a. Overview and Background Information on the TEWG The meeting received from the Secretariat a presentation on the overview and background information on the creation and the mandate of the TEWG. It was recalled that the Training Experts Working Group (TEWG) was created by the follow-up meeting of the 1st Pan-African Aviation Training Coordination Conference held in Johannesburg, 04-05 May 2009, to give effect to Recommendation 5/8 of the Special AFI Regional Air Navigation meeting. The TEWG was tasked to develop a framework for harmonization of aviation training in Africa, establish database for aviation training needs and capacities in Africa, and determine and distribute actions for States and training institutions for the purpose of increasing, as well as rationalizing training resources within Africa.

b. Update, Review & Adoption of the Working Procedures As recommended by the teleconference meeting of the TEWG held on 02 July 2009, the secretariat developed an initial draft of working procedures. The draft procedural handbook submitted to the TEWG is an informal document intended to provide, for easy reference of all interested parties, a consolidation of material, particularly of a procedural nature, relevant to the work of the TEWG. It contains the terms of reference and working methods of the TEWG. It also contains the working arrangements developed by the Group for the practical application of its terms of reference and working methods, including the participation of non-members to the activities of the TEWG. Decision 1/1: The TEWG adopted the 1st edition of the TEWG Procedural handbook to be distributed to Members and Observers of TEWG, and to other participating in meetings, contributing to, or having interest in the work of the TEWG. The approved version is attached as Appendix B to this report.

c. Update, Review & Adoption of the Work Plan The meeting was presented with the proposed Work plan. The objectives of the Work Plan of the TEWG are to identify the sub-tasks to be performed and develop schedule, expected outcomes and timelines of the activities of the Working Group in order to meet the objectives of its terms of reference.

The first edition of the Work Plan of the TEWG was issued on 10 June 2009 and reviewed during the teleconference meeting held on 2 July 2009. The comments from the teleconference of 2 July 2009 were incorporated into a revised version issued on 10 July 2009. The meeting reviewed the Work Plan and noted in particular the milestones for the delivery of the actions for States and training institutions in order to harmonize aviation training in Africa. Decision 1/2: After discussions and amendment, the meeting adopted the Work Plan as a living document to reflect the division of sub-tasks and the associated schedules for the purpose of tracking progress in the achievement of the objectives of the TEWG. The approved version is attached in Appendix C to this report. 1. Report on Agenda Item 1: Establishment of database on training needs and capacities in Africa

1.1. Review of the draft questionnaire: The meeting reviewed and made necessary changes to the draft questionnaires to the training customer organisations (Civil aviation authorities and aviation services providers) and training providers’ institutions. The TEWG further agreed to pilot the on-line version of the questionnaire prior to its release.

Conclusion 1/3: After discussions and amendment, the meeting adopted the draft questionnaires for collection of data on training needs and resources. The Secretariat will consolidate the comments and submit them to SITA on Monday 21 September 2009. The TEWG members will pilot the on-line version of the questionnaire as soon as it is finalized by SITA and would provide additional comments prior to the final release to training customer and provider organisations.

1.2. Review of the database requirements: The meeting was presented with the database user

requirements intended to capture the quantification of training needs and resources available. It was noted that two options were identified by the database design experts for the operating environment of the database: Microsoft Access Interface and Website/HTML interface. It was noted that the latter does not require special software for the end-users and has the power and flexibility of websites. On the other hand, the Microsoft Access option requires user to be familiar with MS Access and the user interface is constrained by what MS Access provides. It was therefore agreed to retain the Website/HTML interface as the operating environment of the database.

Conclusion 1/4: After discussions and amendment, the meeting adopted the user requirements for the development of the database of training requirements and capacities in the AFI region. The Secretariat will consolidate the comments and submit them to SITA on Monday 21 September 2009.

1.3. Project timelines: The meeting discussed the proposed timelines for the issuance of the

questionnaire (9 October 2009), data collection (13 November 2009), and delivery of the report with the gap analysis and recommendations (15 December 2009). The TEWG agreed to provide the necessary support to SITA and ACIP to meet the above milestones. With regard to the visits to the major aviation training centers, the meeting agreed that they should take place 16-26 November, once sufficient data had been gathered. The meeting also suggested to include Sudan and the Ecole Nationale de l’Aviation Civile et de la Météorologie (EAMAC) in the cycle of visits.

