MLEI, has as its

purpose the implementation of measures to improve energy

efficiency of buildings and public lighting of the municipalities,

through new forms of partnership between public administrations

and private investors.

PREPAIR (Po Regions Engaged to Policies of AIR) aims at

implementing the measures foreseen in the regional plans and in

the Po Valley agreement at a larger scale so to strengthen the

sustainability and durability of results: the geographical coverage

of the IP is the Po Valley with the regions and cities that mainly

influence air quality in the basin. The IP actions are also

Renovation POLicies) aims at promoting new policies, or

adapting the existing ones, regarding the financial instruments at

disposal of the public authorities to increase the energy efficiency

and the use of renewable energy sources.

The GENIUS project aims at refurbishing approximately 250

public buildings and over 18,000 lampposts and at realizing

district heating systems and domotics systems in buildings. This

project is cofinanced by the ELENA programme and is realized in

the Metropolitan City of Genoa.

The project covers measures for energy efficiency in public

buildings owned by the Province of Savona and by the

municipalities (~ 150 buildings), the optimization of public lighting

systems (in 19 municipalities) and the installation of RE such as

biomass (for 14 greenhouse farmers and in several public

buildings), minihydropower plants and PV (public buildings).

A knowledge exchange workshop on the integration of shallow geothermal energy in local

energy planning was co-organized by PEACE_Alps and GRETA project and took place at

the International Geothermal Conference on 12.09.2017 in Munich. The workshop raised

awareness for the possibility to integrate shallow geothermal utilizations in local energy

planning strategies in both urban as well as non-

urban areas. During the second part of the

workshop a discussion took place on the

possibilities and challenges of integrating/

considering shallow geothermal use in SEAPs and

other energy planning strategies.

During the GRETA project mid-term conference,

municipal representatives and renewable energy

experts have discussed the opportunities and

challenges of near-surface geothermal energy,

illustrated by best practice examples. The GRETA

project, like PEACE_Alps, supports municipalities

in furthering their energy action plans. Climate

Alliance, in cooperation with the entire GRETA

consortium, invited all interested stakeholders to join this special event. PEACE_Alps was

also invited to the Greta’s final conference that was organized in Lyon on the 7th of

November.

The Piemonte Region, in the framework of PEACE_Alps Alpine Space and STEPPING MED

projects, organized a free workshop addressed to Municipalities and focused on energy

management and Energy Performance Contracts (EPC). In order to support Municipalities in

the activities of accounting and analysis of energy consumption of public utilities, buildings

and street lighting, foreseen in the monitoring phase of SECAPs, the Piemonte Region has

presented the software ENERCLOUD+, created by the Region itself in collaboration with CSI

Piemonte. Moreover, during the workshop the option of public facilities retrofitting by using

the EPC has been illustrated. To facilitate the participation of municipalities of such a large

territory as Piemonte the workshop has been repeated in four venues. On the 30th of May

2018, in the framework of the Interreg MED STEPPING project, the Piemonte Region,

organized in Torino the conference “Financing Energy Efficiency in the Public Sector”. The

event was also correlated with the Interreg Alpine Space PEACE_Alps project and with the

Energy Day of the EU Sustainable Energy Week. Relevant speakers from EU, Regional

Public Authorities and Academic Institutions took the floor in order to provide their

contributions and share their experiences and good practices related to innovative energy

efficiency investments application, mainly EPC, and to the importance of implementing an

energy management system.

Adaptation to climate change was the focus of the expert workshop held in Kempten in the

Allgäu, in June 2018. Based on practical experiences regarding health management, species

diversity in urban areas, agriculture and flood control, the actual challenges of adaptation

were discussed. The PEACE-Alps and GoApply EU projects provided and shared their point

of view to the topic. According to eza! from

the PEACE_Alps project one of the main

challenges is that the topic of climate

adaptation is often ranking quite low in

priority among municipal decision makers

and politics. Since this experience is not

unique, the situation can only be changed by continuous professional public relation coming

from municipalities and relevant agencies utilizing all sorts of different media according to

specific target groups. GoApply is an Alpine Space project dealing with improvement of

existing governance structures regarding the implementation of adaptation measure and thus

has significant potential of synergies with PEACE_Alps.

The three projects PEACE_Alps, THE4BEES and CESBA_Alps, started a networking

activity in 2016. All the projects were focused on energy aspects and were characterized by

a bottom-up approach; all of them had the

Piemonte Region as project partner.

THE4BEES was working on the involvement of

citizens in order to raise awareness and act on

behavioral patterns changing. The CESBA_Alps

project, on the other hand, was focused on the

development of an integrated energy

sustainability assessment system at territorial scale. During the first meetings the projects

decided to jointly organize the communication activities through the participation to a public

event. The projects had the chance to be presented during two standing events in October

2017 in the framework of the European Week of Regions and Cities in Brussels. The

objective of the two events was to highlight the central rule of regions in facing some

important challenges in the coming future as climate change, the need to enhance the use of

renewable energies and to invest more in innovation. Moreover, they represented a great

opportunity for Piemonte Region to disseminate at international level the concepts of the

three projects, also showing the interconnections between them. The events were preceded

by a networking activity. The cooperation highlighted these key points:

a) the networking activity between projects, active on similar thematics, is essential since the

collaboration is clearly better than competition;

b) the bottom-up approach is a plus because it guarantees the identification of the real

territorial needs;

c) the multilevel approach is essential;

d) the horizontal links, to be established, need a clear political commitment, strong

relationships between the project’s members and a common understanding of goals and

priorities. Even though the three projects are operating on different levels of the policy cycle,

they are actually complementary. Sharing methods and results is the right way for a

capitalization of projects management and outcomes.

