On Friday, April 13th, 2018, Academician Prof. Dr. Shashi Bala in New Delhi, Functioner of
ARSP, opened the meeting regarding April 8th - World Roma Day at 3 o'clock p.m in Indian
Council for International Cooperation (ARSP), after the Indian state anthem ''Jana Gana
Mana'' and Romani anthem ''Djelem, djelem''.

Institute for European Roma Studies and Research on Crimes against Humanity and
International Law
Dear guests, Ladies and gentlemen, dear
colleagues, estimated literates and activists,
Firstly, I want to congratulate all Roma around the
planet April 8th - World Roma Day.
The Council for International Cooperation (ARSP)
represents the following position and
opinion:
- All human beings are born free and equal in
dignity and rights. The Council for International
Cooperation (ARSP) advocates a categorical
attitude, that is, we are permanently interested in
the fact that the Roma national community
develops freely, in each country and in practice,
regardless of its number, and that it enjoys all
individual and collective rights guaranteed by the
international conventions and bilateral international
treaties;
- ARSP is permanently interested in the development of Roma in diaspora in accordance with
international conventions, and that Roma cease to be discriminated against and forced to
assimilate because of their national and religious affiliation. Preservation of national and
cultural identity is crucial for Roma living outside the Republic of India;
- In the framework of the action for the preservation of languages and letters for children from
the diaspora, summer schools for the learning of Hindi should be organized in all European
countries.
Special emphasis will be placed on establishing local partner relationships with potential
investors abroad in order to attract investment and job
opportunities in local governments throughout India.
Maintaining the mother tongue is a basic precondition for Roma-Hindu to preserve their
identity, culture and personality wherever they live.

Foundation and Rector of the International Roma Cultural University and Honorary
President of the Institute for European Roma Studies and Research on Crimes against
Humanity and International Law
Dear guests,
Ladies and gentlemen, dear colleagues, estimated
literates and activists,
Firstly, I want to congratulate all Roma around the
planet April 8th - World Roma Day.
I propose the project "Every Roma speaks Hindu" with
the goal of teaching diaspora's Roma children mother
tongue.
Maintaining the mother tongue is a basic precondition
for Roma-Hindu to preserve their identity, culture and
personality wherever they live.
It is necessary for Council for International Cooperation,
the International Roma Cultural University, the
Research Foundation and the Institute for European
Roma Studies and Research on Crimes against
Humanity and International Law and the Roma Writers
Association to organize series of summer schools of Hindu language and culture, in the
country and other residential countries,within theproject"Ever speak Hindu.
A very important way of preserving
identity and passing it on to new
generations is to organize Hindu
language schools for the children of our
migrants and to supply quality textbooks.
Therefore, Diaspora Ministry should
regularly send textbooks and other
educational resources to all of our
schools in diaspora.
The focus should be on efforts to
establish links with representatives of the
young academic diaspora from the
world's best universities, who can
contribute to the development of the country with their knowledge.
A new page is opened in relations between the homeland of India and the Roma-Hindu in
diaspora by signing a Contract on mutual cooperation between our University, Research
Foundation and the Institute for European Roma Studies and Research on Crimes against
Humanity and International Law, as well as by the establishment of the Hindu-Romani Center.
This will upgrade the voice of Roma-Hindu diaspora, which will be heard better.

Dear guests,
Ladies and gentlemen, dear colleagues,
estimated literates and activists,
Firstly, I want to congratulate all Roma around the
planet April 8th - World Roma Day.
More recently, more and more countries are
beginning to truly take care of the real and legal
position of their diaspora. The reasons for this vary:
the desire to unite all the strengths of one nation,
the awakening of national consciousness, the
attempt to use the diaspora for the needs of internal
and external politics, as well as the economic
development of the country, etc.
It is estimated that between 15 million Roma live
outside the borders of the Republic of India.
In particular, the term "Roma diaspora" also meaning Roma in the region, in accordance with
the Law on Diaspora of the Republic of India, sees them as citizens of the Republic of India
who live abroad being members of Indian people who had been persecuted from the territory
of the Republic India in 1018 by the Great Emperor Mahmud of Ghazni.
Today on the threshold of the Third Millennium, Roma need a strategy by the home country
of India in the domain of preserving and strengthening relations between the home country
and diaspora, as well as between the home country and the Roma in the region. The main goal
of adopting this document is to establish and preserve the continuity in preserving and
strengthening the relations of the home country and diaspora, as well as the home state and
Roma in the region.
Our home state of India and the Council
for International Cooperation (ARSP)
should insist that our diaspora members
are well integrated into the societies of the
countries of admission and that they are
adequately represented in the institutions
of the system of those countries. Also, it
should ensure that Roma occupy
significant positions in the economic,
cultural, educational and other segments
of life and work, and that this position is
accompanied by political representation in
the institutions of the system at both
central and local levels of the government.
The Republic of India, as the country of origin, and the Council for International Cooperation
(ARSP) should be permanently interested in the Roma national community's free
development in each country and in practice, regardless of their number, and that it enjoys all
individual and collective rights guaranteed by international conventions and bilateral
international treaties.

