1. pRoject BacKGRoUnd inFoRMation

1.1. MISP ProgrAMMeMISP (Municipal Infrastructure Support Programme), www.misp-serbia.rs, financed by EU and managed by the Delegation of the European Union to the Republic of Serbia, assists municipalities in Serbia in the preparation of project documentation and implementation of municipal infrastruc-ture projects. MISP is focused on supporting environmental and economical projects (drinking wa-ter, waste water treatment, solid waste management, sheltered housing, education facilities, tourist sites and industrial zones). Since 2005, more than 20 projects with a total value of over 68 million Euros have been implemented.

The main goal of MISP is the improvement of the infrastructure services management in municipali-ties and to increase investment in the infrastructure, in order to meet EU standards on environmental protection and sustainable economic development. MISP is also assisting municipalities and PUC’s throughout the complete process of infrastructure projects realization - from funding application, feasibility studies (SLAP IS www.slap.skgo.org , budget management to projects implementation.

The programme as a whole has four goals: a) to assist in developing infrastructure policy and co-ordination mechanisms; b) to develop the project pipeline and its management mechanisms; c) to develop municipal capacity to prepare projects; d) to carry out the highest priority projects.

The MISP programme cycle began in 2003 with the Municipal Infrastructure Agency Support Pro-gramme. It continued through the CARDS 2006 MISP, IPA 2008 MISP and MISP IPA2010 which follows on from this. Currently the co-ordination and policy support is on-going and implemented by MISP IPA 2008 covering period of three years, up to January 2013. Projects prepared through MISP IPA 2008 were candidates for financing and implementation by MISP IPA2010 – last cycle of the MISP Programme which started in October 2011 and which is planned to be ended in October 2014.

EPTISA, Spanish engineering company, which chairs the consortium of two more foreign compa-nies: ROYAL HASKONING (NL) and VNG (NL), is in charge of MISP project realization

Graphic layouts of the EU Site Boards/Display panels for the infrastructure projects under MISP IPA 2008 and MISP IPA2010 were (and will be) prepared in accordance with the Communication and Vis-ibility Manual for European Union External Actions.

Starting from MISP IPA 2008 - all graphic layouts were approved by Respective EUD Press and In-formation Officer. All graphic layouts from MIASP and MISP CARDS 2006 phase and EU Site Boards (subjects of this report) were approved and prepared in cooperation with EAR Press and Info Unit.

1.4. ASSuMPtIonS AnD rISkSThere are several issues to be considered:

a) Maintenance of the EU Boards on Project Site Locations after the Work Contract with the Contractor is expired.

b) Maintenance of the EU Boards in case of violence and demolition by unknown persons or objects/vehicles.

c) Number of boards and commemorative plaques and their location.Example of Graphic Layout for the EU Commemorative Plaque.

2. WateR tReatMent pLant in inĐija and RepLaceMent oF WeLL pUMps - tHe eURopean Union (caRds 2004)

2.1. Current SItuAtIon In the fIelDProject was implemented in the period from June 2007 till July 2008. Opening Ceremony of the Water Treatment Plant in Inđija was held on 16 December 2008. This event was organised by Inđija Municipality, MISP Programme and EUD.

EU Donation: € 2,400,000

Visibility boards at the site locations:

• White Site Board 1.7 x 1.5 m located in front of the entrance gate to the Water Factory. Board is in Serbian language.

• Commemorative plaque was not set at the WWTP Facility.

3. Waste WateR tReatMent pLant UpGRade and eXtension sUBotica pRoject (caRds 2004)

3.1. Current SItuAtIon In the fIelDProject Water Line was implemented in the period from: November 2006 - December 2009. Project Sludge Line was implemented in the period from: April 2007 – August 2010. Opening Ceremony of the Waste Water Treatment Plant was held in Subotica on 22 March 2012. This event was organised by Subotica City, PUC Vodovod i kanalizacija Subotica, MISP Programme EUD.