1.4. Project support required: Under this agenda item, the meeting discussed the support that could be extended by the TEWG to SITA and ACIP in the process of data collection. While it is recognised that SITA will be in charge of the data collection using its in-country personnel, the TEWG agreed that the different stakeholders in the TEWG could also support the data collection effort. This support could be in the form of covering letter to the survey questionnaire signed by the stakeholders (AFRAA, ACI Africa) who would also provide contact details of their members and encourage them to respond. With regard to the visits of major aviation training centers, the meeting requested that SITA develops terms of reference so as to further identify the support that may be required from ACIP and the TEWG in the preparation and conduct of these missions.

2. Report on Agenda Item 2: States/Regional Competencies requirements for major aviation

job/functions – Commonalities and Differences

In order to develop the framework for harmonization of aviation training in Africa, it is crucial to identify the commonalities and differences in terms of competencies requirements for the major job/functions across Africa. In this regard, the meeting agreed to develop a list of major jobs/functions into two categories: those for which there are ICAO SARPs/guidance on competencies requirements and those for which there are no ICAO SARPs/guidance on competencies requirements. For the first category, the TEWG would look into how the ICAO SARPs/guidance on competencies requirements have been translated into national regulations and identify commonalities and differences. For the second category, the work of the TEWG should focus on looking into existing practices in order to set levels of competencies requirements. Decision 1/5: The secretariat will consolidate a list of major jobs/functions in the areas of regulatory, airline operations, airport operations, aircraft maintenance, air traffic services and other relevant aviation areas for submission to the TEWG for comment and to be completed by 23 September 2009. The consolidate list will serve as a basis for tracking commonalities and differences in terms of competencies requirements for purpose of identifying the actions required for the harmonization of aviation training requirements in Africa.

3. Report on Agenda Item 3: States/Regional requirements for Training Organizations –

Commonalities and Differences

Under this agenda item, the meeting discussed the need to review the existing requirements across Africa for Training Organizations. In this regard, the meeting agreed to develop a list of major requirements for training organizations into two categories: those for which there are ICAO SARPs/guidance and those for which there are no ICAO SARPs/guidance. For the first category, the TEWG would look into how the ICAO SARPs/guidance on training organizations have been translated into national regulations and identify commonalities and differences. For the second category, the work of the TEWG should focus on looking into existing practices in order to set levels of requirements. Decision 1/6: The secretariat will consolidate a list of major requirements in the areas of facilities, organization, examination management, course development and delivery, instructors/trainers competencies and other relevant areas for submission to the TEWG to comment and finalize by 23 September 2009. The consolidated list will serve as a basis for tracking commonalities and differences in terms of training organizations requirements for purpose of identifying the actions required for the harmonization of aviation training delivery in Africa, including rationalization of resources and strengthening the existing ones.

4. Report on Agenda Item 4: States/Regional requirements & ICAO/AFRAA guidance material on curriculum development and courses quality control The meeting recognized that the framework for harmonization of aviation training in Africa should also be based on common requirements regarding curriculum development and courses quality control. In this regard, the meeting agreed to review the existing practices across Africa in terms of curriculum development and courses quality control. Decision1/7: Based on the results of the relevant questions in the questionnaire related to training organizations, the TEWG will examine existing practices, commonalities and differences in terms of curriculum development and courses quality control for purpose of identifying the actions required for the harmonization of aviation training delivery in Africa, including rationalization of resources and strengthening the existing ones.

FOREWORD

1. Introduction

1.1. The TEWG Procedural Handbook is an informal publication approved by the TEWG, intended to provide, for easy reference of all interested parties, a consolidation of material, particularly of a procedural nature, relevant to the work of the TEWG. It contains the terms of reference and working methods of the TEWG. It also contains the working arrangements developed by the Group for the practical application of its terms of reference and working methods.

1.2. The Handbook consists of a series of loose-leaf pages, organized in Section and Part headings

describing the terms of reference, composition, working arrangements, rules of procedure and practices governing the conduct of business.

1.3. The Procedural Handbook will be distributed to Members and Observers of TEWG, and to other

participating in meetings, contributing to, or having interest in the work of the TEWG.

