REPORT
MID TERM WORKSHOP Designing Results-based Action to Strengthen Human
Resources and Skills to Advance Green, Low Emission and Climate Resilient Development
Jakarta, 14 February 2013
1. SUMMARY
National Strategy to Strengthen Human Resources, Learning and Skills Development to Foster Green,
Low Carbon and Climate Resilient Development is supporting by UN:CC Learn which an initiative from UN
agencies and its developing partners. In the implementation of this programme had been delivered by
United Nations Institute for Training and Research (UNITAR). Indonesia is one of the five countries in the
world which selected by UN CC:Learn to conduct pilot project of this program. The other four countries
are Benin, Republic of Dominica, Malawi, and Uganda.
Development of National Strategy to Strengthen Human Resources, Learning and Skills Development to
Foster Green, Low Carbon and Climate Resilient Development its started following the event before
which is National Planning Workshop that already been conducted at 9 October 2013. Following up the
workshop National council on Climate Change (DNPI) has organized 3 times Forum Group which is first
FGD in December 2012, second FGD was organized at 8 January 2013 and the third FGD was organized
at 18 January 2013. This FGD is aimed to involve the line ministries in developing National Strategy
therefore the output of this meeting was shaping up the strategy. To link up and engage the program
with other UN agencies, DNPI has also conducted a coordination meeting UN Climate Change working
groups on 22 January 2013.
In order the more involving the line ministries, UN government agencies and other related parties, DNPI
hold Mid Term Workshop with themed “Designing Results‐based Action to Strengthen Human
Resources and Skills to Advance Green, Low Emission and Climate Resilient Development” on 14
February 2013 in Jakarta.
The Objective of this Mid Term Workshop is to give opportunities to the related parties to review the
proposed action and ensure that the results and proposals oriented to be implemented in the field.
Whereas the purpose specifically:
1. To Achieve mutual understanding on the purpose, the benefits and strategies area priority in the
National Strategy;
2. To Identify Priority action that will be immediately implement in 2013 – 2014;
3. Coordination Monitoring, cooperation and institutional arrangement to support National Strategy
Implementation;
4. To agree the follow up towards finalization and launch of National Strategy.
The expected results of the Mid‐Term Workshop is to take specific action plans the development of
human resources and skills for the development of environment‐friendly, low‐emission and climate
resilience‐oriented towards results and can be implemented in Indonesia.
2. SUMMARY OF THE WORKSHOP AGENDA
The activity of this Workshop with the themed of “Mid Term Development of National Strategy to
strengthen the capacity of human resources in order to improve the development of low–emission and
environmentally friendly and resilient to climate change” It was done with a few sessions and divided
to a presentation, working group and discussion.
The event was started from 09.00 WIB until 16.00 WIB, at Hotel Sari Pan Pacific Jakarta. The meeting
was attended by 62 participants from 15 Ministries/Institutions, UN Climate Change Working Group
(UNESCO, FAO, ILO, WHO, UNORCID, UNEP, UNITAR), UN Resident Coordinator Office, Academia
(University of Indonesia, Sriwijaya University, Bandung Institute of Technology), NGO and private sector
(Pertamina). The list of attendees provided in the appendix 1.
The Workshop was divided into 4 sessions and group discussion as follow:
2.1 Workshop Opening
Mid Term Workshop was opened by Bapak Agus Purnomo, MA, MBA. Head of Secretariat of National
Council on Climate Change Indonesia (DNPI) as well as Special Staff for President Republic of Indonesia.
He mentioned about the Government of Indonesia commitment to reduce emission, where the effort to
emission reduction and climate change awareness in Indonesia must be supported by a commitment
from government and non‐Government, who are expected to cooperate in support a climate change
problem in Indonesia. One of them was a program of empowerment through human resorce to support
through human capital that could in relying to overcome climate change: Formal Education and
Informal, Training to increase skills, to increase awareness or socialization.
The next opening speech presentation was from Mr. Angus Mackay as a representation from
UNITAR/UN CC:Learn, he was giving exposure about climate change and decreasing emission exposure
was climate change and decreasing emission is a fundamental problem in the world. UNITAR was
helping country in the Asia Pacific with the same problem and support the funding. UNITAR was hopping
the coordination with the government of Indonesia that related with Climate Change and pushing all the
aspects of community, whether from community institutions, to hold a big program in addressing of
climate change. Human resources are a fundamental problem in implementing the frame work of the
climate change strategy important in its applications is to improve human resource.
Prof. Shahbaz Khan from UNESCO as well as coordinator of UN Working Group on Climate Change was
explaining that United Nation Climate Change working group was very supportive to the development of
“National strategy to strengthen human resources capacity to advance low emission development,
green and climate change resilient we must think by way of cross sector where there are 14 priority
sectors and one priority is regarded very important about capacity building”. There were some Project
that been running at the United Nation Working Group of Climate Change, and we hope we could
support and helping Indonesia with the proposals we received and we could have partners to
implemented the program in the good way to the future.