• White Site Board 2.0 x 1.5 m located just beside the regional road (Highway exit Sub-otica Istok) about 200 m from the entrance gate to the Water Factory. Board is in Serbi-an and Hungarian language.

5.1. Current SItuAtIon In the fIelDMSPNES Programme (Municipal Support Programme North Eastern Serbia) was responsible for overall monitoring of the project implementation. From June 2010 MISP (Municipal Infrastructure Support Programme) took over monitoring process.

Project was implemented in the period from April 2007 till July 2008. Opening Ceremony was held on 21 July 2010. This event was organised by Zrenjanin Municipality and Government of Republic of Serbia (President Cabinet).

EU Donation: € 4,000,000

Project was implemented in the period from July 2009 till January 2011. Opening Ceremony was held on 8 November 2011. This event is organised by MISP, Municipality Vršac and EUD

Project was implemented in the period from March 2009 till December 2010. Opening Ceremony was held on 6 June 2011. This event is organised by MISP, Municipality Petrovac na Mlavi and EUD.

EU Donation: € 3,714,387

EU Site Board 1.7 x 1.5 m (English language, with the title “European Agency for Reconstruction”) located just beside Water Facility Ključ. Due to the later works on the construction site, EU Board is removed and stored at the warehouse of PUC Vodovod i kanalizacija Požarevac.

The municipality of Inđija is located in Serbia, Vojvodina province, the district of Srem.

Water quality analysis of water in the existing water wells in Inđija indi-cated that some of chemical parameters fail to comply with the current Serbian potable water standards (primarily increased concentrations of iron, NH3 and NO3, but in some wells arsenic was also identified).

The overall objective of the project was to provide potable water for the inhabitants and to contribute to the local economic development of the municipality.

PROJECT GOALS • To provide additional water sources capacity in order to ensure more

reliable and stable water supply and enable connection of new consumers (in Čortanovci, Ljukovo, Jarkovci);

• Provision of the Water Distribution Network for villages Ljukovo and Jarkovci and connection to central water supply system in Inđia;

• To improve overall water supply level of service and provide adequate potable water quality for all residents connected to the central water supply system in Inđija;

• Transmission main Beška-Čortanovci to transfer potable water to settlement Čortanovci;

• Construction of the 7 new wells: 4 in Inđija, one in Maradik, one in Beška and one in Novi Karlovci.

PROJECT SUMMARYThe specific objectives of the project were:

• Provision of the potable water according to Serbian and international standards;• Increasing the attractiveness of the region as a location for investments, leading to increased volumes of investments in services and production;• Increasing levels of foreign trade activities based in region;• Increased tourism related income in the region.

The raw water at the water intake in Inđija exceeded acceptable values of some physical and chemical parameters set by the Rulebook on hygienic correct-ness of water. The water contained increased concentration of ammonia, nitrites and iron.

Through building the Potable Water Conditioning Plant - the Water factory, the Municipality of Inđija provided their inhabitants with potable water of acceptible quality in line with the EU standards.

PROJECT OBJECTIVES 1. Treatment of the primary sludge and the surplus of the bioactive

PROJECT DESCRIPTIONIn the long run, the reconstruction and the upgrade of the waste water treatment plant, i.e. waste water treatment facility will solve the issue of the primary sludge and surplus of the bioactive sludge treatment along with stabilized safe disposal in line with the EU standards.

The usage of the new technology of anaerobic sludge digestion will influence the increase of energy efficiency of the existing system to great extent since the gas emerging during digestion, which contains methane, will continuously be used for electricity generation.