PART I - TERMS OF REFERENCE OF THE AFI TRAINING EXPERTS WORKING GROUP

1. Background

1.1. The AFI Training Experts Working Group (TEWG) was set up by the meeting of the AFI training institutions held in Johannesburg, South Africa, 04-05 May 2009 as recommended by the Special AFI Regional Air Navigation Meeting, 2008. [Action by ACIP & AFCAC on Recommendation 05/8 of the SP AFI RAN (2008)].

2. Terms of Reference of the TEWG

2.1. The terms of reference of the Group are to:

A. Develop a framework for harmonization of aviation training in Africa; B. Establish database for aviation training needs and capacities in Africa; C. Determine and distribute actions for States and Training Institutions.

2.2. In order to meet the terms of reference, the Group has identified the following sub-tasks:

a) Perform a Pre-inventory of the existing training capabilities in Africa; b) Develop detailed data requirements for the database on training needs and resources; c) Establish the technical database and host requirements; d) Develop, with the assistance of suitable technical partner, questionnaires on the training needs

and resources, including guidelines for the collection of data; e) Implement the technical database and hosting arrangements; f) With the assistance of suitable technical partner and regional organizations, collect data on

training needs and resources; g) With the assistance of suitable technical partner, analyze the data received from the

questionnaires on training needs and resources; h) Establish mechanisms for database update and future management; i) For each major job/function, identify existing States/regional competencies requirements (basic,

OJT, recurrent); j) Identify commonalities and differences in terms of competencies requirements; k) Identify job/functions for which competencies requirements need to be set and develop standards

accordingly; l) Collect existing regulations on requirements related to training organizations (facilities,

equipment, structure, personnel, etc....);

m) Identify commonalities and differences in terms of requirements for training organizations; n) Identify requirements for training organizations for which common requirements are needed and

develop standards accordingly; o) Review any other potential barriers (administrative, cross-recognition of diplomas, professional

chapters...etc..) to the use of training centres in other States and receiving credit for that training; p) Establish a dynamic list of stakeholders who need to be reached (Civil Aviation Administrations,

Training Institutions, Education department, Professional organizations, Youth services, etc..); q) Identify stakeholders and areas where immediate cooperation arrangements and harmonization

measures can be initiated early in advance; r) Facilitate immediate cooperation arrangements for quick results; s) Finalize a list of actions for distribution to States, Services providers and training institutions;

3. Composition of the Group and designation of its Members

3.1. The Group is composed of 8 Members from Regional Organizations and ICAO approved Training Institutions and in the AFI Region.

3.2. Each designated institution appoints one Training Expert as its representative. The list of current

members and their contact details are included in Appendix A to the present handbook.

3.3. The AFI Comprehensive Implementation Programme (ACIP) and African Civil Aviation Commission (AFCAC) will provide secretariat support to the TEWG.

4. Participation in the Group's activities by non members

4.1. All States, Regional Organizations, Services Providers and training institutions located in the AFI Region are also entitled to be represented at meetings of the Group with full rights, if they so wish. States, Regional Organizations, Services Providers and training institutions should however, take into account the need for keeping meetings of the Group as small and as informal as possible for efficiency purpose.

4.2. In addition, the Group may invite States, Regional Organizations, Services Providers or training

institutions to participate in its meetings whenever it feels that such entities will be affected by specific aspects of the work of the Group or when this will be of assistance in the general conduct of its work.

PART II - WORKING ARRANGEMENTS

1. Relations with States

1.1. States located geographically in the AFI Region shall be kept fully informed of activities of the TEWG. To achieve this objective, States should receive, on a regular basis:

a) The proposed agenda for meetings of the Group; b) The reports on meetings of the Group:

1.2. States should ensure necessary co-ordination and follow-up of the Group's activities within their

Administrations and training institutions within their jurisdiction. 1.3. The Group may obtain information from AFI services providers and States on specific questions

and offer them advice in the form of specific proposals for action.

1.4. The Group should concentrate on a clear identification of existing shortcomings in the harmonization of training in the AFI Region, on the establishment of priorities for overcoming them, on the development of methods of achieving implementation and on practical solutions to specific problems, particularly, those matters seriously affecting the availability of qualified personnel on safety related functions.

