1. IntroductionThis document is a Noise Impact Study regarding the proposed U-Haul Burlington Facility(Facility) at 3245 Mainway in Burlington. This Study is associated with a land use planningapplication.

The objective of this Study is to assess if there is any noise impact associated with the Facility onthe surrounding noise sensitive land use using noise criteria developed by the Ontario Ministry ofthe Environment and Climate Change (MOECC). There are no vibration sources associated withthe Facility.

2. SiteThe Facility is located on the north side of Mainway between Dillon Road and Northside Road. Itwill be converted from an existing industrial building. A site plan is provided in Figure 1. Apreliminary floor plan is provided in Figure 2. The majority of the building will be used for an interiorself-storage facility. The southwest corner of the building will house a vehicle rental serviceincluding a retail store (labeled as Showroom on Figure 1) and a workshop for vehicle modification(labeled as D&R area on Figure 2). Shunting of trailers will take place in the designated area nearthe northwest corner of the parking area. The “Proposed Shop Area” on the north side of thebuilding in Figure 2 is excluded from the scope of this report as there is no information for itsoperation at this stage.

Operating hours of the vehicle rental service is anticipated to be from 7 a.m. to 7 p.m., 7 days aweek. The self-storage facility is expected to be accessible 24 hours a day, 7 days a week.

The Facility is surrounded by industrial developments to the east, west and south; and residentialdevelopments to the north. An aerial photo of the area is shown in Figure 3.

3. Critical Noise ReceptorsThe critical point of reception (POR), where the noise impact is expected to be the greatest, occursat the nearest noise sensitive land use such as residential properties. The nearest residentialareas are the 2-storey houses along Consort Crescent immediately north of the Facility. ThePORs are shown in Figure 3 and are listed in Table 1.

4. Noise Assessment CriteriaThe Ontario Ministry of Environment and Climate Change (MOECC) Noise Publication NPC-300,Environmental Noise Guideline, Stationary and Transportation Sources – Approval and Planningstates that:

“For sound from a stationary source…, the sound level limit at a point of reception, expressed interms of the One Hour Equivalent Sound Level (Leq) is the higher of the applicable exclusion limitvalue given in Table 2, or the background sound level for that point of reception.”

POR1 and POR2 are considered to be in a Class 2 Area since they are located in a subdivisionmore than 150 m from Mainway and other major arterial roads. The MOECC exclusion limits areused to assess compliance in this report.

5. Sound Level MeasurementsA representative from SACL visited the U-Haul Mississauga Facility at 2700 Royal Windsor Drivein Mississauga on the morning of December 1, 2017. Activities in the Mississauga facility wereobserved and sound levels of significant stationary noise sources were measured.

5.1. InstrumentationSound levels were measured using a Brüel and Kjær Hand-held Analyzer Type 2270 (serialnumber 3004161) with a Brüel and Kjær ½” Prepolarized Condenser Microphone Type 4189(serial number 2877061). The sound level meter was calibrated on-site with a Brüel and KjærSound Level Calibrator Type 4230 (serial number 830799). A wind shield was used for all outdoorsound level measurements, and weather conditions, provided in Appendix A, were suitable formeasurement.

5.2. Measurement ResultsSound levels were measured near the noise sources, including idling rental truck, shunting oftrailer, and at the plane of overhead door of the workshop. The measurement results, provided inAppendix B, are used to calculate sound levels at the PORs.

6. Noise SourcesThe major noise sources associated with the vehicle rental service are rental truck movement andidling on site, vehicle modification in workshop and shunting of trailers. The potential noise sourceassociated with the self-storage facility is occasional truck movement to access the storage facilityand truck idling.

According to the personnel from U-Haul, there is no plan to replace the existing rooftopmechanical equipment at this stage. Representatives from SACL visited the site on February 14,2018 to find out information of existing mechanical equipment. The building is currently vacantand no mechanical equipment is in operation. Some of the outdoor equipment does not havemodel numbers or any information on the equipment. Findings from the site visit is provided inAppendix C. It is anticipated that process mechanical equipment used by previous industrialtenant will not be operational in the future. Only HVAC equipment for comfort heating and coolingthat are identified as significant noise sources are considered.

The major noise sources are listed in Table 3 and their locations are shown in Figure 4.

Based on observations at the U-Haul Mississauga Facility, occurrence of rental truck idling andtrailer shunting are intermittent. To be conservative for the worst-case scenario, it is assumed thatany two rental trucks may idle continuously for a minimum of one hour during vehicle inspectionor for loading packing material from the retail store; and any one vehicle may hook up a trailer inthe same hour. There is no impulsive noise associated with shunting. The overhead door forworkshop is normally closed. However, it is assumed that the overhead door is open for ventilationduring summer. The activities described above will take place during the opening hours of thevehicle rental services, which are between 7 a.m. and 7 p.m.

Regarding truck movement on site, it is assumed that 6 rental trucks are returned to the Facilityand 6 rental trucks are rented in an hour during the busiest time. It is also assumed that twomedium truck accesses the self-storage facility and leaves within the same hour during daytimeor night-time. In addition, it is assumed that any one truck may idle near the building during loadingor unloading.

Mechanical design for the Facility is not available yet. Existing mechanical equipment is notoperational as the building is currently vacant. Therefore, sound level measurement of existingmechanical equipment is not feasible. Manufacturers’ sound data of exact models or similarmodels is used in the analysis. Cut sheets of mechanical equipment are provided in Appendix C.No information is available for ahu-1 and ahu-2 and a sound power level of 90 dBA is assumed.To be conservative, it is assumed that all mechanical equipment may run continuously for an hourduring daytime and run 50% of the time during night-time.

The sound power levels used in the calculations to determine the sound levels at PORs aresummarised in Table 4.

7. Sound Level CalculationSound levels at the PORs due to stationary noise sources in the Facility were calculated usingthe software CadnaA in accordance with the methods described in ISO 9613-2. Detailedcalculations are provided in Appendix D and the calculated sound level are summarised in Table5. The worst-case predictable scenario, which includes a total of 3 trucks idling, shunting of onetrailer, truck movements and mechanical equipment running continuously for a full hour, isassumed in the daytime calculation. Noise sources including truck movement to access the self-storage facility, 1 truck idling and mechanical equipment operating 50% of the time are includedin night-time calculation. An existing noise barrier that is minimum 3m high near the southwestfaçade of the building is included in the calculation.

8. Assessment and DiscussionThe calculated sound levels at the critical points of reception at 1264 Consort Crescent meet theMOECC daytime, evening and night-time sound level limits based on the worst-case predictableoperating scenario described above.

As information of existing mechanical equipment is very limited, assumptions have been made tothe sound power levels of existing equipment. In addition, a total of 12 rental truck trips returningor leaving the Facility is assumed. This noise impact study should be updated when themechanical design is available and if there are changes in expected truck traffic.

9. Concluding CommentsThe noise sources associated with the proposed U-Haul Burlington Facility at 3245 Mainway inBurlington can meet the MOECC sound level limits at the nearest residential property. It shouldtherefore be approved from the noise aspect.