PROJECT DOCUMENTATION STATUS • At the beginning of September 2006 the European Agency for Reconstruction (EAR) announced a call for bids submission for the sludge line project.• Bids for the sludge line: The Commission, established by the European Agency for Reconstruction (EAR) completed the tender evaluation on 22

January 2007.• The contract was signed on 30 March 2007 and came into force on 5 April 2007. The European Agency for Reconstruction agreed to finance the whole

contract amount.• During 2006, in line with the Law on Planning and Construction (Official Gazette of the Republic of Serbia, no. 47/03 and 34/06) documentation

preparation, permitting and obtaining approvals required for facility construction were completed.• All documents being provided, the Provincial Secretariat for Architecture, Urban Planning and Construction of Novi Sad released the approval for

construction on 8 September 2006.• Preparatory works on the construction site were commenced on 5 July 2007.• Construction of the facility was commenced on the 1 February 2008.

PROJECT OBJECTIVES Capacity increase from 27.000 m3/per day to 36.000 m3/per day and in the rainy period up to 72.000 m3/per day. The project comprises of two separate contracts with different financial sources:

1. The funds for the Waste Water Treatment Plant have been allocated within the municipal budget and from the loan released by the Euro-pean Bank for Reconstruction and Development (EBRD) which will be covered by “PUC Vodovod i kanalizacija Subotica”;

2. Apart from the EU contribution, the municipality of Subotica allocated its own funds for the Sludge Line.

OBJECTIVES• Increase of the waste water treatment plant capacity.• Reduction of nitrogen and phosphorus in the effluent in line with the

EU Directives.• Safe and modern treatment of primary sludge and surplus of the

bioactive sludge.• Protection and improvement of Palić Lake water quality.

PROJECT DESCRIPTIONThe reconstruction and upgrade of the Waste Water Treatment Plant, i.e. Waste Water Treatment Facility (WWTF), will solve the issue of the waste water treatment in the Municipality of Subotica in the long run. The services of waste waters drainage and treatment in large scope would contribute to protection of water resources, which is decreasing on the annual level, whereas the implementation of the new technology for the waste water treatment will ensure higher environmental protection degree, especially of the Palić and Ludaš lakes ecosystems.

The construction works on the waste water treatment facility were commenced on the 20th September, 2007.

notes:The Road Rehabilitation Project in Eastern Serbia is a further complementary EU support to the development of Eastern Serbia, fostering improvement of economic development through improving road network. This project represents a second phase of an EU Municipal Support Programme Eastern Serbia (MSP-ES) managed by the European Agency for Reconstruction. MSP ES assisted fifteen municipali-ties in Eastern Serbia in implementation of their infrastructure, economic development and institution building projects from 2003 to 2006 through both technical assistance and investment contribution worth 15 million EUR. out of 73 municipal projects implemented one third of infrastructure projects comprised rehabilitation of local and urban roads.

PE “Roads of Serbia” invests annually around 15 million EUR in maintenance, rehabilitation and modernization of public roads of 1st and 2nd category in Eastern Serbia. EU (EAR) investments in road infrastructure of Eastern Serbia contribute to quality enhancement of road network, and better connection between municipal centres in the Region. Apart from traffic safety improvement, this project contributes to development of tourism in the region in many ways.

EAR Contribution has been used for the following activities:

Project description Development of the industrial zone started on Land already in the possession of the Municipality. The initiative to establish an Industrial Zone was generated from the detailed “Municipal Strategy for Sustainable Development” prepared and adopted for the period 2005 – 2013. An integral and critical part of this strategy was to focus on the development of the local economy, underpinned by the creation of two special taxation Business and Industrial zones.

The value of the EU donation is € 4 million, and project value is € 4.075.066,25 (after variation order € 4,072,706.48). Besides the DEU donation, the City of Zrenjanin has so far invested € 2.2 million in this project, and the National Investment Plan (NIP) already invested € 500,000. European Union is funding the following components of infrastructure equipment of the industrial zone:

• Water supply network, • Sewerage network, • Surface water drainage system and • Internal road network.

Zrenjanin/NIP contribution is € 1.125 million for:

• Electrical supply, • Telecommunications network, • Landscaping, • Security fence and • Gas network.

