1. Introduction: Deepawali or Diwali in India is celebrated with lots of enthusiasm and happiness. This festival is also known as the 'Festival of Lights'. Fireworks are always associated with this festival. The day is celebrated with people lighting diyas, candles all around their house. Lakshmi Puja is performed in the evening to seek divine blessings of Goddess of Wealth. Diwali gifts are exchanged among all near and dear ones.

The auspicious day of Diwali is decided by the moon position & according to the Hindu calendar, Amavasya or the "no moon day" is considered the perfect day for Diwali. The dark night comes after every fortnight & in the Hindu month of Kartik (October/November), it marks the festive occasion. The Diwali date holds an imperative meaning among the Hindus, since, the day is reckoned with Lord Rama's coronation ceremony as the King of Ayodhya after his return to the kingdom from 14 years of exile along with his wife Sita & brother Laxman after killing the demon, King Ravana. People celebrated this occasion by lighting diyas to drive away the darkness of amavasya.

2. Objective: The objective of this exercise is to assess the problem faced by the residents when the noise level of their surroundings exceeds the permissible limit. Young generations (students) were involved who acted as messengers on environmental awareness and explain the passerbies, who show interest in noise measurement.

3. Noise Pollution and its effect on Environment: Noise is defined as the undesirable sound. Sound which pleases the listeners is music and that which causes pain and annoyance is noise. At times what is music for some can be noise for others. To some people the roar of an engine is satisfying or thrilling and to others it may be annoying. Noise is transient; once the pollution stops, the environment is free of it. We can measure individual sounds that may damage human hearing, but it is difficult to monitor cumulative exposure to noise.

The effect of noise pollution is multifaceted and inter related. The effect of noise pollution can lead to decrease in efficiency, lack of concentration, fatigue, increase in blood pressure, temporary deafness, could lead to abortion etc.

4. Noise Level Measurement and Noise Pollution Standards: A decibel is the standard for the measurement of noise. The zero on a decibel scale is at the threshold of hearing, the lowest sound pressure that can be heard. According to D.B. Smith, 20 dB is whisper, 40 dB is quiet office, 60 dB is normal conversation and 80 dB is the level at which sound becomes physically painful.

Noise is measured in decibels (dBA). ‘A’ symbol indicates a measurement of a logarithmic scale. In each case, the actual measurement ‘a’ is compared to a fixed reference level ‘r’ and the “decibel” value is defined to be 10 log 10 (a/r). ‘A’ weighing filters out lower frequencies very severely. Fast responses closely match to the simulations of Human ear sensitivity. Fast response (125 to 200 milli-seconds) was selected to measure noise levels. The human response to Noise depends upon the frequency of the sound, the type of noise (continuous, intermittent or impulsive) and the time (day or night) it occurs.

Noise has been recognised as ambient air pollutant. Standards in this regard are laid down under The Environment (Protection) Act, 1986 (and rules made there under) and under the Model Rules of the Factories Act, 1948 for occupational health and safety purposes.



The Central Pollution Control Board constituted a National Committee of Experts on Noise Pollution Control. The Committee recommended noise standards for ambient air and for automobiles, domestic appliances and construction equipment, which were later notified under The Environment (Protection) Act, 1986 as given below:

Note: (i) Day time is reckoned from 6 A.M. To 10 P.M. (ii) Night time is reckoned in from 10 P.M. and 6 A.M. (iii) Silence zone is referred as areas within 100 meters around premises such as

hospitals, educational institutions and courts. The Silence zones are to be declared by the Competent Authority.

(iv) Use of vehicular horns, loudspeakers and bursting of crackers shall be banned in these zones.

(v) Mixed categories of areas should be declared as one of the four above mentioned categories by the Competent Authority and the corresponding standards shall apply.

5. Methodology of the survey:

The noise pollution monitoring was carried out on 17th & 19th October 2009. Noise level measurement was done for 00.00 hrs to 24.00 hrs, continuosly for 24 hours; day time and night time. In the day time it was carried out from 06.00 hrs upto 22.00 hrs on the 17th and 19th October while in the night session it was carried out from 2200 hrs upto 0600 hrs on the 17th and 19th October continuosly for 24 hours. The monitoring was carried out at locations closer to the residential buildings. The main purpose of this exercise was to determine how the environment is disturbed and what effect it has on a normal human being residing in that area or closer to the area.

