REPORT OF THE FIRST MEETING OF THE MINISTERS OF DEFENCE AND SECURITY OF
THE EASTERN AFRICA REGION
1 Introduction 1.1 During the first meeting of African Ministers of Defence and Security held in Addis Ababa, Ethiopia, on 19 January 2004, the Chiefs of Defence Staff of the Eastern Africa Region decided to meet to discuss the establishment of the Eastern Africa Standby Brigade (EASBRIG). Pursuant to this decision, the meeting of Chiefs of Defence Staff met in Jinja, Uganda, from 16-17 February 2004. The Meeting of the Chiefs of Defence Staff was preceded by a Meeting of experts from 13-15 February, 2004. 1.2 During their deliberations, the Chiefs of Defence Staff, among others, focused their discussions on a number of issues relating to the way forward for the establishment of the EASBRIG by July 2004, the original date set by the ACDS in 2003. 1.3 The First Meeting of the Ministers of Defence and Security of the Eastern Africa Region was convened in Addis Ababa, Ethiopia, from 15-16 July, 2004, to consider the recommendations of the Chiefs of Defence Staff. The list of participating Member States is attached at Annex A. The list of participants is attached at Annex B. 2. Opening Session
2.1 Mr. Daniel Yirfu opened the meeting on behalf of the Executive Secretary of IGAD, Dr. Attalla Bashir Hamad. He thanked the people and government of Ethiopia for hosting the meeting, as well as the African Union for providing facilities for the Meeting. Furthermore he expressed appreciation for the presence of the AU Commissioner for Peace and Security, Ambassador Said Djinnit. Amongst others, he pointed out that the IGAD sponsored peace processes of Sudan and Somalia were about to be concluded. In this context he underscored the urgent need for the establishment of the EASBRIG, in order for the EASBRIG to deploy peacekeepers in the two countries. He called on the Ministers to approve the recommendations of the Chiefs of Defence Staff in order to enable IGAD to implement the relevant recommendations.

2.2 On behalf of the Chairperson of the AU Commission, Ambassador Said Djinnit welcomed the President of the Federal Democratic Republic of Ethiopia and the Ministers to the Meeting. He urged the Meeting to consider the recommendations of the Chiefs of Defence Staff in Jinja, Uganda, as part of efforts to operationalize the African Standby Force (ASF). He reflected on the Meeting as a symbolic and significant step in addressing the issues of peace and security through the establishment of the ASF. The establishment of the PSC, as well as the adoption of the Policy Framework for the establishment of the ASF by the Third Summit of the AU, held in Addis Ababa, Ethiopia, from 6-9 July, 2004, was a practical example of Africa’s political will and commitment to address the pressing issues of peace and security. He therefore, noted that the Meeting of the Eastern Africa Ministers of Defence and Security was in line with the process of establishing the ASF.
2.3 The President of the Federal Democratic Republic of Ethiopia, His Excellency Ato Girma Woldegiorgis, on behalf of the Government and people of Ethiopia, welcomed the Ministers and their Delegates to Ethiopia. He noted that Africa has been embroiled in conflicts that have diverted scarce resources that could have been used to address developmental challenges. He emphasized that Africa should never allow a repetition of the bitter experience of the Rwandan genocide of 1994. In this context, he emphasized that it was with the view to addressing African peace and security challenges that the Protocol establishing the Peace and Security Council (PSC) was adopted by Heads of State. He called on the Region to consider the recommendations of the Chiefs of Defence Staff, to expedite the operationalization of the EASBRIG.
3. Election of the Bureau 3.1 After consultations, the Meeting agreed that Uganda should continue as Chair and Kenya to continue as Rapporteur. It was further agreed that Madagascar be the Vice-Chair. The Meeting was chaired by Honourable Madam Ruth Nankabirwa, Uganda’s Minister of State for Defence.
4. Adoption of the Agenda 4.1 After discussions, the agenda and program of work were adopted as follows:

a. Day One:
1) Opening Ceremony:
a) Statement by the Executive Secretary IGAD; b) Statement by the AU Commissioner for Peace and Security; and c) Statement by the President of the Federal Democratic Republic of Ethiopia.
2) Closed Session:
a) Election of the Bureau; b) Adoption of the Agenda and Organisation of
Work; c) Presentation and Discussion of the Report of the
Eastern Africa Chiefs of Defence Staff.
b. Day Two:
1) Closed Session:
a) Continuation of discussion of the Report of the Chiefs of Defence Staff;
b) Any Other Business; c) Presentation and Adoption of the Report of the
Council of Ministers. 2) Closing Statements:
a) Statement by the Executive Secretary of IGAD; b) Closing Remarks by the Minister for Defence of
the Federal Democratic Republic of Ethiopia;