The issue of diaspora members status and of the Roma in the region concerns the acquisition
of citizenship of the home country, dual citizenship, adaptation of the network of diplomatic
and consular missions to present needs, electoral rights, the state's obligation to conclude
appropriate agreements with countries in which diaspora members live or they have spent
their lives working.
Improving the position of diaspora, among other things, implies the need for its inclusion in
the political life of the Republic of India and the promotion of diaspora participation in
democratic processes of the Republic of India. The Roma diaspora requests to vote in the
presidential and parliamentary elections in Republic of India. Forms that are suitable to meet
the needs of such a large number of voting body are postal voting and Internet voting.
Also, electoral law does not only mean active, but also passive voting rights. Considering the
number of diaspora, the possibilities should be considered and the most effective models for
the presence of diaspora representatives in the People's Assembly of India (Diaspora as a
constituency, positive discrimination)should be established.

Dear guests,
Ladies and gentlemen, dear colleagues, estimated
literates and activists,
Firstly, I want to congratulate all Roma around the
planet April 8th - World Roma Day.
As a Master of Diplomacy and President of the
Roma Writers Association of the Republic of Serbia,
I believe that the following should be done:
- To establish an "Hindu-Romani Cultural Center"
that will be committed to preserving the language
and identity of the Roma around the world. It should
be the most organized form of diaspora gathering
and it should have members from the largest world
states, including representatives of the Roma
community from the USA, Australia, Canada, the
Russian Federation, Europe and the Southwestern
Balkans;
- To establish a Hindu-Romani Business Forum of India and Diaspora in which local
businessmen, diaspora businessmen, potential investors, representatives of governmental and
non-governmental organizations and embassies could participate. The purpose of this forum
would be networking Indian diaspora, and presenting investment opportunities in India.
Business forum of Indian Diaspora - constructed as a mechanism which allows migrants to
contribute to India's growth and development more easily - would intensify the flow of
resources and knowledge of diaspora towards India in order to accelerate the economic and
social development of the country.
The Forum should bring together experts, managers, businessmen, and young people who
would present their projects to potential investors from around the world each year, in their
two-day activities at international conferences;

- Every year, "Diaspora Days" should be held in EU countries where we will present branded
domestic products. The Republic of India has many quality products that should be branded
and put on market, in Central and Southeastern Europe as well as in the countries of the
Southwestern Balkans.
What we need to do more than over the past decades is to attract direct investments from
people from diaspora. I believe that their contribution to the economic development of the
country will be greater in the future.

Dear guests,
Ladies and gentlemen, dear colleagues, estimated
literates and activists,
Firstly, I want to congratulate all Roma around the
planet April 8th - World Roma Day.
At the beginning of my presentation, I would like to
inform you that the strategy of the Indian Council for
International Cooperation (ARSP) is aimed at
preserving and strengthening the overall relations
between the home country and its emigrants. It
defines the priority goals, business leaders and
activities that should create the necessary
preconditions for systematic and quality improvement
of cooperation with the emigrants. This would also be
a booster for emigrants in seeking better forms of
organization and communication with the home
country. Its creative potential on projects of mutual
interest would be launched, it would open the space
for emigrants to articulate their needs more easily,
which would be important for the development of the
Roma nation and its affirmation on the international level.
The Council for International
Cooperation (ARSP) is working on
the creation of an electronic
database that will enable the
networking of all organizations in
diaspora, which will contribute to
the strengthening of the relationship
between the home country and
Diaspora.
Networking is one of the essential
elements of the Strategy for
Preserving and Strengthening the
Relations of the Home Country and
Diaspora, and Home Country and
Roma-Hindu in the region. It directs
initiatives, activities and programmes already developed and implemented by the member
states in order to fulfill Roma inclusion.

Roma have the right to solve their
status in the countries of
Southeastern and Western Europe
where they want and strive to
maintain and promote good,
friendly relations, and cooperation
with the people of the existing
states and their national
institutions, as well as with all
other citizens.
In order to create conditions for
their biological survival and
overall development and
preservation of national identity,
the Roma people have the right to
establish and develop their
national, cultural, religious, educational, scientific, economic, financial, political and other
institutions, associations, establishments and organizations, and their funding from the state
budget.
Based on these considerations, our Organization, the Council for International Cooperation
(ARSP), prepares and works on the adoption of the Hindu-Romani Declaration, which we will
send to the EU Member States and the Council of Europe for adoption.
In the end, I take the opportunity to thank Mr. Zameer Anwar for helping in organizing this
very important meeting with Prof. Dr. Bajram Haliti, President of the Institute for European
Roma Studies and Research on Crimes against Humanity and International Law, and Zlatomir
Jovanovic, M.D. and President of the Roma Writers Association.