6. Detailed list of location: There were a total of 115 locations covered during Diwali festival in Maharashtra. The detailed list of location is as follows:-

7. Noise Levels at Various Locations in the City: All the values are in Leq dB (A). The noise pollution monitoring was carried out from October 17th & 19th, 2009. Noise level measurement was done for 00.00 hrs. to 24.00 hrs.continuosly for 24 hours; day time and night time. In MUMBAI SOUTH, a total of 15 locations were monitored on 17th & 19th, October 09, between 0000 hrs to 2400 hrs, continuosly for 24 hrs. On 17th October it was observed that the minimum mean of sound level was 50.2 dBA and maximum mean was 98.3 dBA during the Day time and during the night time the minimum mean of sound level was 43.0 dBA and maximum mean was 95.6 dBA.

On 19th October it was observed that the minimum mean of sound level was 53.1 dBA & maximum mean was 117.7 dBA during the Day time and during the night time the minimum mean of sound level was 45.1 dBA and maximum mean was 100.5dBA.

On 17th October It was observed that the minimum mean of sound level was 54.3 dBA and maximum mean was 113.4dBA during the Day time and During the night time the minimum mean of sound level was 46.2 dBA and maximum mean was 107.6dBA.

On 19th October it was observed that the minimum mean of sound level was 46.2 dBA & maximum mean was 101.9 dBA during the Day time and during the night time the minimum mean of sound level was 46.1 dBA and maximum mean was 107.6 dBA.

In KOLHAPUR a total of 8 locations were monitored on 17th & 19th, October 09, between 00:00 hrs to 24:00 hrs, continuosly for 24 hrs. On 17th October it was observed that the minimum mean of sound level was 62.6 dBA and maximum mean was 77.1 dBA during the Day time and during the night time the minimum mean of sound level was 55.6 dBA and maximum mean was 71.9 dBA.




8. Conclusion:

It is observed from the results that the noise levels were exceeding the permissible limit during the Diwali Festival on October 17 & 19, 2009 in all the cities. In spite of legal standards in place and efforts of the regulatory agencies, the noise levels could not be controlled under the permissible limit. The detailed comparisons of noise level in various cities in Maharashtra are as follows: The Day Time Noise level range is given as under: In Mumbai, 45 locations were monitored and the sound level during monitoring in 2009

was ranging between 46.2 dBA to 117.7 dBA during day time. In Navi Mumbai, 10 locations were monitored and the sound levels during monitoring in

2009 were ranging between 49.3 dBA to 90.2 dBA day time. In Thane, 5 locations were monitored and the sound level during monitoring in 2009 was

ranging between 51.3 dBA to 91.0 dBA during day time.

In Pune, 15 locations were monitored and the sound level during monitoring in 2009 was ranging between 50.2 dBA to 105.2 dBA during day time.

In Nashik, 5 locations were monitored and the sound level during monitoring in 2009

was ranging between 57.1 dBA to 88.3 dBA during day time.

In Aurangabad, 5 locations were monitored and the sound level during monitoring in 2009 was ranging between 52.7 dBA to 81.3 dBA during day time.

In Nagpur, 10 locations were monitored and the sound level during monitoring in 2009


In Kalyan, 3 locations were monitored and the sound level during monitoring in 2009 was ranging between 51.4 dBA to 86.1 dBA during day time.

In Ulhasnagar, 3 locations were monitored and the sound level during monitoring in

2009 was ranging between 58.9 dBA to 116.1 dBA during day time.

In Kolhapur, 8 locations were monitored and the sound level during monitoring in 2009 was ranging between 62.6 dBA to 79.6 dBA during day time.



The Night Time Noise level range is given as under: In Mumbai, 45 locations were monitored and the sound level during monitoring in 2009

was ranging between 43.0 dBA to 107.6 dBA during Night time. In Navi Mumbai, 10 locations were monitored and the sound levels during monitoring in

2009 were ranging between 42.3 dBA to 93.7 dBA Night time.

In Thane, 5 locations were monitored and the sound level during monitoring in 2009 was ranging between 49.5 dBA to 97.6 dBA during Night time.

In Pune, 15 locations were monitored and the sound level during monitoring in 2009

was ranging between 42.3 dBA to 98.5 dBA during Night time.