2. Relations with other Bodies and Organizations

2.1. TEWG shall keep itself informed of the activities of other bodies and organizations to the extent that such activities are likely to have an impact on the planning and operation of training in the AFI Region.

2.2. When necessary, TEWG shall provide information and advice to such bodies and organizations,

if this is required, in order to:

a) avoid duplication of studies and/or efforts; and b) engage their assistance in matters which, while having a bearing on training, are outside

the competence of the terms of reference of the TEWG. 3. Administration of the TEWG

3.1. The TEWG shall be administered as follows: 3.2. by a Chairman elected from the representatives designated by Member of the Group and

3.3. by a Secretary designated by ACIP and AFCAC.

3.4. The Chairman, in close co-operation with the Secretary, shall make all necessary arrangements for the most efficient working of the Group. The Group shall at all time work with a minimum of formality and paper work.

3.5. Between meetings of the Group, some subjects may be dealt with by correspondence among its

members States through the Secretary of the TEWG, and/or the online forum. 4. Meetings of the Group

4.1. Based on the advice of the members of the Group and of the Secretary, the Chairman shall decide on the date and duration of meetings of the Group.

4.2. Members may be accompanied by advisers. Total attendance should, however, be kept to a

minimum consistent with the topics to be discussed so as to maintain the desired informality of proceedings.

5. Role of Designated Members

5.1. Representatives of Organizations designated as Members of the Group shall assume the duties and responsibilities of ensuring the normal conduct of business of the Group. Members should attend regularly all the meetings of the Group and maintain the continuity of the Group's work in the interval between meetings. This may take the form of assignment of specific tasks to selected individual Members.

PART III - RULES OF PROCEDURES FOR THE CONDUCT OF MEETINGS OF TEWG

1. General

1.1. TEWG shall at all time work with a minimum of formality and paper work. To achieve this aim, the rules of procedure for the conduct of meetings should be as flexible and simple as possible. The group is expected to conduct its business by consensus of all interested parties. The following provisions do not include therefore any procedures for handling motions or voting.

1.2. There shall be no minutes for the meetings of the Group. Reports on meetings should not

include formal Statements by members or other participants. However, specific divergent views expressed in relation to decisions taken or conclusions reached shall be recorded as an integral part of the report.

2. Participation

2.1. Representatives of Organizations designated as members of the TEWG should participate regularly in all meetings of the Group.

2.2. Subject to the applicable provisions in paragraphs 4 of Part I, any State, Regional Organization,

Training Institution, or Service provider is entitled to participate in meetings of the TEWG, if it so wishes. To this effect, the State/Organization concerned should notify the Secretary of the TEWG of its intention of being represented, not later than 10 days prior to the meeting in which it has decided to participate. Such notification should include an indication of the subjects in which that State/Organization is interested and the name and title of its representative(s).

2.3. The Group shall normally invite international organizations and/or African bodies and

organizations representing important civil aviation interests to participate in the work of the TEWG in a consultative capacity.

3. Convening of meetings

Note: In addition to the working arrangements set forth in paragraph 4 of Part Ii, the rules of procedure below should be followed in convening meetings of the Group.

3.1. At each of its meetings the Group should endeavour to agree on the date and duration of its next

meeting 3.2. In accordance with its objectives TEWG shall:

a) ensure the continuous and coherent development of the AFI Training

harmonization Plan as a whole; and b) identify specific problems in the field of training concerning the AFI Region and

propose, in appropriate form, resolving action addressed to parties concerned.

3.3. A convening letter for a meeting shall be addressed by the Secretary of the Group, normally 30 days prior to the meeting, to representatives of:

a) Organizations designated as Members; b) States, Organizations, training institutions, services providers, not designated as

Members, but which have decided to attend regularly the meetings of the TEWG;

c) International organizations and/or African bodies and organizations invited to participate in the activities of the Group.

3.4. The convening letter should include the agenda, together with explanatory notes prepared by the

Secretary in order to assist participants in preparing for the meeting, and a summary report on its activities.

