Thank you for your unenthusiastic and provocative reply While going through your response, I am uncertain if you know what Continuous Tourism Survey is and its hectic work procedure. I had deputed 17 qualified persons for data collection, analysis, report preparation and presentation for the entire project period. Also as agreed, the data was collected, tabulated, analyzed and the report was prepared, submitted and also presented to the Government all 3 years by using my own resources and money without even waiting for my eligible fund from you. I have finally realized that by my dedication I have done a terrible mistake. I had nothing to earn from this project. All the credits (completion certificates) and the remuneration goes to you after this project. Since you haven’t released my payments promptly, I have incurred a loss of at least 8 lakhs. I took the toil and you earn the profit, doesn’t that sound injustice? We both discussed the terms of the project together before commencing the survey in 2009-10. You had agreed that you will meet all the expenses in connection with the survey and if the amount exceeds 28 lakhs you would be ready to share the profit or loss. Based on your verbal assurance I had decided to proceed with the project and I sent a draft agreement to you, but you had not responded. One year later, at the time of report submission you contacted because of your interest in the fund. GITPAC had not adopted any confrontationist attitude, but have taken professionalism towards the completion of the CTS project. It is not true as you said. We had taken an active role from the beginning, and up to the third year report submissions as per clear directions from the tourism department. All the instructions and procedures for the project were given by DoT and we have not done anything on our self-centric interests. We have simply followed their directions and submitted the project because of which there were no hiccups in the presentation. The report submission was delayed due to the financial constraints. After all, the actual expenditure we had incurred was Rs. 34.22 lakhs. After trusting on your word we had reduced 3.11 lakhs from the actual expenditure which makes our total loss 10.72 lakhs (7.61 + 3.11). The balance amount is 31.11 lakhs. We had received Rs. 23.50 lakhs including the first year presentation and Analysis. We are only asking for the actual expenditure incurred for data collection(not including any profit, taxes and duties) and are not asking anything for analysis, tabulation, report preparation and presentation. The bottom-line is, since I am starting to lose my confidence in datamation, as per the contract if you are not willing to release the balance amount of Rs. 7.61 lakhs, I am not ready to spent any more money, time, effort or resource on this project. My management is not encouraging to take up projects that run at a loss.