c) Vote of Thanks.
5. Presentation and Discussion of the Report 5.1 The Chairperson invited Brigadier General Benon Buta Biraaro to present the Report of the Chiefs of Defence Staff, on behalf of the Chief of Defence Staff of the Uganda Peoples Defence Forces (UPDF), who chaired the Meeting of the Chiefs of Defence Staff of Eastern Africa, in Jinja, Uganda, in February 2004. In his presentation Brigadier General Biraaro outlined the following issues:
a. Decision Making Structure. b. The Chair. c. Standby Brigade HQ. d. The PLANELM. e. Hosting Agreement. f. Coordination of the EASBRIG. g. Logistic Base. h. Mandate. i. Expert Studies. j. Troop Contributions. k. Tables of Organisation and Equipment (TOEs). l. Centres of Excellence. m. Consistency with UN Doctrine and the Geneva Conventions. n. EASBRIG Fund, Budget and Financial Contributions. o. Proposed Timelines.
5.2 In concluding, Brigadier General Biraaro drew the attention of the Ministers to the fact that by their own decision, the Region should have informed the AU Commission of its proposals, relating to the establishment of the EASBRIG, by July 2004. The Region was therefore clearly, behind schedule. As a result, he requested the Ministers to consider setting a new timeline, which should not be later than October 2004, as agreed by the African Ministers of Defence and Security, in Addis Ababa, in January 2004.
Decision Making Structure 5.3 After deliberations, it was agreed that the decision making structure of the EASBRIG should be as follows:
a. The Assembly of Heads of State and Government; b. The Council of Ministers of Defence and Security; and

c. The Committee of Chiefs of Defence Staff.
The Chair 5.4 The Meeting agreed that the Chair of the EASBRIG of all three structures should be held by one Member State on a one-year rotation basis. The Rapporteur should be the outgoing chair. The Chairing country should coordinate with IGAD on all matters affecting the EASBRIG, in the interim period.
Standby Brigade HQ
5.5 It was agreed that:
a. A Standby Brigade HQ should be established and located as a separate entity from the PLANELM. Each Member state should post an officer to the Brigade Headquarters. The Meeting accepted Ethiopia’s offer to host the Brigade HQ.
b. Pending the establishment of a regional security mechanism
relating to the establishment of the EASBRIG, the Meeting agreed that the country hosting the HQ should appoint the commander of the Brigade in the first year. Subsequently, the appointment of the commander should be on a rotational (alphabetical order of Member States) and offer basis. When nominating a commander for appointment by the Council, the Chiefs of Defence Staff should consider the appropriateness of the offer. In the event that there are competing offers the decision should be based on consensus. Where the AU mandates a deployment, the PSC should appoint the commander.
c. The Ethiopian Government should offer to the EASBRIG free
physical facilities, such as office buildings, furniture, fittings and other facilities that may be required for the smooth functioning of the Brigade HQ. Member States, who offer personnel to be posted to the Brigade HQ, should meet the expenses of their personnel in their duty stations.
The PLANELM
5.6 The Meeting agreed that:

a. A PLANELM should be established. b. Kenya reconfirmed her offer to host the PLANELM; the offer
was accepted. As host Nation, the `Kenya Government should offer free physical facilities, such as office buildings, furniture, fittings and other facilities, that may be required for the smooth functioning of the PLANELM.
c. The head of PLANELM should be a Chief of Staff, a military
officer of the military rank of Colonel, or equivalent. The Chief of Staff in the first year should be appointed from the country hosting the PLANELM. Thereafter, the Chief of Staff should be appointed on a rotational (alphabetical order of Member States) and offer basis.
d. Each Member State of the EASBRIG should post one officer
to the PLANELM for a minimum period of one year. A mechanism for staggering the rotations should be worked out, in order to ensure continuity. Member States offering elements to the PLANELM will meet the expenses of their personnel in their duty stations.
Hosting Agreement
5.7 The Meeting agreed that hosting agreements should be concluded between the EASBRIG coordinating body and the host Governments, for the Brigade HQ, PLANELM and Logistic Base, regarding the status of the facilities and their legal and administrative aspects.
Coordination of the EASBRIG
5.8 After consultations with the AU Commission, the Meeting agreed that IGAD should undertake the coordination of the EASBRIG in the interim period, pending the establishment of appropriate permanent structures by the Region. It was noted by the Meeting that the issue of regional groupings was not yet finalized and that the AU would be addressing the matter at an appropriate time.