Signing the works contract took place in August 2008 in Zrenjanin. Contractor is Alpine Bau GmbH. Works have started in October 2008. Contract duration is 18 months (21 after EoT). The contract addendum on the no cost extension was signed. Supervision is provided by the City of Zrenjanin, and MSPNE was responsible for overall monitoring of the project implementation. Per June 2010 Municipal Infrastructure Support Programme (MISP www.misp-serbia.rs ) took over monitoring process. Total progress of the works with all procured materials and equipment delivered on site is 100%

Project goal including beneficiaries & target groups The main goal is to enable the production intensifying which is export oriented, and domestic and foreign producers, i.e. investors, will be attracted more successfully which and the essential target group would be the unemployed since the opening of the factories will ensure new jobs for a large number of Zrenjanin citizens. To date the following companies have already expressed interest to locate the companies in this new zone:

• Alpin doo, Serbia (Tools Production), • Eurowind BP, • Serbia (Sale and production of heavy vehicle parts), • MG Remedy, • Serbia (pharmaceuticals), • Altis Chemicals d.o.o, • Serbia (Production of engine oils and liquid for vehicles), • Jovanovic doo, Serbia (Production of construction materials), • ITS Balkan doo, • Serbia (Production of steel construction).

These companies estimate that they will create 345 new jobs. Impact Zrenjanin industrial zone infrastructure will

• generate preconditions for accelerated development of the local economy, • improvement in quality of life and working conditions and • overall increased standard of living in the City of Zrenjanin and neighbouring municipalities.

The project is in compliance with Regional Development Strategy and will significantly contribute to effective implementation of the Local Strategy of Sustainable Development. Key messages (related acquis) Improvement of infrastructure creates new opportunities. Four major Infrastructure projects are being financed through EU CARDS2006 (13.5 million EUR). MISP is currently implementing infrastructure projects with a total value of approx. 50 M€ (EU CARDS and IPA) www.misp-serbia.rs. All projects that are included in Regional Development Strategies and LSDS’s are progressing well and the significance of the investment is well appreciated by all the municipalities involved. Investment in economic infrastructure even at the best of times is not easy but undertaking such a venture in a time of economic crisis takes both courage and foresight and to-date the level of interest from the private as well as foreign companies. Investments are proof of bold moves and they were the only right thing to do for the benefit of the local economies, having broader impact on regional and national level. The investments show that where municipalities are prepared to not only take the risk but to make the appropriate preparations, things can get done.

The first investors which will build facilities at the Vršac Technology Park are:

• Fresenius medical care d.o.o. Srbija (Manufacturer of dialysis materials), • Lamp East d.o.o. (production of aluminum packaging for food and

pharmaceutical industry),• Esca delight d.o.o. (manufacturing and catering of ready made meals),• Roster d.o.o. (production of human medicines).

It is expected that, within period of 4 to 5 years, around 1.000 people will be employed at the Vršac Technological Park.

PRojEct objEctIvE(S) anD DEScRIPtIonVršac Technology park is built on undeveloped green field site of approxi-mately 6 ha. The initiative was based on recorded limits in availability of space for business development in and around Vršac and many initiatives with en-quiries from both domestic and foreign investors, interested in establishing operations in the municipality. The establishment of the Technology Park should provide the distinct advantages of economies of scale as well as absorbing and concentrating highly skilled and qualified personnel in close proximity to be supported by a modern, efficient technological environment.

The EUD contribution is € 2.679.509,93 for the following components of the Vršac Technology park infrastructure:

• Water supply system,• Sewage collection system,• Storm water system,• Internal road network, connection to main road and• Landscaping.

Vršac Municipality has contributed with: Electrical supply connection, Telecommunications network, Security fence and Gas distribution network. Munici-pality of Vršac has initially made extensive investments in the Project preparation with further additional expenditure for the land acquisition.