3.5. The draft agenda shall be circulated with the convening letter, as specified in sub-paragraph 3.4

above, for comments by expected participants in that meeting. Comments in relation to the draft agenda or the work of the group received up prior to the meeting will be submitted to the meeting. However, at the opening of the meeting and State or international organization may propose the inclusion of additional items on the agenda, and this shall be accepted if the majority of States attending the meeting so agree.

4. Languages

4.1. The language of the meetings of the TEWG shall be English. 4.2. The reports on meetings and supporting documentation for meetings of the Group will be

prepared in English and French.

Note: Documentation prepared by States in French or English may be forwarded to the Secretary for translation. In this case, the organizations concerned should ensure that such documentation reaches the Secretary 5 days in advance of the meeting for which it is intended to permit processing, if possible.

5. Conclusions and Decisions of the Meetings

5.1. Action taken by the Group shall be recorded in the form of:

a) Conclusions; and b) Decisions.

5.2. Conclusions deal with matters which, in accordance with the Group's terms of reference, merit

directly the attention of States, or on which further action is required to be initiated by the Secretary in accordance with established procedures.

5.3. Conclusions are aimed mainly at the furtherance of studies and programmes being undertaken by

the Group, its sub-groups and other ICAO Groups or meetings. For the implementation of such conclusions, the Secretary shall:

a) initiate the required action; or b) invite States and international organizations or other bodies as appropriate to

undertake the tasks called for by the Conclusion concerned; or

c) refer them to ACIP/AFCAC for appropriate action.

5.4. The Secretary will ensure that conclusions are transmitted to the States concerned through the relevant ICAO Regional Offices and will take whatever action may be required to monitor their implementation.

5.5. Decisions relate to the internal working arrangements of the Group.

6. Conduct of business

6.1. The meetings of the TEWG shall be conducted by the Chairman or, in his absence, by a chairman appointed by the meeting.

6.2. At the first sitting of each meeting, following the opening by the Chairman, the Secretary shall

inform participants of the arrangements made for the conduct of the meeting, its organization and of the documentation available for consideration of the different items on the agenda.

6.3. Each meeting of the TEWG will consider, as required:

a) reports by the Secretariat; b) reports by regional bodies; c) specific implementation matters; d) review and up-date of the Work Programme.

6.4. The Group shall at each of its meetings review its outstanding Conclusions and Decisions in

order to keep them current and their number at a minimum consistent with the progress achieved in implementation.

7. Reports

7.1. Reports on meetings shall be of a simple layout and as concise as possible and shall include:

a) a brief history of the meeting (duration, attendance, agenda and list of Conclusions and Decisions);

b) a summary of the discussions by the Group on the different items of the agenda

including, for each of them, the relevant Conclusions and/or Decisions;

c) the work programme and future action by the Group;

d) the tentative programme of future meetings of the Group and of its sub-groups.

7.2. A draft report in English will be prepared by the Secretariat for approval by the Group before the closing of each meeting. The report will be translated in French thereafter.

7.3. The approved Meeting Report shall be circulated by the Secretary to:

a) Members of the Group; and b) Other States and International Organizations and AFI bodies and organizations

having attended the relevant meeting.

7.4. The report shall also be circulated, through the ICAO Regional Office of accreditation, to all provider States in the AFI Region as well as to International Organizations and African bodies concerned.

Implementation of Recommendation 5/8 of the Special AFI Regional Air Navigation Meeting [SP AFI RAN (2008)] related to training strategies for safety in Africa

Work Plan

I. Introduction The Special AFI RAN Meeting (Durban, South Africa, 24 to 29 November 2008) formulated several recommendations for implementation under the AFI Comprehensive Implementation Programme (ACIP). One of the Special AFI RAN Meeting recommendations directed at ACIP, among other entities, for implementation is Recommendation 5/8 - Training strategies for safety in Africa. The recommendation calls for a series of actions by States, Training institutions, services providers, donors, ACIP and AFCAC in order to strengthen the aviation training offer and harmonize the training requirements in Africa. With regard to ACIP, the Recommendation 5/8 specifically calls for:

• AFI Comprehensive Implementation Programme (ACIP), in cooperation with AFCAC and other stakeholders, to organize Pan African Training Coordination Conferences that will serve as the framework for closer cooperation and harmonization of training requirements as well as standardization and quality assurance;

