Region 1 is located in the Southern slope of Alborz mountain and it is referred to semi‐ mountainous area
of north of Tehran. The extent of urban area of this region is 64 square kilometers and its realm is about 150
square kms. This region is limited to 1800
meters elevations to southern slope of the
Alborz mountains from North, to martyr
Chamran highway between Azadi Hotel,
Modarres Highway, Ayatollah Sadr bridge and
martyr Babai from south, to lands of Darakeh
River from west, and also to Estakhr Street
from East. The municipality of region 1 has 10
districts and 26 parishes.
Shemiran is the most pleasant and attractive area in Tehran, especially in recent decade, is deposited
much of its comfort and freshness to noise of machines and tremendous presence of citizens who run away
wide‐spread pollution of Tehran. In a glance, we see Shemiran like villages in the south slope of Tochal
Mountain which was named Ghasran and now it is called Shemiran.
Since 100 years ago up to now, Shemiran, having promenades like Darband, Tochal, Kolakchal, Evin and
Darakeh, has been one of the main re‐creative areas for Tehran dwellers and having parks such as Jamshidie,
Niyavaran and Qeytarieh, the number of its visitors has been increased. Now a day, a part of Shemiran is
located in Region1.

Tajrish Bazaar, as an ancient transaction place, is an
important commercial and trade center and in spite of
structural change of region1 and establishment of big
stores in different areas, Tajrish Bazaar is creditable and
significant, yet.
The two big art‐ cultural complex of sa'd Abad and
Niyavaran, which were royal places previously, are
belonging all citizens now and different levels of people
profit by its vast art‐ cultural possibilities. Besides, some parts of the two large
and old steets of Shariati and Vali‐ asr and the whole of Niyavaran Street are located in Shemiran area.
Shemiran has religious and cultural identity. Having religious places like Saleh shrine, Gasem Shrine, Ali
akbar shrine, and Imam Khomeyni house in Jamaran area in years after revolution, increase the significance of
Shemiran and its religious and spiritual spaces.
By having promenade specialties in region1, about 800 thousand people use re‐creative possibilities by
different age levels every month that this figure is about twice as much as whole population of the region.
Region1 has 80 mosques, 437 schools, 142 parks and 156 private and public sport places and share of green
space of region in comparison to interna onal share (16 square meters), is 47 square meters that is a desired
level.
On the basis of the last population census of Iran Statistics center in year 2006, the popula on of region1
is more than 410,000 people that 50.6% of it’s popula on are men and 49.3% of it are women.

Safe community steering commi ee of region1 of Tehran Municipality has started it’s ac vi es since
October of 2009. Steering commi ee has 54 members. The present management structure of steering
committee in our region is as follows:

8‐ Counting existing condition for purposes of injuries via cooperation with some organization, firefighting

years program since 2011 until 2016 by presence of representative of safe community policy council and
region1 planning assistant and mayor successor in SCSC.

and promenades will be the aim of improving and promoting safety and health of all citizens and
achieve a safe community. The second meeting of MPH course of managing and engineering held at
nation’s academy by presence of experts of Karolinska institute, Sweden and argued about cooperating
of the Karolinska Institute for holding this course.
16‐ Collecting essays about safe community by secretariat of safe community and printing safe community
special issue in publication of family health by family planning association (NGO).
17‐ Surveying experts of WHO collaborating center of Qeytarieh Park and Present region1 safe community
activities report Nations Academy and agreement of the experts of WHO collaborating center to join
our region in survey programs in the year 2011 to international safe community network.

way. Golchin, Artesh Highway, Yas town ship, Daneshjoo Boulevard‐ Kherad Complex.