Logistic Base 5.9 The Meeting agreed that in consideration of the need for effective command and control of the regional logistic resources, in support of the EASBRIG deployments, the EASBRIG Logistic Base should be co-located with the standby Brigade HQ. The EASBRIG Logistic Base should therefore be located in Ethiopia, with outposts in Member States as and when required.
Mandate
5.10 The Meeting agreed that by June 2005, the EASBRIG’s peace operations capacity should be geared towards Chapter VI of the UN Mandate. However, in consideration of the realities on the ground in the Eastern African region, it was proposed that, as soon as possible, the EASBRIG should be given a more robust mandate, in cases of gross violations of human rights and genocide. By 2010, the EASBRIG’s capacity should be further developed towards Chapter VII missions and tasks.
Expert Studies 5.11 The Meeting agreed that:
a. IGAD, in collaboration with the AU and the UN, should convene an expert study on the operational doctrine, including Standard Operating Procedures (SOPs), training policy and concept of logistics for the EASBRIG. Uganda’s offer to host and facilitate the studies was accepted by the Meeting.
b. The Protocol establishing the PSC also provides for the
establishment of the ASF. On this basis, it agreed that the establishment of the PLANELM could proceed, while legal experts worked out other details.
Troop Contributions

5.12 The Meeting agreed that:
a. In addition to offer of components to the standby brigade from Djibouti, Kenya, Rwanda, Somalia, the Sudan and Uganda, IGAD should approach Member States for troop contributions to the Brigade. Ethiopia made the following offers:
1) 1 x light infantry battalion with organic transport; 2) 1 x company engineers; 3) 1 x demining company; 4) 1 x signal platoon; and 5) 1 x Level II medical unit.
b. On its part, Madagascar also offered to place its light infantry battalion, with a medical component, when it becomes operational from 2006.
c. In respect of Somalia, the Meeting took note of the situation in that country, but was of the view that its offer should be maintained on record.
d. The Meeting expressed appreciation for the offers from
Member States, but noted the need for other specialized assets within the Brigade. It requested the Brigade HQ and PLANELM, when established, to harmonize Member State contributions
Tables of Organisation and Equipment (TOEs)
5.13 The Meeting agreed that the EASBRIG national contingents should continue to use their respective national TOEs, pending the development of standardized regional TOEs that are consistent with those of the AU and the UN.
Centres of Excellence
5.14 Kenya confirmed the offer of her Peace Support Training Centre (KPSTC) at Karen as a regional Centre of Excellence, for all three levels involved, namely: tactical, operational and strategic. Uganda offered its Senior Command and Staff College at Jinja for the operational level, while Rwanda also offered its Military Academy at Nyakinama, for the

three levels. The Meeting also urged other Member States to offer their respective national centres of excellence to cater for the tactical, operational and strategic levels of training. In the absence of such facilities, the Region was encouraged to develop these facilities.
Consistency with UN Doctrine and the Geneva Conventions 5.15 The Meeting agreed that the EASBRIG’s doctrine should be consistent with the doctrine, procedures and standards of the UN. Furthermore, the training curriculum should include the African Charter on Human and Peoples Rights (ACHPR), the International Humanitarian Law (IHL), the Human Rights Law (HRL) and the Refugee Law (RL), as well as the UN code of conduct for peacekeepers.
EASBRIG Fund, Budget and Financial Contribution
5.16 The Meeting agreed that:
a. An EASBRIG Fund should be established. The Ministers should appeal to the AU to make funds available to the EASBRIG from the Africa Peace Facility, towards the operationalization of the EASBRIG.
b. IGAD, in conjunction with the AU and the UN, should
undertake resource mobilization from Member States, Donors, Partners and other Regional Economic Communities.
c. Member States should themselves make contributions to the
fund, in order to make it possible for essential activities to start off towards the establishment of the EASBRIG.
d. IGAD should urgently convene a working group of Experts
from all Member States and IGAD Secretariat, to workout budget proposals, which should form the basis of Member State contributions, relating to the establishment of the PLANELM, Brigade HQ and Logistic Base, as well as all expert studies. The Meeting agreed that Ethiopia and Kenya should prepare a draft budget for the experts’ meeting on the running costs of these components. Uganda accepted to host the expert meeting. The Report of the working group