Signing the works contract for the project “Vršac Technology park infrastructure” took place in June 2009 in Vršac. Works have started in July 2009 in full scope. The Contractor for Vršac Technology park infrastructure is a joint venture Strabag AG-MP and Velika Morava-AD Vojvodinaput Pančevo. The Contracted Works were completed in 18 months and Provisional Completion date was January 2011 from which date a period of 2 years is calculated as guaranty period.

Supervision team was engaged by the Municipality of Vršac and MISP as responsible for overall control of the project implementation Works. In the scope of the Project activities, EU consultant MSPNE organized the training on Project monitoring and implementation for the municipal project implementation unit, supervisor and the contractor. Project Monitoring Agreement was signed between the Municipality of Vršac and MSPNE Project in September 2009 which was transferred to MISP from June 2010.

Petrovac na Mlavi Water Supply System Rehabilitation will generate preconditions for accelerated development of the local economy, improvement in quality of life and working conditions and overall increased standard of living in the Municipality of Petrovac na Mlavi and neighbouring villages. PROJECT DESCRIPTIONMunicipal Master Plan of Water Supply outlined the most critical problems in the existing communal water supply scheme, as well as its long term develop-ment. Most critical issues included inadequate monitoring, control and operation of the water source, insufficient operational efficiency, deficiency of water storage capacity, outdated and unreliable distribution network. Main objectives are general improvement of water quality and upgrade of water supply system with necessary pump station and water tank.

The DEU contribution is € 3,714,387.19 for the following components of the rehabilitation of the water supply system:• Water treatment plant (procurement, transport and installation of the hydro mechanical equipment on the future WTP);• Pipeline replacement and extension of the main pipeline from Setonje-Petrovac na Mlavi;• Water Tank 2x 750m3 in Petrovac na Mlavi;• Pump Station in Malo Laole.

Petrovac na Mlavi Municipality, PUC “Izvor” and Ministry of Agriculture, Trade, Forestry and Water Management is participating in the financing of the project with € 364.500 for electrical works on the water treatment plant, and National Investment Plan (NIP) is contributing with € 260.500 for constru-ction works on the water treatment plant.

Signing the contract for performing the works within the project “Petrovac na Mlavi Water Supply System Rehabilitation” took place in January 2009 in Petrovac na Mlavi.

Works started on 23rd March 2009.

Contract duration is 18 months and Contract Completion date is 23rd September 2010.

Extension 3 months Contract Completion date is 23rd December 2010.

Contractor for Petrovac na Mlavi water supply rehabilitation is Strabag AG.

Supervision is provided by the Municipality of Petrovac na Mlavi and MSPNE and MISP is responsible for overall monitoring of the project implementation. MSPNE organized the training on Project monitoring and implementation for the municipal project implementation unit, supervisor and the contractor. PROJECT DESCRIPTIONMunicipal Master Plan of Water Supply in 2007 outlined the most critical problems in the existing communal water supply scheme, as well as its long term development. Most critical issues included inadequate monitoring, control and operation of the water source, insufficient operational efficiency, deficiency of water storage capacity, outdated and unreliable distribution network and very high level water losses.

• Construction of a Potable Water Storage Tank (reservoir) / 5.000 m3 with pump-station; • Rehabilitation of all 14th existing wells;• Construction of Main City Pipeline, DN 400/350 in the length of 2.014,59 m, and secondary DN100 in the length 2.014,59 m.

The landfill site is located north-east of Užice, approximately 3.8 km along regional road 263/R Užice – Kosjerić, and approximately 2.5 km along local road through the hamlet of Lazovine.