2.2 Workshop Session
Session 1: Context of the UNCC: Learn Initiative and Workshop Objectives
This session was delivered by Mr. Doddy S. Sukadri, from National Council of Climate Change of
Indonesia as a National Coordinator, in this session he was presented about understanding and the
same objective also the strategy and the benefits of this activity; identified the priority activities who
will be implemented this year or the next year, and also implementation the activity that been plan and
compiled from the government, education, also private sector, as well as all community and support
partnership will be implementation this activity.
Session 2 : Developing the draft National Learning Strategy
This session was the core of the workshop, Mr. Bambang Widyantoro Lead Consultant PT. Surveyor
Indonesia was presented about the result of development National Strategy in human resources
development reliable to prepare of Climate Change resilience. The vision has formulated is to achieve
Human resources in Indonesia reliable to be implemented booth adaptation and mitigation. The vision
could be reach through strategy that been formulated such as material presentation. In this
presentation the context of National to develop National strategy and also will be proceed of its
development, Methodology, Analysis Gap and SWOT (Strength, Weakness, Opportunity, and Treat) in
the context of development National Strategy to strengthen capacity human resources to increase
development of low emission and green and climate change resilience.
Session 3 : Working Group
The next agenda in this session 3 was Group Exercise; participants was divided in to (2) two Groups
Exercises, based on attendance which is Group 1. Facilitator, Euis Emalia Noor and Group 2. Facilitator,
Muhammad Farid.
The Inputs of the result from Group Exercise for the 16 Emerging Priority Action are Below:
1. Training of Trainer (ToT) REDD+ :
• Basic Training on CC and REDD+ for Community Leaders in Java
• Development of REDD+ training module/simple learning tool for decision makers at
national and sub‐national level
a) Training of the Trainer was the key step in capacity development for stakeholder in the
national context. It is suggested to include the development of new module focus on
Training of the Trainer
b) In regard to Development of REDD+ training module/simple learning tool for decision
makers at national and sub‐national level” the meaning of training module was
development merely the module will be aligned with the activity that been doing from
ToT.
2. Addressing CC in Technical and Vocational Training and Education
• The School curriculum, having regard of the typical of the areas example in the chapter of
“enrichment” inside the school book, should be specific with the typical of (geographical)
the area of school. So that the module development will be adjusted with this
condition/ecosystem that been had in Indonesia based on the region. If will be do a new
module that reflection with the typical of the region of Indonesia should be having research
for the developing module and enrichment, and also directly practicing in the field could be
as good reference to the student, so that could imparting understanding to the students
through practice and a variety activity to the students.
We recommend “Addressing Climate Change” should be remove because was not possible
yet to be in the policy curriculum where will be implemented whether in PAUD or where?
3. Knowledge Management for Developing Adaptation and Mitigation Capacity
• Should be implemented in strengthening the role of DNPI.
• Through this program DNPI could be as service information about climate change in
Indonesia.
• Should be included of local wisdom: either to traditional knowledge, and how to synergy to
the entire stakeholder that related with.
4. Strengthening Capacities of Early Childhood Teachers Concerning CC
• This activity is important to be implemented and could be consider financing source from
international donor.
5. Development of Public Awareness Modules/Training on CC Adaptation and Mitigation
• The words of “modules/training” should be removing so it may mislead between
development and a new development.
• It’s recommend the title should be change with “Development of Public Awareness
Campaign on Climate Change Adaptation and Mitigation”, beside that should determined
which organization will be made and distribute it.
6. Awareness Raising on CC Adaptation and Mitigation for Community Living in Coastal Areas
• Program no. 5 and 6 should be merged or put it together.
• It is recommend should have a special programs specific on adaptation.
7. Strengthen Knowledge and Skills to Develop CC Financing Proposals
• Should seek the best practice/method for developing countries. Because the source and
identification was limited, so we could see which program should be a priority, relating with
the limitation source of donor.
• Should be conducted a further discussion with Bappenas.
8. Enhancing Knowledge and Skills to Calculate Greenhouse Gas Emissions
• This program should be sustaining, because of a huge contribution to low emission
development.
• How to import, monitoring and calculate carbon emission, monitoring and making base line
continuously under Ministry of Environmental, making a new module for the training
instrument about climate change.
9. Strengthening Capacities for Farmers in Degraded Land Areas
• The Title should be “Strengthening Sustainable Farming System Capacities for Farmers and
Indigenous People in Sub Optimal Areas”.
10. Development of Public Awareness Campaign to Reduce, Reuse, and Recycle Domestic Waste
• At the Public Works Ministry they focusing in to two (2) things.
- Public Awareness to avoid emission methane that will form.
- Capacity Building to decrease/manage emission methane that already been formed.
