WELCOME NOTE

BY

Worthy Additional District Magistrate

Worthy ADM welcomed all the participants of the program representing different departments (NCC, NYKS, Red Cross, Home Guard, NSS) and briefed all the importance of this training organized for three days.

He shared his valuable experience of disaster management and explained how preparedness plays vital role in effective response and could save precious life of people.

He asked all the participants to utilize their field experience and integrate the learnings of this training program so that they could spread the word in their department and initiate the process of capacity building at schools and community level.

SESSIONS (Day 01)

On the first day 20th August, 2016 of training program session begun with the

Welcome note of Shri Balbir Thakur, Additional District Magistrate, Kangra at

Dharamshala. The

Post lunch session

was taken by Mr.

Tanmay Acharya,

Training and Capacity

Building Coordinator,

UNDP – India, on

the Basic Concept

of Disaster

Management in

which the resource

person explained

the key terms of

Disaster

Management like Disaster , Hazards, Risks, Vulnerabilities, and Capacity with

examples. It was also cleared to participants in interaction that how disaster

differed from

Hazards and

various types

of Hazards

and

vulnerabilities.

Then in the

post lunch

session Shri

Tanmay

Acharya

coordinated a

group exercise

on Disaster

Management.

The exercise was on identification of Hazards, Risks, vulnerabilities and capacities

of Kangra District in groups. There were 4 groups in total and later the

Institutional structure of Disaster Management in India was taken in session in

which the role of various agencies and institutions was explained and small

discussion was held between Participants and resource person on the flow of

information from ground level (Village to top level (NDMA) and means

of communication in relation to Emergency Operation Centers. The participants

were explained that what is Cycle of Disaster Management and then it was

bifurcated in to pre and post disaster phases/ stages of disaster management. The

topics were accompanied by the photographs and concept videos on the Disaster

Management.

SESSIONS (Day 2)

The second day 22nd Aug, 2016 the participants recalled the learning from

previous day and explained key points of the previous session, the pre session of

the second day

began with the

introduction of

Resource Person Dr.

Rajesh Chaudhary who gave

presentation on the

Medical First Aid

Basics in Response

and explained types

of various situations

that are common in

case of disaster. Also he gave details about life saving methods which may be

practiced at all level to mitigate the damage in terms of mental as well as physical

health. The resource person ensured that how CPR Cardio Pulmonary

Resuscitation,

ABC Airway

Breath

Circulation etc

could play vital

role in saving a

life

accompanied by

videos and

photographs.

Later in the

session Dr.

explained the

need of triage in mass casualty as in case of disaster the Medical First Aid

becomes very crucial in post disaster golden hours. It was discussed that how

triage could reduce the wastage of resources and time.

In post lunch session the participants gave the group presentations on the ask

with the help of the

Nitin Dhiman from

Himachal Fire

Services as a

resource person for

Fire Fighting Basics

in Disaster

Response. In which

it was explained

that the fire is a

chemical process and

it constitutes of 3

elements that is O2,

Heat/ Energy and

Fuel. Further the

methods of Fire

Fighting was

explained to the

participants with the

help of photos and

videos. Some tips of

preventing fire and

firefighting were also shared

by fire officer in case of

disaster. Some participants

asked about the safety

during firefighting which

was cleared by the resource

person. Later a practical

demonstration was also

organized with the help of

Fire team and DDMA

Kangra.

SESSIONS (Day 3) The third day 23rd Aug, 2016 of the program again begun with the recap from previous two sessions where the participants presented the key points of First aid and firefighting. In pre - lunch session, participants discussed the content of general information on Disaster

Management booklet and then they were introduced to the Resource Person from National Disaster Response Force Shri Govind Singh. The resource person explained the role of NDRF and institutional details with the

participants with the help of PPT. Participants were explained about the various techniques being practiced by the NDRF team in field. Few participant asked the trained to share some field experiences also which helped them to

understand the vitality of various aspects such as

preparedness, knowledge & skill. Mr. Govind shared some examples of the local / common problems being faced by them in response such as

topography, weather, flora

and fauna, language, customs etc. In the post lunch session all the participants along with other office staff were given a practical demonstration by the Team of NDRF on various search and rescue equipment. It was also explained by resource person that how they decide where the life could be found in damaged structure and how they ensure the safety of their team in hazardous conditions. participants were curious to know about the rope rescue techniques and hailing method of searching. Following the demonstration of Stretcher rescue, safety belt rescue and gas pressured jack etc.

Later the participants were

asked to provide feedback

form and briefed on the

complete program by CB

Coordinator and provided all

the material including videos

and photographs for

reference.

Then closing was done by Worthy Assistant Commissioner to Deputy Commissioner at 4.30 pm and after group photograph program completed.

Concluding Remarks

BY

Assistant Commissioner to Deputy Commissioner

Worthy Assistant Commissioner wished all the participants of the program representing different departments “Civil Defense/ Home Guards/ NYKS/ Red Cross/ NCC/ NSS” in “Comprehensive Capacity Building Programme on Basic Disaster Management” Programme.

He asked all the participants to assist DDMA and other stakeholders in capacity building through trainings and awareness activities as well as to initiate mitigation and preparedness activities of disaster management.

He suggested that such trainings should be organized in school and community level for effectiveness in preparedness of response activities.