Duboko Regional Solid Waste Management Scheme comprises 6 components:

1. Construction of a new regional sanitary landfill with access road and all ancillary buildings and facilities in Duboko (Užice Municipality) for solid waste disposal for the municipalities of Užice, Čačak, Požega, Lučani, Čajetina, Ivanjica, Arilje, Bajina Bašta and Kosjerić;

2. Installation of a waste separation line in Užice (Duboko);3. Closure, conservation and re-cultivation of the 9 existing waste

dumps in the municipalities of Užice, Čačak, Požega, Lučani, Čajetina, Ivanjica, Arilje, Bajina Bašta and Kosjerić;

4. Construction of 8 transfer stations in Čačak, Požega, Lučani, Čajetina, Ivanjica, Arilje, Bajina Bašta and Kosjerić;

5. Supply of long-haul vehicles and landfill operation machines;6. Development of a Regional Solid Waste Management Plan.

PROJECT GOALSThe existing dumpsites lack capacity for further waste disposal and they include no sanitary measures. Therefore, Duboko Scheme defines the following goals:

• Provision of reliable and safe communal waste collection and disposal;

• Creating conditions for overall improvement of solid waste manage-ment in municipalities;

• Significant improvement of the overall environmental status in the region;• Reduction/elimination of the existing risks to public health in the municipalities involved.

PROJECT SUMMARY Užice, Čačak, Požega, Lučani, Čajetina, Ivanjica, Arilje, Bajina Bašta i Kosjerić are developed industrial areas located in the west and central Serbia. The municipalities have asked for assistance from the European bank for Reconstruction and Development (EBRD), the European Union and the Environmental Protection Fund of the Republic of Serbia, in the development and financing of the Regional Solid Waste Management Project.

The Regional Solid Waste Management Project includes the following components:

• Nine municipalities with the total of approximately 374.000 inhabitants;• 8 transfer stations (Čačak, Ivanjica, Lučani, Arilje, Požega, Kosjerić, Bajina Bašta and Čajetina) with necessary equipment; • Transport system for transferring waste from the transfer stations to the landfill (5 long-haul trucks of substantial capacity), vehicles and equipment

for receiving, separation and waste disposal;• Waste selection and separation facility; • Sanitary landfill for communal waste disposal – (access road, landfill infrastructure, landfill body);• Closure of the existing dumpsites;

Pirot, Babušnica, Dimitrovgrad and Bela Palanka municipalities (total population 105.000) are establishing a regional solid waste management scheme, including the construction of a regional sanitary landfill.

The site for the landfill is in Pirot municipality (Muntina Padina) near the highway Bela Palanka - Pirot.

The solid waste management scheme is in compliance with Serbian and EU standards.

PROJECT gOalS • Provision of reliable and safe communal waste collection and disposal

in line with EU solid waste management practices.• Significant improvement in the overall environmental status of the

municipalities.• Reduction/elimination of the existing risks to public health due to

the existing waste dumps in the region which are classified as K4 : (dumpsites, not fulfilling minimal protection measures, completely filled up, requiring immediate closure, restoration, and recultivation).

PROJECT SUMMaRYThe four municipalities decided to establish a municipal Waste Manage-ment Scheme as a top investment priority. The scheme consists of:

1. A new regional sanitary landfill that will be used for reliable and safe communal waste disposal. The proposed solid waste management scheme is fully in accordance with the Serbian Waste Management Strategy;

2. A new access road to the land fill site;3. New collection trucks and containers.

The estimated lifetime of the landfill is 30 years. The construction of the landfill will be undertaken in the following phases:

• Phase I - 12 years• Phase II - 9 years• Phase III i IV - 9 years

The project does not have negative impact on the environment and the Environmental Impact Assessment was accepted by the Serbian Government and the European Agency for Reconstruction.

The project implementation will provide healthy drinking water for over

250.000 inhabitants of the town of Kruševac and the municipalities of

Aleksandrovac, Ćićevac, Varvarin and Trstenik, as well as the possibility to

include parts of Paraćin and Ćuprija municipalities as well. Central regional

drinking water treatment plant is located in Majdevo and raw water is

supplied from the “Ćelije” reservoir on river Rasina.