• This is very important for the open dumping management.
• The referred objective was to manage waste and reduce the negative impact of emission
caused by unmanaged domestic waste.
11. Capacity building of Industrial Practitioners to Increase Use of Renewable Energy
• It is recommend that the meeting should be invited the decision maker from Head of
Training and Education Department.
• Comments from Ministry of ESDM urge to the industrials to be prepare an energy manager.
At the Ministry of Industrial should have specific Climate Change Training agency.
This point was giving influence that the industrial practitioners does not using renewable.
Whereas the constraints for this exist in Energy Supplier, that is Government. Government
was the supplier of energy, and as a member of subsidy. While the renewable budget with
non‐renewable it’s the same. As long as non‐renewable energy was cheaper, the industrial
will difficult to turn to renewable.
• The capacity building will be prepare in the area of energy, the decision maker from the
Ministry of ESDM also handle regulation.
• Should be implemented the pilot project in the region, and that is need to have study of the
home appliances that related with the emission produce.
12. Human Resource Development for Biomass Production
13. Establishment of National Implementation Platform for Strengthening Human Resources and
Skills
• To continue this program should have coordination between DNPI and BMKG.
• To strengthen the capacity building the action should emphasize among the legislative as
well as religious leader.
14. Mainstreaming Negotiation result into Sector Development Program
• Should choose the priority between no. 13 and no. 14.
• Program no.14 should be there, but the leading sector not only DNPI because will be
aligning the line ministry program.
15. Strengthening University Role for Promoting CC Adaptation and Mitigation in Indonesia
• How to build cooperation within networking and Ministry of Environmental should be inside
of the networking. It is recommended the center of studies should have more than one
networking between universities and institutions.
• The objective of the development center should be Research Action based.
16. Increasing the farmer capacity to face CC Impact
• BMKG will be develop a program to the farmers, why farmers? Because BMKG has already
have cooperation program with the farmers. BMKG would like to adopt the program in the
other region of Indonesia, such as Cilacap. For the region BMKG will develop GIS
(Geographical Information System) for development of Human resources capacity of the
farmers and to keep the database.
• Climate change Rule of service, not for development of the farmers. So in the point no 9 try
to associate with point no. 16 BMKG “playing” only the tools.
• In related of point no 9 above that is “Strengthening Capacities for Farmers in Degraded
Land Areas” should change the title with “Strengthening Sustainable Farming System
Capacities for Farmers and Indigenous People in Sub Optimal Areas” so increasing the
farmers capacity point to face it climate change impact could be in or blend in that title.

Session 4: Reflections from Key Partners
This section was moderated by Mr. Angus Mackay as the representative from UNITAR/UN
CC:Learn. Mr. Angus expressed his gratitude that the Mid Term Workshop activity is a live and
involving all stakeholders especially in the working group exercise. The discussion was very useful
for choosing the action priority that will be launched soon.
Furthermore Mr. Jonathan Gilman from UNEP stated that UNEP will help and support and submit
activity that could be collaboration of cross sector programme.
Session 5: Workshop Summary, Evaluation
This section was moderate By Mr. Doddy S. Sukadri as the National Coordinator. In this section he
concluded on how the 16 Emerging Priorities Action (EPA) will be compiled, and also how to
synergize partnership of the program and could give benefit to Indonesian and the development
partners. At this partnership DNPI would be the bridging point. Moreover, if the National strategy
has been launched and expected to be disseminate to related parties. In this section Mr. Doddy
was hoping to Consultant to clarify some example of the project from the 16 Emerging Priority
Action (EPA) that been aligned and what is the indicator objective of each programme. Mr. Doddy
explained that will be 3 (three) projects funded by the UNITAR because the budget was very limited
and the framework will be 3 – 6 months, Mr. Doddy appealed that UN also could participate in
support and fund the programmes.
3. THE FOLLOW UP ACTIVITYS
The follow up action after the Mid Term Workshop will be more involving the key stakeholders
(Ministry/Institution, Academic, NGO, Private sector). The programme will be monitored and
aligned with the existing programme of line ministry. The steps as follow below:
1. To distribute the action plan activity in related with the implementation of Strategy National to
the Ministry department;
2. Finalizing of Strategy National Report;
3. Launching of National Strategy.

(Answer) workshop, suggestion for improvement, etc? Time to short, every ministry has parts in
different way and the invitation should be the right person.
Should have unit that related and very important person that should be attend such as Bappenas, Finance Ministry, MOE, Ministry of Interior
Keeping the attendance with the system delegation from each of institution that rep so the vote that been sounding was experience that really needs it to spread.
For some of program need it coordination and a clear division of task between DNPI, Bappenas and KLH.
Explaining more detail from where is the strategy came from.
It will be better the related parties should be understand about the idea.
The Organize and the method of the workshop that was pretty good, so, all the participants could be interact and adaptation pretty good too.