Indicator No5: Evaluation majors to assess activities and the effect of changes: Supervision, Monitoring and evaluation are the main important factors in the safe community models , so we can consider these issues during the implementation in all of our activities. According the analysis of data is under indicator four we have some points to discuss in the below chapter:
1 ‐ The most incidence rate of injuries and accidents on the basis of the circumstances at region1 in 2009 is
as following factors individual, working with tools and environment factors.
2 – The most of incidence rate of injuries and accidents on the basis of the circumstances at region1 in 2009
is as following factors; penetrate trauma, burning with flame ,following, non‐penetrating trauma and
vehicles.
3 – The most incidence rate of injuries and accidents on the basis of the me at region1 in 2009 is as
following summer, spring and winter.
4 – The most incidence rate of injuries and accidents on the basis of damaging factors at region1 in 2009 is
road transportation.
5 ‐ The data shows that the most accidents at region1 in 2009 is as following factors, pedestrian, engine
driver vehicles, light vehicle and non‐engine driven vehicle.
6 – The data shows that the most condi on of injured person at region1 in 2009 is as following factors,
driver and pedestrian.
7 – The data shows that the most injuries and accident on the basis of fall at region1 in 2009 is as following
recognized factors stairs, channel, puddle, well, and trees.
8 – The data shows that the most of injuries and accident on the basis of non‐penetra ng trauma at region1
in 2009 is as following factors touching a person, touching things or animals and the most of injuries and
accident on the basis of penetra ng factor at region1 in 2009 is cu ng with sharp substance.
9 – The data shows that the most of injuries and accidents on the basis of electric shock/ray at region1 in
2009 is as following factors, electric current and welding.
10 – The data shows that we didn’t have any cases of the injuries and accidents due to drawing, suffocating
and suicide at region1 in 2009.
11 – The data shows that the amount of poisoning and biting of animals is low only one case of animal’s
s ng and two other cases of poisoning is reported at region1 in 2009
12 – The data shows that the most of injuries and accidents on the basis of burning factors at region1 in
2009 is as following factors, touching hot liquids, steam or gas and hot things.
13‐ The data shows that the most of effective factors on the incidence rate of injuries and accidents leading
death – bedridden on the basis of kind of accident at region1 in 2009 is as following vehicles, falling,
penetrating trauma, non‐ penetrating trauma, poisoning and sting of animals
14‐ The data shows that the most of incidence rate of injuries and accidents on the basis of the place at
region1 in 2009 is as following home, street/ highway, sport place, industrial and construc onal place,

commercial place and park/ re‐creative place, But the most of effective factors on the incidence rate of
injuries and accidents leading death‐ bed ridden on the basis of place at region1 in 2009 is as following,
street/ highway, home, industrial place, constructional workshop, and sport place.
15‐ The data shows that the most of effective factors on the incidence rate of injuries and accidents on the
basis of occupa on of injured person at region1 in 2009 is as following free job, student, and house wife.
16‐ The data shows that the most of effective factors on the incidence rate of injuries and accident leading
death‐ bedridden on the basis of age at region1 in 2009 is above 45 years old and below 10 years old.
17‐ the most incidence rate of injuries and accidents on the basis of age of injured person at region1 in 2009
is as following factors, Falling and non‐ penetra ng factors at below age 10 years old, non‐penetrating
and fall factors at age 11‐16 years old, non‐penetra ng and penetra ng factors at age 17‐25 years old,
penetrating and burning with flame factors at above age 26 years old
18 – The data shows that the most of effective factors on the incidence rate of injuries and accidents on the
basis of sex of injured person at region1 in 2009 is as following factors penetra ng, burning with flame in
women and non‐penetrating, falling in men.
19‐ The data shows that the most of effective factors on the incidence rate of injuries and accidents on the
basis of occupa on of injured person at region1 in 2009 is as following, penetra ng factor at military,
penetrating and burning with flame at laboring, non–penetrating factor at administrative, and
penetrating and burning with flame in house wife. According the collecting data of injuries and accidents at region1 in 2009, experiences of other regions and special needs of region1, specialized work groups created in SCSC region1. The data are in the below table show that the activities of all specialized workgroups had the effective roles for reducing of injuries and accidents at region1.