PROJECT OBJECTIVES

The project should fulfi l the following main objectives:

To create preconditions for provision of adequate drinking water 1.

supply for additional 75.000 people (in total 250.000) in municipali-

ties of Kruševac, Aleksandrovac, Varvarin, Ćićevac, Trstenik, Ćuprija

and Paraćin;

To ensure continuous fulfi lment of national and EU standards of 2.

Finalization of the transmission mains towards Ćićevac and Varvarin together with a 4000 m• 3 reservoir in Varvarin;

PROJECT OBJECTIVES • To improve environmental protection by ensuring safe solid waste

disposal regional system; • Development of a transfer station in Šabac and main disposal site

in Sremska Mitrovica with full infrastructure according the prevail-ing regulations and directives requirements for a standard Waste Management System.

Specific objectives (for phase I) are:

• Phase I-lot 1 comprising relocation of the Mančelov channel and construction of 2 landfill cells;• Phase I-lot 2 comprising construction of 3 additional cells, removal of waste from the non-sanitary cells that are presently in use and deposition into

sanitary cells, construction of a transfer station in Šabac, construction of LFG system and construction and purchasing of separation line; • Phase II comprising of construction of the remaining five cells and closure of Šabac dumpsite.

Phase I is the priority project. Justification for this phase is that the site planned for construction of the regional landfill has been in use as a municipal dumpsite as of 2001 and three cells have been covered with the solid waste while the fourth one is presently in use. Further use of non-sanitary dumpsite would have a side effect on enviro-nment as well as on the construction.

The pollution of the Veliki Bački kanal, which drains into the Tisa river and ultimately the Danube river, is considered as one of the major environme-ntal problems in Serbia.

The municipality of Vrbas is active in investing in their sewerage system to mitigate the negative effects of the pollution of the Veliki Bački kanal. The pollution is considerable due to discharge of untreated industrial and then from communal waste water. The overall objective is to protect and improve the water quality of the Veliki Bački kanal and to improve sanitary and health conditions in the municipalities of Vrbas and Kula.

PROJECT OBJECTIVES• To provide waste water treatment and disposal for 120.000 residents

in Vrbas and Kula municipalities;• To collect, transfer, treat and dispose pre-treated industrial effluents

for identified major industries in Vrbas, currently discharging into and polluting the Veliki Bački kanal;

• To extend the sewage collection system to 20.000 residents, institu-tions and small industries and businesses living in the villages of the Vrbas municipality;

• To significantly improve the quality of life with many indirect impacts, improved sanitation and reduced risks to public health;

• To radically improve the water quality in a heavily eutrophicated Danube tributary – Veliki Bački kanal;

The extension of the sanitary sewerage collection system will significantly improve the coverage in waste water collection, and will substitute cu-rrent practice relying on individual septic tanks that represent potential source of pollution of ground and surface waters, and serious health hazard. Through the project the urban area of Vrbas and the 5 villages are to be fully covered, including a connection to the CWWTP.

3.MainsewersconnectingKulaandCrvenkatoCWWTPVrbasAlso, it is planned to connect the sanitary sewerage system of Kula and Crvenka to the CWWTP by constructing the main sewer line between Kula and Vrbas, and corresponding sewage pumping stations. Sections I to IV of the main sewerage line between Kula and Vrbas have already been completed, whereas section V (some 2,6 km long) is yet to be constructed during 2011.

PROJECT OBJECTIVES • Improve potable water supply, operational efficiency of the PUC-s,

reduce health hazards, improve protection of health, and create the pre-requisites for sustainable demographic and economic develop-ment.

• To integrate a series of communal water supply systems and trans-form them into a technically, financially and institutionally sustain-able regional water supply scheme.

• To optimize exploitation and improve sanitary protection of local water resources.

• To comply with the relevant national and EU regulations on public water supply and related public health, environmental protection issues.