should be tabled to the next meeting of the Chiefs of Defence Staff.
It was noted that the EASBRIG as part of the ASF could benefit from African Peace Facility. 6. Proposed Timelines 6.1 The Meeting noted that the EASBRIG was behind schedule on the initial timelines relating to the establishment of the standby brigade, by July 2004. The Meeting therefore decided on the following timelines:
a. By mid-August 04 - IGAD should convene a working group on the Budget, the Policy Framework and the draft MOU or Protocol, for the EASBRIG. Uganda will host the meeting of the group.
b. Last week of August 04- A Meeting of Chiefs of Defence
Staff should be convened; this should be followed immediately by a Meeting of Ministers of Defence and Security. Both Meetings will be hosted by Rwanda.
c. End of September 04 - A Regional Summit should be
convened to deliberate on the recommendations of Council. The Meeting accepted the offer of Ethiopia to host the Summit.
d. First week of October 04- PLANELM should be
established.
e. Last week of October 04- Brigade HQ and Logistical Base should be established.
f. November 04 - An expert group should be
commissioned to draft the doctrine, including SOPs,

training policy and logistic concept, as well as a mechanism for rotation of the Staff of the PLANELM, the Brigade HQ and the Logistic Base, for the EASBRIG. The expert group will be hosted by Uganda.
7. Any Other Business 7.1 The Meeting agreed that the Heads of Delegations should endorse the report of the Meeting by appending their signatures to it. This should also be done during meetings in the future. 8.1 Presentation and Adoption of the Report of Council 8.1 The draft Report was presented by the Rapporteur. After relevant amendments as contained in this document, the Draft Report was adopted by the Meeting. 9. Closing 9.1 At the end of its deliberations, the Meeting expressed its appreciation for the minutes of the meeting in Jinja, Uganda, in February 2004, and the paper on decisions presented to Council. 9.2 In his closing remarks, Mr. Yirfu thanked the Ministers for expressing confidence in IGAD, entrusting it with continued role for the coordination of the EASBRIG. In spite of the scarcity of resources, he assured the Meeting that IGAD would do its best to ensure the successful establishment of the EASBRIG. 9.3 The Honorable Minister of Defence of the Federal Democratic Republic of Ethiopia, General Abadula Gemeda, thanked the Ministers for choosing Ethiopia as the host of the EASBRIG HQ and the Logistic Base. He further expressed thanks to the Ministers for giving Ethiopia the opportunity to host the envisaged Summit of Eastern Africa Heads of State and Government in September 2004. The Honorable Minister reiterated Ethiopia’s commitment to the Region’s efforts to achieve peace and security and expressed confidence that, through the

establishment of EASBRIG and other Organs of the AU, the Eastern Africa Region would finally achieve peace and security. 10. Vote of Thanks 10.1 The Permanent Secretary of the Department of Defence of Kenya, Mr. Sammy P.M. Kyungu, on behalf of the Ministers, delivered the vote of thanks. He referred to efforts towards the establishment of the Common African Defence and Security Policy and expressed sincere thanks and appreciation to the Government and the people of Ethiopia for hosting the meeting and for their hospitality. He expressed their special compliments to the President of the Federal Democratic Republic of Ethiopia for graciously accepting to open the meeting and commended the Federal Democratic Republic of Ethiopia for hosting the First Meeting of the Ministers of Defence and Security. 10.2 He was also thankful to the Chairperson of the AU Commission, for providing congenial conference facilities for the meeting, as well as for the participation of the Commissioner for Peace and security, Ambassador Said Djinnit, for his valuable contributions. 10.2 The Permanent Secretary similarly expressed sincere thanks and appreciation to Honorable Ruth Nankabirwa for successfully charing the First Meeting of the Ministers of Defence and Security. Last but not least, he expressed thanks and appreciation to Member States of the Eastern Africa region, IGAD, COMESA and the Diplomatic Community for their participation, constructive contributions and support, for a successful meeting. He remained hopeful that all Member States would undertake their respective responsibilities towards the expeditious establishment and operationalization of the EASBRIG. 10.3 He concluded by wishing all Delegates a safe journey back to their respective destinations.