In Nashik, 5 locations were monitored and the sound level during monitoring in 2009 was ranging between 51.9 dBA to 94.5 dBA during Night time.

In Aurangabad, 5 locations were monitored and the sound level during monitoring in

2009 was ranging between 37.6 dBA to 71.6 dBA during Night time.

In Nagpur, 10 locations were monitored and the sound level during monitoring in 2009 was ranging between 40.7 dBA to 100.4 dBA during day time.

Though the noise levels recorded were above prescribed standard limits, a

remarkable decreasing trend in noise levels were observed at almost all cities, when compared with previous year’s results.The emission of smoke from the fire crackers added to the level of air pollution in terms of Nitrogen Oxides (NOx) and Respirable Suspended Particulate Matter (fine dust).

Board has created public awareness through electronic & print media, FM Radio channels etc for celebrating Eco- Friendly - Noise Less Diwali. The most important aspect of this study is the increased level of awareness among all stake- holders i.e. general public, police and media. Increasing awareness amongst masses and enforcement has resulted in reduction of noise levels during this season.



Annexure 1: Definitions Acoustic barrier: - Solid walls or partitions, solid fences, earth mounds, earth berms, buildings

etc used to reduce noise, without eliminating it. Air- borne noise: - This refers to noise which is fundamentally transmitted by way of air and

can be attenuated by the use of barriers and walls placed physically between the noise and receiver.

Ambient sound: - The totally encompassing sound in a given situation at a given time, usually

composed of sound from all sources near and far. Assessment period: - The period in a day over which assessments are made. Assessment point: - A point at which noise measurements are taken or estimated. Audible range: - The limits of frequency which are audible or heard as sound. The normal

ear in young audlts detect sound having frequencies in the region 20 Hz to 20 kHz, although it is possible for some people to detect frequencies outside these limits.

Background noise: - Background noise is the term used to describe the noise measured in the

absence of the noise under investigation. It is described as the average of the minimum noise level measured on a sound level meter and is measured statistically the A- weighted noise level exceeded for ninety percent of a sample period. This is represented as the L90 noise level.

Barrier: - See “Acoustic barrier”, a solid object used to attenuate sound. Character, acoustic: - The total of the qualities makes up the individuality of the noise. The pitch or

shape of a sound’s frequency content (spectrum) dictates a sound’s character.

Decibel [db]: - The level of noise is measured objectively using a Sound Level Meter. This

instrument has been specifically developed to mimic the operation of the human ear. The human ear responds to minute pressure variations in the air. These pressure variations can be likened to the ripples on the surface of water but ofcourse cannot be seen. The pressure variations in the air cause the eardrum to vibrate and this is heard as sound in the brain. The stronger the pressure variation, the louder the sound is heard.

The range of pressure variations associated with everyday living may span

over a range of a million to one. On the top range may be the sound of a jet and on the bottom of the range may be the sound of a pin dropping.

Instead of expressing pressure in units ranging from a million to one, it is

found convenient to condense this range to a scale 0 to 120 and give it the units of decibels. The following are examples of the decibel readings of everyday sounds;

• 0dB the faintest sound we can hear. • 30dB a quiet library or in a quiet location in a country. • 45dB typically office space. Ambience in the city at night. • 60dB Martin Place at lunch time.



• 70dB the sound of a car passing on the street. • 80dB loud music played at home. • 90dB the sound of a truck passing on the street. • 100dB the sound of a rock band • 115dB limit of sound permitted in industry. • 120dB deafening

dB (A): A- weighted decibels: - The ear is not as effective in hearing low frequency sounds as

it is hearing high frequency sounds. That is, low frequency sounds of the same dB level are not heard as loud as high frequency sounds. The sound level meter replicates the human response of the ear by using an electronic filter which is called the “A” filter. A sound level measured with this filter switched on is denoted as dB (A). Practically all noise is measured using the A filter. The sound pressure level in dB (A) gives a close indication of the subjective loudness of the noise.

Diffraction: - The distortion around solid obstacles of waves travelling past. Fluctuating noise: - Noise that varies continuously and to an appreciable extent

over the period of observation. It can also include intermittent noise. As a guide, when the level varies noticeably by more than 5dB over a period of less than one minute, the noise is considered to be fluctuating.