The 4th CESBA Sprint Workshop in September 2017 was organized by 9 European projects

in collaboration with the Vorarlberg Institute

of Architecture. CESBA focuses on

qualities of the built environment, on

measuring and steering the development

of buildings, neighborhoods, cities or

regions and their processes leading to sustainability. The focus within all working groups was

set on the users and inhabitants of the built environment as well as on a common

understanding within Europe. PEACE_Alps co-moderated the session on “Territorial and

municipal development. Assessment, Planning, Mapping, Monitoring”. Key performance

targets and their indicators for sustainable development for regions and communities were

identified. The enthusiastic exchange showed that there is a high interest in common values

within the European culture. The main organizing project apart from PEACE_Alps has been

CESBA Alps.

On June 2017 the Piemonte Region was invited by the IMEAS project for a first networking

activity. The objective of that event was the engagement of relevant stakeholders and IMEAS

observers to share the IMEAS strategy. The strategy is based on a Multi-Level and Multi-

Dimensional approach in order to put low-carbon strategies and processes on the top of the

agenda of policy makers both at the local and national level. In March 2018, IMEAS project

selected the Enercloud+ energy management service as a good practice and decided to

analyze the multi-level approach behind it. The Enercloud+ platform is one of the tool that

are used by Piemonte Region in the PEACE_Alps project to promote and implement energy

management solutions as a centralized service for the Municipalities. The Enercloud+

platform was deeply analyzed and a template was filled-in in order to correctly address the

objectives of the IMEAS project. In March 2018 a meeting between Piemonte Region and the

Turin School for Local Regulation (Fondazione per l’Ambiente) was organized with the aim of

sharing ideas and in order to describe in depth and to present the Enercloud+ tool. In April

2018 the IMEAS project finalized the stakeholder network model and presented the results at

the project meeting in Lyon. The networking with the IMEAS project and the draft of the

IMEAS stakeholder network model, carried out for the Enercloud+ platform, were really

helpful. The interactive web instrument provided by IMEAS (the networking model) clarifies

the relations between the stakeholders, helping the Region in improving its cooperation with

the other key actors involved in this service. The template that has been provided to the

Region was a good occasion to think about the structure of the service, the main outcomes

currently achieved within the PEACE_Alps project, defining a roadmap for the further

development of the platform.

PEACE_Alps representatives attended the EUSALP Action Group Forum which was held in

February 2017 in the Congress Center of Garmisch-Partenkirchen, Bavaria Germany.

EUSALP constitutes a strategic agenda that should guide relevant policy instruments at EU,

national and regional level, by closely aligning and mutually reinforcing them in order to face

current major challenges like: economic

globalization, demographic trends, climate

change and the energy challenge. To reach

this goal nine action groups were created, in

which experts work together in order to

obtain determined objectives concerning

one or more of the previously listed issues. Not only action groups gain new inputs but also

projects among themselves could network and exchange experiences and overlapping

contents. One among other projects that PEACE_Alps could find several ties with was

IMEAS (Integrated and Multi-level Energy models for the Alpine Space) represented by

Roberta Roberto from ENEA. The project has as an objective to enhance the ability of public

administrations to plan sustainable energy policies and select the right measures/instruments

to implement them.

The different needs of municipalities and obstacles preventing implementation of energy

measures on local level, that have been collected by PEACE_Alps, are also an important

basis for future IMEAS results. Thus, it’s been proved once again that transnational

networking actively supports individual projects and represents an important element of

future success.

PEACE_Alps takes also part in the Italian mid-term conference in Trento on the 5th of

December.

The Data4Action project was considered as a milestone for the PEACE_Alps project,

particularly for the central role attributed to the One

Stop Shops for a better implementation and a better

monitoring of Sustainable Energy Action Plans. This is

one of the key aspects stressed by the project, and

crucial in order to centralize the energy services

towards the Local Authorities. The Data4Action project

was also of inspiration for the definition of transferable

models of collaboration, through bilateral exchanges

agreements. This approach has been adopted by the PEACE_Alps project in order to

transfer the experience of the PEACE_Alps project partners to other territorial coordinators.

The experience gained with the 2020Together project, can be successfully replicated also

in the PEACE_Alps project, as it is an example of how a territorial public authority can

identify the needs of municipalities, pool them together and act as coordinator. The

2020Together project was deeply analyzed in order to gain experience on the topic of the

energy refurbishment of public buildings/street lights. This project was successfully managed

by the Piemonte Region within the IEE program. The approach prospected by the

2020Together, with the bundling of several municipalities and the selection of a certain

number of public buildings to be refurbished, was taken as a reference for the PEACE_Alps

project. This topic was indicated in the AF of the PEACE_Alps project as one of the three

centralized solutions to be implemented at local level.

PEACE_Alps was presented during the

workshop “Facilitating EPC contracts”,

organized in Milan in March 2017 in the

framework of the GuranTEE project. This

project is promoting the spread in Europe of

the Energy Performance Contracts in public

and private buildings, focusing on the figure of the facilitator. The facilitator is a professional

that can be the customer's support in understanding the potential to improve energy

efficiency, the mode of intervention and funding, the selection of the ESCO and generally in

managing relationship between the parties. The PEACE_Alps project has been presented as

an innovative approach which intends to develop a centralized technical service (facilitation)

to support the local authorities under joint implementation of the Action Plan for Sustainable

Energy. In particular by promoting a centralized energy management service and by

disseminating the bundling approach for buildings and public lighting refurbishment using

EPC. These kind of measures help municipalities in making economies of scale and having

that critical mass required to make tenders appealing.