• The first Pan African Training Coordination Conference form a working group of training experts

to define a master plan for harmonization of training in the AFI Region;

• Based on aggregated results of the gap analysis, ACIP include as part of its work programme, the conduct of a training needs analysis. The training needs analysis and States’ human resource plans would establish a strategic plan to increase, as well as rationalize training resources within Africa;

II. Update on the implementation of Recommendation 5/8

Pursuant to Recommendation 5/8, the 1st Pan-African Aviation Training Coordination Conference was held in Niamey, Niger, 17-19 February. A follow-up meeting was held in Johannesburg, South Africa, 04-05 May 2009. The follow-up meeting of the 1st Pan-African Aviation Training Centers Coordination Conference served as a platform for outlining training needs, evaluating the training capabilities available throughout the continent, identifying the key challenges related to the provision of aviation training in Africa, and formulating the way forward for a coordinated approach of aviation training in Africa including a closer co-operation between Aviation Training Organizations, harmonization and standardization of aviation training in Africa. The meeting further decided to form an African Training Expert Working Group (TEWG) in line with recommendation 5/8 of SP AFI RAN (2008). ACIP is to provide secretariat support to the TEWG. Sections III and IV describe the organization, and working arrangements and activities to be undertaken by ACIP in support to the TEWG to achieve its objectives and fulfill the requirements of recommendation 5/8 of SP AFI RAN (2008).

III. Objectives & Organization of the TEWG

The TEWG was formed on 05 May 2009 in Johannesburg, South Africa, by the follow-up meeting of the 1st Pan-African Aviation Training Centers Coordination Conference. It is comprised of training experts appointed by regional organizations involved in training, and the ICAO accredited training institutions in Africa. Each entity is to appoint one member. The Terms of Reference of the TEWG and its composition (as of 10 June 2009) are given in Appendix A to the present document. The objectives of the Working Group are to develop the necessary framework and identify the actions to be taken by States, Training institutions and Services providers for the purpose of harmonizing aviation training in Africa.

In a first step, ACIP will provide secretariat support to the TEWG towards the development of the framework for the harmonization of aviation training in Africa, the establishment of training needs and resources database, determination and distribution of actions required from states and training institutions for the harmonization of aviation training. The secretariat support includes preparation and dissemination of pre and post meeting documentation, coordination of meetings and preparation of the final report. Also, to facilitate the exchanges between TEWG members, a dedicated e-forum will be set up and managed by ACIP on the ICAO portal. The forum will be open to TEWG members only to allow for exchange of documents related to the work to be carried out by the TEWG and meetings. Finally, ACIP will make the necessary arrangements with technical and field partners for the set up of the database and collection of the data. The training needs and resources database will be hosted by ICAO and made accessible to al TEWG during the development and implementation phases. Conditions and modalities of access of the complete version of the database will be determined by the TEWG and the resulting recommendations included in the final report of the TEWG. As a second step, the results of the training needs analysis, and the human resources plans to be developed by States as required by Recommendation 5/8, are to be aggregated by ACIP into a strategic plan on the reinforcement and rationalization of aviation training resources in Africa. With regard to the organization of the TEWG, the Working Group would determine its management structure, approve its own working procedures and elect its management at its first meeting. The next section provides a tentative schedule, expected outcomes and timelines of the activities of the Working Group.

IV. Schedule of Activities, Expected Outputs & Timelines

The Terms of Reference of the TEWG list three major tasks to be carried out. This section presents the implementation schedule for the tasks entrusted to the TEWG. Below is breakdown of the major tasks into activities for implementation by the TEWG in a phased-approach.

A detailed list of activities and actions on a monthly basis is given in Appendix B. The list of proposed meetings of the TEWG is given in Appendix C. The division of activities or sub-tasks and the associated activities schedules are subject to review by the TEWG. The activities of the TEWG will be carried out in four phases as described in Figure 1 below. It is anticipated that the framework for the harmonization of aviation training in Africa will be finalized by 30 January 2010 and adopted at the 2nd Pan-African Aviation Training Coordination Conference to be held by 26 February 2010, and latter submitted to the 17th AFI Planning and Implementation Regional Group (APIRG) meeting scheduled to be held towards the end of the first Quarter 2010.