Frequency: - Frequency is synonymous to pitch. Sounds have a pitch which

is peculiar to the nature of the sound generator. For example, the sound of a tiny bell has a high pitch and the sound of the bass drum has a low pitch. Frequency or pitch can be measured on a scale in units of Hertz or Hz.

Heavy vehicle: - Heavy vehicles are assumed to be buses, rigid trucks and semi

trailer trucks with a tare weight greater than 3 tonnes. Also heavy vehicle can be defined in terms of length as buses or trucks with a length exceeding 5.25 metres.

Impulsive noise: - Having a high peak of short duration or a sequence of such

peaks. A sequence of impulses in rapid succession is termed repetitive impulsive noise.

Intermittent noise: - The level suddenly drops to that of the background noise

several times during the period of observation. The time during which the noise remains at levels different from that of the ambient is one second or more.

Lnn noise descriptors: - Because noise varies with time, a single noise value cannot

adequately define the noise ambient. For this reason, the acoustic environmrnt is described using a number of noise level descriptors as follows;



L1 The sound pressure level that is exceeded for 1% of the time for which the given sound is measured.

L10 The sound pressure level that is exceeded for 10% of the time for

which the given sound is measured. L10 (1hr) The L10 level measured over a 1 hour period. L10 (18hr)` The arithmetic average of the L10 (1hr) levels for the 18 hour period

between 6am and 12 midnight on a normal working day. It was a common traffic noise descriptor. For traffic noise it is usually about 3dB (A) higher than Leq (24 hours).

L90 The level of noise exceeded for 90% of the time. The bottom 10% of

the sample is the L90 noise level expressed in units of dB (A). Leq Equivqlent sound pressure level – the steady sound level that, over a

specified period of time, would produce the same energy equivalence as the fluctuating sound level actually occurring.

Leq (1hr) The Leq noise level for a specific one-hour period. Leq (8hr) The continuos noise level during any one hour period between 10pm

and 6am. Leq (9hr) The Leq noise level for the period 10pm to 7am. Leq (15hr) The Leq noise level for the period 7am to 10pm. Leq (24hr) The equivalent continous noise level during a 24 hour period, usually

from midnight to midnight. Loudness A rise of 10dB in sound level corresponds approximately to a

doubling of subjective loudness. That is, a sound of 85dB is twice as loud as a sound of 75dB which is twice as loud as sound of 65dB and so on. That is, the sound of 85dB is 400% times the loudness of a sound of 65dB.

Low- frequency noise: - Containing major components within the low frequency range

(20Hz- 250Hz) of the frequency spectrum Microphone An electro acoustic transducer which receives an acoustic signal

and delivers a corresponding electric signal. Nature, acoustic The innate or essential quality of the noise. That which makes one

noise distinguishable from another (e. g. the spoken voice from the sound of a dog barking, a telephone ringing from the sound of a gun)

Noise: - Sound which a listener does not wish to hear. Noise monitor: - See “sound level meter” Quality, acoustic: - An attribute, characteristic or property of the noise, its duration, its

time varying characteristics or its frequency content. Examples are



the “screech” of screaming, the “rumble” of an airconditioner, the “dripping”of a tap.

Reflection: - Sound wave changed in direction of propagation due to a solid

object obscuring its path. Sound: - A fluctuation of air pressure which is propagated as a wave through

air. Sound absorption: - The ability of a material to absorb sound energy through its

conversion into thermal energy. Sound level meter: - An instrument consisting of a microphone, amplifier and indicating

device, having a declared performance and designed to measure sound pressure levels.

Sound pressure level: - The level of noise, usually expressed in decibels, as measured by a

standard sound level meter with a microphone. Sound power level: - Ten times the logaritham to the base 10 of the ratio of the sound

power of the source to the reference sound power. STC: - Sound Transmission Class. This is a measure of the extend of sound

reduction of noise going through a building element, presented as a rating or class. It denotes the sound attenuation properties of walls, floors and ceilings used to construct building spaces. The higher the STC, the better the sound reducing performance of the construction.

Structure- borne noise: - This refers to noise which is generated by vibrations induced in the

ground and/or structure. These vibrations excite walls and slabs in buildings and cause them to radiate noise. This type of noise cannot be attenuated by barriers or walls, but requires the interposition of a resilient (neoprene, springs etc.) break between the source and the receiver.

Tonal noise: - Containing a prominent frequency and characterised by a definite

pitch.
